TERMS/ACRONYMS 1. Pay Entry Basic Date (PEBD) – The actual or constructed date from which a Soldier accrues creditable service for pay purposes. 2. Basic Active Service Date (BASD) – The actual or constructed date from which a Soldier accrues creditable Active Federal Service (AFS) for retirement purposes. 3. Basic Enlisted Service Date (BESD) – The actual or constructed date from which a Soldier accrues enlisted service. 4. Expiration of Term of Service (ETS) – The actual or adjusted date a Soldier’s enlistment, reenlistment, or extension expires. 5. Date of Rank (DOR) – The actual or constructed date a Soldier was promoted to a particular rank. 6. Regular Army (RA) – Creditable for pay, active, and, if enlisted, enlisted service. 7. Army of the United States [USAR (AUS)] – Category assigned to reserve officers on active duty with the Regular Army. WO1’s and 2LT’s are normally in this status prior to enactment of OWMA/DOPMA. Creditable for pay and active service. 8. Reserve Component on Active Duty [USAR (AD) / ARNG (AD)] – Any time spent in the Guard or Reserve on active duty. Example: Active duty orders must be published such as for AGR status, AT, and ADT; regular drills do not count. Creditable for pay, active, and, if enlisted, enlisted service. 9. Reserve Component NOT on Active Duty (USAR/ARNG) – Any time spent in the Guard or Reserve (Active Army Delayed Entry Program time after 31 December 1984 is not creditable). Creditable for pay and, if enlisted, enlisted service. 10. Service Academy and ROTC – Creditable for pay and active service if member is enlisted or warrant officer. It is not creditable for commissioned officers. 11. Absent Without Leave for more than 24 hours (AWOL) – Lost time for pay and service. 12. Civilian Confinement – Lost time for pay and service. 13. Military Confinement – Lost time for pay and service if convicted.

3 Rules Handout Personnel Office Computations is basically simple mathematics - adding and subtracting. However, there are three basic rules we must follow in order to accurately compute a Soldier’s PEBD, BASD, BESD, and DOR. With a clear understanding of these rules, you will be able to provide the Soldiers you serve with accurate service dates that are so critical in the personnel management decisions. RULE 1: When subtracting one date from another, always add 1 day to the day column for inclusive dates. 1999 14 EXAMPLE: 2000 02 22 2000 02 22 -1994 05 21 -1994 05 21 05 09 01 + 01 (INCLUSIVE DAY) 05 09 02 RULE 2: When subtracting, all months have 30 days and 12 months equals one year. 18 EXAMPLE: 2007 06 42 2008 07 12 2008 07 12 -2005 12 29 -2005 12 29 02 06 13 +01 (INCLUSIVE DAY) 02 06 14 RULE #3-When subtracting one date from another and the ending period is the last day of the month, always change the last day to read 30, unless it is already 30.

Obviously, to apply this rule you must know the exact number of days in each month.

(1) Be

careful with February when applying rule 3. Remember that 28 is the last day of February unless it is a leap year. During a leap year, the last day of February is 29. (2) A good rule to follow is anytime you have February 28 or 29 as an ending period, you first determine if it is a leap year. Divide the last two digits of the year by 4. If the last two digits can be divided evenly by 4, it is a leap year. If it cannot be divided evenly by 4, it is not a leap year. EXAMPLE: 30 1997 02 28 2004 02 28 -1996 01 29 2000 01 03 In the first example you change 28 to 30 as it is not a leap year (year is not evenly divided by 4) so 28 is the last day of the month. In the second example, do not change 28 as it is a leap year (year is evenly divided by 4) so 28 is not the last day of the month. If the example had 29 February, you would change 29 to 30. (3) This table may help if you think leap years will give you a problem: IF THE ENDING PERIOD IS THEN 28 February of a leap year DO NOT CHANGE 28 February of a non-leap year Change to “30” 29 February of a leap year Change to “30”

INFORMATION HANDOUT To solve personnel office computation problems you must know the following:

1. Pay Entry Basic Date (PEBD):

a. This establishes the date from which creditable service for pay purposes begins. If service is interrupted by separation or time lost, the PEBD is adjusted to reflect a constructed date.

b. SFC Johnson enlisted on 6 Feb 2000. He has no prior service. His

PEBD is 6 Feb 2000. He was discharged on 16 Jul 2009. c. After a break in service, SFC Johnson reenlists on

29 Sep 2009 for a period of 3 years. Subtract his prior service from his date of reenlistment to establish his new PEBD.

Example: 2009 07 16 -2000 02 06 09 05 10 +01 09 05 11 (prior service) 2009 09 29 - 09 05 11 2000 04 18 New PEBD: 18 Apr 2000 d. SFC Johnson went AWOL 16-26 Dec 2008. Changes to the PEBD are processed through Finance. Changes to the ETS are processed through eMILPO. 2. Basic Active Service Date (BASD): a. This establishes the actual or constructed date from which members accrue active service. It can be used to determine active service for enlisted promotions and advancement to PV2. If service is interrupted by separation or time lost, the BASD is adjusted to reflect a constructed date. b. When a Soldier has only active service, his BASD and PEBD will be identical dates. c. SGT Smith enlisted in the ARNG on 21 May 2000. He attended Basic Training and Advanced Individual Training from 21 May 2000 until 2 Sep 2000. After BT/AIT, he served in the ARNG until he was ordered to active duty on 9 Jan 2003. He remained on active duty until 20 May 2006 at which time he is released from active duty. He returned to the ARNG until he reenlisted in the Regular Army on 27 Nov 2007 for four years. 3. Basic Enlisted Service Date (BESD): a. This date normally reflects all creditable enlisted service for pay purposes and is used to establish the 8 and 10 year service requirements for promotion to MSG and SGM/CSM.

b. Using the example above, SGT Smith’s BESD upon reenlistment is 21 May 2000, the same date he originally entered the military. He never had a break in service so all the time he served is creditable enlisted service. 4. Date of Rank (DOR): a. Upon promotion, the DOR is specified in the promotion order. b. Upon reduction for misconduct, the Soldier loses credit for all time served in any higher grade(s). The individual reduced has to resume accumulation of time in the new lower grade for any subsequent promotion. The exception to this rule is advancement to PV2 since that advancement requires only that the Soldier be recommended by his commander and be in a promotable status. c. Upon reduction to a lesser grade for inefficiency, the Soldier is entitled to the original DOR in the lower grade. In other words, the Soldier is credited with all active service in his new lower grade and his former higher grade. d. Upon reenlistment or return to active duty, a Soldier is credited for all prior active time in grade (TIMIG) in the re-entry grade and any higher grade(s). An exception to this is personnel who reenlisted prior to 5 Nov 74 after a break in service of 3 or more months. In this case, the DOR is the date of reenlistment. e. Normally a DOR reflects all active service in a particular grade and any higher grade. It is possible for a Soldier in the reserve component to be given DOR credit for satisfactory reserve service when ordered to active duty in the grades above 2LT. This credit is obtained by requesting a DOR determination from (HQDA) at the time the reservist reports to his active duty station.

f. SPC Jones was promoted to SGT 1 April 1995. He is promoted to SSG 1 August 1999. He was released from active duty on 31 March 2003. He reenlisted 10 June 2004 as a SGT. The Soldier is given credit for the TIMIG as SGT and SSG.

Whenever an enlisted service member returns from a time lost status, his DOR is adjusted by the number of days lost. The DOR is moved forward the exact number of days lost. 5. BESD – Stripes for Skills Personnel:

a. DA Circular 601-51 governs the selection and administration of personnel enlisted under the Stripes for Skills (Lateral Entry) Program. These are personnel who have certain civilian-acquired skills and are afforded accelerated promotion through the grade of SSG. b. The BESD for lateral entry Soldiers is computed to reflect 6 months enlisted service when they initially enter active duty, if they don’t already have this time. When the Soldier is appointed to the appropriate pay grade (PV2 or PFC), the BESD is adjusted to show the minimum time in service with waiver, required by chapter 7, AR 600-200 for the grade awarded, unless this minimum service is already reflected. The BESD determined is maintained through the grade of SSG. This adjustment is to allow the lateral entry Soldier to compete for future promotions. Upon promotion to SFC, the BESD will be determined as follows: (1) For grades SFC, MSG, and SGM, enter the BESD that will show the total of all periods of enlisted service, active and inactive, as a member of the Regular and Reserve Armed Forces of the United States. Service not creditable in the computation of basic pay will not be included. (2) If an individual has only had enlisted service only, the BESD is the same as the PEBD.

6. Time Lost:

a. Section 972, Title 10, US Code, states: An enlisted Soldier who is AWOL or in confinement for more than one day or is unable to perform his duties because of his misconduct, will, after his return to duty, serve for a period that, when added to the period he served before his absence, amount to the term for which he was enlisted or inducted. Paragraph 10108b (2) DOD Entitlements Manual states that “Time Lost is made good on a day for day basis.” Essentially, that means that Soldiers who have lost time, which consists of AWOL and/or confinement, must make up this time prior to their separation.

b. To determine how much time the Soldier needs to make up, count each day beginning with the date of departure and ending with the date prior to the date of return. (The date of return is considered a duty day.) The results are added to the Soldier’s BASD, PEBD, DOR and ETS. (Finance will automatically adjust a Soldier’s BASD and PEBD.) c. SPC Davis was AWOL from 12 Jan 2006 and returned on 28 Jan 2006. The Soldier was confined from 29 Jan 2006 and return to duty on 4 Feb 2006. His ETS was 02 Nov 2009. His DOR was 19 Dec 2003. STEP 1: Count each day from 12 Jan to 27 Jan. This is a total of 16 days AWOL. STEP 2: Count each day from 29 Jan to 3 Feb. This is a total of 6 days confined. STEP 3: Add the total lost time together. 16 + 6 = 22 days STEP 4: Count forward (day by day) for each day of lost time. ORIGINAL ETS ORIGINAL DOR 2009 11 02 2003 12 19 (day by day) (day by day) 3 - 24 Nov = 22 days 20 - 31 Dec = 12 1 - 10 Jan = +10 22 days

Adjusted ETS is 2009 11 24 and the adjusted DOR is 2004 01 10
