A MESSAGE FROM NORM BROWNELL, AFPA PRESIDENT

Phil has spent more than 35 years in championing Child Welfare transformation. He has participated at all levels of the system and has fought for meaningful change that benefits children and families, workers and foster families. After 15 years in Alberta, Phil is living in Winnipeg, but remains a strong supporter of the AFPA and its mission.

Phil will be speaking for us at Opening Ceremonies with a speech titled: “Voice,Choice,Respectful Partnerships”. You won’t want to miss this! Be sure to say “Hello” when you see him during the conference.

On behalf of the Alberta Foster Parent Association (AFPA), I invite you to attend our 42nd Annual “It’s All About Kids” Training Conference, Awards Banquet and AGM. As a collective of foster parents, foster to adopt parents, kinship parents, Alberta Human Services staff, and Agency staff, we have the power and ability to help provide safe and nurturing homes that provide children the tools they need to grow as individuals and to bring their hopes and dreams to fruition. We all try so very hard to do the very best we can for children and youth in care. While it can at times be exhausting and even leave you feeling helpless, the paths we have all chosen are also rewarding and fulfill-

ing as we watch the many children who cross our paths succeed and discover what has been, at times, an unrealized potential. We are all a sounding voice for children and youth in care therefore we must all grow individually, as well as collaboratively to be the best we can be.

The 2015 “It’s All About Kids” conference is an amazing opportunity to take in training and information sessions which are second to none in the serene setting of Jasper, Alberta. Our main goal is to have all conference delegates go home feeling rejuvenated, refreshed and self-assured in the skills and knowledge they came with, in addition to the new ones they will learn. If you haven’t had the chance to attend one of our past conferences, what better time than now to see what all the buzz is about? If you’ve been a regular AFPA conference go-er, this year’s line up is sure to impress! I look forward to meeting many of you at the conference in Jasper.

101/201/301/401 - MENTAL HEALTH FIRST AID 14hrs Presenters: Trevor Haas, Canadian Mental Health Commission (Part 1 of 4) This workshop will focus on mental health problems for youth ages 12 - 24. Mental health problems often first develop during adolescence or early adulthood, with half of all mental disorders beginning by age 14, and 75% beginning by age 24. Among health problems to be covered in this workshop are: Mood Disorders, Anxiety Disorders, Psychosis, Substance Use Disorder, Eating Disorders and Deliberate Self-Injury. The following mental health crisis situations will be covered: Suicidal Behaviour, Overdoses, Panic Attacks, Reactions to traumatic events and Psychotic Episodes.

102/202/302/402 - TRAIN THE TRAINER 12hrs Presenter: Emelyn Desjarlais, Program Consultant, Reunification Supports, Alberta Human Services (Part 1 of 4) “Train the Trainer” is an interactive course that allows participants to develop or enhance group facilitation skills.Participants will be given practical tools and ideas to improve public presentation skills. The goal of this session is to develop additional trainers who will be able to co-facilitate Children and Youth Services Foster Care Training, as well as Caregiver Orientation Training (former PPT).

103/203- FIRST AID 6hrs (Part 1 of 2)Presenter: Shay Ford, Health Education

This course is a comprehensive program that prepares an individual to think, react and improvise when dealing with time priorities in life threatening emergencies. It includes treatment for airway obstruction, breathing difficulties and CPR for infants, children and adults as well as treatment for bleeding and shock. Skills in bandaging and secondary assessment will be provided. The theory component covers heart attack and stroke, signs and symptoms, and risk factors associated with the above conditions, as well as diabetes and seizures. The course is taught using interactive teaching methods (learning by doing) which promotes greater skill retention and builds the individuals confidence in their ability to perform first aid in a real emergency. (Please note that there is an additional $89.25/participant charge NOT included in the conference registration fees which will be billed to the region, agency or individual.)

104/204- TRAUMA & ATTACHMENT ISSUES 6hrsPresenter: Dr. J. Louise Mackay, PhD (Part 1 of 2)

With the increase of children in foster and kinship homes and the frequency of adoption, it is becoming more apparent that many children are being diagnosed with numerous conditions such as Oppositional Defiant Disorder, Conduct Disorder, Attention Deficit Disorder and Attention Deficit with Hyperactivity Disorder just to name a few. Over the past number of years, the experts in the field of trauma and attachment have recognized how many of the issues that such children in care often face are a result of complex trauma and attachment issues. Their understanding is that if we begin to repair and treat the underlining trauma and

attachment issues than the emotional well-being of the child and adolescent will grow. Dr. MacKay is a Psychologist who has been specialising in the field of trauma and attachment with children and adolescents for the past 20 years. Please come and join her in understanding the complexity of the role of trauma and attachment in the lives of these children.

105 - PSYCHOTROPIC MEDICATIONS 3hrsPresenter: Jeff Solberg, Jeff Cheng

Children in care are prescribed psychotropic medications anywhere from 4 to 12 times more often than the general population of the same age. While many people have experienced benefits from the use of psychotropic medications, treating physicians must weigh the benefits of these medications for each patient against a well-documented and long list of potential side effects.

This course will briefly look at the findings and recommendations of a recent research project conducted in Alberta regarding the use of psychotropic meds by children in care, as well as:

• A review of the resource and tools developed as a result of the research which were designed to support case workers and caregivers as they guide children who struggle with mental health issues.

• A presentation by Jeff Cheng, the psychiatric nurse whose new role is to advise and support foster and kinship workers and families within the northern regions regarding the use of psychotropic medications.

This course will allow some time at the end for a question and answer period with both Jeff Cheng and Jeff Solberg.

106 - DEVELOPMENTAL TRAUMA & ATTACHMENT: WHAT EVERY FOSTER PARENT NEEDS TO KNOW 3hrsPresenter: Dr. Wanda Polzin, MA, RSW, EdD For children and youth involved in foster care, literature on the rates of prior trauma exposure approaches 90% due to the significant rate of adverse childhood experiences. Many children involved in “the system” have experienced developmental trauma, impacting their physical, mental and spiritual worlds. This workshop will provide an overview of developmental trauma and its impact on the child/youth, providing insight for caregivers struggling with supporting children in their care. The objectives of this discussion will be for parents/caregivers to:

• Come away with various skills and strategies in parenting disrupted attachment, reactive attachment disorder (RAD), and/or post-traumatic symptoms

• Understand trauma and attachment issues and the impact for both for yourself as well as for your child

• Mindfully and successfully be able to recognize and apply attachment-based parenting options and “connection before correction” parenting practice

• Develop an understanding of your child(ren)’s from the perspective of temperament, development, and strengths

205 - WORLD CAFÉ 3hrs You may be asking yourself what is the world café? The “World Café” is a structured conversation intended to facilitate open and intimate discussion. This will help to link ideas within a larger group to access the “collective intelligence” in the room.

It was suggested at last years conference that we find a way to share ideas that will help to improve the lives of children and youth in care. At the World Café, the room will be set up with a number of tables each of which will have a Ministry staff and a recorder. We know that good work comes from collaboration, so come and be part of shaping the future of our world!

206 - THE IMPORTANCE OF FILLING YOUR BUCKET: CARE FOR THE CAREGIVER (YOU)! 3hrsPresenter: Dr. Wanda Polzin, MA, RSW, EdD On an aeroplane, an oxygen mask descends in front of you. What do you do? As we all know, the first rule is to put on your own oxygen mask before you assist anyone else. Only when we first help ourselves can we effectively help others. Caring for yourself is one of the most important—and one of the most often forgotten—things you can do as a caregiver. When your needs are taken care of, the child/youth you care for will benefit, too. This fun and informative workshop will focus on care for the caregiver…you! There will be specific skills and strategies to dealing with complex mental health issues that you will learn and take away and re- apply to support your child(ren) and families. In addition, specific community resources will be reviewed and discussed.

207 - THE MÉTIS AND THE MÉTIS NATION OF ALBERTA: OUR STORY 3hrsPresenters: Tyler Fetch and Kelsey Bradburn, Métis Nation of Alberta

From our origins in the fur trade to contemporary legal battles and institutions, the Métis have remained a proud and vehemently individual People. Through this workshop, presenters from the Métis Nation of Alberta (MNA) will provide attendees a historical and cultural overview of the Métis as well as an understanding of the current activities and supports the MNA can offer foster parents with Métis children in their care.

We will talk about night terrors, what they are and how to help. Bedtime can be a major event, come learn some strategies to make it a happier &/or more successful event

306 -BEYOND FIRST AID 3hrs Presenter: Shay Ford, Health Education

The Canadian Red Cross is pleased to provide a session on Childhood Conditions and Recognizing Signs and Symptoms of Illness. Emergencies sometimes do happen, even to the best. This session will assist you on how to recognize childhood conditions and appropriately respond to handle these situations with confidence. The topics covered in this session will address conditions such as Eczema, Impetigo, Ringworm, Diarrhea, Lice, Dehydration, Persistent vomiting, and more.

The session will also assist participants with recognizing signs of illness in children, particularly changes with behaviour, breathing, temperature, facial (and other) bodily changes. Some key points that will be covered in this informative session are:

Keeping Children Safe, Child Toy Safety, Child Playground Safety, Child Car Safety, Taking a temperature, Reducing a Child’s Fever – What to do, 5 Rights of Medication.

307 - PRESERVING MEMORIES 3hrs Presenter: Priscilla Rundell, Regional Caregiver Recruitment Coordinator, Human Services Childhood experiences become childhood memories and this contributes to a strong sense of self as a child moves on to adult life. For children in care who have experienced trauma these experiences and memories often become distorted, confused and altogether lost. Whether a child is in your care for a day or a lifetime, you are part of their story and the memories you preserve for each child will make a difference in how they come to understand their own journey. Drawing upon personal experiences of growing up in care, Priscilla will demonstrate the difference that it makes when a child can access their history through the foster parents who provided the safe and nurturing care they needed.

Join Graham and other foster dads in a session where you will explore topics about fostering that are specific to men. This session has been successfully held at various retreats and has met with a great deal of success and enjoyment. Sorry ladies - men only! 407 - SUPPORTING FOSTER PARENTS AS NATURAL ADVOCATES 3hrs Presenter: Sharon Bourque, Aboriginal Engagement Consultant; Melanie McIntosh, Engagement & Education Specialist

The Office of the Child and Youth Advocate (OCYA) is an independent office of the legislature. Under their mandate the OCYA provides educational opportunities for service providers engaged in advocacy efforts with young people. Everyone has the right to be heard and involved in decisions that affect their lives and as supportive adults we have a role in assisting young people to understand their rights, including how to access services at the OCYA. Information in this workshop can assist you to overcome barriers you may face as a foster parent, including challenges with young people in your care. This 3 hour workshop will build on your knowledge and skill set as a foster parent. You will learn about the mandate and role of the Office of the Child and Youth Advocate, children’s rights and enhance your advocacy skills. Participants will have the opportunity to review case scenarios relevant to your role as a foster parent. You will also hear about our upcoming Special Report on the over representation of Aboriginal young people in care and participate in a conversation where we will gather your feedback about what needs to change in our system.

As the Canadian Mental Health First Aid workshop has a

longer course length than our other workshops, this session will start earlier at 8:30 AM and end later at

5:00 pm to fulfil the 14 hour course requirement.

Some workshops will be hosted next door at the Marmot lodge. Please keep in mind that due to the nature of the season, there may be icy walkways etc. The workshops are located on the lower level

of the Marmot and are not wheel chair accessible. If you have any mobility issues that would make travel to the Marmot Lodge

difficult for you, please advise with registration.

While we will do our best to accommodate any dietary requirements, we cannot guarantee a nut free, gluten free environment, etc. Please note any dietary restrictions when registering for the conference.
