1.0 Introduction
Progressive Commercial Construction Ltd intend to apply for planning application for a
Residential development at Albert Quay East. The Development will be known as AQ2 and will
include 201 residential units as well as 168 m2 of shared amenity space, 539 m2 of retail space
and 4,353 m2 of basement.
Murphy Matson O’ Sullivan have been appointed as the Civil and Structural Engineers for the
project.
2.0 Site Location and Description
The proposed development is located at Albert Quay East on the Southern Channel of the River
Lee at approximate Irish Transverse Mercator reference E: 568180, N:571835. The Site is
bounded by Albert Street to the West and by Albert Road to the South. The site is also bounded
by the Navigation Square Development to the East.
A topographical Survey has been undertaken on the site and indicates levels varying between
2.6m OD to 2.8 m OD at the North, 2.80 m OD to 3.10 m OD at the West and 3.10 m OD to 3.0
m OD at the South. The site has an area of approximately 0.3822 HA. The site structure consists
of a number of single storey warehouse buildings (Carey Tool Hire), a 3-storey Public House (the
Sextant), a 2-storey office building (Carey House) and an open carparking area.

3.0 Development Description
The following is the proposed description of the works as advised by the project Planning
Consultant.
The proposed development will consist of a Build-to-Rent Strategic Housing Development of
201no. 1 (93), 2 (104) and 3 (4) bed apartments in a building that ranges in height from 8, 11 to
24 storeys over ground floor. The proposed will consist of resident support facilities (concierge,
management facilities, post and parcel areas, and laundry and waste management facilities)
and resident services and amenities (lounge area, library, workspace, meeting rooms, coffee
dock, games room, cinema room, dining area, gym, 2no. rooftop terraces and an internal
amenity area on Level 24). The proposed development will also comprise a ground floor cafe;
public plaza; rooftop plant; canopies; two basement levels, to include 402no. cycle spaces,
62no. car parking spaces and plant/services, as well as an additional storage area; and all
associated site development, ancillary development, including 2no. ESB substations, and
landscaping and public realm works. The total above ground gross floor area proposed is
21,220m2 (including existing buildings).
The proposed development involves the demolition of the three-storey former Sextant pub,
and the reuse and renovation of 2no. Protected Structures, the two-storey former Cork,
Blackrock and Passage Railway Offices, Ref. No. PS 1137, and the adjoining single-storey former
Blackrock and Passage Railway Terminus – Ticket Office, Ref. No. PS 1138, which is also a
Recorded Monument, CO074-119002, which are to be retained and initially reused as a
temporary construction compound for the proposed development, and then refurbished as
part of the proposed development for an office and bar/restaurant use respectively. The
proposed development also involves the retention of the Albert Road Post Box, which is also a
Protected Structure Ref. No. PS942. The proposed development site is located in the Albert
Quay, Albert Road, Victoria Road Proposed Architectural Conservation Area.
4.0 Drainage
4.1 Wastewater Sewer
A large (1800mm diameter) interceptor sewer exists on Albert Quay and is connected into the
siphon chamber at the Victoria Road Junction. From this point the sewage drains to the Atlantic
Pond pumping station. We propose that dedicated foul sewer outfalls will be provided from the
development and connect directly to the 1800mm diameter sewer on Albert Quay as indicated
on drawing 18254-MMS-ZZ-ST-DR-C-10000.
Irish Water and Cork City Council have reviewed the drawings submitted as part of the pre-
connection inquiry. Following the review process Irish Water issued a statement of design
acceptance. A copy of the statement can be seen in Appendix D.
The existing sewer invert and the proposed sewer outfall invert from the development are
favourable to allow a connection to the existing manholes on the 1800mm diameter interceptor
sewer. All connection works are to be subject to the approval and supervision of Cork City
Council Drainage personnel and of Irish Water.

All foul drainage arising from the proposed development will be required to discharge into the
foul sewer system. Any foul drainage arising from kitchens/canteens or any other food
preparation areas will require to drain to a suitable grease trap/interceptor prior to discharge
to the public sewerage system. Grease traps will be designed to BS EN 1825. Foul drainage
arising from the basement levels from the associated amenity blocks will be required to be
collected at basement level and to be pumped to ground level to meet the invert levels of
existing sewers.
All sewers supported at the roof of basement level will be solvent welded PVC pipework.
We propose that all foul sewage will pass through non-return valves, located within the site, to
prevent back up in the sewers in the event of a flood in public sewage system. Refer to drawing
no 18254-MMS-ZZ-ST-DR-C-10000A – Foul Sewer Layout Plan Ground Level.
The drainage calculations contained in Appendix A of this report are based on flow rates as set
out in the Irish Water code of practice for Wastewater.
Calculations for the Foul sewer show a peak outfall of 8.096 l/sec to the Albert Quay Sewer. We
note that the existing sewer on Albert Quay is sufficiently sized to cater for this minimal
additional flow.
4.2 Surface Water Sewer
The site is located within sub-section 1 of the south Docklands development drainage sub-
catchments. The South Docklands Local Area Plan directs that the drainage from sub-catchment
1 should outfall directly to the River Lee.
We have reviewed the proposed storm network with the Cork City Council drainage department
and have agreed that we can utilise an existing outfall to the River Lee located at the Junction
of Albert Quay and Victoria Road as indicated on drawing 18254-MMS-ZZ-ST-DR-C-10000B.
We note that due to location of the site in proximity to the River Lee and it existing brownfield
nature we are not specifically required to provide attenuation storage, however we have
provided an onsite attenuation storage volume of 50 m3 on the basis of limiting the outflow
from the site to 20 l/sec.
It is proposed to provide a new 375 diameter sewer laid across Albert Quay East with an outfall
to the River Lee as described above. Refer to drawing no’s 18254-MMS-ZZ-ST-DR-C-10000B
Drainage Layout Plan and 18254-MMS-ZZ-ST-DR-C-10001 Long Section through Storm Water
Outfall.
Rainwater from the roof areas will outfall into the rainwater harvesting tank located in the
basement. The surface water from the basement area will be discharged through a class1
bypass oil interceptor designed in accordance with BS EN 852:2, to a basement level sump
before being pumped to the ground level drainage.

Surface Water Calculation for the proposed project are contained in Appendix B of this report.
4.2.1 Green Roof
It is proposed to use a green roof build up on the 9th and 12th floor terrace areas. The green roof
is utilised as part of the landscaping plan detailed on drawing 19148-2-102 ‘Roof Garden Terrace
Plans by Cunnane Stratton Reynolds Land Planning & Design. The area of green roof detailed is
as follows;
Overall Roof Area - 1429sqm
Extent of Green Roof - 180 sqm (8%)
This gives an area of Green Roof of 8% of the entire building footprint/roof area. The system
proposed for majority of green roof area will incorporate a Sedum type Blanket over a Bauder
DSE40 water retention/drainage and protection layer green roof system (or similar approved).
This is an extensive type of green roof which provides a water storage capacity of 13.5 Litres/m2
and will provide interception storage for the first 5-10mm of rainfall. As well as improving water
quality by providing surface water interception and infiltration, green roofs improve
biodiversity by providing habitat for wildlife.
4.3 Water Services
We have had discussions with the water services department of Cork City Council, who act as
agents for Irish Water, and are advised that the locality is adequately served in water main
capacity. There is a 250mm diameter water main on the near side of Albert Quay. There are
three number hydrants in the vicinity of the development, on the near side of Albert Quay at
the entrance to the existing carpark, on Albert Street and on the opposite side of Albert Road.
The project fire consultant has advised the requirement for an additional hydrant on Albert
Quay and this is identified on MMOS drawing 18254-MMS-ZZ-ST-DR-C-10000C.
We are currently proposing that a new 150mm diameter connection can be made to the 250mm
diameter water main on the near side of Albert Quay to serve the overall development. The
proposed watermain connection has been reviewed by Irish Water who subsequently issued a
statement of design acceptance, see Appendix D.
All new water main connections will be undertaken to the requirements and supervision of Cork
City Council and Irish Water.
All existing water services which will become redundant as a result of the development works
will be identified and removed back to the public water main and made good.

Question 21: The water supply system shall be designed and constructed to reliably convey the water flows that are required of the development including fire flow requirements by the Fire Authority. The Fire Authority will provide the requirement for fire flow rates that the water supply system will have to carry. Please note that while flows in excess of your required demand may be achieved in the Irish Water network and could be utilised in the event of a fire, Irish Water cannot guarantee a flow rate to meet your fire flow requirement. To guarantee a flow to meet the Fire Authority requirements, you should provide adequate fire storage capacity within your development. Please include your calculations on the attached sheet provided, and further provide confirmation of the Fire Authority requirements.

Question 29: Please specify the maximum and average concentrations and the maximum daily load of each of the wastewater characteristics listed in the wastewater organic load table (if not domestic effluent), and also specify if any other significant concentrations are expected in the effluent. Please complete the table and provide additional supporting documentation if relevant. Note that the concentration shall be in mg/l and the load shall be in kg/day. Note that for business premises (shops, offices, schools, hotels, etc.) for which only domestic effluent will be discharged (excluding discharge from canteens/restaurants which would require a Trade Effluent Discharge licence), there is no need to complete this question.
Question 30: In exceptional circumstances, such as brownfield sites, where the only practical outlet for storm/surface water is to a combined sewer, Irish Water will consider permitting a restricted attenuated flow to the combined sewer. Storm/surface water will only be accepted from brownfield sites that already have a storm/surface water connection to a combined sewer and the applicant must demonstrate how the storm/surface water flow from the proposed site is minimised using sustainable urban drainage system (SUDS). This type of connection will only be considered on a case by case basis. Please advise if the proposed development intends discharging surface water to the combined wastewater collection system.

Many thanks for your recent Design Submission.
We have reviewed your proposal for the connection(s) at the Development. Based on the
information provided, which included the documents outlined in Appendix A to this letter, Irish
Water has no objection to your proposals.
This letter does not constitute an offer, in whole or in part, to provide a connection to any Irish
Water infrastructure. Before you can connect to our network you must sign a connection
agreement with Irish Water. This can be applied for by completing the connection application
form at www.water.ie/connections. Irish Water’s current charges for water and wastewater
connections are set out in the Water Charges Plan as approved by the Commission for
Regulation of Utilities (CRU)(https://www.cru.ie/document_group/irish-waters-water-charges-
plan-2018/).
You the Customer (including any designers/contractors or other related parties appointed by you)
is entirely responsible for the design and construction of all water and/or wastewater
infrastructure within the Development which is necessary to facilitate connection(s) from the
boundary of the Development to Irish Water’s network(s) (the “Self-Lay Works”), as reflected in
your Design Submission. Acceptance of the Design Submission by Irish Water does not, in any
way, render Irish Water liable for any elements of the design and/or construction of the Self-Lay
