I. Chief Cersley called the meeting to order.

II. Consent Agenda A. Chief Alibertis made the motion to accept the consent agenda. It was seconded by Chief

Eggleston. B. The motion carried.

III. Board of Supervisor Report

A. Mr. Thomas said that the Board of Supervisors is working on the 5-year plan.

B. Mr. Thomas thinks the next year is going to be a level year. C. Mr. Thomas said the Board has approved the [over]-hiring of two firefighters to help with

overtime. D. Mr. Thomas thanked the chiefs for the discussion in regards to the ordinance meetings. The next

ordinance meeting is Tuesday at 3 PM at Fire Rescue conference room.

IV. Matters from the Public A. Jeana Moore – Jada Bascom Foundation

1. Ms. Moore spoke about her cause. 2. She is walking across the United States to recruit donors for the National Bone Marrow

Registry and informing them of the Jada Bascom Foundation.

V. Unfinished Business A. Accountability Policy - Implementation

1. Chief Lambert said a copy of the accountability training report was supplied in the advisory board packet.

2. The training officers can input data and if needed Chief Lambert can help with input. 3. Chief Lambert will provide an update at the February meeting.

B. Operations Committee 1. The training video on the accountability policy for the most part is done. The two items

needed to complete the video is the voice over and the question and answer part. 2. Chief Cersley said the operations committee will decide at the next meeting who would be

staying on the committee. 3. Chief Eggleston gave an over view of what the next assignment would be for the operations

committee – a Field Operations Guide to develop pre-incident action plans based upon common situations.

4. Discussion was held. C. Workers Comp Insurance for Volunteers

1. Chief Gentry said the Finance Committee did meet with the insurance agents, Human Resources, and Fire Rescue to discuss differences between workers comp for volunteers and career staffing.

2. Discussion was held. D. SAP-DEP-038 – Fire Marshal Notification

1. Chief Eggleston said no feedback was reported for this policy and stated this is the second reading.

2. Chief Eggleston made a motion to adopt SAP-DEP-038. This motion was seconded by Chief Alibertis.

3. The motion carried. E. Gap Analysis of Basic Training & Continuation of Officer Training

1. Chief Lambert has spoken with the training officers about what the gap analyses are. 2. Chief Lambert reviewed what the training officers see the gaps being. He reviewed statistics

and a PowerPoint. 3. Discussion was held.

VI. New Business

A. Ivy Station 1. Chief Eggleston brought up the Ivy Station. 2. The re-location of Station 10 leaves a gap in the Ivy urban area. 3. The Board believes that we need to do something and looks like the Ivy Station will be moving

forward. 4. Chief Eggleston will be meeting with Station 5 to discuss the potential of volunteer staffing of

the new station. 5. Discussion was held.

6. Chief Eggleston will give updates at the advisory board meeting as more information is available.

B. Capital Improvement Plan – Bill Letteri 1. Chief Eggleston said that Mr. Letteri manages the CIP. 2. The technical review committee is recommending Engine 53 and Engine 32 be moved out to

fiscal year 2015 for purchase. 3. Discussion was held.

VII. Other Business

A. Change of ACFRAB Meeting Venue for January 2011 1. Chief Eggleston said the advisory board meeting was moved to County Office Building, Room

241 for the January meeting. 2. If room 241 works well, all the advisory board meetings can be moved there, if everyone is in

agreement. 3. Discussion was held.

B. Safety Management Service Visit – Selective Insurance 1. Chief Brown said Mr. Wilmore was planning on attending the meeting, however, due to

schedule conflicts he had to cancel his attendance. 2. Mr. Wilmore is the Selective Insurance representative. 3. He would like to attend the January meeting to give a presentation.

C. Watch/Warning Notification 1. Chief Cersley asked Ms. Richardson about the notifications on watches and warnings. 2. Discussion was held. 3. Any weather watches are announced. 4. Any weather warnings are toned out. This is per policy. 5. If weather warnings being toned out become a problem, this policy can be revisited.

D. James MacDonald a. Chief Cersley said that Chief MacDonald is stepping down as Scottsville Rescue Chief. A

new chief will be elected at Scottsville Rescue’s December meeting. b. Chief MacDonald was given the floor to speak.

E. Happy Birthday Wishes a. Mr. Moore wished Chief Oprandy and Chief Moore a happy birthday.

VIII. Next Meeting(s) Wednesday, 26 January 2011 at 1930 Hours, COB-McIntire, Room 241 Jefferson Country Fire & Rescue Association meets 1900-2000 Hours in January, April, July, and October.

E. Calendar for 2011 – Six (6) Months i. Scott reviewed what courses will be scheduled for the first six (6) months of 2011.

F. Policy – Training Report i. The Advisory Board asked for a training report on who has completed training on the

through watching a video online, attending a webinar, or schedule a time for Scott to do the training at your station.

ii. A Fire Instructor 1 has also been approved for Albemarle County. This will be scheduled outside of Regional School; dates will be announced at a later time.

iii. A Regional School announcement was given out. This announcement does not have the Introduction to Technical Rescue description on it, once we receive the description a new copy will be mailed out and be uploaded to the web site.

iv. If you have anyone interested in attending one of these courses, please submit their names for registration.

III. New Business

A. Sam Burnette, Technical Rescue Chief for VDFP i. Chief Burnette gave a presentation of the new HTR curriculum.

ii. The Introduction to Technical Rescue is the first course a person would take before branching out to other specialized areas.

iii. There is a Pro Board test for this course. However, student can opt out of not doing the Pro Board test and receive a participation certification.

iv. A student must be 18 years of age and have Hazardous Materials Awareness before attending the course.

v. Discussion was held. B. Town Hall Meetings for Officer Development

i. The announcement for the Town Hall meetings where given out. ii. The vendor will be coming down to speak with everyone each of these nights.

iii. They are seeking feedback on what we would like to see in the officer development program.

iv. Discussion was held.

IV. Other Business A. FireRMS Reporting

i. The SOG-OPS-019 policy training report was given to each training officers. ii. This report will be sent out a week before the ACFRAB meeting and will be reran and

given to the chiefs at the ACFRAB meeting in February. iii. Discussion was held.

B. Don Brown, Division 3 Chief for VDFP i. Chief Brown gave an update from Division 3 of VDFP.

ii. There will be a chance for Fire Instructor 1 to be offered in Albemarle County after Regional School.

iii. There is a Hazardous Materials Operations Train-the-Trainer update for current instructors at Division 3 on March 12.

C. Welcome i. Scott welcomed and introduced Chief Sam Burnette, who is Technical Rescue Chief

for Virginia Department of Fire Programs (VDFP) and Chief Don Brown who is the Division 3 Chief for VDFP.

ii. Scott welcomed Lee James from Crozet and Devin Kocik from City of Charlottesville Volunteers to the training committee.

BACKGROUND:

At the conclusion of CY-2009, the ACFRAB voted unanimously to begin the implementation of a Climate Survey to all volunteers over the course of 2010. At a rate of one station per month, this process would conclude December, 2010. Human Resources staff compile the data and present to ACFRAB the findings. This process was to replace the exit survey that had been in place for an extended period of time with poor results. The goal of the Climate Survey was to capture information, both data-driven and anecdotal, providing insight as to why volunteers remain and how the County could make volunteering a better experience, thus improving retention. HR met with stations in the evening to provide an explanation of the survey, reviewing the kind of information that is useful to the ACFRAB and explaining the overall process. Stations then utliized the online survey to provide their feedback. The attached presentation summarizes that information.

It should be noted that all stations participated with the exception of C-ARS. HR met with all stations during station membership meetings with the exceptions of stations 7, 11 and 12, who were all contacted via email. Relevant data is attached in Powerpoint format.

The purpose of this Executive Summary is to generate discussion and garner approval regarding changes HR has recommended for the purposes of tracking the success rate of the JOIN Albemarle campaign. As prior mentioned, the original method of acquiring data was agreed to be a monthly report of the number of applications, the number of inquiries and the number of enrollments into an EMT class or Fire Academy. This was to be in spreadsheet form. With seven out of twelve stations responding the first month and six out of the twelve responding the second month, it has proven to be an inefficient method of acquiring this information.

DISCUSSION:

HR would like to meet with Recruitment and Retention officers to analyze the application process currently in place to evaluate and recommend methods of improvement so that all stations can utilize a central application process. Such efforts would simplify the ability to obtain data and save volunteers time in that they wouldn't have the need to research information at HR's request. HR also has come to the conclusion that tracking the inquiries anecdotally is not proving to be a reliable method, given the amount of time there is for a volunteer to contact a station and how little time (comparatively) the recruitment and retention officer is available and/or present at the station to document such data.

CARS Squad 133 is included in the County’s current fiscal year CIP for replacement. Up to $300,000 funding was established as a 50% contribution towards the County “share” for this unit, in accordance with the ACFRAB Fleet Replacement Plan.

DISCUSSION:

Squad 133 is one of two heavy squads currently owned and operated by the Charlottesville Albemarle Rescue Squad. Its current age exceeds 17 years, and the apparatus has been recommended for replacement by the Apparatus Evaluation Team. “Heavy Squads” are classified as “Specialty Apparatus” within the fleet plan. Accordingly, inter-operability and functionality are fire and rescue system concerns, but variations in design specifications are acceptable in order to meet individual agency requirements. Pending ACFRAB approval of these specifications and the use of appropriated CIP funds to purchase the replacement apparatus, staff and representatives of CARS will initiate the procurement process in coordination with County Purchasing and in compliance with ACFRAB Volunteer Funding Policy SAP_DEP_007.

FISCAL IMPACT:

Expenditure of appropriated CIP funds (up to $300,000).
