Proposal abstract

We live in smart times: smart phones, smart cars, smart houses, even smart farms . More and more farms are equipped with state of the art network of sensors, machines and equipment, and they all work together in providing the farmer with as much information about the current conditions as possible. Farmer then uses this information to make decisions about next steps needed to ensure that year`s crop will be as maximised and of the best quality as possible. Small errors in this decisions can make a difference between great season, and a total failure and waste of resources and potential bankruptcy. Objective of proposed platform is to provide farmers with support in making these decisions. With growing quantity of collected information, process of its manipulation and analysis becomes that much harder, and we can not assume that farmers will be capable of managing vast amounts of data without any help. Farmers would be able to connect to the platform, share current conditions and get back best possible decision they could make.

Section 1: Scientific and/or technical quality, relevant to the topics addressed by the call

1.1 Concept and objectives

If agriculture is to continue to feed the world, it needs to become more like manufacturing and operations like sowing, watering, fertilising and harvesting must be all computer-controlled. This step will be a big challenge, knowing that farmers are famously and sensibly sceptical of change, since the cost of getting things wrong is so high. But in the near future this step must happen, because according to The Food and Agriculture Organisation, by the 2050 agricultural production will have to rise by 70% to meet projected demands.

The goal of this project is to make a platform that can help farmers, by using big data, to optimise their yields and maximise their profits which implies lower prices for consumers. Also, it is natural that along lower prices, people would expect better quality of product as well. More control is a precondition for better quality. Platform like this one can bring amount of control that is unreachable single–handedly.

The following are the main project objectives:

Objective 0: Project management

The goal of this objective is to make sure that absolutely each and every detail of this proposal is properly taken care of, which means:(a) All deliverables delivered in time,(b) All deliverables delivered at highest possible levels of quality(c) All deliverables delivered in a form that is easy to comprehend and consistentIn order to achieve all of the above, an effective system of reminders and monitoring will be set.

Objective 1: Research

The goal of this objective is to convey a survey with farmers and make a catalog of the approaches to farming based on various factors and also to identify biggest concerns in introducing ICT into farmer`s work in order to understand them and to know how to introduce them to new technologies.

Success criteria:● Broad and precise catalog of approaches to farming.● Specific ways of how to introduce farmers to new technologies which would later be used in

education of future users.

Objective 2: To generate use cases based on results of the research and made catalog. To recognize critical points in development of this kind of platform

Use cases will be generated by analysing catalog and research that is made. Also, through extensive dialog with agriculture specialists, and with high experience farmers, critical parts of platform and major risks are needed to be recognized

Success criteria:● Detailed set of use cases for end users, middleman and researchers that want to contribute● List of parts of the system that need special attention and care

Objective 3: To design system architecture. To design algorithms for processing collected data

The goal of this objective is to create a system (software platform) for automatic collecting and analysing data that will help farmers to improve their business. The collected data will be stored on cloud and shareable among the farmers in order to give better solutions and results. Collected data that includes information about temperature, humidity, illumination and others will be stored and analyzed by specific algorithms whose results will work out the best regimes for future crops.

Success criteria:● Software architecture which permits easy expandability.● Algorithms whose results will contribute more yields and crops.

Objective 4: To develop concrete hardware, software and communication details for the system en. To develop needed infrastructure

Though most of the hardware setup would be responsibility of the farmers themselves, and third party providers of equipment and tools, there is a need to develop a standardised way of connecting to platform. This includes specific hardware parts, end-point applications and specific communications protocols. Also, all of the above needs to be environment friendly, non-intrusive, and quick to install and configure.

Success criteria:● Easy and quick setup procedure, even for non-technical users● Cheap and environment friendly set of tools that allows any of the existing equipment to be used

● Standardised communication protocols which would eliminate differences in equipment and methods used

Objective 5: Testing

The system will be tested in a number of farms, in various countries and the results will be compared with results before using PSFM system in order to see if it’s there any progress. Along with measuring benefits of using this kind of platform, user`s acceptance will be measured, in order to recognize parts that need improvement.

Success criteria:● Complete and thorough testbeds● Big acceptance rate of farmers, and willingness to use the platform

Objective 6: To educate and to raise awareness of benefits of using the platform.

Series of lectures and workshops will be held where everyone would have a chance to learn about the platform, and its benefits. Also people will have a chance to join the team, share the experience and suggest further improvements. On the other side, it is crucial to have strong media campaign via social networks, TV, newspapers, to get to as much people as possible, because every single one can contribute to the platform, from elderly to youth. Traveling education center will be formed, with the goal to cover as much land as possible and to demonstrate benefits of the platform. During campaign, surveys will be taken, to measure raise in the awareness

1.2 Progress beyond the state-of-the-art

There is a big number of companies and corporations developing vast array of machines, equipment and sensors ranging from measuring amount of nutrients in the soil to mapping a harvest flow using GPS and

sophisticated equipment. All of this advancements are of no good if farmer can not make sense of them, and use them in way to further improve not only his farm, but farming as a whole. There was a case where one farmer wasted whole year’s worth of crop, estimated at around $3m, because he decided not to spray the crop with pesticide for the second time, only because he thought his neighbour didn’t do it also. Big amount of farmers are making similar to this one, based on gut feeling rather than on concrete information. We desperately need a shift in thinking, and we need to encourage and educate farmers that they must start relying on computers even in their profession. World`s population is estimated to reach 9.5 billion by the year 2050, and since most of the land suitable for farming is already covered, we need new ways for producing more food. With using more land out of the questing, only solution left is reaching maximum yield of crop. Yield of important crops such as rice and wheat already stopped rising in some parts of the world, due to reaching a so called yield plateau. Thus, it is certainly reachable, and next job is to spread these kind of best practice as much as possible.

1.3 S/T methodology and associated work plan

1.3.1. Overall strategy of the work plan

In order to complete every objective of the project successfully selection of people involved is of crucial importance. Competent researchers as well as brilliant engineering team is only a preconditions. Along with them we need farmers with long tradition and experience, and team of high-profile media personnel that is capable of reaching people from every single background possible. We also need big network of people and great communication channels which all parties can use without difficulty.

The project is organized in 7 work packages as follows:

● WP0 - Project Management● WP1 - Research● WP2 - Use case scenarios development● WP3 - Development of system architecture and processing algorithms● WP4 - Development of means of connecting to platform● WP5 - Performing testing and improvements● WP6 - Performing education and media campaigns

The main body of work is included in six work packages (WP0 through WP5). The activities planned in these work packages correspond to the main strands of the project as described above. It is the responsibility of the project management team (WP0) to coordinate these activities to maximize the impact and benefits for everyone involved. Work package WP6 is treated as pillar that support the main body of work.

ObjectivesThe main objective of this WP is making an accurate algorithm which serves the aforementioned purpose, and to define system architecture

Description of workThe goal of this objective is to determine optimal architecture for every module of platform, and determine the ways for the modules to communicate in real time, in order to achieve fastest collecting and storing of vast amount of input data.In parallel, second team will be working on designing an algorithm for processing collected data, in such way that provides best decision making support for the client.Emphasis is on the algorithm effectivity and efficiency, but speed of the platform must not be neglected.

This includes specific hardware parts, end-point applications and specific communications protocols. Also, all of the above needs to be environment friendly, non-intrusive, and quick to install and configure.

Description of workOne team will be working on designing hardware part for end-point connection to the platform. These parts must be able to withstand all types of weather conditions, be energy-efficient and low-maintenance.Second team will be responsible for developing client-side application for connecting and configuring access to the platform. Description of workIn this work packages multiple tests will be performed in a number of farms, in various countries and results with be compared with results before using PSFM system in order to see if it’s there any progress. Along with measuring benefits of using this kind of platform, user`s acceptance will be measured, in order to recognize parts that need improvement.

ObjectivesMain objective of this work package is to develop a widespread awareness by generating recognition, understanding, through public speeches and workshops.

Description of workMedia campaign will be organised to promote PSMF and it’s benefits. Articles will be prepared and published. There will also be travelling NESTO which would perform various demonstration of PSMF. Video reels about different use cases of PFMT will be prepared. Section 2. Implementation

2.1 Management structure and procedures

Project includes partners from all over the world and that’s why is communication via internet is very important. Students will be also part of this project considering involvement two universities and because of that on each university there will be one coordinator(professor) who will be on charge and whose responsibility will be to communicate with other organizations.

Defined management structure and procedures will be set up which will ensure that the project meets its objectives and delivers the results in time and with high quality, using the following project management structure.

The management in PSFM relies on:● Efficient communication tools on internet

Working document and reports can be organized in sub-domains and exchanged between authorized participants. Matf also provides a teleconference facility, that allows sharing of documents on internet.

● Straightforward planning of activities All work packages will follow the schedule. Discussions and negotiations will be held at the weekly SC meetings.

● Straightforward reporting process Each work package leader will contribute weekly an activity report to the coordinator for reporting to the Commission. The list of deliverables and milestones is extended down to the WP and task level. That obviously introduces some duplication, but that will ensure clear understanding by each work package leader of his deliverables and milestones.

● Central office A central office will be set-up for coordination activities, reporting to the Commission and organisation of meetings and travels in the project.

The Steering Committee (SC) will be composed of one representative from each participant in the project. Each beneficiary has one vote. The chair of the SC is the Project Coordinator. The SC is the executive body of the Consortium. The SC shall monitor and review the work progress and will take executive decisions by simple majority on scientific and administrative issues that may arise during the implementation of the project, and more specifically on :

● detailed planning of technical work and deliverables ● detailed monitoring of technical progress, ● preparation and collection of technical progress reports

Trimble sells products and services into the following major industries: Land Survey, Construction, Agriculture, Transportation, Telecommunications, Asset tracking, Mapping, Utilities, Mobile Resource Management and Government.

2.3 Consortium as a whole

The Consortium, coordinated by the Faculty of Mathematics, Belgrade is extensive and brings together leading players with strong track records in the European network in the areas of work to be undertaken, as well as some new players with specific expertise.

2.4 Resources to be committed

Development team resourcesDevelopment team consists of highly skilled programmers acquired from two Universities companies and their payment is estimated to E650k in accordance to their planned work hours and payment per hour in their respective companies.

Server equipmentSupplied by the hardware development partner an estimate is made to E300k to pay for the equipment needed for setting up proper means for applying the software.

Testing equipment resources The resources needed for testing software is in the widest sense are difficult to estimate precisely at this point, and the suggestion is that they be allocated on the level of E200K (refundable).

Media campaign and researchUniversities will provide team of researchers and their payment is estimated at E75k.Media campaign will partly be outsourced, with collaboration with Universities. All promotion materials, cost of workshops, along with the cost of the travelling center is projected to around E900kThe total estimated budget for the project is about 2,125.000,00 Euro.

Section 3. Impact

3.1 Expected impacts listed in the work programmeThe project will provide significant advancements in agriculture. The Food and Agriculture Organisation, the United Nations’ agency charged with thinking about such matters, published a report in 2009 which suggested that by 2050 agricultural production will have to rise by 70% to meet projected demand. Since most land suitable for farming is already farmed, this growth must come from higher yields. Yet yields of important crops such as rice and wheat have now stopped rising in some intensively farmed parts of the world, a phenomenon called yield plateauing. The spread of existing best practice can no doubt bring yields elsewhere up to these plateaus. But to go beyond them will require improved technology. Agriculture has undergone yield-enhancing shifts in the past, and we think we are on the verge of the new one. This will be a challenge. Farmers are famously and sensibly sceptical of change, since the cost of getting things wrong (messing up an entire season’s harvest) is so high. Yet if precision farming plays out as many hope they will, another such change is in the offing.

3.2 Dissemination and/or exploitation of project results, and management of intellectual propertyOne of the major goals of PSFM project is about creating awareness of the benefits and significance of the this kind of platform. PSFM consists of a number of public facing websites that are run by the project coordinator. As a consequence the majority of the dissemination activities is aimed at focusing attention on changing the public view on agriculture and not on the PSFM project as such.
