INMATE SERVICES MISSION STATEMENT

Our mission is to reduce the impact of crime on the community by helping inmates acquire the skills, attitudes, and values needed to find and hold jobs, become socially responsible, and make positive contributions to their families and the community.

Through quality education, these skills become attainable.

EDUCATION PROGRAMS IN OUR JAILS

Established in 1989

When the new Santa Rita Jail was opened in 1989, the Pleasanton Unified School District was our first education provider. Those early classes were academic training and vocational training.

For ten years, the Pleasanton Unified School District and the Amador Valley Adult School worked together to provide academic, drug recovery and vocational programs.

In June of 2000, the Tri-Valley Regional Occupational Program contracted with PUSD to provide education services in the jails.

This agreement automatically renewed until June 30, 2016.

Programs have continued to expand over the years, but have not been responsive to the current job employment market.

ACSO has had a single provider for over 20 years established by a Memorandum of Understanding (MOU).

Education Services have never been put out to competitive bid in the history of the Sheriff’s Office.

Education Programs was determined appropriate for County procurement. These services went out for competitive bid this year.

FIVE KEYS

Education programs contract for Probation was just awarded to Five Keys. It is our hope and with the approval of this award, there will be a better continuity of services for our re-entering citizens as they move from the custody environment back into their communities and homes.

Education records could follow students from the custody education programs to the probation education programs.

WHAT WE KNOW…Under TVROP MOU executed on July 18, 2014 we were subject to uncontrollable, unknown, and unpredictable costs for Adult Inmate Educational Programs.

Section 5.1 states:

ACSO Funding. In consideration of the education services to be provided by the District, solely acting through TVROP, as set forth in Paragraph 3 of this agreement, the ACSO agrees to pay directly to the TVROP, for the term of this agreement, an amount equal to the full cost to the TVROP of providing such educational services.

Section 5.1-a. states:

A "full cost” disclosure shall be presented to the ACSO on a monthly basis by the District or TVROP. “Full cost” shall mean the total of all expenditures reasonably related to the TVROP’s providing instructional services to inmates of the jails, including, but not limited to, costs related to personnel, all instructional materials, and equipment.

WHAT WE KNOW…

Due to many other changes affecting the revenue for the Inmate Welfare Fund, our revenue will be decreasing and we cannot have unknown and unpredictable costs.

Five Keys is using appropriated ADA monies to provide the High School Equivalency training and testing at no additional cost to the Sheriff’s Office – this includes the Adult Basic Education (ABE)

This recommended contract is one price for three years to cover all services.

WHAT WE KNOW…

At the end of our MOU with TVROP on June 30, 2016, they were teaching 179 classes per week at the Santa Rita Jail.

The proposed contract with Five Keys provides:

A minimum of 210 classes per week, not including Hi-Set and independent study.

Hi-Set preparation and testing at no additional cost.

Independent study at no additional cost.
