FffiST FREE WILL BAPTIST CHURCH of FLORENCE WEDNESDAY NIGHT, NOVEMBER 8, 2000
The Alabama State Association of Free Will Baptists met with the First Free Will Baptist Church of Florence for a Joint Worship Service on Wednesday evening, Nov. 8, 2000.
Rev. Phil Cooper, Minister of Music at First Free Will Baptist Church of Florence, opened the service by leading the congregation in singing "He Brought Me Out." Musicians Sarai Fulcher and Carolyn Dwyer accompanied the singing on the piano and organ. After a time of congregational fellowship, Bro. Cooper led the congregation in singing "Standing on the Promises."
Dr. Danny Dwyer, pastor of First Free Will Baptist Church of Florence, welcomed the State Association to Florence. Bro. Dwyer called on Rev. Danny Thompson to lead the congregation in prayer.
Mter an offertory prayer led by Rev. Duane Taylor, an offering was received. Musicians Fulcher and Dwyer provided music during the offering.
Bro. Dwyer led the congregation in a time of prayer requests and prayer.
The Moderator, Rev. Richard Bowers, introduced the evening speaker, Rev. Terry Forrest, from Free Will Baptist Bible College.
Prior to Bro. Forrest's message, a trio from the Florence Church sang "I Just Steal Away and Pray." Trio members were Bro. Cooper, Kay Cooper, and Tim Hollis.
Bro. Forrest preached a message about God's great provision for us, "The King's Wagons," from Gen. 45:25-28.
At the conclusion of the message, Bro. Dwyer called on Dr. John Edwards to dismiss in prayer.

GENERAL BOARD MEETING THURSDAY AFTERNOON, NOVEMBER 9, 2000
The General Board met on Thursday afternoon, November 9, 2000, and was called to order by the moderator, Rev. Richard Bowers. Bro. Bowers opened the meeting with prayer. The clerk called the roll. There were 13 members present.
T?e General Board considered the agenda and recommendations submitted by the Executive Committee, and produced a report to recommend t? the State Association. The items considered were:

Motion and second that the General Board recommend that the Prom?tion~ Office budget and the General Fund budget be combined Into one State budget, and that the proposed

Motion and second that the General Board recommend that the proposed Acts 1:8 budget be adopted. The motion pass~d.
Rev. Richard Hendrix gave a report from the Committe~ on District Association Realignment. The work of the committee concluded with no formal recognition, and the committee was discharged. .
Proposed resolutions were discussed informally: No formal action was taken with respect to any of the resolutions.
Motion and second that the General Board recommend that the constitution be amended to reflect the decision made in 1999 to increase local church dues to $85, by changing $50 to $85 in Sections 1 and 2 of Article 4. The motion passed. (General Board Report Item 2).
Motion and second that the General Board recommend that the constitution be amended to change the beginning of the State Association meeting to Wednesday evening and the ending of the State Association to Friday afternoon, by changing the second sentence of Section 1 of Article 6 to read as follows: "The time of the meetings to be on Wednesday night before the second Sunday in November of each year, and close out on Friday afternoon." The motion passed. (General Board Report Item 3).
Motion and second that the General Board recommend that the constitution be amended as required to eliminate all references to Minister's and Deacon's Meeting. The motion passed. (General Board Report Item 4). .
Various plans for raising the funds required to host the N abonal Association meeting in Alabama in 2006 were discussed. There was a motion and second that the General Board recommend that the Promotional Director establish and begin to implement a plan to raise the funds required for the National Association meeting in Alabama in 2006. (General Board Report Item 5).

Rev. Richard Bowers, Moderator, opened the evening service. Bro. Bowers introduced Rev. Mike Corley and Cathy Corley, missionaries to Russia, who greeted the association and gave a report, via remote computer video, from Russia.
Rev. Jimmy Aldridge gave an explanation of the building project that Alabama Free Will Baptists are supporting in Russia.
A quartet and the choir from the host church sang a medley. Quartet members were Danny Dwyer, Carolyn Dwyer, Michael Fulcher and Kevin Siebert.
Rev. Phil Cooper led the congregation in singing "My Savior's Love." Bro. Bowers led in prayer.
Bro. Bowers introduced the Clerk, Bro. Rodney Yerby. Bro. Yerby called the association to order, and introduced the other General Officers. Bro. Yerby read the committee appointments:

Bro. Bowers called on the pastor of the host church, Rev. Danny Dwyer. Bro. Dwyer introduced Rev. Randy Sawyer. Bro. Sawyer preached a message on "Stress," from II Cor. 2:12-17. Bro. Sawyer closed with an invitation.

There was a report from Southeastern Free Will Baptist College. Rev. Dave Franks, Sr. thanked the State Association for 43 years

Rev. Rick Cash, State Promotional Director, stated that there was a need for a new webmaster to manage the State Association web site. He also challenged youth groups to raise $3000 for camp in Russia next summer.
The Clerk read the nominating report from the General Board (see page 16). All the nominees from the General Board were elected by acclamation.
The State Association meeting was dismissed with prayer led by Rev. Tim Baumgarten.
The 2001 session of the State Association meeting will be held at First Free Will Baptist Church in Sylacauga on November 7-9, 2001. The 2002 session will be held at Eastside Free Will Baptist Church in Dothan on Nov. 6-8, 2002. The 2003 session will be held at Madison Free Will Baptist Church in Madison on Nov. 5-7, 2003.
Registration for the 2000 session was: Ministers 69, Visitors 116, Delegates 36, Deacons 27, Total 248. Registration for the 2000 Session of the Alabama State Association meeting was conducted by the following members of the First Free Will Baptist Church of Florence: Sis. Ruth Dixon, Sis. Carolyn Dwyer, Sis. Joyce Gamble, Sis. Ivadean McGee, Sis. Audra Pugh, Sis. Dana Thompson, and Sis. Mary Beth Wiginton. RESOLUTIONS COMMITTEE REPORT We, the Resolutions Committee, submit the following resolutions to the Alabama State Association of Free Will Baptists for approval: 1) The State Association shall elect a nominating committee of five
people to serve for one year. This committee shall nominate candidates for all offices and board/committee positions that will be vacant the following year, and shall submit this slate of candidates no later than September 1 of the following year to the Promotional Director for publication in the Digest prior to the State Meeting. This commjttee shall consist of no more than two from any given local association.
2) Whereas, the First Free Will Baptist Church of Florence, AL has given us a warm welcome to the 81st session of the Alabama State Association of Free Will Baptists, be it therefore resolved that we give a rising vote of thanks to acknowledge our appreciation for every kindness and consideration shown during this session.

ARTICLE 1 - NAME Section I · 1lus body ~hall be known as the ''Alabama State Association of Free Will Baptists." Section 2 - Seal - 1l1is Alabama State Association of Free Will Baptists and its constituents adopt the Treatise
of the National Association of Free Will Baptists in faith and practice.
ARTICLE 2 • OFFICERS AND BOARDS Section I - The officers of the State Association shall be a Moderator, Assistant Moderator, Clerk, Promotional
Director/Treasurer, General Board and Executive Committee. The Executive Committee shall be elected from the General Board. The General Board shall meet on Thursday afternoon of the State Association Meeting. These officers being elected every two years with the electjon coming on even years. Other officers being appointed as the Moderator may need or desire and shall serve at the direction of the Moderator. The Moderator and Assistant Moderator shall not serve more than two consecutive two-year terms, and the Clerk and Assistant Clerk shall not serve more than four consecutive two-year terms.
Section 2 - 1l1e Moderator shall have charge of all business sessions of the State Association. It shall be his duty to see that all business is carried on in a Christ-like manner and a way pleasing to God. The Moderator is the chairman of the General Board and the Executive Committee. The Moderator is an ex-officio member of all boards. Tile Modcmtor shall have the power to call the Executive Committee into session when needed.
Section 3 - The Assistam Modem tor shall serve the Moderator during the sitting of the State Association. If the Moderator 1s unable to attend the State Meeting then the Assistant Moderator shall serve as Moderator.
Section ~ - The Clerk shaJI call the session to order and introduce the officers. The Clerk shall keep a record of all business transacted during the sitting of the State Association. He shall prepare the minutes for publication and see that the mjnutes are printed. The Clerk shall serve as secretary of the Executive Committee and keep a record of their meeting~.
Section 5 - lhe Assistant Clerk shall assist the Clerk in keeping a record of the business during the State Association. In the absence of the Clerk, the Assistant Clerk shall assume the duties of the Clerk until the Body meets to elect a Clerk.
Section 6 - The Executive Committee shall be composed of the Moderator, Assistant Moderator, Clerk, and five (5) members elected from the General Board. The Executive Commjttee shall plan the program for the State Association each year. If no one asks for the State Association. then the Executive Committee shall find a place for the State Associauon to meet.
Section 7 - Tile Promotional Director/Treasurer shall admi nister the affairs of the State Executive Office and carry out the responsibiUties delegated to h1m by the Alabama State Association of Free Will Baptists and the State Executive Commjttee. He shall fulfill all the duties commensurate with the office and present such plans and/or procedures that he feels would be effective in the furtherance of the denominational program. The Promotional Director shall assist in coorrunating the work of the various boards of the Alabama State Assoc1ation. He shall be an ex-offic1o member of all stanrung boards. He shall present a written report of his work quarterly to the State Executive Board concern1ng his promotional activities and financial reports for the quarter. A written report of his work shall be presented at each annual session of the Alabama State Association, along with a financial statement of all morues received and disbursed. The financial records of the State Association shall be audited annually. The Executive Committee of the Alabama State Association of Free Will Baptists shall be responsible for the employment of the Promotional Director/Treasurer and shall arrange such workjng contra.crual agreements with the Promotional Director/Treasurer as are deemed necessary. The Promotional Director/Treasurer shall be eml?loyed for an indefirute term. If either the State Executive Committee or the Promotional Directorffreasurer des1res to terminate the contractual agreement, a sixty (60) days notice prior to the date of termination must be given.
Section 8 - (A) There shall not be less than seven (7) members on the Board of Trustees of the Children's Home. Euch District Association shall have the privilege to recommend one man to serve as a member of said board. No more than one man shall serve from the same district. If any local association fails to belong to the State Association but two (2) or more of their churches belong. they are allowed a trustee.
The adjoirung states of Aorida, Georgia and Mississippi shall have the privilege of recommending one, but no more than two members each to serve on thjs board.
These members of said board shall be elected by the Alabama State Association. (B) One-half of these members shall be elected each year. Members from the first seven associations listed
alphabetically shall be elected on odd-numbered years. Members of this board representing associations from the second poop. plus those from other adjoirung states. shall be elected on even-numbered years.
Secuon 9 - The General Board shall be composed of one member from each District Association and the chainnan of each stanrung board. If any local association fails to belong, but two (2) or more of their churches belong, they are allowed a board member.
Section 10 - The Mission Board shall consist of seven (7) members with one to seven year terms with one term expiring each year.
Section II - The Board of Christian Education shall consist of five (5) members with one to five year terms with one term expiring each year.
Section 12- The expimtion dates of all board members are to be printed in the mjnutes. Section 13 - lhe Acts I :8 Board shall consist of the Moder.uor. the Assistant Moderator, the Promotional
Director, the Chairman of the Board of Missions and Church Extension. the President of Alabama Women Active for Christ and four (4) e lec ted members witJ1 one to four year terms with one term expiring each year.
Section 14- The Pastors' and Workers' Conference Board shall consist of five (5) elected members with one to five year terms with one term expiring each year.
ARTICLE 3 • MEMBERSHIP Section I - Thjs Association shall be composed of all active ordained ministers and deacons who are members
of an Association or Church, which is a member of this Body and duly elected or appointed delegates of each District Association or Church. One delegate for each church of each association wruch IS a member of thjs Body.
Section 2 - No local church may be a member of this Body unless the association to wruch it belongs refuses to represent in the State Body. Then the church may report independently by letter and dues with one delegate.

ARTICLE 4 - FINANCE Section I - Each District Association shall send the sum of fifty ($85) dollars per church affiliated with that
Association. Section 2- The fee of each local church representing independently shall be the sum of fifty ($85) dollars. Section 3 - The Clerk shall be paid one hundred fifty ($150) dollars, Assistant Clerk twenty-five ($25) dollars,
Moderator fifty ($50) dollar~. and Assistan~ Moderator twenty ($20) dollars. . Section 4 - When spec1al board meetJOgs are called, members shall be pa1d actual expense for meals and
lodging. Automobile mileage shall be paid not to exceed the amount allowable by the Internal Revenue Service. Section 5 - The State Office and any board that receives and disburses ten thousand ($10,000) dollars or more
annually, must have an independent audit.
ARTICLE 5 - DISCIPLINE Section I - The local church is an independent body, so far as relates to its government, the transaction of it
business, the choice of its officers and the d1scipljne of its members. Sec tion 2 - The State Association shall have the right to settle any question of discipline, doctrine, or practice
that may properly come before it from any bodjes composing the State Association. Said appeal, having been properly s1gned by the constituent body or bodies and its decisions shall be final.
Section 3 - All ap{>Cals coming before the State Association may be settled in either of the following ways: (I) By the State Associauon sitting in a committee as a whole: (2) By a special committee appointed by the Executive Committee whose report shall be voted on without discussion.
ARTICLE 6 - MEETINGS Section I - The State Association of Free Will Baptists shall hold its regular meetings annually, place of
meeting to be decided by a vote of the Body. The time of meetings to be on Wednesday night before the second Sunday in November of each year, and close out on Friday afternoon.
ARTICLE 7 - AMENDMENTS Section I - This Constitution may be amended or altered at any regular session of the State Association by a
two-thjrds vote of members present; provided proposed amendment be presented in writing to the Body and shaJI lie on the table at least from morning session till everung session. or from evening sess1on till session prior to adoption and shall during that time be read at least twice in open session.
BY- LAWS I . The Clerk or the Assistant Clerk. or in their absence. the senior miruster in years, shall call the Association
into conference if a quorum is present. The Moderator, or in his absence the Assistant Moderator, shall take charge; and if neither of them is present, the seruor minister in years shall act as Moderator.
2 . It shall be the duty of the Clerk to enroll the Delegates to the Association. who shall present themselves with proper evidence of their rights to seat therein. and those enrolled by the Clerk shall compose the Association. In case of questionable representation, however, the case under question shall be referred to the Credentials Committee.
3. It shall be the duty of everybody belonging to this Association to send a lener to every annual session of this Association. Reponjng in the same its spiritual condition, benevolent work and it's statistics. Anybody belonging to this session may be d1srrussed from the Association by a two-thirds vote of all members present.
4. That we receive the letters and seat the dele~ates on the strength of the Credentials Committee report, and omit public reading of the letters. All letters be mailed with Representative Fees to the State Association Clerk by the first of November.
5. Each meeting shall be opened by reading a ponjon of the Bible and with prayer, and shall be closed with prayer.
6. By a two-thirds vote of all members present a ruling of the Moderator can be overruled. 7. This Association may correspond with other religious bodies. 8. Thls Association shall sit with open doors except when it shall go into a committee of the whole. 9. Any person not a member of trus Association may be allowed to take part in it's discussion by obtaining
perrrussion of the Moderator. 10. No person shall be allowed to nominate more than one member of any committee provided the person
nominated to be elected. No more than two members from any one association shall serve on the same board. However, a board member moving into another association already having a board member may complete their term.
II. The Moderator shall not allow discussions when not carried on in a Christian spirit or when he thjn.ks it will cause discord or division.
12. Anyone desiring to speak shall arise to rus feet and address the Moderator by the appellation. "Brother Moderator," but shall not speak further until recognjzed by the Moder.llor.
13. The "yeas" and "nays" may be counted on any question by request of one-fifth of the members present. 14. No member of thjs Association shall be allowed to speak more than ten rrunutes nor twice on the same
subject without permission from the Modemtor. 15. It shall be the duty of the Moderator to seat the delegates in a body in a designated section of the assembly
room at the beginrung of each business session. 16. The Moderator be given the power to appoint Delegates from those attending the National Association to fill
the state quota. 17. No District Association Quarterly Meetin~ or Local Church shall become a member of this body without

FREE WILL BAPTIST CHURCH COVENANT
Having given ourselves to God, by faith in Jesus Christ, and adopted the Word of God as our rule of faith and practice, we now give ourselves to one another by the will of God in this solemn covenant.
We promise by His grace to love and obey Him in all things, to avoid all appearance of evil, to abstain from all sinful amusements and unholy conformity to the world, from all sanction of the use and sale of intoxicating beverages, and to provide things honest in the sight of all men.
We agree faithfully to discharge our obligations in reference to study of the Scriptures, secret prayer, family devotions, and social worship, and by self-denial, faith, and good works endeavor to grow in grace and in the knowledge of our Lord and Saviour Jesus Christ.
We will not forsake the assembling of ourselves together for church conferences, public worship, and the observance of the ordinances of the gospel, nor fail to pay according to our ability for the support of the church, of its poor, and all its benevolent work.
We agree to accept Christian admonition and reproof with meekness, and to watch over one another in love, endeavoring to "keep the unity of the Spirit" in the bonds of peace, to be careful of one another's happiness and reputation, and seek to strengthen the weak, encourage the afflicted, admonish the erring, and as far as we are able, promote the success of the church and of the Gospel.
We will everywhere hold Christian principle sacred and Christian obligations and enterprises supreme; counting it our chief business in life to extend the influence of Christ in society; constantly praying and toiling that the Kingdom of God may come, and His will he done on earth as it is in Heaven.
To this end we agree to labor for the promotion of educational and denominational enterprises, the support of missions, the success of Sunday schools, and evangelistic efforts for the salvation of the world.
And may the God of peace sanctify us wholly, and preserve us blameless unto the coming of our Lord Jesus Christ.
