DAILY EXCELSIOR, JAMMU SATURDAY, AUGUST 29, 2015 (PAGE 7) Physically challenged persons on hunger strike Excelsior Correspondent SRINAGAR, Aug 28: The physically challenged persons have decried the "apathy" of State Government towards them and started "indefinite" hunger strike over non-fulfillment of their demands. The physically challenged persons, who started the hunger strike under the banner of Jammu and Kashmir Handicapped Association at Press Enclave here, have put series of demands before the Government which include setting up of an Advisory Board and appointment of full- time Disability Commissioner. The other demands include increase in monthly pension from rupees 400 to 4000, reservation quota in employment, allotment of plots and shops, 3 percent reservation in all District boards constituted by Government and private sector for various classes of people and health covers with special package as well as free medical aid in Government and private nursing homes. The president of Handicapped Association, Abdul Rasheed, said the ruling coalition, like its prede- cessors, has also "ignored the plight" of physically challenged persons. "Due to government apathy, 5 lakh physically chal- lenged persons are running from pillar to post in search of digni- fied life," he said. Rasheed said they had sought a meeting with Chief Minister and few other Cabinet Ministers but none of them responded. "Recently we met Governor NN Vohra and apprised him about our issues. Although he wrote to Chief Minister and MoS Social Welfare but no positive response came from their side," he said. Warning State Government, the president of Handicapped Association said the hunger strike would continue till their demands and issues are sorted out. "And, if hunger strike failed to influence Government, we will take dire steps and the ruling coalition would be responsible for the same," he added. NUF provides wheel-chairs to Jammu Railway Station Excelsior Correspondent JAMMU, Aug 28: In further- ance of its social responsibility the National United Front, a Registered NGO, organized a function at Platform Number 1, Railway Station Jammu, outside the office premises of Station Manager, Railway Station Jammu today. The chief patron of the National United Front Vijay Mahajan in presence of all the members of the NUF and several reputed dignitaries handed over three wheel-chairs to Senior DTM Railways Jammu Division R N Meena. The wheel-chairs were pro- vided by the NUF to Railway Station keeping in view the hard- ships being confronted by the aged and physically challenged as also other passengers who are unable to move on their own for obvious reasons while arriving at or departing from the Railway Station. It may be recalled that earlier also the National United Front had provided wheel chairs to Railway Station Jammu as also to Government Hospital Gandhi Nagar Jammu besides holding a free medical check-up camps at I R Clinic at Janipur Jammu. The occasion was graced among others by the president Jammu Chamber of Commerce and Industries, Rakesh Mahajan, Joint Director J&K SRTC, R S Jamwal, Station Superintendant, Ashwani Kumar and members of National United front including chairman Anil Sharma, General secretary Sanjay Sharma, treasur- er Bharat Bhushan, Nagar Mal Chargotra, Sudhir Ganjoo, Ajay Langer, Shashi Sapolia, U K Handoo etc. Excelsior Correspondent JAMMU, Aug 28: Aarakshan Virodhi Party (AVP) and Aarakshan Virodhi Manch (AVM) today demanded to end the existing system of reservation. Addressing a joint press con- ference of AVPand AVM here at Geeta Bhawan, Sat Pal Sharma, AVP president, said that unre- served categories have been rele- gated due to reserving everything in this so called secular country from education to loans and jobs to promotion. “As a result unreserved cate- gories are finding themselves on the margin of social spectrum. The discontentment has reached to an uneasy level and manifestation of the outburst has been witnessed at several places across the country; unreserved have began to raise their voice against caste based dis- crimination and have formed their organizations (social and politi- cal)”, he added. Ram Paul Seth, an AVM leader said that the Jats in Haryana, Gujjars in Rajasthan and Patel in Gujarat demand OBC sta- tus and reservations. Likewise many other ethnic groups are also likely to demand OBC status, he said adding the country is going to face hard time as discrimination on the basis of caste, religion and region has been causing a big worry to the talented youth being ignored due to reservation. “Today’s situation demands ending the existing system of reservation because every left out ethnic group has been demanding reservation and bringing those ethnic groups in the reserved cate- gory has the potential of trigger- ing huge ethnic conflicts in the country”, he rued and appealed the people of general category to support them economically and personally for this movement against caste based reservation. He alleged that due to caste based reservation general catego- ry youths and poor people are suf- fering and demanded special sup- port measures for the poor, needy and deserving people of all castes and religions. He disclosed that AVM will pay tribute on September 24 to the Martyrs of 1990 who had sacri- ficed their lives against Mandal Commission. Akhtar visits Leh campus of Kashmir University Excelsior Correspondent LEH, Aug 28: Minister for Education, Naeem Akhtar today visited the Leh campus of the Kashmir University here to take stock of the progress of work. The Minister also took a review of the educational facilities in the district. Expressing satisfaction over the work going on in the upcom- ing campus, the Minister said the operationalization of the campus would open new vistas in higher education for the desert districts of Leh and Kargil. He said given the picturesque location of the Leh campus, it would provide the best academic environs to the students. The Minister also visited the upcoming campus of the Food Craft Institute Leh which is near- ing completion. He interacted with the students and the faculty members of the institute and enquired about the facilities there. The Minister was informed that the Food Craft Institute Leh has recently got affiliated with National Institute of Food Technology and it would be start- ing the diploma courses soon. Akhtar asked the administra- tion of the Food Craft Institute to coordinate with the other educa- tional institutions in the State so that vocational courses in food technology can be introduced there. The Minister also took a review of the educational sce- nario and facilities at a meeting with the Principals and Headmasters of the district where he stressed the need for rationali- zation of teacher-pupil ratio. The Minister said that the teachers in Government schools are well qualified and talented; however there is need to provide them an enabling environment which would help attain better results. He reiterated that efforts are being made to bring back focus on education and teaching instead of employment and infra- structure. The Minister also spoke about pooling of manpower and the initiative of clusters under higher secondary schools, with Principal of the Higher Secondary School as head of the cluster. During the meeting the Minister also asked the concerned to cen- tralize the procurement of teach- ing learning material (TLM). During his stay here, various deputations also called on the Minister and briefed him about the issues concerning them. A deputation from Nobra sought immediate rehabilitation of the flood affected and perma- nent restoration of the infrastruc- ture in the area. A delegation of local BJP cadres discussed the developmen- tal and other issues with the min- ister. A deputation of Anjuman-e- Moin-ul-Islam sought the state Government's help in expansion of educational facilities and infra- structure in the area. DB's directive in PIL seeking effective prosecution Excelsior Correspondent JAMMU, Aug 28: In a Public Interest Litigation (PIL) filed by Rufi Khan and others seeking effective prosecution of criminal trials, Division Bench of State High Court comprising Justice Muzaffar Hussain Attar and Justice BS Walia today granted four weeks time to the Government for framing of guidelines for appointment of Public Prosecutors. After hearing both the sides, the DB observed, "as per the copy of Government order placed on record, sanction has been accord- ed to the constitution of commit- tee for framing guidelines for the appointment of Public Prosecutor/ Additional Public Prosecutor/ Special Public Prosecutors. The chairman of the committee is Advocate General of the State". After going through the copy of Govt order, Division Bench granted four weeks time to the committee to frame guidelines for appointment of Public Prosecutor/ Additional Public Prosecutor/ Special Public Prosecutors and submit the same for consideration of the court. Fire drill was witnessed by Inspector of Factories and boil- ers, officials from IOCL , J&K Fire Service Department, ESIC Hospital and mutual aid part- ners. The drill was conducted at tank truck gantry with team offi- cials and workers fighting fire from all the corners with the help of state of art technology safety art technology safety equipments and auto fire fight- ing system of the plant. Excelsior Correspondent JAMMU, Aug 28: Indian Council for Cultural Relations, (ICCR) Ministry of External Affairs, Government of India organised 'Young Tarang-III' at Government College for Women, Parade, Jammu under its Horizon Series programme. Featuring diverse perform- ances by young performers rang- ing from music, dance and drama the programme enthralled the jam-packed audience . Regional Director of ICCR Jammu, Balwant Thakur pre- sented a bird eye view of this massive initiative of ICCR which is initiated with the active support of Department of Higher Education J&K Government. After the initial cultural ori- entation programmes which will be held in all the city based col- leges in addition to the colleges of the periphery of Jammu, mul- tiple workshops will be held to train the select students in music, dance, drama, visual arts, and lit- erature activities. This training series will conclude with a mega Jammu Youth Cultural Festival where performances, exhibi- tions, literary sessions will be held. The program started with the mixed dance number 'Radha Teri Chunari...' which gave a befit- ting opening to the programme. This was followed by solo singing items presented by Mehak Choudhary, Shivani Koul, Navneet Kour and Kanika Rajput and all got standing ova- tion for their soulful singing. Puja Raj's solo dance number was taken over by vibrant dance number presented by Arpita and her group. The solo songs contin- ued to dominate the stage with the singing of Shweta Saproo, Parul Sharma, Indu Koul and Vandana. Two short plays 'Saas Bahu Nonk Jhonk' and 'School Inspection' had lot to convey through their socially relevant themes. While 'Saas Bahu Nonk Jhonk' beautifully carica- tured the exploita- tion of women through women, the 'School Inspection' exposed the decay of educational sys- tem. Excelsior Correspondent JAMMU, Aug 28: Salal Power Station management will carry out silt flushing from the reservoir of the station on August 30. According to General Manager Salal Power Station, the public of district Reasi has been informed that the management of the Station will carry out silt flush- ing from the reservoir of the Station on August 30. The gates of the dam will be opened on August 30 at 8 am and will remain opened till August 31 (8 am). With the result, there will be increase in flow of water and level of river Chenab may increase. The general masses of the areas like Dhran, Thanpal, Arnas, Sai, Lanjan, Narloo, Gari, Salmot, Gujjar Kothi, Saidh Baba, Bidda, Kachhi Khera, Talwara, Nambla, Vijaypur, Bara Bari, Patta, Kanasi Patta, Jedhi, Panasa, Bhabber, Chumdian, Dera Baba Banda Bhadur and Seri have been informed to restrict their move- ment along with their vehicles and pets near banks of river Chenab during the period to avoid any mishap. During this 108th meeting of the Syndicate, around fifty items were presented by Prof Keshav Sharma, Registrar JU. Besides confirming the action taken on the various items presented, the Syndicate endorsed the introduction of Post Graduate Diplomas in "Banking and Risk Management" and "Accounting and Finance" under Self Financing in collaboration with National Stock Exchange. The delegation included senior party members like general secre- tary Shahnawaz Choudhary, NSUI state president Neeraj Kundan, Iftikhar Ahmed- All India Election Commissioner NSUI, Youth Congress leader Ajaz Choudhary, Sahil Raina and others. Excelsior Correspondent JAMMU, Aug 28: J&K National Panthers Party (JKNPP) president, Balwant Singh Mankotia along with other party leaders visited Uchha Pind Panchayat in District Kathua and Chod Motu Panchayat in District Udhampur to take the stock of the damage caused by the deadly landslides and distributed blankets and sheets to the affected families. Mankotia sought the welfare of the people of the respective villages whose homes, livestock and agricultural land were washed away by the torrential rains. He distributed blankets and sheets to the 50 migrated families living at village Uchha Pind and village Chod Motu who were forced to flee from their native place of residence and exhorted the State Government to provide immedi- ate relief and succor to the affected families by providing them with free ration, medicines and temporary shelters. He lambasted the District administrations for their apa- thetic attitude towards the peo- ple who have been marooned due to the natural adversity and expressed solidarity with the affected families on behalf of the Panthers party. He said that JKNPP stand with the people in all odds and circumstances and vowed that the Panthers Party shall not relent unless the Government acts promptly in providing the food and the residential pieces of land to the affected families for construction of houses. JWAM demands Smart City for Jammu Excelsior Correspondent JAMMU, Aug 28: The activists of Jammu West Assembly Movement (JWAM) held a protest rally for making winter capital Jammu “A Smart City” and launched the indefinite Jan Andolan from today for the Smart City as Jammu has not been included in the list of Smart Cities. The rally also raised slogans against the coalition BJP-PDP Government and the PWD R&B, JMC, ERA Ministries, for the worst condition of the Jammu city roads, worse traffic problem in the city, construction of the fly- overs in Jammu city, taking up Chenab Water Supply Project, AIIMS for Jammu and to stop the NHAI road tax at Ban Nagrota. Addressing the protestors, JWAM president Sunil Dimple, said it was very unfortunate that the Jammu City has not been included in the list of 99 cities announced by the Central Government. He added that long power cuts and acute scarcity of drinking water has badly affected the lives of the people of Jammu city, Dimple alleged. He demanded for the return of the power projects to the State Government and scrapping of Indus Water Treaty with Pakistan by the BJP-PDP Government to meet the PDD, PHE requirements of the Jammu & Kashmir State. Dimple said that there is strong resentment among the peo- ple of the Jammu region and the Union Government should imme- diately issue the official notifica- tion regarding the opening of the AIIMS in Jammu if it has been sanctioned. Two injured in road accidents Excelsior Correspondent JAMMU, Aug 28 : Two per- sons were injured today in sepa- rate road mishaps in city and its outskirts. According to a police spokesperson, a bike-borne youth was injured when his bike was hit by an unknown vehicle near District Police Line, Jammu. The injured has been identified as Ranjit (22) of RS Pura. A 50-year old man identified as Shabir of Janipur was also got injured when the scooter he was riding on, was hit by an unknown vehicle in New Plot area falling under the jurisdiction of police post Sarwal. Both the injured were shifted to Government Medical College and Hospital, Jammu for treat- ment. In both cases, the concerned police have taken cognizance. PDD joins hands with public for loss-free feeders Excelsior Correspondent JAMMU, Aug 28: Power Development Department has joined hands with the common masses in order to create loss free feeders and the efforts have start- ed yielding positive results in the short span of time. The Electric and Maintenance & RE Division-III in the month of June this year, after consulta- tion with the public of Gopi Nath Vihar Udheywala, started drive to ensure power theft free environ- ment. Under this initiative, all the officers as well as JEs and meter readers of ED -III were geared up to have one to one interaction with the consumers so as to sort out various issues pertaining to erroneous electricity billing and frequent power interruptions. The Department also removed illegal connections besides making peo- ple aware of the judicious use of electricity by way of using vari- ous energy efficient techniques. The efforts of the department as well as public resulted in heavy load reduction thereby making the system adequate to supply uninterrupted power to the resi- dents of the Udheywala area. Likewise to create another loss free feeder and to eradicate the menace of power theft, the Exective Engineer, ED-III, Sanjay Sharma held a meeting with the residents of Roop Nagar, who agreed to extend all cooper- ation to the department in eradi- cating the menace of power theft. It has come to the fore during the meetings that though the peo- ple had voluntarily revised their agreement load sometime back but proportional benefit has not been provided to them in terms of system augmentation/improve- ment. The people were assured that if they continue to extend their support to the department in the same manner the existing sys- tem will be quiet adequate to meet their demand. People have also suggested formulation of comprehensive report for laying of cables and other improvement measures in the congested and theft prone areas. Chain hunger strike from today for carry on system at UG level Excelsior Correspondent JAMMU, Aug 28: Activists of Students Coordination Committee (SCC) will start an indefinite chain hunger strike from tomorrow at GGM Science College Jammu for carry on sys- tem at Under Graduation level. This was disclosed by Mahesh Bakshi, member SCC, while addressing a press confer- ence, here today. “From tomorrow, we are our strike for the carry on system as DC Jammu has accorded permis- sion for the same,” he said and added that the students of differ- ent colleges such would sit on chain hunger strike at GGM Science College. He announced that the hunger strike would continue till the JU accepts the demand for carry on system at UG level. Others two were present in the press conference, included Vikram, Raqeeq, Sahil, Gowher, Neha, Neetika, Paru, Avinash, Akshay and Sonakshi.

JAMMU, Aug 28: AarakshanVirodhi Party (AVP) andAarakshan Virodhi Manch(AVM) today demanded to endthe existing system of reservation.

Addressing a joint press con-ference of AVP and AVM here atGeeta Bhawan, Sat Pal Sharma,AVP president, said that unre-served categories have been rele-gated due to reserving everythingin this so called secular countryfrom education to loans and jobsto promotion.

“As a result unreserved cate-gories are finding themselves onthe margin of social spectrum. Thediscontentment has reached to anuneasy level and manifestation ofthe outburst has been witnessed atseveral places across the country;unreserved have began to raisetheir voice against caste based dis-crimination and have formed theirorganizations (social and politi-cal)”, he added.

Ram Paul Seth, an AVMleader said that the Jats inHaryana, Gujjars in Rajasthan andPatel in Gujarat demand OBC sta-tus and reservations. Likewisemany other ethnic groups are also

likely to demand OBC status, hesaid adding the country is going toface hard time as discriminationon the basis of caste, religion andregion has been causing a bigworry to the talented youth beingignored due to reservation.

“Today’s situation demandsending the existing system ofreservation because every left outethnic group has been demandingreservation and bringing thoseethnic groups in the reserved cate-gory has the potential of trigger-ing huge ethnic conflicts in thecountry”, he rued and appealedthe people of general category tosupport them economically andpersonally for this movementagainst caste based reservation.

He alleged that due to castebased reservation general catego-ry youths and poor people are suf-fering and demanded special sup-port measures for the poor, needyand deserving people of all castesand religions.

He disclosed that AVM willpay tribute on September 24 to theMartyrs of 1990 who had sacri-ficed their lives against MandalCommission.

Expressing satisfaction overthe work going on in the upcom-ing campus, the Minister said theoperationalization of the campuswould open new vistas in highereducation for the desert districtsof Leh and Kargil. He said giventhe picturesque location of theLeh campus, it would provide thebest academic environs to thestudents.

The Minister also visited theupcoming campus of the FoodCraft Institute Leh which is near-ing completion. He interactedwith the students and the facultymembers of the institute andenquired about the facilitiesthere.

The Minister was informedthat the Food Craft Institute Lehhas recently got affiliated withNational Institute of FoodTechnology and it would be start-ing the diploma courses soon.

Akhtar asked the administra-tion of the Food Craft Institute tocoordinate with the other educa-tional institutions in the State sothat vocational courses in foodtechnology can be introducedthere.

The Minister also took areview of the educational sce-nario and facilities at a meetingwith the Principals andHeadmasters of the district wherehe stressed the need for rationali-zation of teacher-pupil ratio. TheMinister said that the teachers inGovernment schools are wellqualified and talented; howeverthere is need to provide them anenabling environment whichwould help attain better results.He reiterated that efforts arebeing made to bring back focuson education and teaching

instead of employment and infra-structure.

The Minister also spokeabout pooling of manpower andthe initiative of clusters underhigher secondary schools, withPrincipal of the Higher SecondarySchool as head of the cluster.During the meeting the Ministeralso asked the concerned to cen-tralize the procurement of teach-ing learning material (TLM).

The chairman of thecommittee is Advocate Generalof the State".

According to GeneralManager Salal Power Station, thepublic of district Reasi has beeninformed that the management ofthe Station will carry out silt flush-ing from the reservoir of theStation on August 30.

The gates of the dam will beopened on August 30 at 8 am andwill remain opened till August 31(8 am). With the result, there willbe increase in flow of water andlevel of river Chenab mayincrease.

JAMMU, Aug 28: J&KNational Panthers Party(JKNPP) president, BalwantSingh Mankotia along withother party leaders visitedUchha Pind Panchayat inDistrict Kathua and Chod MotuPanchayat in District Udhampurto take the stock of the damagecaused by the deadly landslidesand distributed blankets andsheets to the affected families.

Mankotia sought the welfareof the people of the respectivevillages whose homes, livestockand agricultural land werewashed away by the torrentialrains. He distributed blanketsand sheets to the 50 migratedfamilies living at village UchhaPind and village Chod Motuwho were forced to flee fromtheir native place of residenceand exhorted the StateGovernment to provide immedi-ate relief and succor to the

affected families by providingthem with free ration, medicinesand temporary shelters.

He lambasted the Districtadministrations for their apa-thetic attitude towards the peo-ple who have been marooneddue to the natural adversity andexpressed solidarity with theaffected families on behalf ofthe Panthers party.

He said that JKNPP standwith the people in all odds andcircumstances and vowed thatthe Panthers Party shall notrelent unless the Governmentacts promptly in providing thefood and the residential piecesof land to the affected familiesfor construction of houses.

JAMMU, Aug 28 : Two per-sons were injured today in sepa-rate road mishaps in city and itsoutskirts.

According to a policespokesperson, a bike-borne youthwas injured when his bike was hitby an unknown vehicle nearDistrict Police Line, Jammu. Theinjured has been identified asRanjit (22) of RS Pura.

A 50-year old man identifiedas Shabir of Janipur was also gotinjured when the scooter he wasriding on, was hit by an unknownvehicle in New Plot area fallingunder the jurisdiction of policepost Sarwal.

Both the injured were shiftedto Government Medical Collegeand Hospital, Jammu for treat-ment. In both cases, the concernedpolice have taken cognizance.

JAMMU, Aug 28: Activistsof Students CoordinationCommittee (SCC) will start anindefinite chain hunger strikefrom tomorrow at GGM ScienceCollege Jammu for carry on sys-tem at Under Graduation level.

This was disclosed byMahesh Bakshi, member SCC,while addressing a press confer-ence, here today.

“From tomorrow, we are ourstrike for the carry on system asDC Jammu has accorded permis-sion for the same,” he said andadded that the students of differ-ent colleges such would sit onchain hunger strike at GGMScience College.

He announced that thehunger strike would continue tillthe JU accepts the demand forcarry on system at UG level.
