• Field Level Operations Watch• It uses android phone technology• It takes images; pictures of facilities, records etc• Takes GPS coordinates of facilities • And able to record data of tens of thousands of

water facilities• Data is uploaded to a server and can be viewed as

Important observations

Point Sources• There are 31 hand pumps in the district without

WATSANs (orphan boreholes). 11 are in Akatsi town council, while 18 are Avenorpeme. Every borehole with hand pump installed must have a WATSAN.

• Water quality analysis has not been performed on any of the BHs after installation of Hand pumps. The standard period however, is every half year.

• More than 80% of the boreholes in the district are either broken down or performing sub optimally.

Point sources• All WATSAN accounts have not been audited in the past one

year.• Fifty six (56) WATSANs do not keep records of their

operations. • All WATSANs do not use Life Cycle Cost Approach for setting

tariffs. Tariffs are not based on projected cost. • About 28% of the Boreholes in the district are serving

populations above 300. All such boreholes are experiencing overcrowding.

• Thirty four (34) of the WATSANs have not had any form of training and all the 119 WATSANs have not had retraining.

Pipe schemes• The Wlitey Pipe scheme does not have either bulk

meter or standpipe meters. This does not allow for proper determination of quantities of water produced, distributed and used.

• All WSDBs do not have distinct Capital or replacement, operational or regular and sanitation accounts as set out in the guidelines for the establishment of WSDBs.

• All WSDBs have not been audited in the past one year • All WSDBs do not use Life Cycle Cost Approach to

setting tariffs. Tariffs are not based on projected cost.
