    (b) With respect to any such contracts already placed by any of said Departments or Agencies or entered into prior to a dote sixty days after the is.suonce of this Directive, the Department or Agency concerned shall reviewthe contract promptly and shall chonge to said Emergency Spe6focotionsunless such change will result in any substantial delay in tho war effort.(c) The Agency undertaking or approving the construction shall obtain fromthe person in responsible chorge of the design of each such building a certificate to the effect that said specificotions have been complied with, andthat the building has been designed to secure the greatest savings of steelpractical through continuity in design and through welded fabrication. Incases where Forms PD-200 and PD-200A must be filed with the War Produc-tion Board in order to obtain authorization to begin construction of suchbuilding, such certificate shall be filed with said forms_(d) Authority to depart from the provisions of this Directive may, uponspecific request, be granted by the Director General for Operations of theWar Production Boord. or by such person or persons as he may designate forthis purpose.Issued this 10th day of September, 1942.

    Whereas, by Directive of Donald M. Nelson, Chairman, War ProductionBoard, the National Emergency Specifications for the Design, Fabricationand Erection of Structural Steel for Bui ldings (hereto ottached) shall apply toand sholl govern the designing, fabrication and erection of structural steelfor all buildings which are constructed by, or the construction of which isfinanced by, 0 - the construction of which must be opproved by, the WarProduction Boa -d, the Army, the Navy, the Maritime Commission, the Recon-struction Finance Corporation, the Notional Housing Agency. or any otherDeportment or Agency in respect to war construction and the financing ofwar construction; andWhereas, Sec+ion 10 of the said Specifications lists the maximum unit stressesthat may be used. and said unit stresses are in general higher thon the maxi-mum unit stresses permitted by the Standard Specifications of the AmericanInstitute of Steel Construction, Inc., andWhereas, the Committee on Specifications of the Ame6can Institute of SteelConstruction, Inc., has advised the Boord of Directors of the said Institutethat, assuming discretion to be properly exercised by the Director of IndustryOperations of -he War Product ion Boord in the granting of authority to deport from the provisions of the said Specification, the Committee on Specifications "believes that buildings of a temporary or emergency character may,under the direction of engineers experienced in the art of building design, beconstructed under this Specification without risk, and that such buildings willlend themselves to long-time service if so designed that reinforcement maybe added in the future to critical elements";Now, therefore. be it resolved by the Boord of Directors of the AmericanInstitute of Steel Construction.
