GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION MONTHLY SUMMARY FOR THE MONTH OF AUGUST, 2013. ******** 1. SIGNIFICANT DEVELOPMENTS. (i) Rajiv Gandhi National Aviation University Bill, 2013 has been introduced in the Lok Sabha on 20 th August, 2013. (ii) The Civil Aviation Authority Bill, 2013 has been introduced in the Lok Sabha on 20.08.2013. (iii) ICAO (ICVM) visited India during the 3 rd week of August, 2013 to review the implementation of its recommendations including potential Significant Safety Concerns (SSCs) made by it during the audit conducted by it in 2006 and 2012. 1.1 Airports Authority of India: GAGAN PROJECT (i) GAGAN Certification documents have been prepared and displayed at Rajiv Gandhi Bhavan to the Secretary, Ministry of Civil Aviation and handed over to DGCA. (ii) GAGAN System is planned to be certified for RNP 0.1 service by September / October, 2013. Total Cumulative Expenditure (GAGAN-FOP) till August, 2013 towards project activities was Rs.450.30 crores (Approx.). (iv) Common Users' Domestic Cargo Terminals have been commissioned at Kolkata and Jaipur Airports by Airports Authority of India (AAI). (v) MOU signed between AAI and SAIL for "Recarpeting of Nandini Airstrip at Bhilai". (vi) MOU signed between AAI and BSF for "Construction of Hanger at Raipur Airport". (vii) MOU signed between AAI and State Government of Chhatisgarh for development of Rajgarh Airport.

MONTHLY SUMMARY FOR THE MONTH OF AUGUST, 2013. ********

1. SIGNIFICANT DEVELOPMENTS.

(i) Rajiv Gandhi National Aviation University Bill, 2013 has been introduced in the Lok Sabha on 20 th August, 2013.

(ii) The Civil Aviation Authority Bill, 2013 has been introduced in the Lok Sabha on 20.08.2013.

(iii) ICAO (ICVM) visited India during the 3 rd week of August, 2013 to review the implementation of its recommendations including potential Significant Safety Concerns (SSCs) made by it during the audit conducted by it in 2006 and 2012.

1.1 Airports Authority of India:

GAGAN PROJECT

(i) GAGAN Certification documents have been prepared and displayed at Rajiv Gandhi Bhavan to the Secretary, Ministry of Civil Aviation and handed over to DGCA.

(ii) GAGAN System is planned to be certified for RNP 0.1 service by September / October, 2013.

Total Cumulative Expenditure (GAGAN-FOP) till August, 2013 towards project activities was Rs.450.30 crores (Approx.).

(iv) Common Users' Domestic Cargo Terminals have been commissioned at Kolkata and Jaipur Airports by Airports Authority of India (AAI).

(v) MOU signed between AAI and SAIL for "Recarpeting of Nandini Airstrip at Bhilai".

(vi) MOU signed between AAI and BSF for "Construction of Hanger at Raipur Airport".

(vii) MOU signed between AAI and State Government of Chhatisgarh for development of Rajgarh Airport.

(viii) GAGAN Certification programme crossed yet another milestone on 13 th August, 2013 when Secretary (Civil Aviation) released a consolidated set of GAGAN Certification Documents ranging from conception stage to the stage of operational testing evaluation along with reviews conducted by expert groups.

(ix) Monopulse Secondary Surveillance Radar (MSSR) has been commissioned successfully after due approval by DGCA at Vizag, Porbandar, Udaipur and Bhopal. The sensor data from theses Radars have been integrated into Automation Systems at Chennai, Ahmedabad and Nagpur Automation Systems providing overlapping and enhanced surveillance and contributing to safety of aircraft operations.

(x) Site Acceptance Test for new ASR/MSSR for Trivandrum has been completed. When commissioned after due clearance from DGCA, the system will provide enhanced Radar surveillance and enhance safety of aircraft operations.

(xi) ATS route W139 providing direct connectivity between Khajuraho and Nagpur has been established to be effective from 17th October, 2013. The new route is a shorter routing for the flights operating between Khajuraho and Nagpur by 6 NM and will contribute to considerable fuel savings for the aircraft.

(xii) Against the yearly target of 99.85% for "Availability of Navigation & Surveillance Aids", 99.93% has been achieved for July, 2013.

(xiii) Work awarded for (i) Expansion and Modification of Terminal Building to increase passenger handling capacity at C.A. Jammu for Rs.39.52 crores; and (ii) Construction of National Aviation University at IGRUA — Fursatganj SH: Academic Block, Hostel, Substation building for Rs.85.57 crores.

1.3 Profits earned / loss incurred by Public Sector Enterprises (PSEs) under the Ministry of Civil Aviation.

The Airports Authority of India (AAI) has earned a profit of Rs.60.96 crores after deduction of tax during the month of August, 2013.

(ii) The Pawan Hans Limited (PHL) has earned a net profit of Rs. 0.82 crores (Provisional unaudited) after deduction of tax during the month of August, 2013.

1.4.1 Directorate General of Civil Aviation:-

1) During the month of August, 2013, a total of 755 flight clearances were accorded. Non-Scheduled Operator Permits issued — Nil, and 01 Non-Scheduled Operator Permit was renewed during this month.

ii) Renewal of license of Lilabari, Salem, Agartala and Hubli Aerodrome and renewal of private license of Jamshedpur Airport.

iii) Approval accorded of operationalization of PBBs with VDGS on parking stand No.51 and 56L at NSCBI Airport, Kolkata.

iv) Approval of construction of two new rapid exit taxiway for Rwy 27 at Mumbai Airport.

v) Operational authorization for Westin Roof top helicopter landing area under private use category at Oberoi Garden, Goregaon (East Mumbai).

vi) During the month of August, 2013, there were two (2) significant occurrences have been reported.

vii) During the month of August, 2013, fifty four (54) Bird hit incidents have been reported.

viii) During the month of August, 2013, 311 Nos. of Aircrew licenses and ratings were issued including 46 Nos. of Foreign Aircrew Type Authorization (FATA).

ix) Surveillance inspection of Dehradun, Belgatim, Coimbatore Airports have been carried out.

x) Inspection of Birlagram Aerodrome has been carried out.

xi) During the month of August, 2013, New registration of aircraft - 08, Change of ownership/Changes of C of R — 15, De-Registration of Aircraft — 04, AME License issued - 05 and Foreign AME License renewed - 16.

xii) Working Paper on Noise Management finalized and forwarded to ICAO for submission for forthcoming 38 th

ICAO Assembly.

1.4.2 Bureau of Civil Aviation Security (BCAS): -

i) During the month of August, 2013, Bureau of Civil Aviation Security (BCAS) officers conducted Fourtv three (43) dummy checks.

ii) The BCAS Training Faculty organized Thirteen (13) Basic AVSEC Programmes, Fourteen (14) Screener Programmes and One AVSEC Instructor Course.

iii) The BCAS team visited Twenty Four (24) airports for security audits & inspections.

iv) Surprise check of security arrangements at Twelve (12) airports were carried out.

1.4.3 Commission of Railway Safety (CRS):-

(A) During the month of August, 2013, there is no serious train accident occurred.

(B) During the month of August, 2013, statutory inspections were conducted before opening of One (01) line for public carriage of passengers.

(C) During the month of August, 2013, 04 (Four) Periodical or other Inspections of Railway made by the Commissioners of Railway Safety.
