Airport Area TOD Plan Alternatives Summary Report 1
OVERVIEW This report summarizes the alternativesexplored for the Airport Area TransitOriented Development (TOD) Plan, whichcovers the Pearl Harbor, Airport, and LagoonDrive rail station areas. TOD concepts wereprimarily focused on the quarter to half mileareas surrounding each rail station.
The alternatives developed included a draftvision and conceptual ideas for future landuse and development possibilities near eachstation. These were prepared based on theopportunities and issues evaluated during theexisting conditions analysis and ideasreceived from early community engagement,including community and business (employeeand employer) surveys.
Alternative concepts with supporting mapsand other displays were presented to thecommunity at a community workshop inFebruary 2015 and smaller stakeholdermeetings during winter and spring of 2015 toillustrate the potential opportunities in eachstation area and to solicit input on thevarious features shown on the maps. Thesematerials included the following:

Summaries
The TOD alternative concept maps depictedhow each station area could be structured interms of overall character, land use,transportation, and public improvements.Some of these improvements would be
necessary for access to the rail stations, andothers represent potential long term changescapitalizing on the introduction of rail service.
This report also summarizes the feedbackreceived by the public, communitystakeholders, and various business/propertyowners on the draft alternative concepts andkey features prepared for the Airport AreaTOD Plan. The feedback has helped direct andshape the preferred plan.
SUMMARY AND FEEDBACK Airport Area Stations Overview
The Airport Area Overview Map shows thethree Airport station areas with existingcirculation features including the roadnetwork, pedestrian features, and bike andbus routes. The map also shows proposedfeatures that could improve overallcirculation in this area such as bike laneconnections, bus extensions to the stations,and sidewalk improvements.
The community’s vision is that the Airportarea re captures its emphasis as the gatewayto Hawaii and continues to grow into one ofOahu’s premier employment centers.Employers would continue to be able growtheir industrial, commercial, and officespaces with rail transit easing employeecommutes. Visitors would be welcomed by aHawaiian sense of place, combined withconvenient options within walking distance.Nearby residents would work and play closeto their homes. A diverse and connectedtransportation network would enhance thearea’s role as a hub for local, interisland, andinternational travel. The neighborhood wouldprovide something for everyone and be adynamic center for trade, commerce, andmilitary operations in the region.
Of those that provided feedback on theoverview map, all were supportive of theabove vision and proposed circulationimprovements including enhanced pedestrian

features (e.g., sidewalks, road crossings, andsignage).
Pearl Harbor Station Area
The Pearl Harbor station area is envisioned totransform over time into a mixed usecommunity that provides a range of housingand employment options within easy walkingdistance of the rail station. The developmentarea would offer convenient proximity toJoint Base Pearl Harbor Hickam (JBPHH); TheMall at Pearl Harbor; and other nearbycommercial, retail, dining, and groceryoptions. The area would provide attractiveand affordable housing options for militaryfamilies and civilians.
A major short term recommendation for thePearl Harbor station area is improvedpedestrian access. In particular,recommendations focus on crossingimprovements at the Kamehameha Highwayand Radford Drive intersection and thecreation of a more pedestrian friendlyexperience along Radford Drive. Generalcirculation related improve ments near thestation are recommended, particularly,Kamehameha Highway, Radford Drive, CenterDrive and Bougainville Drive. These include apassenger “kiss n ride” (Radford Drive),additional bicycle lanes, sidewalk extensions,widening and other related enhancements,as well as direct bus service to the station.
With regard to land use alternatives, majorredevelopment is envisioned for Area C (LittleMakalapa) and Area E (Naval FacilitiesEngineering Command [NAVFAC] Hawaii) onthe alternative concept map. Potential futureuses for Area C include residential,convenience retail, civic uses, expansion ofthe Federal Fire Department, and a smallpark/plaza next to the station offering foodservice and convenience retail. Discussionswith NAVFAC Hawaii have indicated they mayconsider relocating their facilities within themain JBPHH installation, potentially freeing
up Area E for redevelopment in the longterm. If this were to occur, this area could beredeveloped into multi family residential usewith neighborhood commercial, retail, anddining options.
There was general agreement with thehighlighted potential future uses as shown onthe map. Input received on Area C (LittleMakalapa) and Area E (NAVFAC Hawaii)indicate agreement that redevelopment ofthese areas would be beneficial over the longterm. Many agreed that the close proximityof Area C to the station and the underutilizednature of about half of the site (dilapidatedand vacant Navy housing) make it a primelocation for TOD opportunities. There wassome interest was expressed in adaptive reuse of the historic structures. In the longterm, should the Navy relocate NAVFACHawaii to another location (i.e., on JBPHHmain base), commenters thought that nearby (a half to quarter mile area) TODopportunities at this location, as described onthe concept map, would be appropriate.
Airport Station Area
The community envisions a welcoming senseof arrival for locals and visitors alike at theAirport station. The station would provideclear and easy transfer from terminal to trainfor arriving and departing passengers. Thecommunity, including input received from thebusiness surveys, further envisions this areaproviding lodging, dining, and office optionswith connections that allow safe, convenientmovement throughout, and without the needfor a vehicle. Similar to the Pearl Harbor area,one of the primary recommendations for theAirport station area was improvedcirculation, including enhanced pedestrianand bicycle access, increased vehicular safety,mauka makai street connections, andimproved wayfinding.
With regard to land use alternatives, thecommunity would like retail and dining

options, a bus transfer station, and enhancedlei stands in Area A adjacent to the stationand outside the terminal. To better utilize thelarge open space adjacent to the post office(currently used for parking), additional retailand dining options, office, commercial, orgeneral/light industrial manufacturing couldbe introduced. Displaced parking could bestructured or relocated elsewhere based ondemand. The currently mixed industrial andcommercial area between the Airport stationand Lagoon Drive station was divided intoAreas C and D. Area C runs along roadwaysthat will likely have the most pedestriantraffic and visibility. Alternative uses forArea C include retail, office/commercial, lightindustrial, hotel/lodging, and enhancedlandscape features. Area D land uses couldinclude convenience retail,office/commercial, ware housing/distributioncenters, general or light industrial, andmanufacturing.
Most community members agreed that retailand dining should be accommodated inArea A. Most also agreed that the airportwould benefit from an iconic place makingelement (i.e., something thatcharacteristically lets people know they hadarrived in Hawaii or conversely were leavingthe islands). There was generally a desire tosee more dining and convenience retail nearthe station, particularly in Area C near PaieaStreet. All commenters agreed that Area Dand some of Area C should remain as lightand mixed industrial (e.g., warehousing atground level and other industrial above).Most also agreed that the area should beimproved for better and safer modes oftransportation (vehicular, bicycle andpedestrian).
Lagoon Drive Station Area
The vision for the Lagoon Drive area near thestation is a mixed use, walkable district.Alternatives include housing, employmentuses, convenient access to the rail station,
and an improved Keehi Lagoon Beach Park.The area immediately near the station wouldfeature a pedestrian focused core, while thewider station area incorporates office,industrial, and the existing auto orienteduses that would benefit from transit access.Transitioning the area to smaller block sizeswould promote walking while maintainingflexibility for a wide variety of uses.
Circulation improvements proposed in theLagoon Drive station area include a “kiss nride” on Waiwai Loop adjacent to the station,bus service to the station, enhancedpedestrian facilities, and new mauka makaiconnections. A pedestrian access could alsobe created between the rail station and KeehiLagoon Beach Park along Waiwai Loop wherethe rail guideway extends into the park.
Major area stakeholders agreed that Area Dshould remain for industrial andwarehousing. Most agreed that the areashould be improved for various modes oftransportation (vehicular, bicycle andpedestrian), but did not like the idea ofbreaking the parcels up by developinginterior roads/alleyways. There was alsobroad support for increased dining andconvenience retail near the station,specifically along Lagoon Drive betweenNimitz Highway and Ualena Street.
Area C (along Nimitz Hwy) and Area E (lowerMapunapuna area) did not receive manycomments; however, those providingfeedback expressed that the areas shouldremain in their current uses, particularlygiven how industrial and warehousing closeto downtown Honolulu is becoming a rarity,causing displacement and increased demand(e.g., Kakaako redevelopment).
Area G (Waiwai Loop area) received mixedreviews. Some community memberssupported the concept of housing and/orhotel development in this area. However,most property owners, and business

commenters do not want to see housing orincreased hotel development in this area.They prefer that the area remain as is –primarily industrial and warehousing – withthe possibility of increasing density byrebuilding vertically. Also, they do notsupport breaking the parcels up bydeveloping interior roads/alleyways orcreating pedestrian pathways between thisarea and Keehi Lagoon Beach Park. TheHawaii Department of TransportationAirports Division commented that whateveris proposed in Area G needs to comply withFederal Aviation Administration regulatoryallowable uses, including adherence withnearby runway protection zones.
NEXT STEPS Based on community feedback, the City andCounty of Honolulu (City) will move forwardand draft a preferred plan for the three TODareas while recognizing the importantregional characteristics surrounding theAirport Area. Once a draft plan has beenprepared, further dialog will take placebetween the City, stakeholders, and thecommunity at large on the preferreddirection for each of the station areas. Theplan will then be further refined based on theinput received during these discussions.Ultimately, a final plan will be prepared andsent to the City Council for adoption.Implementation measures, such as zoningchanges, will follow plan adoption.
