2. LOCATION The Fort Lauderdale-Hollywood International Airport (hereinafter referred to as "Airport") is located approximately 3 miles SW of downtown Fort Lauderdale, in Broward County, Florida.

3. AIRPORT OPERATOR/CLASS The airport is owned and operated by the Broward County Board of County Commissioners and operates as a Class I airport under 14 CFR Part 139.

4. RUNWAY AND TAXIWAY IDENTIFICATION SYSTEM The runways carry the standard magnetic heading identification, which are as follows:

• Runway 1 OL-28R - 9000' x 150'

Taxiways are identified by a single letter and/or a single letter with numeral which include the following:

7. AIRLINE SERVICE

Airline service is provided by THIRTY-THREE (33) air carriers and ground handlers which vary by season. Air carrier aircraft range from nineteen (19) seat Beechcraft 1900 to 435 seat Boeing 747-800.

SECTION 105 -INSPECTION AUTHORITY

The Airport shall allow the Administrator to make any inspections, including unannounced inspections, or tests to determine compliance with 14 CFR Part 139.

SECTION 113- DEVIATION TO PART 139 REQUIREMENTS

A. DEVIATION

In an emergency condition requiring immediate action for the protection of life or property, the Airport may deviate from an operations requirement of Title 14 CFR Part 139, Subpart D, or the Airport Certification Manual, to the extent required to meet that emergency.

B. REPORTING

In the event of a deviation, the Airport shall notify the FAA Regional Airports Division by phone or email within 14 days of the nature, extent, and duration of the deviation. If requested by FAA the Airport shall submit a report in writing to the FAA Regional Airports Division Manager.

This shall not include routine anomalies whereas a NOT AM is used to communicate conditions to aircraft operators.

SECTION 201 - ACM MAINTENANCE/REVISIONS

A. ACM MAINTENANCE The Airport will:

1. Maintain the ACM current at all times. The Manager, Airside Operations is responsible for maintaining currency of the ACM.

2. Maintain at least one complete and current copy of the approved ACM on the airport, which will be available for inspection by the FAA. This copy will be maintained in the Manager, Airside Operations' office.

3. Furnish the applicable portions of the FAA approved ACM to the personnel responsible for its implementation.

4. Ensure that the Regional Airports Division is provided a complete copy of the most current ACM including any amendments approved in 139.205.

B. ACM REVISIONS/AMENDMENTS The following procedure is in effect for revisions/amendments to the ACM:

1. Two copies of the revision will be submitted to the following address:

Federal Aviation Administration Southern Region, Airports Division, ASO 620 P.O. Box 20636 Atlanta, GA 30320

2. Amendments to the ACM or significant changes to the ACM concerning method of compliance to Part 139 requirements will be submitted at least 30 days prior to the proposed effective date. Revisions will be submitted as needed to maintain currency.

3. The ACM Page Revision Log will be completed and submitted with the revision.

4. Each page of the revision, including the Page Revision Log, will have the date of the revision.

5. Upon FAA approval, copies of the approved revision will be made and distributed to holders of the Airport Certification Manual listed on the Distribution List. -- ~ ----

C. PERSONNEL REQUIREMENTS

The Airport will comply with the following personnel requirements:

1. Maintain sufficient qualified personnel to comply with the requirements of the ACM and the requirements ofTitle 14 CFR part 139.

2. Equip personnel with sufficient resources needed to comply with the requirements ofTitle 14 CFR part 139.

3. Train all personnel who access movement areas and safety areas and perform duties in compliance with the requirements of the ACM and Part 139. This training shall be completed before the initial performance of such duties and at least once every 12 consecutive calendar months. The curriculum for initial and recurrent training shall include at least the following areas:

a. Airport Familiarization, including airport marking, lighting, and signs system.

b. Procedures for access to, and operation in, movement areas and safety areas, as specified under Part 139.329.

c. Airport communications, including radio communication between the air traffic control tower and personnel, use of the common traffic advisory frequency (CTAF) if there is no air traffic control tower or the tower is not in operation, and procedures for reporting unsafe airport conditions .

SECTION 305- PAVED AREAS

A. REQUIRED CONDITIONS OF PAVED AREAS Airport pavement areas, including aprons available for air carrier operations, shall be promptly repaired and maintained as follows:

1. Pavement edges shall not exceed 3 inches difference in elevation between abutting pavement sections and between pavement and abutting areas.

2. Pavement shall have no holes exceeding 3 inches in depth nor any hole the slope of which from any point in the hole to the nearest point at the lip of the hole is 45 degrees or greater as measured from the pavement surface plane, unless, in either case, the entire area of the hole can be covered by a 5" diameter circle.

3. The pavement shall be free of cracks and surface variations that could impair directional control of air carrier aircraft. Any pavement crack or surface deterioration that produces loose aggregate or other contaminants shall be repaired.

4. Mud, dirt, sand, loose aggregate, debris, foreign objects, rubber deposits, and ~, other contaminants shall be removed promptly and as completely as practicable.

5. Any chemical solvent that is used to clean any pavement area shall be removed as soon as possible, consistent with the instructions of the manufacturer of the solvent.

6. Pavement shall be sufficiently drained and free of depressions to prevent ponding that obscures markings or impairs safe aircraft operations.

B. MAINTENANCE OF PAVED AREAS

Corrective action shall be initiated by the Director of Operations or designee as soon as practical when any unsatisfactory conditions are found in the paved areas. The Director of Maintenance or designee is responsible for correction of any unsatisfactory conditions on paved areas except in the case of new pavement applied by a contractor, the Director of Planning and Development or designee shall be responsible for quality assurance. If a determination is made that an uncorrected condition in a paved area is unsafe for air carrier operations, that portion of the airport shall be closed to air carrier operations until the unsafe condition is corrected.

SECTION 309- SAFETY AREAS

A. SAFETY AREA DIMENSIONS

Safety areas are maintained at the dimensions that existed on December 31, 1987. If a runway or taxiway is reconstructed or a runway is extended, safety area dimensions shall conform to FAA standards in AC 150/5300-13, Airport Design, unless otherwise authorized by the Administrator. Safety area dimensions are as follows:

RUNWAYS

• Runway 10L-28R- The safety area for runway 10L/28R extends 500 feet in width, including the usable runway of 150 feet in width. Runway 10L safety area extends to 637 feet beyond the departure end of Runway 1 OL and Runway 28R safety area extends to 263 feet beyond the departure end of Runway 28R.

EMAS - Engineered Material Arresting System (EMAS) extends 380 feet from the departure end of Runway 10L and 214 feet from the departure end of Runway 28R. Above ground delineators have been installed around all quadrants of the EMAS to protect the bed surface from damage caused by unauthorized vehicle or equipment movements. EMAS will be maintained in accordance with the most current version of AC 150-5220, Engineered Materials Arresting Systems (EMAS) for Aircraft Overruns. Attachment 309-A1 - Identifies Runway Safety Areas

TAXIWAYS

The safety area for all taxiways extends no less than 171 feet in width, including the usable taxiway widths, with the exception of the following: Taxiways B, C, Q between RWY 1 OL-28R and C, S and T5 safety areas extends out 214ft. Taxiway E safety area width is 79 feet.

The safety area for all taxiways has no potentially hazardous ruts, depressions, or other surface variations; is well drained, and includes no objects not mounted on frangible couplings. Attachment 309-A2 depicts the existir.taxiway layout. ,

B. REQUIRED CONDITIONS OF SAFETY AREAS

Safety area conditions are maintained as follows:

1. Each safety area shall be cleared and graded, and shall be maintained free of potentially hazardous ruts, humps, depressions, or other surface variation.

2. Each safety area shall be drained by grading and storm sewers to prevent water accumulation.

3. Each safety area shall be capable under dry conditions of supporting aircraft rescue and firefighting equipment and the occasional passage of aircraft without causing major damage. Manhole or duct access covers are constructed from steel of sufficient thickness and strength to support equipment and aircraft.

4. No objects shall be located in any safety area, except for objects that need to be located in the safety areas because of their function. These objects shall be constructed, to the extent practical, on frangible mounted structures of the lowest practical height and maintained so the frangible point is no higher than 3 inches above grade.

5. Safety areas shall conform to dimensions acceptable to the FAA if any runways or taxiways are constructed, reconstructed, or extended unless modifications to standard are approved.

C. MAINTENANCE OF SAFETY AREAS

The maintenance of all safety areas is the responsibility of the Director of Operations or designee. Any potentially hazardous ruts, depressions, humps, or other surface variations identified through the Daily Airfield Inspection will be corrected by the Director of Maintenance as soon as practical.

SECTION 311- MARKING, SIGNS, AND LIGHTING

A. MARKINGS The Airport will provide and maintain marking systems for air carrier operations in accordance with Part 139.311 (a) and the most current version of AC 150/5340, Standards for Airport Markings.

1. Runways/Taxiways Runways and Taxiways are marked as follows:

a. Runway 1 OL-28R- Precision Instrument Runway b. Taxiways - Taxiway markings include the following: Taxiway centerlines, leadoff lines on normally used exits, continuous type edge markings along paved shoulders, and dashed type edge markings along the portion of Taxiway E which is contiguous along the Signature Flight Support F80 to Taxiway C, and along the entire length of Taxilane T. Enhanced centerline markings are at all runway I taxiway intersections.

2. Holding Position Markings

• Runway 10L-28R - The aircraft approach category/airplane design group for Runway 10L-28R is D-IV with all holding position markings located 275 feet from runway centerline except at the runway approach on Taxiways A and 8 where the hold position markings are 320 feet from centerline for TERPs requirements.

All holding position and non-movement area boundary markings are glass beaded, highlighted in black and are 12 inches in width in accordance with the most current version of AC 150/5340, Standard for Airport Markings. All hold position markings on Taxiway A, 8, C, D, E, P, and Q have been extended onto the shoulder pavement in accordance with the most current version of AC 150/5340, Standard for Airport Markings.

Surface painted hold signs are applied at all taxiway/runway intersections, including those greater than 200 feet in width, and at runway/taxiway intersections where there is special concern for the potential for runway incursions.

Surface painted outbound destination signs are painted on Taxiways 8, C, D and E south of Taxiway 8 to provide pilots with-.guiaanee to the tunway ., approach ends. (See Appendix E - Modifications l':~:.§t~WOO~S~ AINL'\!STRAT!O:-i

B. SIGNS

Signs Identifying Taxi Routes

The Airport will provide and maintain a sign system for air carrier operations in accordance with 14 CFR Part 139.311 (b) and the Marking and Sign Plan included as Appendix D. The signs will meet standards in accordance with the most current version of AC 150/5340, Standards for Airport Sign Systems. All taxiway signs meet the requirements contained within the most current version of AC 150/5345, Specifications for Taxiway and Runway Signs.

Holding Position Signs

Holding position signs are installed at all holding positions in accordance with the Marking and Sign Plan included as Appendix D. The signs meet the standards contained within the most current version of AC 150/5340, Standards for Airport Sign Systems. All taxiway signs meet the requirements contained within the most current version of AC 150/5345-44, Specifications for Taxiway and Runway Signs.

ILS Critical Area Signs

ILS critical area signs are installed at all ILS holding positions in accordance with the Marking and Sign Plan included as Appendix D. The signs meet the standards contained within the most current version of AC 150/5340, Standards for Airport Sign Systems. All taxiway signs meet the requirements contained within the most current version of AC 150/5345-44, Specifications for Taxiway and Runway Signs.

C. LIGHTING

The Airport will provide and maintain lighting systems for air carrier operations in accordance with Part 139.311 (c). All lighting systems installed during new construction or refurbishment will be designed in compliance with the most current version of AC 150/5340-30, Design and Installation Details for Airport Visual Aids, to meet the specifications for the lowest approach minimums authorized for each runway.

2. Taxiways

Medium intensity blue taxiway edge lighting is installed on all taxiways available for air carrier operations, with the exception of Taxiway Echo, whereas the taxiway edge lights have been removed abeam Signature Flight Support Ramp. Additionally, taxiway delineators are in use along the south side of Taxiway Charlie from Taxiway Echo to the west end of Taxiway Charlie. LED type edge lights have been installed along all newly rehabilitated and new Taxiway pavement.

3. Airfield Emergency Generator

To ensure a constant source of power for airfield lighting, the Airport maintains a diesel generator as a secondary power source to commercial power for all airfield lighting, PAPis, MALSR, and REILs. In the event of emergency, portable gasoline generators are available for electronic NAVAJOs.

4. NAVAJOS and Visual Landing Aids

NAVAJOS provided and maintained by the Airport, are as follows:

Obstruction lighting that is the responsibility of BCAD will be given prompt attention and repaired. Obstruction lighting that is the responsibility of the FAA will be called into the Airways Facilities Atlanta Office at 1-866-432-2622. Obstruction lighting that is the responsibility of a tenant or the Florida Department of Transportation (FOOT) will be performed by those individual agencies. They will be contacted by a BCAD Airside representative.

A Notice to Airmen (NOT AM) will be filed denoting any obstruction light outages and annotated on the daily inspection form.

6. Airport Beacon

The airport is equipped with a rotating beacon with a green and white lens, located on the north side of the airport perimeter, midfield. The southwest quadrant of the beacon has been shielded to prevent blinding or hinder air traffic control operations

7. Lighting Interference

All other lighting on the airport for aprons, parking areas, roadways, fuel storage areas, and buildings, are adjusted or shielded to prevent interference with air traffic control and aircraft operations.

8. Other Lighting

The airport has installed elevated runway guard lights on Taxiway D at Runway 10L-28R to add visual reference to the runway hold position marking.

Runway Status lights have been installed on Runway 9L-27R at both approach ends, at the intersections of Taxiways A, B, and Q, and on the south side of the intersection at Taxiways D and E.

Green surface mounted reflectors have been added along the taxiway centerlines at the west end of taxiways Bravo and Charlie up to the runway holdbar at the approach end to Runway 10L. This is a runway safety initiative at identified Hot Spots prone to runway incursions and pilot deviations.

Red surface mounted delineators have been added in front of the EMAS beds at the approach ends of Runway 1 OL-28R to identify the EMAS to vehicle operators. This has no impact to aircraft operations.

D. MAINTENANCE

a. Each marking, sign, and lighting system installed on the airport that is owned by the airport will be properly maintained by cleaning, replacing, or repairing any faded, missing, or nonfunctional item. Items will also be maintained un-obscured, clearly visible, and each item shall provide an accurate reference to airport users.

b. Each lighting system will be maintained at least to the minimum operational criteria listed in the most current version of AC 150/5340, Maintenance of Airport Visual Aid Facilities. The operating limits for lighting systems before a system is considered inoperable are as follows:

Runway edge lights •85% operable for runways

Runway end lights •75% operable (No more than two lights inoperable at any runway end)

Taxiway edge lights •85% operable

In order to provide continuity of visual guidance, the allowable percentage of inoperable lights shall not be in such a way as to alter the basic pattern of the lighting system. In addition, an unserviceable light shall not be adjacent to another unserviceable light. Lights are considered adjacent if located either laterally or longitudinally in a lighting system.

Corrective action shall be initiated by Director of Operations or designee through the daily self inspection when any unsatisfactory conditions are found in the marking or lighting systems. If the above operating limits cannot be maintained, and airport management determines that the outage may not provide an accurate reference to airport users, information concerning the outage shall be disseminated locally to the ATCT and airlines. If an entire lighting system is inoperable or out of service, an airport condition report NOTAM shall be issued in accordance with Section 339.

The Airport will provide at least Index D level ARFF capability during air carrier operations at the airport. The airport maintains a fourth truck to supplement the ARFF fleet in the event a truck becomes unserviceable.

SECTION 319 --AIRCRAFT RESCUE & FIREFIGHTING OPERATIONS

A. ARFF HOURS OF OPERATIONS

ARFF operations meeting Index D requirements are provided during all air carrier operations, twenty-four hours per day.

REDUCTION OF SERVICE

Maintenance mechanics are on duty for eight (8) hours and on call twenty-four (24) hours. Each vehicle shall be maintained in an operable condition. If a required firefighting vehicle becomes inoperable, the supplemental vehicle will be activated. In the event more than one vehicle becomes unserviceable, each air carrier and the FAA Regional Division Manager shall be notified in accordance with 14 CFR Part 139.339. If the affected equipment cannot be replaced within 48 hours, air carrier service will be reduced until the appropriate level of service is restored and a NOT AM is issued.

B. COMMAND

A Unified Command Post is established by the Incident Commander, which is usually the ARFF Battalion Chief or BSO Sergeant. The Unified Command Post will have (at a minimum), a representative from ARFF, BSO, and BCAD.

Unified Command is a fluid operation. Location shall be determined by the Incident Commander. The Incident Commander will have final authority on all decisions.

C. VEHICLE COMMUNICATION

The ARFF Vehicles are equipped with two-way voice radio communications with each other, the Broward County Sheriff's Office Department of Fire Rescue (BSODFR), Broward County Aviation Department (BCAD), and Air Traffic Control Tower (ATCT).

A Discrete Emergency Frequency (DEF) has not been implemented at the airport at this time although the back up Ground Control frequency 121.7 MHz is available if necessary.

D. VEHICLE MARKING & LIGHTING

The ARFF vehicles are yellowish green in color with flashing red beacons and reflective striping to contrast with the background and optimize n· httime visibility

E. VEHICLE READINESS

1. ARFF vehicles are housed in the centerfield fire station adjacent to the Terminal ramp between Taxiway T5 and T6.

2. ARFF vehicles are maintained so as to be operationally capable of performing their intended functions. Operational checks of the ARFF vehicles and their firefighting systems are conducted daily by the Fire Department. Scheduled service inspections and routine maintenance is performed by the Maintenance mechanic on duty and maintenance or repairs which cannot be accomplished at the airport, are completed by the Broward County Fleet Services Department. Major repairs or refurbishment is conducted by the vehicle manufacturer.

F. RESPONSE REQUIREMENTS

At least one ARFF vehicle is capable of responding from the Airport Fire Station to the mid-point of Runway 10L-28R within 3 minutes from the time of the alarm, and initiate discharge of extinguishing agent.

All other required ARFF vehicles are capable of responding from the Airport Fire Station to the mid-point of Runway 1 OL-28R within 4 minutes from the time of the alarm and initiate discharge of extinguishing agent.

G. RESPONSE LOCATIONS

Refer to Appendix F, Letters of Agreement, Airport Emergency Procedures for drawings depicting response setup locations.

H. PERSONNEL

ARFF operations are provided by the BSODFR. All assigned firefighting and rescue personnel are equipped with acceptable clothing and equipment needed to perform their duties. Sufficient firefighting and rescue personnel shall be available to operate the vehicles, meet response times and meet minimum agent discharge rates required by Index D.

1. ARFF Training

All ARFF personnel have recurrent training in the eleven (11) specific areas as noted in accordance with 14 CFR Part 139.319 U)(2). Training records are maintained for twenty-four (24) months. Each assigned firefighter participates in at least one live fire drill every twelve (12) months and receives instructions in:

aircraft rescue and firefighting. j. Aircraft cargo hazards, including hazardous materials/dangerous goods

incidents. k. Familiarization with firefighter's duties under the Airport Emergency Plan.

ARFF personnel are trained in the above subject areas following a site specific training curriculum. The training program includes the use of lecture, audio visual aids, practical application, practical demonstration, references to IFSTA and NFPA requirements, and airport specific training materials.

2. Live-Fire Drill

All ARFF personnel shall participate in a live-fire drill prior to initial performance of ARFF duties and participate in a live-fire drill at least once every 12 months. Currently, live fire training is conducted at an FAA approved firefighter training center.

3. Basjc Emergency Medical Training

All firefighters are trained and current in basic emergency medical care and are EMT qualified. The First Responder training includes 40 hours of training covering the following areas:

1. Bleeding 2. Cardiopulmonary Resuscitation (CPR) 3. Shock 4. Primary Patient Survey 5. Injuries to the Skull, Spine, Chest, and Extremities 6. Internal Injuries 7. Moving Patients 8. Burns 9. Triage

Classes are conducted annually in accordance with the Florida Department of Health, Bureau of Medical Services. ARFF personnel attend the First Responder Recurrent Training Course annually to maintain State currency requirements.

4. Records

The Airside Operations Administrative Supervisor is responsible for maintaining records of all training given to each individual. ARFF training records will be maintained for 24 consecutive calendar months. Such records include a description and date of training received.

5. Sufficient Personnel

At least one ARFF Crash Truck Driver for each required vehicle is available during all air carrier operations to operate the ARFF vehicles, meet the 3 minute response time and the minimum discharge rates required.

6. Emergency Alerting System

a. ARFF personnel are alerted of existing or impending aircraft emergencies by the following alerting system:

1. Alarm System: A direct emergency telephone (Crash Phone) connects the ATCT to the Airport Fire Station, Airport Ramp Control, and the Department's Airport Operations Communications Center. Whenever ATCT personnel activate the "Crash Phone" an audible alert will sound in the ARFF Building and the phone will ring. This system is tested daily at 0800 and 1600. A back up system is available that connects the Tower and ARFF station.

2. Mutual Aid is alerted through the Broward County Emergency Communications Center (911 ).

Each ARFF vehicle is equipped with the "North American Emergency Response Guidebook".

J. EMERGENCY ACCESS ROADS

All access roads designated for use as Emergency Access Roads (SW 34th Street, and Perimeter Road) for aircraft rescue and firefighting vehicles are maintained in good condition by the County and are more than adequate to support those vehicles during all weather conditions.

K. OFF AIRPORT OR OTHER EMERGENCY RESPONSE OF ARFF EQUIPMENT

Index D requirements are maintained in the event of an off-airport or other emergency response. In the event of an off-airport response, or other type emergency response where the 3-minute ARFF response cannot be maintained during air carrier operations, the Director of Operations or designee shall immediately notify the airlines and issue a NOTAM stating that ARFF equipment is temporarily not available due to off-airport or other emergency response. During any off-airport or other emergency response, ARFF equipment shall return to service as soon as practical.

SECTION 321 --HAZARDOUS MATERIALS

A. FUELING AGENTS

The following Fueling Agents operate at the airport:

1. ASIG (Aircraft Service International Group) 2. IBC Airways 3. Jetscape 4. National Jets 5. Sheltair 6. Signature Flight Support 7. SkyTanking 8. Southwest Airlines

B. AIRPORT FUEL HANDLING SAFETY STANDARDS

FLL complies with NFPA 407. Fuel handling safety standards have been established at the airport and a copy of these standards has been provided to all fueling agents. All fueling agents are required by the Airport to comply. Compliance inspections and surveillance of all fueling activities on the airport are conducted by the Airport Operations Department. The fuel handling standards are as follows:

• Fuel Storage Areas and Unloading/Loading Stations

a. Fuel storage areas shall be fenced, locked when unattended, and posted with signs to reduce chance of unauthorized entry and/or tampering.

b. Fuel storage areas and loading/unloading stations shall be posted with "No Smoking", "Flammable", Product Identification, and Hazmat Identification signs.

c. Fuel storage areas and loading/unloading stations shall be free of materials, equipment, functions, and activities that could be ignition sources.

d. Piping shall be underground or reasonably protected from damage by surface vehicles.

e. Fuel storage areas and loading/unloading stations shall be equipped with the appropriate size and rated fire extinguishers required under NFPA 407.

f. Electrical equipment, switches, and wmng in fuel storage areas and loading/unloading stations shall be reasonably protected from heat, abrasion, or impact which could cause an ignition source.

g. Piping, filters, tanks, and electrical components shall be electrically bonded together and interconnected to an adequate ground.

h. Loading/unloading stations shall be equipped with bond wire with appropriate clip for bonding tankers and mobile fuelers.

i. Loading stations shall be equipped with a Deadman control feature.

j. Loading stations shall be equipped with a marked emergency cutoff capable of stopping all fuel flow with one physical movement. The emergency cutoff is located outside the probable areas and near the route that normally is used to leave the probable spill areas or to reach the fire extinguishers provided for protection of the area. Emergency Fuel Shut Signs shall have letters at least 2" in height and shall be 7 feet above grade or visible within 25 feet.

• Mobile Fuelers

a. All mobile fuel tankers, hydrant trucks and carts shall be marked with letters at least 3 inches high on all sides to show flammability, and product identification, along with HAZMAT PLACARDS of what type of fuel the vehicle dispenses.

b. A "NO SMOKING" sign shall be posted in the cab of a tanker and hydrant truck, and on each side of the exterior of the vehicle. Smoking equipment such as cigarette lighters and ashtrays shall not be provided.

c. Mobile aviation fuel equipment shall be equipped with the appropriate size and rated fire extinguishers required under NFPA 407. ABC rated multi-purpose dry chemical extinguishers are not acceptable for use on mobile aviation fueling equipment as they are highly corrosive to aircraft components.

d. Mobile fuelers shall be equipped with a deadman control system capable of overriding all other controls and stopping all fuel flow with one physical movement. Emergency fuel cutoffs should be boldly marked with letters at least 2" in height.

e. Mobile fuelers shall also be equipped with a tank bottom outflow cutoff valve that can block fuel flow in the event of piping rupture or valve failure.

f. Fuel tanks on mobile fuelers shall be equipped with gasket dome covers, which contain an emergency vapor pressure relief valve and is adequate to prevent fuel spillage during vehicle movement.

g. Electrical equipment, switches and wiring in mobile fuelers shall be explosion proof where applicable, and be reasonably protected from heat, abrasion, or impact, which could be an ignition source.

h. Vehicles shall be maintained in good operating order. Tires shall not be worn, headlights and brake lights shall be functioning. Windshield wipers, directional signals, and warning horn shall be fully operational.

i. Mobile fuelers shall be equipped with bonding wires/clamps to facilitate prompt, definite electrical connection to the aircraft being fueled.

j. Fuel system piping on mobile fuelers and cabinets shall be reasonably protected from impact/stress that could cause fuel spillage.

k. Mobile fuel tankers and hydrant trucks shall be equipped with a spark arrestor and leak-free exhaust system terminating in a standard baffled muffler. Mobile fuelers shall contain no feature that would allow fuel or concentrated fumes to contact the exhaust system if overfilled.

• Fueling Personnel & Staff Shall:

a. Ensure that matches or cigarette lighters are not carried. This could become an ignition source if operated, bumped, hit, or dropped.

b. Ensure that maintenance and servicing of aircraft fuel servicing vehicles and carts shall be performed outdoors or in a building approved for that purpose.

c. Ensure that mobile fuelers are never parked closer than 1 0 feet from each other or closer than 50 feet from a building or aircraft.

d. Ensure that all fuel systems and mobile fuelers are bonded between aircraft, fuel trucks, or fuel farm stations, before connecting and during all fuel transfer operations.

e. Ensure that all fueling equipment is in good operating condition and free of fuel leaks prior to use. All fuel hoses shall be properly stowed to protect them from damage when not in use, and nozzles should be capped to protect the fuel from contamination.

f. Ensure that all fuel storage areas and equipment is kept neat and free of trash or debris that could contribute to the spread of fire.

g. Ensure that all fire extinguishers are sealed, charged, and inspected annually.

C. INSPECTIONS OF FUELING FACILITIES

• All fuel storage facilities and mobile fueling equipment are subject to periodic inspections but not less than quarterly once every three consecutive months. Follow-up inspections are conducted when unsatisfactory items are found. If

cc~, necessary, equipment will be removed from service until repairs are made and it is re-inspected. Inspection records are maintained in the Airport Operations Division for at least 12 months.

All fueling agents engaged in handling and dispensing aviation fuel are required by 14 CFR Part 139.321 to take immediate corrective action whenever notified of non­compliance with any of the Airport's Fuel Handling Safety Standards.

D. TRAINING

• At least one supervisor employed by each fueling agency will complete a FAA approved aviation fuel training course in fire safety. The supervisor will receive recurrent training at least once every 24 months. A. WIND CONES The primary wind cone is lighted and located on the south side of Taxiway C, midfield. Supplemental wind cones are lighted and located near the approach ends of Runways 1 OL-28R.

SECTION 325 --AIRPORT EMERGENCY PLAN

A. AIRPORT EMERGENCY PLAN IAEP)

The Airport Emergency Plan is included as Appendix C [Under separate cover]. The plan was developed and coordinated with law enforcement agencies, Aircraft Rescue and Firefighting agencies, medical personnel and organizations, the Transportation Security Administration, the principal tenants at the airport, and all other persons who have responsibilities under the plan. The application of the National Incident Management System (NIMS) methods have been incorporated to provide a systematic approach of determining all hazards that warrant emergency response and preparedness.

B. TRAINING OF AIRPORT PERSONNEL

All airport personnel having duties and responsibilities under the Airport Emergency Plan are properly trained and familiar with their assignments.

C. ANNUAL REVIEW OF THE AEP

A review of the Airport Emergency Plan (AEP) is conducted at least every 12 months to ensure that the AEP is current and all parties with whom the plan is coordinated are familiar with their responsibilities. All of the agencies involved in the AEP are invited to participate in either an annual review meeting or table-top exercise at the airport

D. TRIENNUAL FULL-SCALE EXERCISE OF THE AEP

A full-scale exercise of the AEP is conducted at least once every 36 months. The full-scale exercise involves, to the extent practicable, all mutual aid participants and a reasonable amount of emergency equipment. The purpose of the exercise is to test the effectiveness of the AEP through a response of the airport and its mutual aid to an aircraft accident at the airport, and to familiarize emergency personnel with their responsibilities in the plan.

SECTION 327 •• SELF-INSPECTION PROGRAM

A. FREQUENCY OF INSPECTIONS

1. Safety inspections are conducted twice daily by Airport Operations personnel. Daylight inspections of pavement, safety areas, markings, wind cones, construction, obstructions, and FOD are conducted in the morning after sunrise. Night inspections of lighting, signs, obstruction lights and marking reflectivity are conducted after dusk.

2. Continuous surveillance of wildlife, public protection, and protection of NAVAIDS, obstructions, and hazardous materials (fueling operations) are conducted throughout each day and night.

3. Additional safety inspections shall be conducted whenever required by the following circumstances:

a. During construction and daily at the end of construction activity. b. During rapidly changing meteorological conditions. c. Immediately after any incident or accident. d. After any other unusual condition on the airport.

B. REPORTING SYSTEM

Paragraph E of this section lists the unsatisfactory conditions to be noted during self inspections. Any unsatisfactory conditions noted during an Inspection will be recorded on the inspection checklist. An e-mail is completed for unsatisfactory conditions listed in paragraph E of this section and routed to the Airfield Maintenance staff and copied to the Airside Operations staff. Unsatisfactory conditions that cannot be promptly corrected shall be disseminated by NOTAM in accordance with Section 339 of this ACM if determined to be potentially unsafe by the Alrside Manager or his designated representative. NOT AMs will be filed through the Lockheed Martin FSS at 1-877-487-6867.

C. TRAINING

The Manager, Airside Operations is responsible for training the Airside Operations personnel to ensure that qualified personnel perform the inspections. In addition to On-The-Job Training, a training program has been established and includes initial and recurrent training every 12 months in the following subjects:

SECTION 329- PEDESTRIANS & GROUND VEHICLES

A. LIMITING ACCESS

1. Personnel and Equipment Pedestrians and ground vehicles, authorized by the Manager, Airside Operations to operate on movement areas and safety areas at the airport are limited only to those pedestrians and vehicles necessary for airport operations and include the following type vehicles:

a. Airport owned vehicles equipped with ATCT radio and rotating /flashing lights, including ARFF and law enforcement vehicles.

b. FAA Tech Ops vehicles authorized for maintenance of FAA NAVAIDs.

c. Authorized construction/consultant vehicles.

d. Aircraft Maintenance technicians required to relocate aircraft to various locations on the field

Other individuals who need access to the movement areas are escorted by qualified personnel or required to attend the airport's ground vehicle training session prior to operating a vehicle on the aircraft movement area. Copies of the airport's ground vehicle procedures are distributed to all employees authorized to operate a vehicle on movement areas or areas adjacent to movement areas.

2. Controls All vehicles entering the Airport Operations Area (AOA) through a SCAD controlled access gate or SCAD-authorized construction gate . will be in accordance with the following procedures:

1. Vehicles will be stopped at the gate for positive identification of the driver and company. The driver or a passenger (escort) capable of observing the AOA and advising the driver must have SCAD issued or approved identification badges with the ramp driving decal affixed.

All vehicles entering the AOA through a leasehold gate shall be controlled by the leaseholder. Leaseholders must ensure that vehicles with a requirement to go onto the movement area are escorted by airport operations personnel.

PROCEDURES FOR GROUND VEHICLE OPERATIONS A Letter of Agreement with the ATCT contains procedures for air traffic control of the airport movement area and is included in Appendix F, Letters of Agreement, Broward County Aviation Department Ground Vehicles Operating in the Movement Area. Additional ground vehicle procedures are as follows:

A. All persons permitted to drive on the ramps and movement area of Fort Lauderdale-Hollywood International Airport must successfully complete the Airport's Movement Area Driver Training Program every 12 months. The student is provided with a non-transferable decal affixed to the Airport Identification Badge.

B. The Airport Movement Area Driver Training Program is maintained and administered by the Broward County Aviation Department (BCAD) Operations Division and ensures that operators of ground vehicles are familiar with and comply with the Airport Rules and Procedures for Ground Vehicle Operations, and includes airfield layout, markings and lighting, and radio procedures. The Airport Non-movement Area Driving Program is also delivered via a train the trainer program for select air carriers through an approved PowerPoint presentation and video that includes all local rules and airport familiarization.

SERVICE VEHICLES AND CONTROL TOWER COMMUNICATIONS

A. All BCAD Airport service vehicles permitted to operate on the movement area, and emergency/law enforcement vehicles are equipped with two­way VHF Control Tower communication radios. Any time one of these vehicles enters the aircraft movement area; they will obtain authorization and maintain contact with the Control Tower, who will have control over their movements.

B. The speed limit is 15 mph on this road unless vehicles are within 50 feet of an aircraft or building, then the speed limit is reduced to 5 mph.

,c."' MARKING AND LIGHTING

A. Airport vehicles involved in routine operations in the movement areas are equipped with a yellow rotating beacon or strobe. The driver will turn on the rotating beacon or strobe prior to entering any aircraft movement area. Emergency vehicles are equipped with red rotating beacons. Law enforcement vehicles will have blue or red flashing lights.

B. All vehicles operating inside the airport fence must display a current FLL Ramp Access Decal or be properly escorted, except on FBO ramps whereas; the company may develop a vehicle access program approved by SCAD.

CONSTRUCTION VEHICLES

During times when construction-related vehicles are required to enter or work within the aircraft movement area, they will be marked with an approved FLL decal or Escorted Vehicle Permit and a company sign on the side of the vehicle.

B. CONSEQUENCES OF NON-COMPLIANCE

All access points to the Movement Area are clearly delineated by signs and markings. In the event a report is received of unauthorized vehicles or persons on the Airport Operations Area (AOA), an Airport vehicle will be dispatched to intercept and escort the violator from the premises. Any vehicle or pedestrian that enters the Movement Area without authorization will be accessed the maximum civil penalty by the Airport in accordance with the Broward County Code.

Any individual that fails to control access to the Aircraft Operations Area (AOA) which contributes to an unauthorized access into the Movement Area will be accessed the maximum civil penalty in accordance with the Broward County Code. Additional penalties may include suspension or revocation of airfield driving privileges and/or loss of access control privileges.

Violations that are committed by Broward County employees will be given a mandatory 10 day suspension of airfield driving privileges for the first offense. For subsequent violation, a mandatory 1 year suspension of airfield driving privileges and/or security badge privileges will be given. Additional disciplinary actions may be taken, up to and including termination, as determined through Broward County disciplinary procedures .

C. RECORDS

1. Training

The Airport maintains a description and date of training completed by each individual operating in movement areas and safety areas. Records are maintained for 24 months after the termination of an individual's access to movement areas and safety areas.

2. Accidents /Incidents

The Airport maintains records of accidents or incidents in the movement areas and safety areas, involving air carrier aircraft and/or ground vehicles. Records of each accident or incident are maintained for 12 months from the date of the accident or incident.

SECTION 333-- PROTECTION OF NAVAJOS

A. CONSTRUCTION

No facilities shall be constructed on the airport that, when determined by the FAA would derogate the operation of an electronic or visual NAVAJO or air traffic control facilities. The Manager, Airside Operations, or designee shall notify the FAA if aware of any changes in construction plans or equipment. Utility plans for airport utilities are on file in the Airport Planning and Development office. The location of any airport utility lines in the areas of construction shall be marked by Airport Maintenance personnel or by survey personnel prior to the start of construction. Utility lines for NAVAJOS and ILS critical areas shall be marked by the contractor under the direction of the local FAA Airways Facilities personnel. Airport Operations staff are responsible for monitoring construction activity on the airport to prevent the interruption of visual and electronic signals of NAVAJOS.

B. PROTECTION AGAINST VANDALISM

All Electronic NAVAl OS are located on airport property within the perimeter fence and the Airport Surface Detection Equipment- Model X (ASDEX) are protected against vandalism and theft by the fence. Fences surround all approach lighting systems outside of the airport perimeter fence. The Glide Slope Antenna, Terminal DVOR, Localizer Antenna, PAPI and Runway 10L/28R approach light systems are under the surveillance of the Airport Operations Division and the Broward County Sheriff's Office.

C. INTERRUPTION OF VISUAL AND ELECTRONIC SIGNALS OF NAVAJOS

Interruption of visual and electronic signals of NAVAJOS is prevented, insofar as it is within the Airport's authority.

ILS critical areas have been identified by signs provided by the local FAA Airways Facilities Office to prevent inadvertent entry into a critical area by a vehicle during IFR conditions.

SECTION 335- PUBLIC PROTECTION

FENCING

The Airport Operations Area (AOA) is surrounded by a chain link fence with three (3) strands of barbed wire in a satisfactory condition to satisfy the needs of 14 CFR Part 139 and 49 CFR 1542. Permanent structures (buildings, fences) are also in place to preclude unauthorized access. In addition, gates, signs, and procedures to safeguard against inadvertent entry onto any Airport movement area by persons or vehicles that may endanger aircraft operations are in place.

AIRCRAFT BLAST PROTECTION

Because the approach end of 9L is close to Interstate 95 and Perimeter Road, a blast fence designed to protect the public from jet blast is installed.

In addition, Broward County Aviation Department has implemented and enforces engine start-up procedures for those ramp locations adjacent to commuter operations, and in close proximity to other ground operations.

ACCESS CONTROL

All air carrier passenger embarkations and debarkations, with the exception of hardstand air carrier and Commuter aircraft. are accomplished with enclosed loading bridges.

Hardstand air carrier and Commuter aircraft passenger operations are protected and monitored by airline ground personnel.

INSPECTION AND MAINTENANCE

Perimeter fencing, gates, and signs are inspected during the daily safety inspection. Gates shall be closed and locked if found open and recorded on the inspection checklist. Airport Operations staff shall follow up at the tenant with control responsibility. The Airport Maintenance Department is responsible for maintaining airport controlled fencing.

SECTION 337 -WilDLIFE HAZARD MANAGEMENT

Currently Fort Lauderdale-Hollywood International Airport is currently under a Wildlife Hazard Assessment conducted by a USDA Biologist which is scheduled to be completed by the end of 2013.

A. GENERAL

The Airport shall take immediate measures to alleviate wildlife hazards whenever they are detected or reported.

1. As part of the Self·lnspection Program, Airport Operations personnel shall:

a. Watch for and report any unusual concentration of wildlife or birds that may be a hazard to aircraft operations, especially when low-flying or in the vicinity of the runways, their respective safety areas and immediate approach areas.

b. In circumstances when such concentration of wildlife or birds are observed, take appropriate measures to disperse the wildlife or birds or otherwise attempt to alleviate any risk of strikes by aircraft, and immediately advise the ATCTower.

B. WILDLIFE COORDINATOR (DUTIES AND RESPONSIBLITIES)

The Airside Manager is the Wildlife Coordinator and will ensure the following;

1. Will maintain all appropriate permits for wildlife control

2. Ensure training is completed to Airside Operations personnel who actively participate in wildlife control.

3. Ensure all supplies and equipment used to safely conduct wildlife control programs.

4. Conduct quarterly meetings with Airport tenants. Participants may include, but not limited to, representatives from Airport Operations, Planning & Development, Maintenance, Air Carrier Operations, ATCT, and other invitees as necessary.

C. WILDLIFE HAZARD MANAGEMENT PROCEDURES

1. INSPECTION AND PREVENTION a. Each Airside Operations Officer will ensure that, during their

daily shift, wildlife activities are monitored and appropriate action taken. When deemed necessary, the Operations Officers will disperse wildlife through the use of pyrotechnics or exercise the ability to take wildlife under the guidelines of the Depredation permit. (see permit Page 337-4,5)

b. In addition to daily wildlife surveillance and wildlife mitigation, the Wildlife Coordinator or designee will conduct special wildlife inspections weekly to assess, observe, and/or disperse wildlife. These inspections will be recorded on the Wildlife Inspection Form (AttachmentA-1)

c. BCAD Maintenance Division will ensure that grass is mowed to recommended heights (7" to 14j, and ditches maintained to ensure water flow and rapid drainage.

d. All external entries to the canal system are blocked to prevent wildlife from entering the AOA. Areas prone to roosting will be reviewed and as practical, eliminated.

e. Drainage canals will be maintained by BCAD Maintenance to prevent attractants to wildlife. All vegetation dredged from ponds, canals, and ditches are removed. New landscape proposals are coordinated with BCAD Planning and Development to minimize any adverse effects on wildlife

2. REPORTING SYSTEM

a. When a report of a wildlife strike is received, the Airside Operations Officer(Ramp One) will be notified to respond to the site, assess the situation, and take appropriate action, if necessary

b. Upon completion of action, and if applicable, Ramp One will contact the effected airline to determine if any aircraft damage was reported and complete all appropriate reports:

c. The information will be entered in the BCAD Wildlife Log (Attachment A-2). Additionally, a BCAD Wldlife Worksheet (Attachment A-3) will be completed and, if applicable, the FAA Form 5200-7 Bird/other Wildlife Strike Report (Attachment A-4).

3. TRAINING AND PERSONNEL a. The BCAD Wildlife Coordinator will establish a training program

to provide Airside Operations' personnel with the knowledge and skills needed to carry out the Wildlife Hazard Management procedures. All BCAD Airside Operations personnel who have successfully completed all training requirements will participate in approved harassment I depredation methods. This training shall take place every 12 consecutive calendar months.

D. WILDLIFE HAZARD MANAGEMENT PLAN twHMP)

Upon completion of the Wildlife Hazard AsseSsment a Wildlife Hazard Management Plan (WHMP) will be submit it to the FAA for review. After FAA approval, the WHMP will be submitted to FAA as an amendment to the Airport Certification Manual. The Wildlife Hazard Management Plan will be included in the ACM as Appendix A and implemented upon FAA approval.

SECTION 339 --AIRPORT CONDITION REPORTING

Sroward County Aviation Department Airside Operations and Management staff are the only personnel authorized to issue airfield condition reports (NOTAMs).

NOTAMs

NOTAMs will be issued, utilizing the Digital Notice to Airmen system or by telephoning Lockheed Martin FSS at 1-877-487-6867.

A copy of the prepared NOT AM will be retained.

1. The initials of the FSS specialist who records the NOT AM (Attachment 339-1) will be logged on the form unless using the Digital Notam System. Additionally, the date and time of issuance, NOTAM number, which is issued by the FSS specialist and the person's name who issues the NOTAM shall also be logged on the NOT AM.

2. All information regarding an issued NOTAM is recorded in the SCAD NOT AM Tracking book. This NOT AM Tracking book is maintained under separate cover by SCAD Airside Operations.

NOTAMs will be issued covering at least the following:

1. Closure of any runway or taxiway.

2. Construction or maintenance work on pavement or safety areas.

3. The presence and depth of water on runway or taxiway surfaces/safety areas.

4. The presence of parked aircraft or other objects on or next to runways or taxiways.

5. The failure or irregular operations of all or part of the Airport lighting system, including approach, runway, taxiway, or obstruction lights operated by the Airport, or other parties. Runway edge lights: no less than 85% operable Runway end/threshold lights: no less than 75% operable (No more than two lights inoperable at any runway end). Taxiway edge lights: no less than 85% operable.

SECTION 341 --IDENTIFYING, MARKING, & LIGHTING CONSTRUCTION & UNSERVICEABLE AREAS

A. MARKING/LIGHTING OF CONSTRUCTION AREAS

Each construction area and unserviceable area on or adjacent to a movement area that may be used by air carrier aircraft shall be marked and, if appropriate, lighted in accordance with the most current version of AC 150/5370, Safety On Airports During Construction.

B. MARKING/LIGHTING OF CONSTRUCTION EQUIPMENT

Construction equipment and each construction roadway that may affect the safe movement of aircraft on the airport shall be marked and, if appropriate, lighted in a manner acceptable to the Administrator. Plans and specifications involving marking and lighting of construction equipment and construction roadways shall be submitted to the FAA for approval on AlP funded projects. The most current revision of AC150/5370 and the findings of all FAA aeronautical studies, shall be used as guidance for marking, lighting, and where appropriate, construction equipment and roadways.

C. MARKING/LIGHTING OF AREAS ADJACENT TO NAVAJOS

Any area adjacent to a NAVAID that could cause derogation of the signal or failure of the NAVAID, if traversed, shall be marked and, if appropriate, lighted in accordance with the most current version of AC 150/5370.

Marking, and lighting, when appropriate, of areas adjacent to NAVAJOS shall be accomplished by the contractor under the direction of the Airport Manager. Airport Airside Operations staff is responsible for monitoring construction activity on the airport to prevent construction equipment from traversing any areas adjacent to NAVAJOS that could cause derogation of signals.

B. PROCEDURES FOR AVOIDING DAMAGE TO UTILITIES

Utility plans for airport utilities are on file in the Airport Planning and Development office. The location of any airport utility lines in the areas of construction shall be marked by the Airport Maintenance or by authorized airport consultant staff prior to the start of construction. The Airport Airside Operations staff is responsible for monitoring construction activity on the airport to prevent the interruption of utilities.

Wildlife Hazard Assessment by a USDA biologist; which is scheduled to· be completed by the end of2013.

A new Wildlife Hazard Management Plan will be developed from the assessment and submitted to the FAA for approval. After FAA approval, tile WHMP will be submitted to fAA as an amendment to the Airport Certification Manual under Appendix A.

Letter of Agreement

Effective: May 02, 2013

SUBJECT: Ft. Lauderdale International Airport (FLL) Ramp Control Procedures

1. PURPOSE: This agreement contains the procedures and responsibilities associated with Ramp Control operations in the non-movement areas adjacent to Terminal I, Tenninal2 and Terminal3.

2. CANCELLATION: This cancels the agreement between the Air Traffic Control Tower (A TCT) and Ramp Control (RC) dated March 05, 2012.

3. SCOPE: The procedures in this agreement and the RC Area of Responsibility for aircraft and certain vehicular traffic going to/from or operating in the non-movement area in the vicinity of:

a. Terminal I - Concourse B, Concourse C and all gates b. Terminal 2 - Concourse D and all gates c. Terminal3- Concourse E and gates El, E3, E5, E7, E9, and ElO.

4.GENERAL:

a. Hours of Operation: Ramp Control (RC) shall be staffed from 0600 to 2200 LCL. When the ATCT expects a significant operational demand to continue beyond 2200 LCL, RC will remain open until operational conditions pennit closure.

b. Frequencies: Ramp Control - 118.175 Ground Control North (GCN)- 121.4 or 121.7 Clearance Delivery- 128.4

c. RC shall coordinate with the ATCT, daily at 0600 to begin operations and at 2200 LCL to close operations in the RC Area of Responsibility using the checklist in Attachment I.

d. RC shall not block the ingress or egress of Taxiway B-8.

e. The A TCT or RC shall coordinate any operational issue or problem that may impact the flow or movement of aircraft.

f. The ATCT shall coordinate changing the use of runway IOL/28R {east or west) in advance or as soon as possible.

5. OUTBOUND AIRCRAFT

a. RC will deliver outbound aircraft to GCN holding short ofT-4.

b. RC will resolve all conflicts with other aircraft on the non-movement area prior to the transfer of communications to GCN.

c. GCN has control of outbound aircraft upon transfer of conununications from RC.

6. INBOUND AIRCRAFT

a. GCN will deliver aircraft to RC on TWY B. When departing RWY 28R, from B-7, GCN may deJiver aircraft to RC at T-lor B-8.

b. GCN will resolve all conflicts with other aircraft on the movement area prior to transfer of communications to RC.

c. After GCN transfers communication and aircraft are established eastbound on TWY B, RC may instruct aircraft to enter the non-movement area at T-4, T-3, T-2, T-1, or via B-8.

d. When aircraft are released to RC westbound on TWY B they must be instructed by RC to enter the non-movement area at or before T-3,

e. RC shall not restrict aircraft from continuing movement offTWY Band into the non-movement area.

f. RC shall notify GCN immediately if any aircraft stops on the movement area.

7. EMERGENCY AIRCRAFT

a. The ATCT shall coordinate with RC when inbound aircraft are in an Alert or emergency status.

LETTER OF AGREEMENT

EFFECTIVE April 07, 2013

SUBJECT: JURISDICTIONAL RESPONSIBILITY OF/ON MOVEMENT AND NON-MOVEMENT AREAS

1. PURPOSE· This Letter of Agreement between the Fort Lauderdale Air Traffic Control Tower (FLL ATCT) and the Broward County Aviation Department (BCAD) defines the control jurisdiction of the movement area and the jurisdictional responsibility for aircraft/vehicles on the movement and non­movement areas at the Fort Lauderdale/Hollywood International Airport (FLL).

2. CANCELLATION: This cancels the agreement between the Tower and the Broward County Aviation Department dated December 07, 2011.

3. SCOPE: The procedures of this agreement apply to defining jurisdictional control of movement areas between the FLL ATCT and BCAD, and to aircraft/vehicles operating on the movement areas of FLL as shown in the Attachment.

4. RESPONSIBILITY:

A. FLL A TOT Is responsible for the approval or disapproval of the movement of aircraft/vehicles and personnel In the movement areas either by utilizing a functioning two-way radio or by prior arrangements coordinated with and approved by the FLL ATCT and BCAD Airside Operations Division.

B. BCAD shall require either by two-way radio, prior arrangement or regulation, all aircraft and vehicle operators to contact FLL ATCT for approval prior to moving aircraft/vehicles out of the loading ramps or parking areas onto the movement areas.

C. If any portion of the movement area is closed by BCAD, the FLL ATCT shall relum control of said closed movement area to BCAD for the duration of the closure. All movement areas that access the closed movement areas remain under the control and jurisdiction of FLL ATCT.

D. BCAD must barricade the closed portions of the movement areas so that vehicles cannot readily access the open portion of the movement area and aircraft on the movement areas cannot Inadvertently access the closed portion of the movement area. All closed movement areas that cannot readily be barricaded remain under the control of FLL ATCT.

E. Any portion of a closed runway that has been made available to FLL ATCT for aircraft/vehicle ground movement purposes, i.e., crossing points shall be treated as a taxiway (movement area). All aircraft/vehicles must contact FLL A TOT to cross or access those portions ofthe closed runway either by two-way radio or by prior arrangements coordinated and approved by the FLL ATCT and BCAD Operations Division.

F. BCAD shall file all necessary NOT AM's which will clearly define/delineate the closed movement areas along with closing/opening limes.

A. Information received from FLL ATCT relating to aircrafllvehicle movements on the loading ramps or parking areas is advisory in nature and does not imply control responsibility.

B. Where aircrafllvehicles not equipped with functioning two-way radios are permitted by BCAD or other appropriate authority to enter or cross the defined movement area, the following applies: ''The airport owner/operator covenants and expressly agrees that with regard to any liability which may arise from the operation within (area/areas), that party shall be solely and exclusively liable for the negligence of its awn agents, servants, and/or employees, in accordance with applicable law, and that neither party looks to the other to save or hold it harmless for the consequences of any negligence on the part of one of its agents, servants, and/or employees".

SUBJECT: RUNWAY BRAKING ACTION NOTIFICATION PROCEDURES

1. PURPOSE: This agreement between the Fort Lauderdale-Hollywood International Airport (FLL) Air Traffic Control Tower (FLL ATCT) and Broward County Aviation Department (BCAD) describes the procedures to be used for the prompt exchange of braking action reports.

2. CANCELLATION: This cancels the previous agreement between FLL ATCT and SCAD, dated June 30, 2008.

3. PROCEDURES I RESpoNSIBILITIES:

A. FLL ATCT must:

(1) Notify SCAD when:

e. Braking eclion reports received from pilots deteriorate to 'fair', 'poor', or

(2) Immediately advise SCAD upon receipt of two consecutive •poor' PIREPS on the same runway.

1. PURPOSE: This Letter of Agreement between the Fort Lauderdale Hollywood Air Traffic Control Tower (herein referred to as Tower) and the Broward County Aviation Department defines the operating restrictions pertaining to Taxiway B8 and Taxilane "T" east of T1 at Fort Lauderdale Hollywood International Airport (herein referred to as Airport).

2 CANCELLATION: This cancels the agreement between the Tower and the Broward County Aviation Department January 25, 2008.

3. SCOPE: The procedures outlined herein define the restricted use of Taxiway 88 and Taxilane "T" east of T1 by any aircraft that has wingspan design specifications greater than 126' and tail height greater than 46' as part of a modification to standard due to reduced separation standards between Taxiway B8 and Taxilane "T".

4. RESPONSIBILITY

A The Tower will restrict the use of Taxiway B8 and Taxilane "T" east of T1 by any aircraft that has wingspan design specifications greater than 126" and tail height greater than 46'.

B. The Airport shall publish the restricted use of Taxiway 88 and Taxilane ·r east of T1 in the Airport Facility Directory (AFD)

AIRFORT EMERGENCY PROCEDURES

1. PURPOSE: This agreement between Fort Lauderdale ATC Tower, Broward Sheriff's Office, Department of Fire Rescue, and Broward County Aviation Department (SCAD) prescribes procedures to be utilized to the extent practicable in the event of an accident, emergency, or potential emergency on or in the vicinity of the Fort Lauderdale-Hollywood International Airport (FLL).

2. CANCELLATION: This cancels the agreement between the Tower, ARFF, and BCAD dated JanuaJY 7, 2013.

3. SCOPE: In the event of an aircraft accident, emergency, or potentiaVsimulated emergency on or in the vicinity of the Airport, Fort Lauderdale ATC Tower (Tower) personnel must alert the Aircraft Rescue and Firefighting Department (ARFF) when, in the opinion of any of the following, a potential or actual emergency exists:

A. FAA specialist on duty. B. Pilot of the aircraft concerned. C. Operator of the aircraft or his representative. D. A representative of Airport Management. E. Ramp Control

4. RESPONSIBILITIES:

A. Tower:

(1) Provide notification of all aircraft emergencies, potential aircraft emergencies, accidents, fll'es, bomb threats, and/or any aircraft operation other than nonnal that would affect the safety or security of the passengers and/or crew as follows:

(a) NotifY the ARFF Station, Airport Operations Control Center, and the Ramp Control Facitity via the Crash Phone.

(b) When the Crash Phones are out of service, the Tower must provide notification through the Airport Operations Control Center via commercial telephone.

(c) When the Tower is advised by ARFF they are outside of the station, notification must be provided on both the Crash Phone and appropriate ATC frequency.

(2) Provide initial notification with the following infonnation (hereafter known as the "Alert Size-up") in the order listed when known:

(3) Tower must monitor the Discrete Emergency Frequency (DEF) 132.9 twenty~four boW"S a day.

(4) Tower must infonn theARFF IC when the Emergency Aircraft is next to land and infonn the Emergency Aircraft Crew that the "Incident Commander is standing by on frequency".

B. ARFF:

(1) ARFF vehicles must be equipped to communicate on Ground Control Frequencies 121.4/121.7 and the (DEF) 132.9.

(2) Clearance onto the movement area for ARFF vehicles proceeding to and from standby positions or the emergency site must be controlled on the appropriate Ground Control Frequency.

(3) Any vehicle needing a runway crossing clearance must obtain a specific ATC clearance and advise the Tower when the runway is clear/crossing completed.

(4) The initial ARFF responder will be the point of contact to obtain ATC clearance for vehicles responding from the Firehouse to the emergency site or set-up locations. Any late responding ARFF vehicles must independently request clearance to enter the movement area.

(S) ARFF vehicles that respond from any location other than the Firehouse must request an ATC clearance to enter the movement area.

(6) ARFF must infonn Ground Control when the Command Post is established and identify the Incident Commander (IC). ("Fort Lauderdale Ground, Crash Battalion is now Incident Commander").

(7) When ARFF vehicles are established at standby positions or at the emergency site, Ground Control will authorize the IC to change to the designated DEF frequency. ("Contact Ft. Lauderdale Tower on 132.9"). The IC must coordinate the movements of emergency vehicles and obtain ATC clearance for all vehicles under their command.

(8) After receiving a clearance to cross or operate on any runway, the IC must monitor the position of all ARFF vehicles and advise the Tower when the runway is clear/crossing completed.

(9) Once established on the DEF, the IC must ensure that the aircraft is on the ground prior to initiating communications. The IC may communicate directly with the flight crew at any time when in their judgment the immediacy or severity of the circumstances warrant.

( 10) When the IC advises the ARFF emergency response has been completed, ATC will authorize the IC and emergency aircraft to change to the appropriate Ground Control frequency.

(II) Any time expeditious handling is required, ARFF vehicles must advise the Tower that "Priority Response11 is required.

C. BCAD:

(1) BCAD vehicles must be equipped to monitor and communicate on Ground Control Frequencies 121.4/121.7 and the Discrete Emergency Frequency (DEF) 132.9.

(2) Clearance onto the movement area for BCAD vehicles proceeding to and from standby positions or the emergency site must be controlled on the appropriate Ground Control Frequency.

(3) Any vehicle needing a runway crossing clearance must obtain a specific ATC clearance and advice the Tower when the runway is clear/crossing completed.

(4) BCAD Operations vehicles should avoid transmitting on the DEF. BCAD will contact the tower on the appropriate Ground Control or Tower frequencies (excluding DEF frequency 132.9) to coordinate the closure and inspection of the intended runway upon the landing ofthe aircraft declaring the emergency.

D. ARFF Notification, Alert Categories, and Set-Up Positions

(l) ALERT II: Tower personnel will advise ARFF that an "Alert II" exists when an aircraft is experiencing difficulties which could affect a safe landing, or an aircraft on the ground is experiencing difficulties. Standby positions for an "Alert II" aircraft still airborne are illustrated on Annex 1 and 11, and are described as follows:

(a). RUNWAYS 1 OU28R: Position A at Taxiways Charlie and Charlie 1. Position B and Crash Battalion at the Firehouse. Position Cat Tango 3.

NOTE: Staodby positioos may be cbaoged by the IC if the emergency warrants.

(2) ALERT Ill: Tower personnel will advise ARFF that an "Alert 111" exists when an aircraft has crashed on or near the Airport. Upon an "Alert Ill" notification, the ARFF equipment will respond directly to the incident site. Alert lJl responsibilities are as follows:

(a) TOWER: During an Alert Ill, the Tower must immediately close the affected runway(s) and taxiway(s) and promptly notify the Incident Commander and BCAD Operations confinning the closure(s)

(b) BCAD: BCAD Operations will immediately respond to Incident Command and advise Tower when subsequent aircraft operations are authorized and will advise the Tower of any Airport status changes and when the Airport is open for unrestricted operations as soon as practical.

5. GENERAL:

A. When Tower personnel observe smoke or fire within the Airport Operations Area, notification will be given to ARFF for investigation.

AND

BROWARD COUNTY AVIATION DEPARTMENT

LETTER OF AGREEMENT

EFFECTIVE APRIL 07, 2013

SUBJECT: BROWARD COUNTY AVIATION DEPARTMENT GROUND VEHICLES OPERATING ON THE MOVEMENT AREA

1. PURPOSE: This Letter of Agreement between the Fort Lauderdale Air Traffic Control Tower (FLL ATCT) and the Broward County Aviation Department (BCAD) defines operating procedures for control of Broward County Aviation Department ground vehicles on the Movement Area of the Fort Lauderdale/Hollywood International Airport (FLL) (herein after referred to as Airport).

2. CANCELLATION: This cancels the agreement between the Tower and the Broward County Aviation Department dated January 25, 2008.

3. SCOPE: The procedures outlined herein define BCAD ground vehicle operating procedures on pre-arranged coordinated areas within the Movement Area of the Airport and apply to the operation and control of BCAD vehicles on pre-arranged, coordinated areas within the Movement Area.

4, DEFINITION:

A. Movement Area is defined as the runways, taxiways and other areas of an airport utilized for taxiing, takeoff and landing of aircraft, exclusive of ramps, aircraft parking areas and Taxilane T.

B. Pre-arranged coordinated areas are defined as the non-shaded areas within the Movement Area depicted in Attachment.

c. Authorized BCAO vehicle operators are defined as those persons employed by BCAO who received driver instruction relating to the procedures and rules for vehicle operation on the Movement Area, and are proficient and knowledgeable with regard to the operation of BCAO vehicles in accordance with the rules and regulations associated with vehicle operation on the Movement Area and this Letter of Agreement.

5. JURISDICTION: Vehicular and aircraft movements on the Airport shall be under direct control of the FLL ATCT when operating on the Movement Area. Information issued by the FLL ATCT to aircraft or vehicles in non-Movement Areas (depleted in Attachment) Is advisory In nature and does not assume control responsibility.

6. RESPONSIBILITY: BCAD shall be responsible for dissemination of the contents of this Letter of Agreement to the various Divisions within BCAD, and shall require all authorized SCAD vehicle operators to comply with the following prior to accessing the prewarranged, coordinated areas within the Movement Area:

A BCAD vehicles shall be equipped with a functioning t\ovowway ground control radio.

B. Authorized BCAD vehicles will be clearly marked with the County insignia and/or numbering.

C. Authorized BCAD vehicle operators may access the pre-arranged, coordinated· areas by contacting the FLLATCT on the appropriate ground control frequency.

D. All other vehicle operators shall obtain FLL ATCT approval prior to entering the Movement Area, either by ground control two-way radio approval or by prior arrangements coordinated with and approved by FLL ATCT and SCAD Operations Division.

E. All authorized BCAD vehicle operators shall comply with control instructions issued by the FLL ATCT while on the Movement Area.

F. Vehicle operators will receive Movement Area familiarization.

7. PROCEDURES: Compliance with the following procedures provides for SCAD vehicles to access pre-arranged coordinated areas within the Movement Area after contacting the FLL ATCT.

A BCAD vehicle operators shall yield to aircraft at all times.

B. SCAD vehicle operators will at no time operate in the vicinity of, on, and/or cross any runway without first communicating with the FLL ATCT and receiving prior approval from the FLL ATCT.

C. BCAD vehicles operating on runways for purposes other than crossing shall operate on the appropriate local control frequency.

PROCEDURES FOR OPENING AND CLOSING RUNWAYS

1. PURPQSE: In aeeordanee with FAA Order JO 7210.3, this agreement between f<llt Lsuderdale ATC Tower (Tower) and Broward County Aviation Department (BCAD) preserlbes procedures to be utUized In the event of a runway closure at Fort Lauderdale-Hollywood International Abport (FLL).

2. SCOPE: Tower personnel and BCAD Operations must follow the procedures outlined In Ibis agreement to the extent practical to address the complexity of the risk of operations associated wilil opening and closing runways.

J. RESPONSmiLITI!lS:

A. SCAD must:

(I) Advise A TC of runway closure/opening limo and provide NOT AM number wllen. needed for runwaY closure/opening or caru:cllatlon of Nar AM for runway c[osurelopening.

(2) Ensure BCAD vehicles are equipped to monitor and communicate on appropriate Ground Control Frequencies(l21.4and 121.7) and Tower Frequencies (119.3. nnd 120.2)

(J) Receive clearance from ATC prior to proceeding onto the runway and ensure that all lighted or unlighted X's and barricades and other proper signage and visual aids as appropriate are placed on lile closed runway and/or removed ll'om the runway prior to opening.

( 4) Advise A TC of available crossing poinCs for aircraft use and ensure that all vehicles receive ATC clearance prior to crossing or accessing these areas.

(S) Advise and update ATC on any cllanges including expected lime for opening/closing a runway.

(6) Advise ATC when nmway !s clear,lnspec!ed, open and returned to ATC.

B. Tower mllsl:

(I} Provide nolilicatlon to all anivingldeparting airclllft of runway closure or opening as appropriale. This can be accomplished verbally or by conf1m1ation of receipt of upda!ed A TIS code.

(2) Conflnn wilh BCAD Opemlions that the appropriote NOTAM(s) ore issued for the runway closure/opening or that the NOTAM(s) were caneelled when appropriate.

(4) Confinn with BCAD Operations which crossing points or portions of the ronway are available for aircraft crossing/taxi.

(5) Ensure the appropriate settinp of all ronway associated lighCs and AS DE-X configurations to include the runway closure and/or opontng.

(6) Confrnn with BCAD Operations when runway Is closed and when it is clear, inspected and returned to ATC for use.
