Brown Jr. Govemor August 9, 2017 Ms. Alexis Strauss Acting Regional Administrator Region 9 U.S. Environmental Protection Agency 75 Hawthorne Street San Francisco, California 94105 Dear Ms. Strauss: The California Air Resources Board (CARB) is submitting to the U.S. Environmental Protection Agency (U.S. EPA) the Reasonably Available Control Technology (RACT) State Implementation Plan (SIP) for the 2008 Ozone National Ambient Air Quality Standards (NAAQS), or RACT SIP, prepared by the Eastern Kern Air Pollution Control District (District) as a revision to the California State Implementation Plan. The District recently adopted the RACT SIP for the 75 parts per billion 8-hour ozone national ambient air quality standard. The information contained in the RACT SIP demonstrates that the District appropriately reviewed their rules in the context of RACT and comprises an analysis sufficient to satisfy the RACT SIP requirements. RACT SIP analyses are required for specific stationary sources for which U.S. EPA has published Control Technique Guidelines (CTG) and for major non-CTG stationary sources. Following U.S. EPA requirements, the District reviewed its existing stationary source rules to determine if those rules continue to meet RACT requirements. The RACT SIP identifies three RACT deficiencies for which the District will revise existing rules. This SIP submittal consists of the following enclosures: 1. CARB Executive Order S-17-012 adopting the RACT SIP as a revision to the California SIP; 2. The RACT SIP and supporting documentation; and The energy challenge facing California is real. The enclosed submittal includes the complete package received by CARB from the District In addition to the RACT SIP the submittal includes evidence of public notice certification of public hearing and evidence of adoption CARB staff have reviewed the submittal for technical adequacy and completeness as indicated on the SIP Completeness Checklist included with the District submittal package
