1.0 INTRODUCTION

This report presents the results of an air monitoring survey conducted during asphalt paving operations on Interstate B near Dateland, Arizona. Western Technologies Inc. (WT) was retained

by Mr. Mark Belshe of FNF Construct ion. Inc. (FNF) for the air monitoring survey. WT was

authorized t o proceed with the scope of work as stipulated in WT's Proposal No. 2184PC863

dated November 1" 1994.

The objective of the air monitoring survey was to obtain additional information about potential air contaminants associated with the application of rubberized asphalt and 416 base asphaltic

concrete paving mixtures .

Air monitoring was performed under the supervision of Mr. Brian Gladhart , Certified Industrial

Hygienist (CIH). Mr. George Hall, Industrial Hygiene Technician with WT performed the air monitoring on November 16·17, 1994 and December 9-11, 1994. Mr. Gladhart, CIH , conducted

a site visit on November 17 , 1994 to review the site activities.

The air samples were analyzed by Galson Laboratories in East Syracuse, New York and D&M

Laboratories in Petaluma, California. Both laboratories are acc redited by the American Industrial

Hygiene Association . 2.0 SURVEY PROCEDURES

Prior to the air monitoring survey. WT interviewed with Mr. Belshe of FNF to discuss the project. W T was furnished a protocol for the air sampling and analytical methods by Mr. M ichael Connor ,

CIH, CSP with ACUMEN Industrial Hygiene Inc. A copy of this protocol is presented in Appendix

D. Following the interview and discussion of the protocol with Mr. Connor, WT conducted a review of the site to obse rved current operating conditions. A ir monitoring was performed to

measure the ambient concentrations of certain chemical compounds associated with asphalt

paving operations.

In summary, personnel and area air samples were collected at the following areas :

• At the rear of the asphalt paving machine

• The Breathing Zone of Tom Potriowski, Asphalt Paving Machine Assistant Operator

Based on ACUMEN Industrial Hygiene, Inc's protocol, the airborne concentrations ofthe following contaminants were collected and analyzed using the unique sample numbers and methods on the

following page.

All samples were maintained under a chain-ot-custody and in accordance with the anlaytical

methods. WT submitted f ield blanks to the laboratories for Quality control purposes. A summary

of the air monitoring resul t s and sample locations is presented in Section 3.0 . A copy of the

analytical laboratory reports are presented in Appendix B.

Photographs of the paving operations were taken by Mr. Hall, WT. Copy of these photographs is presented in Appendix C.

4 .0 SUMMARY OF FINDINGS

Ocupational exposure to airborne contaminats is regulated under 29 CFR 1926.55 • Gases, Vapors, Fumes, Dusts, and Mists by the Industrial Commission of Arizona's Division of Occupation Safety and Health Ad ministration, commonly referred to as ADOSH, 1926.55, Appendix A lists

permissible exposure limits (PELs) expressed as eight-hour time·weighted average exposures. ADOSH has enforcement authority for these exposure limits.

Note: The information presen ted below does not include the sampling data collected on December

11, 1994. Field reports indica ted temperature control problems with the asphalt on December 10 and 1', 1994. This could have caused an environmental change resulting in the sudden high particula te concentrations in air.

To investigate this theory, historical data from past air sampling using similar materials and paving

processes were researched. Data was requested and recieved from ACUMEN Industrial Hygiene,

Inc. the originator of the sampling protocol. Results of this research found concentra tions in air at or slighlty above our analytical values. As such, the outlier samples collected on December 1"

1994 ¥vere not used in the process exposure comparison. The data collected on December 1" 1994 cannot, however, be dismissed completely until a suitable explana tion can be found for the

excess airborne concentrations found. Further sampling under like conditions is recommended (0 collect more data.

4.1 Asphalt Fumes

Four personal air samples were collected to measure and compare asphalt fume during the 416 base asphaltic concrete mix and rubber asphalt paving processes. Three of these samples were used for this final discussion. These samples were collected from the breathing zone - shirt collar ­of the paving machine operator on November 16 and 17, 1994 for the 416 base asphaltic

concrete mix process and on December 9,1994 for the rubber asphalt process.

Based on research of 29 CFA 1926.55. there is no specific PEL f or asphalt fumes. In this case. the Arizona Division of Occupational Safety and Health (ADOSH) will mandate complaince to the total nuisance dust (particulate) PEL of 15 milligrams per cubic meter found in 1926.55. Appendix A. Data collected as samples FNF-04, -08, and -13 showed personal exposures at well below the PEl.

A comparison between the 416 base asphaltic concrete mix and the rubber asphalt processes based upon the data collected - December 11, 1994 data not included - found that the rubber asphalt process appears to produce less asphalt fume than the 416 base asphaltic concrete mix process.

4 .2 Cyclohexane Extractable Particulates

Unlike the asphalt fu me samples described above, the four samples collected for cyclohexane extractable particulates were area samples. The sample pumps and sample media used to collect particulate release during the 416 base asphaltic concrete mix and rubber asphalt paving processes were placed near the base of the paving machine using duct tape. These samples were collected at the same time as the personal samples for asphalt fume. Three of these samples were used for this final discussion (FNF-02, -06, and · 12).

There are no established PELs in the OSHA Construction Standard, 1926.55, Appendix A for "cyclohexane extractable particulates". The analytical protocol used NIOSH Method 5023-Coal Tar Pitch Volatiles. The PEL for Coal Tar Pitch Volatiles is 0.2 milligrams per cubic meter (mg /m3

).

This method is nonspecific and measures all volatile substances collected in the sample that are soluable in the extraction solvent, benzene.

Results of area air sampling - collected at the base of the paving machine - found a high concentration of extractable particulate in all collected samples. The analytical results; however, should not be used as a comparison to the OSHA PEl.

The benzene soluable fraction of coal tar volatiles consist of antracene, benzo la} pyrene, phenantrene, acridene, chrysene, and pyrene, all polynuclear aromatic hydrocarbons (pAHs). These PAHs were anaJytes using the NIOSH Method 5506 described in the Summary of Findings,

Section 4.3. Based upon the analytical results discussed in Section 4 .3, we conclude that the

majority of volatiles measured gravimetrically were not PAHs. Thus no overexposure appears to have occured, even though that soluable fraction does show a high concentration of extractable particulate .

Based on the data collected from sample Nos. FNF-02, 06, and -12 it appears that the rubber asphalt process produces less volatiles that were extractable from collected particulate. The rubber asphalt produced extractables at a concentration of 0.074 milligrams per cubic meter, while

the 416 base asphaltic concrete mix produced extractables of 1.1 and 1.2 milligrams per cubic

meter of air.

4 .3 Polynuclear Aromatic Hydrocarbons

In accordance with NIOSH Method 5506, Galson Laboratiores analyzed area samples collected

from the base of the paving machine for polynuclear aromatic hydrocarbons. Four samples were coliected, three were used for this final discussion. The listed analytes found to have an OSHA PEL are described below.

Analytical results suggests that polynuclear aromatic hydrocarbons (PAHs) in air are present,

typically in microgram per cubic meter concentrations. A microgram is one/mi lli onth of a gram, whereas a milligram is equal to one/thousandth of a gram. The OSHA PELs for the above listed

PAHs fange from 200 to 50,000 micrograms per cubic meter.

Upon comparison between the two processes, it appears that the rubber asphalt process as measured on December 9, 1994 produces less PAHs during normal operations. To make the

comparison, PAHs that had detectable concentrations in air were added, the sums compared.

The 416 base asphaltic concrete mix process (FNF-0 3 and -0 7) had total PAHS of 14 and 19 micrograms/cubic meter, whereas the rubber asphalt process had a sum total of 3 .7 micrograms per cubic meter of air (FNF- l1).

4 ,4 Volatile Organic Compounds

Analyzing bygas chromatography/mass spectrophotometry (GC/MS)' O&M Laboratories measured

exposure to several dozen volatile organic compounds , some of which have established OSHA PELs. The table below describes those compounds detected that had an OSHA PEL.

Analyt ical results for t he above compounds were measured in micrograms per cubic meter. None of t he detectable com pounds were found in concentrations exceeding the OSHA PELs.

Upon comparison bet ween the two processes, it appears that the rubber asphal t process as measured on December 9, 199 4 produces less volati le organic compounds during normal

ope rations. To make the comparison. volati le organic compounds that had detectable

concent rations in air were added, the sums compared. The 4 16 base asphalt ic concrete mix

process (FNF-01 and -05) had total volatile organic compounds of 948 and 2431

micrograms/cubic meter, respectively, whereas the rubber asphalt process has a sum tot al of 121.3 micrograms per cubic meter of air IFNF-10).
