In 1967, the Air Line Pilots Association, ALPA, designated Wayne State University as itsofficial repository for the inactive historical records of ALPA. The records of the Air Line PilotsAssociation Kansas City, Missouri Joint Council Office (JCO)/Field Office (FO) were depositedin the Archives of Labor and Urban Affairs beginning in the late 1960s through 1976 by Lloyd P.Pope and Richard L. Lonski of the Kansas City FO. The papers were opened for research in1995. The ALPA Kansas City Field Office closed in 1984, but other ALPA field offices arecurrently in operation around the country in Atlanta, Chicago, Denver, Los Angeles,Minneapolis, San Francisco, and Seattle.
“Joint council office” literally means that more than one ALPA Local Executive Council(LEC)—local union—shares office space with another. The councils domiciled in Kansas Cityoffice were Trans World Airlines (TWA) #3 and Braniff (BNF) #45. A majority of the recordscomprising the Kansas City Field Office collection deal with these two airlines, TWA and BNF.ALPA changed the designation of the Kansas City area office from a joint council to a fieldoffice in the 1970s.
ALPA field offices provide services to local and regional area pilot members of theAssociation on a variety of levels such as grievance procedure, contract administration,negotiations, and strike information and support. Pilot members served and represented by aparticular regional field office (usually situated in a larger city whose airport is a major hub forone or more airlines) may be employed by several different airlines. In addition to memberservice functions, the field office is essentially a satellite office for the ALPA home office, orAssociation headquarters. The person in charge of the operation of the field office is the FieldOffice Manager, and this person is directly responsible to the ALPA President. Additionally, theoffice manager maintains regular communications with other Association officers and ALPAheadquarters departments.
There are many individual airline LECs from various locations—both within the UnitedStates and overseas—represented in the Kansas City Field Office records. In particular, TWACouncils #2 and 24, New York; #3, Kansas City; #4, Los Angeles; #25, Chicago; #41, Boston;#63, Cairo, Egypt; #69, San Francisco and Oakland; #84, Dallas; and #110, Newark, New Jersey.Braniff Councils represented are #29, Miami; #42, Dallas; #45, Kansas City; and #46,Minneapolis.

One topic of particular interest found in the records of the ALPA Kansas City FOcollection is a background investigation of ALPA Employment Agreements Department headLucien Koch. Mr. Koch was associated with Commonwealth College of Mena, Arkansas from1923 to 1929. The college was thought to be a major source of financing for Communist Partyenterprises. During World War II, Mr. Koch was investigated by the federal government andtestified before the House Un-American Activities Committee regarding suspected subversivepropaganda. This material can be found in the folder entitled “Board of Directors” in Box 7.
