Authorization Letter
The Peel Regional Police have updated their application form and authorization letter which is available from the OPC office. Effective July 1, only the new appli-cation form and authorization letter will be accepted and must have ORIGINAL signatures from the OPC authorized signing officers and by the applicant. The volunteers must be residents of Brampton or Mississauga and provide proof of address upon submission.

Planning for a New LHQ or
Expanding to Multiple Facilities?
Here is a useful list of factors applicable to all OPC Squadrons who may need to undertake a search for a new LHQ or multiple facilities. It has been derived from decision sessions carried out by the SSC of 714 RCAirCS in Wasaga Beach, and would have to be scaled to an individual unit’s enrolment and budget.
1. Attendance: Effect on Cadet initial and on-going attendance.
2. Location: Availability of public transit; Emergency response times; Winter condition of approach road and parking area.
3. Site: Physical properties of the building: Floor size; Details of office and storage space; Classroom space; Janitorial services and conditions; Prox-imity to outside training facilities.
4. Contract Commitment: Flexibility and sustainability.
5. Access: Drop-off and pick-up for non-Parade events; Access for personnel outside of Parade nights.
6. Recruitment: Effect on catchment area.
7. Fundraising: Effect on sponsorships, donations and potential grants.
8. Identity: Effect on visibility and community ownership.
9. Cost: Amount required per year of operation.
He Said, She Said
The silver-tongued cadets from the thirteen OPC regions showcased their gift of gab on the weekend of April 25 and 26 at Mohawk College in Hamilton, for the Provincial Effective Speaking and Debating Competitions.
It was a close fight amongst the top 3 winners in Effective Speaking: Sgt Benn Fisher from 155 Squadron in Sault. St. Marie won first place with his oratory on “Education Can Happen Outside the Classroom”. “How has being a Cadet Affected My Life” was the topic for the second place winner, WO1 Megan DeBresser. FCpl Nicholas Vadivelu also spoke about “Education Can Happen Outside the Class-room” and emerged third.
Sgt Benn Fisher subsequently travelled to Edmonton to represent Ontario in the National Effective Speaking Competition on June 18. Fisher brought home the Bronze Medal - finishing third amongst the twelve national finalists.
This was the twelfth year for the Annual Air Cadet Debating Competitions and it is getting bigger and better. The topic for resolution was, “BE IT RESOLVED THAT CANADA NEGOTIATE AN ANNEXATION AGREEMENT WITH TURKS AND CAICOS ISLANDS.” Twenty-six teams and a total of seventy-eight Cadets participated in the competitions and more than forty Cadets attended the Debating workshop. This year’s winners are:

Here is the overall itinerary:
1. 0900 hrs – Graduation Parade and Ceremony at the Trenton Cadet Training Centre (TCTC) parade
square (we will provide directions… on the main base, south side of Highway 2 far west end, Trenton ON, off of 401 corridor). Approx. 600 Cadets will be graduating on this day. We will meet you at the South Gate and personally Escort your group.
2. There will be an opportunity to meet some of the TCTC staff and possibly some Air Cadets immediately following the parade.
3. 1100 hrs – Invitation to the Officers Mess for social time and a luncheon where your group will meet
OPC Governors and Directors and DND staff involved with Air Cadets. Cadets in the music program will be on hand for a short time to provide some musical entertainment and carry out a presentation.
4. 1230 hrs – Drive to Mountain View Cadet Flying Site (south of Belleville) for a personal tour of the
Gliding School, meet some staff and view the gliding program. If logistics work all efforts will be made to get some of your folks flying / gliding on this day or a future date and time will be booked.

The OTF awards approximately $110 million/year to more than 1,300 community organizations in Ontario.
Many squadrons have benefitted in the past from receiving OTF grants. These have ranged from purchase
of music and sports equipment to capital improvement projects.
New For 2015
The OTF has adopted a new approach to what they fund and how they fund projects, in order to align
with their new investment strategy. Application deadline dates have also been adjusted to be accepted
more frequently throughout the year.
What They Fund
They have identified six “Action Areas” (Active People, Connected People, Green People, Inspired People,
Promising Young People, Prosperous People). Correlated to each Action Area are specific outcomes and
results.
How They Fund
Grants are allocated under four different “Investment Streams”: Seed (for new ideas); Grow (for scaling up
successful ideas); Capital (for community infrastructure); and Collective Impact (for bringing about
change with collective action)
Each type of grant has its own criteria, application forms, and deadline dates. Those details are provided
on their website www.otf.ca. Current upcoming deadlines are Aug. 26/15 (Grow Grants) and Sept. 2/15
(Seed and Capital Grants). Collective Impact Grants have no deadline dates as they are accepted on a con-
tinuous basis.
Application Process
Sixteen “Granting Catchment” areas have been identified across Ontario, each with locally based staff and
local volunteer grant review teams. Projects that will benefit more than one geographic area will be con-
sidered “cross catchment”.
Organizations are required to register online with the OTF prior to submission of applications, so eligibil-
ity can be confirmed. (Note: registration opens July 22, 2015). Once this is verified and approved, you will be
given a user ID and password to complete an application.
Over the coming months, the OTF will be holding information sessions around the province (refer to the
“events calendar” on their website for dates and locations). Additionally, questions can be directed to the

is that time of year again to make plans to be present for our
ANNUAL OPC CONFERENCE and AGM. This year’s event will be
held at the Delta Toronto East in Scarborough, Ontario at
Kennedy Road and Highway 401.
The one-day event will be jam-packed with activities, exhibi-
tors, silent auctions, raffles and awards events that bring to-
gether all the best from our previous year and peak our
interest in the future initiatives that will keep the Air Cadet
movement healthy and strong going into our 75th Anniversary
Year!
Our Keynote speaker has yet to be confirmed however we are
working diligently to ascertain a relevant and upbeat individual
who has previous air cadet or military experience and can add
to the ambiance for our Cadets, SSC and military partners and
all of our VIP guests present.

focus and Strategic directions; Cadet Honours and Awards;
Learning and Training sessions for our Directors, OPC Members

A SECRET TO SUCCESSFUL CADET FUNDRAISING
In the business world millions of dollars are spent each year by companies trying to better understand the consumer and
what motivates the consumer to purchase products or services. Have you ever wondered what motivates people to support
a fundraiser? The answers to this question may make a big difference in your next Cadet fundraiser.
There have been clinical studies published in the Journal of Neuroscience which confirm that donations and support of
charities and fundraisers are usually motivated by the anticipated positive emotions associated with directly helping
individuals who are in need of assistance. International aid organizations helping earthquake or flood survivors always
show images of people in distress in their appeals for help, because it’s proven we respond to helping individuals.
It has also been determined that a key reason people do not support charities or fundraisers is they worry money goes to
administration and not to individuals in need.
It’s the same thing with your Cadet fundraising. If you choose a fundraising program that’s simple and easy for Cadets to
participate in, you will do much better than when fundraising is done only by parent volunteers. People prefer to purchase
a fundraising product from your Cadets because this provides the important emotional reward and connection of giving
directly to the final beneficiary of their support.
A problem with many fundraising programs is they require a lot of selling order taking and administrative skills beyond the
ability of many young people. This is why parents are sometimes on the “front line” of Cadet fundraising. One way to
reduce the “selling” part of fundraising (and the administration associated with order taking fundraising programs), is to
search for products or services that do most of the selling for you.
If people see you are fundraising with products or services that don’t need to be explained AND also present excellent
“perceived value”, it simplifies the purchase decision for them and makes fundraising easier for you. It also makes fundrais-
ing more accessible for your Cadets to participate. You will start to attract people from outside or your usual “circle of
support” and that means incremental fundraising revenue and less volunteer burnout.

Warrior’s Day Parade 2015
The Warriors’ Day Parade Council will be hosting the 94th Annual Warriors’ Day Parade at the CNE on Saturday 22 August 2015.
Cadet participation is requested to carry the marching unit identification signs on the right flank of each marching unit and assist otherwise as required.
Cadets are required to wear summer uniform and report directly to the Cadet/Scout Registration Desk in Gore Park no later than 0930 hrs. Gore Park is the small triangular park located immediately east of the Princes' Gate, north of Lakeshore Blvd and south of Fort York Armouries.
Situation: This year's Warriors' Day Parade will be held on Saturday 22 August 2015 at the Canadian National Exhibition Grounds, Toronto.
Mission: RC Cadet Corps/Squadrons, Navy League Cadets (LS and above) and Scouts/Guides within GTA are encouraged to attend and participate in this event which serves to remember and thank those Veterans and the sacrifices they have endured to ensure our continuing Freedom.
Execution: Taskings: (see Phase 2)
PHASE 1 /- 0800 t0 0930 hrs
Participating Cadets/Scouts/Guides are to report directly to the Cadet/Scout
Registration Desk located on the west side of Gore Park NLT 0930 hrs on the day of the Parade.
(Gore Park is the small triangular park located immediately east of the Princes' Gate, north of Lakeshore
Blvd and immediately south of Fort York Armouries).
PHASE 2 - 0930 to 1100 hrs
Cadets/Scouts/Guides will be tasked to provide one of the following services;
1. Assist with the de-bussing and boarding of the Veterans from their buses arriving from various hospitals,
2. Ushering VIPs to their proper seating areas,
3. Participating in the Parade itself, or
4. Assisting the Mess Manager as required.
PHASE 3 - 1100 to 1300 hrs
The Parade will step off at 1030hrs. Parade and subsequent events to finish at approximately 1300 hrs.
PHASE 4 - 1300 to 1400 hrs
Cadets to assist with boarding of veterans' buses and other taskings as may be required.
PHASE 5 - 1400 hrs (approximately)
Cadets dismissed.

Routes:
The Parade will leave the South Entrance/Exit of Gore Park and proceed westward along the main roadway into the CNE grounds on Princes’ Boule-vard. The Saluting Base is anticipated to be located on the north side of Princes' Blvd in front of The
Direct Energy Centre; the Parade will then continue and terminate in the parking lot on the south side of BMO Field for dispersal. Participants aged 12-18 will be provided with their $10 stipend and CNE Meal Tickets in this area.
Boundaries:
Cadets are not to leave the Parade route until dismissed by unit Supervising Officer(s)/Staff.
Security:
1. Cadets will be supervised by their Squadron Staff.
2. Supervision will cease once the Parade is officially terminated. Parents/Guardians are to be made aware of this fact. Permission forms are to be provided to the unit CO’s stating either: (a) Individual Cadets may remain on the CNE grounds after the Parade, or (b) Parents will arrange for return transportation of their Cadets/Scouts/Guides.
3. Security will be provided by Unit Officers and Staff, Toronto Police Services, Toronto EMS as well as CNE Security staff.
4. Units to obtain permission forms from parents of participating Cadets. Permission forms to also include statements that supervision will terminate at the end of the actual Parade, that parents are responsible for providing adequate transportation for this activity and that a specific declaration be in-cluded granting/denying permission for their Cadet to remain at the CNE after the end of the Parade.
Service Support:
Feeding & Rations: Cadets (aged 12 – 18) will be provided with an honorarium of $10.00 and CNE Meal Tickets (provided as a courtesy by the CNE) along with free admission to the CNE grounds for themselves and their immediate Families (Parents and Siblings).
Transport: Cadets and their Parents are responsible for transportation to and from this event.
Medical: Medical attention will be provided by Toronto EMS and St. John's Ambulance Brigade.
Water: It is the intention of the Warriors’ Day Parade Committee that water will be made available to all participants throughout the Parade as much as possible.
Dress: Cadets are to be in Summer Dress, Officers/Supervisors in appropriate Uniform. Cadets who have been granted permission to remain after the Parade are to bring a change of civilian clothes.
Command & Signal:
1. Parade staff will be present at Gore Park Registration Desk until the Parade steps off.
2. Parade Staff will be present throughout the Parade, at the Dispersal Area (North-West Entrance of BMO Stadium), as well as patrolling throughout the area and along the Parade Route as required as much as the availability of adult personnel permits.
3. Whose Responsibility Is It?
The OPC is often asked at this time of year, whether Sponsoring Committees are obliged to pay the full cost of the cloth-ing and items required by a Cadet in their Squadron selected for IACE.
Our best answer is that it is at the discretion of the individual SSC, based on past practices, current financial status, and a vote by the current members. Neither the OPC nor DND covers the cost of the IACE kit.
In the 2015 Joining Instructions, paragraph 27, “In previous years, when Cadets did not have sufficient funds of their own to purchase the IACE official clothing items, various community organizations were thoughtful and generous in seeing that funds were supplied. In some instances, the Squadron Sponsoring Committee as able to to help. If you need such community assistance, do not hesitate to inform your Squadron Commanding Officer. “
The responsibility lies with the Cadet, but there is precedence that most Squadron CO’s or SSC Chairs authorize either some or all of the cost for the uniform, as the clothing can cost up to $700-800.

The Honours & Awards Committee is seeking nominations for Awards that recognize the accomplishments, proficiency, and dedicated service of our League and SSC members, CIC Officers and Civilian Instructors, and community stakeholders.
We need you to tell us who those people and organizations are!
Some of our annual Awards - those for Sponsoring Committees and Squadron Proficiency - are determined in consultation with the four RCSU Detachments and Regional Directors / Regional Team Leaders. Nomina-tions for most individual Awards, however, may be submitted by any two members of the Air Cadet Community!
The deadline for nominations is Friday, 4 September 2015.

Description of Individual Awards The Robert McMeekin Special Recognition Award:
The most prestigious award presented by the OPC. It may be awarded annually to one individual to recognize particularly
outstanding service and dedication; often, but not always, for an extended period of time. The recipient will be an
individual involved in or connected with the Air Cadet Program who has demonstrated an effective and selfless
commitment to the OPC and/or Air Cadets in Central Region generally. Nominations will be accepted from any two
members of the OPC community. For the guidance of proposers: please note that this award is intended to recognize service
at the Provincial or Regional level, not normally at the Squadron level.
Board of Governors Certificate of Recognition:
A prestigious award for any member - at either the Provincial, Regional or Squadron level - who has distinguished him or
herself by stellar, continuous performance, or through an individual act or project conducted on behalf of the OPC. Up to
six Certificates may be presented annually to League members; as well as an additional, limited number for DND partners
or affiliated individuals / organizations. Nominations will be accepted from any two members of the OPC community.
Provincial Certificate of Merit:
Certificates of Merit may be presented to League members at the Provincial, Regional or Squadron Level, DND partners
(CIC / CI / CV), or other individuals or organizations, for work well done over an extended period of time, or for a specific
accomplishment in support of the OPC, a Squadron, a specific Air Cadet activity, or the Air Cadet Program generally. Up to
20 Certificates (10 to League members and 10 to DND partners / other stakeholders) will be considered annually. Nomina-

Cadet Instructor Cadre Awards of Excellence
Awards of Excellence for CIC Officers:
The OPC annually recognizes up to six outstanding CIC Officers. Notes on the criteria and eligibility for this Award are on
the OPC website. Any member of the OPC community may initiate a nomination; however, it must be endorsed by the ap-
propriate Detachment or RCSU(C) Headquarters, who will forward nominations to the Honours & Awards Committee not
later than 31 August.
Awards of Excellence for Junior CIC Officers:
The OPC also annually recognizes up to four outstanding ‘junior’ CIC Officers (i.e., those holding the rank of Lieutenant, 2nd
Lieutenant, or Officer Cadet). Notes on the criteria and eligibility for this Award are also on the OPC website. Nominations
are made in the same ways as those for the Awards of Excellence.
Awards of Excellence for Gliding Centre / CRGS Officers:
The OPC annually recognizes one outstanding CIC Officer and one outstanding Junior CIC Officer, who are employed at a
Cadet Flying Site and/or the Central Region Gliding School. Notes on the criteria and eligibility for this Award are on the
OPC website. Any member of the OPC community may initiate a nomination; however, it normally originates from OPC
members or DND partners actively involved in the Flying Program. All nominations must be reviewed by the appropriate
Cadet Flying Site Commander and the Regional Cadet Air Operations Officer. The latter will add his endorsement and
submit a priority list to the Committee, not later than 31 August.
In Search of Cadet Excellence
At left is the 2014 Air Cadet of the Year, WO1 Ashley Eugine of Etobicoke. “Chief” Eugine retired April 27 and will begin her second-year studies in Molecular Biology & Genetics at McMaster University in the Fall of 2015.

Evaluation and selection of recipients for the OPC’s three senior Cadet Awards will once again be made by the combined efforts of Detachment Air Cells and an OPC Selection Board.
They will be announced and receive their Awards during the Cadet Awards Luncheon, held in conjunction with the OPC’s AGM, at the Delta Toronto East in Scarborough on Saturday, 31 October 2015.
Commanding Officers and Sponsoring Committee Chairs are invited to submit nominations for their “Top Guns” to the appropriate ACO-Air, in order to have them considered, not later than Friday, 31 July 2015.

Information Required about Nominees
1. A summary of the nominee’s life accomplishments inside and outside the Air Cadet Program, addressing / including
the following:
An explanation of why the nominee deserves to be considered for the Award.
What impact has the nominee had on the Air Cadet program or their individual unit?
Has the individual demonstrated most or all of the General, Citizenship and Leadership criteria as noted below?
Has the nominee supported the Mission and Principles of the Air Cadet Program?
Other supporting information and references as to the character of the nominee and their standing with others.
General Criteria
1. Has attained the rank of Flight Sergeant.
2. Has attended an Advanced or National Summer Training Course, preferably more than one.
3. Participation as a CSTC Staff Cadet is an asset, but is not a requirement.
4. Receipt of a National Award (e.g., Lord Strathcona Medal) is also an asset, but not a requirement.
5. Displays a high level of personal dress and deportment.
6. Must be a serving Cadet as of 11 Nov 2015.
Leadership Criteria
1. Motivates and inspires the people around them to accomplish more than they normally would.
2. Inspires a high level of commitment from others when taking on initiatives.
3. Creates a compelling vision for the future and helps others understand their role in achieving the goals of the Air
Cadet Program.
4. Actively shares responsibility, authority, information and credit when working towards the achievement of any goal.
5. Gives team members all of the tools, authority and trust needed to complete their tasks.
6. Takes prompt decisive action to resolve issues quickly and effectively when they arise.
7. Communicates in a manner which is fair, straightforward, honourable, and open.
8. Sets a high standard of integrity by leading through example and maintains high personal standards.
Citizenship Criteria
1. Participates in Air Cadet, school and/or community service programs.
2. Shows a positive attitude towards others in the Cadet program, their classmates and community.
3. Displays an understanding and appreciate of civic responsibility.
4. Possesses strength of character and the courage to do what is right in all instances.
5. Promotes citizenship within their Squadron, their school and/or communities through other activities.
6. Motivates others to action for the benefit of the community.
7. Has a good scholastic record.
Selection Process
1. Nominations may be made by COs, SSC Chairs and RCAs through the ACO-Air of each RCSU (c) Detachment to the
OPC Honours & Awards Chair in the following numbers:
NOA – 2 candidates
EOA – 2 candidates
COA – 4 candidates
WOA – 4 candidates
2. Complete Nomination Packages must be received by the respective ACO’s not later than Friday, July 31, 2014.
3. Twelve candidates will be recommended to the OPC Honours & Awards Committee NLT Friday, August 28, 2014.
4. The Committee will appoint a Selection Board which will interview all 12 Cadets during the month of September.
The Selection Board will consist of the following individuals:
Two OPC members appointed by the Honours & Awards Committee;
A DND member, usually an RCA, invited by the OPC.
5. The Board will recommend the best candidate for each of the three awards to the Honours & Awards Committee.
Cadets may only receive one award per selection year.
Format of Awards
1. All 12 finalists will attend the Saturday Cadet Awards Luncheon on Saturday, October 31.
2. All 12 finalists will receive recognition certificates and appropriate press releases as being the OPC “Top Guns” of
that particular year.
3. A bursary program for Award recipients has been established as follows:
OPC Cadet of the Year - $700
Outstanding Citizenship Award - $350
Outstanding Leadership Award - $350
Deadlines
1. Completed Nomination packages submitted to your ACO-Air by July 31.
2. ACO’s to submit names of finalists to the Selection Board by August 28.
3. Selection Board to conduct interviews and recommend Award winners to the Honours & Awards Committee by
September 30.
