• Developed new logo • Identified 2 members to support web site update• Non-conference TC meetings
Monthly HSABP “Steering Committee” telecons• How to better engage with members that miss a conference?
Send out briefing material with notes after the conference• Provided inputs to single ABP newsletter published at JPC• Coordinate with HyTASP to provide HSABP inputs to future
HyTASP Newsletters• Year-end highlight article in Aerospace America.
Coordinated with HyTASP & Turbines & Integration
Honors & Awards (Jinho Lee)
• Working with HyTASP on Fred Billig Hypersonic Award HyTASP PC seems to now have authority to sponsor an award We will continue to let HyTASP lead the effort to establish this award HSABP will offer to provide a representative to the selection committee
if needed
• HSABP supports exploration of having three separate graduate student awards
• ABP lifetime achievement award HSABP has committed to provide at least one new high speed
nomination by Oct 1
Education (Daniel Kirk)
Student Design Competitions– Keep flexible and find good topics, don’t follow a rigid topic rotation through each TC– Make sure high speed topics are suggested
Professional Development Courses– Support keeping current ABP short course alive– NIA (National Institute of Aerospace) has a short course on “Advanced Hypersonic
Propulsion” - presented in 2007 (some instructors are HSABP & HyTASP members)» Talk to NIA about collaboration
– Outline established for unsteady propulsion short course. No additional progress yet. K-12 Education
– Continue to work together with Turbines and Integration– Help develop tabletop demonstration project
» Tabletop propulsion engine, choked nozzle demo, shockwave visualization, etc.» Could this be a University project to develop the portable demonstration project?
Liaison (Joaquin Castro)
• HyTASP Develop plan to increase information sharing between Hypersonics Conferences
and ASM/JPC High Speed Propulsion Sessions (didn’t work last time) HSABP inputs to HyTASP newsletter
• JANNAF - Several overlapping members Have telecon specifically to discuss JANNAF liaison Encourage authors to sanitize JANNAF topics for AIAA presentation
• Aerothermal TC (Moehlenkamp) – Status?• Ground Test TC (Balu Sekar / Doug Garrard?)
Attended GTTC Propulsion Subcommittee meeting Monday evening• European Organizations – Recruit additional members• Asian Organizations - Recruit additional members• NASA Hypersonics – Fundamental Aero Program is having their own annual
hypersonic research conferences (Joint with AFOSR) – get presentations/papers for AIAA Sessions – Diane DeTurris
• Congressional Visits Day – Joaquin Castro• AIAA Sections – TBD

Air Breathing Propulsion Award
Award can be given only if a minimum of 3 nominations are active.
Chronic problems obtaining the requisite 3 nominations and maintaining an appropriate nomination pool.
Nominations are only active for a total of three cycles.
Four nominations this year
To maintain active nominations in the pipeline, we need at least TWO additional nomination prior to October 1st.
Each Technical Discipline Area Lead (Turbine Engine, High-Speed Propulsion and Propulsion Integration) is asked to ensure at least one nomination package is submitted in his Technical Discipline in a given cycle. Other TC members are also asked to encourage nominations.
Please have nominator advise Jinho Lee of “intent to nominate” as soon as possible.
Awarded for meritorious, career-spanning accomplishment in the science or art of Air Breathing Propulsion
POC for 2009 – Jinho Lee
97
Air Breathing Propulsion Award
AIAA membership not obligatory to receive award (although may be tiebreaker)
Selection Team now consists of 5 or 6 people as follows:
ABPTC Chair,
Honors & Awards Subcommittee Chair,
Relevant Technical Discipline Area Lead(s)
Representative of the Propellants and Combustion TC.
If only one Technical Discipline Area is relevant, the ABPTC Chair will appoint TC member(s) to be the 5th selection team member. If all three Technical Discipline Areas are relevant, the team will comprise 6 members.
Selection Process
98
Air Breathing Propulsion Award
The selection team’s decision must be endorsed by an e-mail vote of at least 50% of the ABPTC and P&C TC.
ABPTC and P&C TC Chairs and Group Director must approve final selection by ensuring process was followed.
Documented, quantitative grading scale (audit trail) with minimum threshold below which award is not given out.
New scoring sheet developed
For ABP award, minimum threshold will be 100 points (150 points is perfect score)

• The deadline for the Gordon C. Oates Graduate Award is 31 January. The award has moved to an online submission process, which facilitates evaluating candidates and selecting the winner.
• The new online process has encouraged self-nomination for all available AIAA awards regardless of applicability. Some reference letters are now not specific and cite support only for “the AIAA award”.
• Please help publicize this award among current and future graduate students to strengthen the pool of candidates.

ABP Best Paper Award
AIAA provides copies of ABP session forms from both conferences (usually significant time lag)
Process improvement: ABP Technical Organizer forwards copies of Session Chair Forms to Honors & Awards at end of conference.
Session chairs at ASM are requested to nominate one paper in their session and submit completed session chair form to DR Reddy or AIAA before departing Aeroscience Meeting.
2007/2008 recipient: AIAA 2008-107, “The Time-Resolved Flow within an Unsteady Ejector” Jonathan J H Heffer, Robert J Miller and Chris Freeman Whittle Laboratory, Department of Engineering, University of Cambridge, United Kingdom

AIAA Short Courses
Develop, produce, and administer Short Courses that are offered to industry and academia that relate to ABP Science and Technology Development
Continuation of ABP Design Short Course developed by John Rockensies (ret.) – • We don’t want this to die as an AIAA short course (it will continue to
live as a UTSI course no matter what); right now it is still scheduled for JPC ’09 so 1st priority is identifying new ABP lead instructor
Facilitate new short courses by smoothing the paperwork/roadblock/deadline path for the course lead instructors
Work on a new Short Course will be initiated by Ian Halliwell to develop a short course on NPSS (Numerical Propulsion System Simulator)
AIAA Engine Design Competition
Develop and produce RFP for AIAA Air Breathing Engine Design Competition for Undergraduates; Provide judges for evaluation of proposals and determine winners

Pro-active Steps
Improved Presentations(i.e. minimize no-shows)
• Ensure abstract completeness• Contact foreign authors (and authors requiring clearance)• More invited speakers/special sessions
Better Papers• Abstracts must meet AIAA minimum paper standards• Abstracts will be reviewed by at least 2 people and some REJECTED:
