    GEN 3.4 COMMUNICATION SERVICES

    1. Responsible service1.1.Airports Authority of India is responsible for the overall administration of the Aeronautical

    Telecommunication, Navigation and Surveillance (CNS) facilities in India.

The service is provided in accordance with the provisions contained in the following documents Annex 10 - Aeronautical Telecommunication Doc 8400 - Procedures for Aircraft Operating Agencies, Aeronautical Authorities and Services Doc 7030 - Regional Supplementary Procedures Doc 7910 - Location Indicators

    3. Area of responsibility3.1.Communication services are provided for the entire Indian FIRs and the area of responsibility covers

    all aeronautical telecommunications, navigation and surveillance services in India.

    3.2.Responsibility for the day-to-day operations is vested with General Manager (Com)/AirportDirector/Controller of Communication/Officer-In-Charge at the local Aeronautical

    Telecommunication unit concerned located at each airport functioning under the five Regional

    Executive Director with regional headquarter at airports of Chennai, Guwahati, Kolkata, Mumbai &

    New Delhi, who is also responsible for the application of the regulations concerning the design, type

    and installation of aircraft radio stations.

    3.3.Inquiries, suggestions or complaints regarding any telecommunication, navigation and surveillanceservices could be referred to the relevant station-in-charge or to the Member (Operations), Airports

    Authority of India, CHQ or Regional Executive Director, as appropriate (their address and telephonenumbers are appended below) depending on the circumstances. Inquiries regarding AFTN and HF

    services should normally be addressed to the unit responsible for the provision of these services. Some

    of the facilities are owned and run by Armed Forces of India.

    4. Types of service4.1.

    Radio navigation service MF Non-Directional Beacon (NDB) VHF omni-Directional Radio Range (VOR) Instrument Landing System (ILS) Distance Measuring Equipment (DME) Airport Surveillance radar (ASR)/Monopulse Secondary Surveillance radar (MSSR)

    4.2.Mobile/Fixed service4.2.1. Mobile service4.2.1.1. The aeronautical stations maintain a continuous watch on the frequencies stated within the

    published hour of service unless otherwise stated.

    4.2.1.2. An aircraft shall normally communicate with ATS unit providing service in the area in which theaircraft is flying. Aircraft should maintain a continuous watch on the appropriate frequency of

    the ATS unit and shall not abandon watch, except in an emergency, without informing the ATSunit. Aircraft shall, to the extent possible, also maintain watch on the emergency frequency 121.5

    MHz.

    4.2.1.3. All radio telephony communications between aircraft and Indian ATS units are recorded.4.2.2. Fixed service (AFS)4.2.2.1. Message to be transmitted over the aeronautical fixed telecommunication network (AFTN) will

    only be accepted if they satisfy the following requirements-4.2.3.1. Annex 10, Volume II, Chapter 3 and para 3.34.2.3.1. They are prepared in the form specified in Annex 104.2.3.1. AFTN message entered by the AFTN origin shall not exceed 2100 characters in length

    4.2.2.2. General aircraft operating agency messages are not accepted over the AFTN in India.4.2.3. Broadcasting service4.2.3.1. Automatic Terminal Information Service (ATIS)4.2.3.1.1. ATIS is provided at major airports in India.4.2.3.1.2. The broadcast related to the terminal aerodrome and is continuous and repetitive.4.2.3.1.3. The ATIS broadcast message contains information for arriving and departing aircraft in the

    order indicated below:

    i) Name of the aerodromeii) Designator i.e. the word INFORMATION and identification letter from ICAO alphabetiii) Time of observationiv) Type of approach to be expectedv) The runway(s) in use

    Note When rapidly changing meteorological conditions make it impracticable to transmit an

    up-to-date weather report, the ATIS message will indicate that weather information will be

    supplied on initial contact with appropriate ATS unit.

    4.2.3.1.4.

    Language used for this broadcast is English4.2.3.1.5. Aircraft shall acknowledge receipt of information upon establishing communication with theATS unit providing approach control service or the aerodrome control tower, as appropriate.
