1. Project description: In 3-4 sentences, please describe the project and its main objectives.

Accelerators represent a new way of incubating high-potential startups, allowing startups, investors and entrepreneurs to connect with each other. As a seed of APEC Startup Accelerator initiative endorsed during the 20th APEC Economic Leader’s Meeting, this project seeks to expand and synergize the existing accelerator force through establishing the APEC Accelerator Network (AAN). The inaugural APEC Accelerator had been made in two phases:

- First, an AAN forum was held at the margins of the 38th SMEWG to facilitate dialogue among top accelerators, VCs, and officials on how to bridge regional resources and enhance co-incubation capacities through the AAN.

- The second step was start-up acceleration in term of holding AAN Summit & Challenge from 6-7 August, 2014, in Chinese Taipei, where each member accelerators incubated and accelerated start-ups of its own, and prepare them for the pitch session.

In summary, Phase 1, the AAN Forum, enables accelerators to build up relationships, to share best practices of acceleration methodologies, and to discuss on necessary functions of AAN. Phase 2 is the APEC Summit & Challenge for start-ups with the aim to enable business development activities combined with fundraising opportunities.

2. Meeting objectives: Describe how the project met each of its proposed objectives. Please outline any challenges you may have encountered in delivering the activity.

The main objectives had been achieved.A. The first object: To develop a regional accelerator network platform by identifying the focal accelerators within each economy.

- During the AAN Forum, AAN was successfully established with the witness of APEC Business Advisory Council (ABAC), global well-known incubation associations such as Global Accelerator Network (GAN), Asian Association of Business Incubation (AABI) and European Business and Innovation Center Network (EBN), along with the participation of leading accelerators and over 300 participants.

- This network places great emphasis on Public-Private-Partnerships (PPP) and serves as a platform to facilitate dialogue and networking within AAN members, so as to boost cross-border co-incubation which can highly benefit start-ups in this region.

- Up to now, totally 47 accelerators from 15 economies have joined this network and AAN has been formally recognized in the APEC Economic Leaders Declaration 2014.

B. The second object: To kick-off start-ups’ growth by utilizing the regional sources of mentorship, access to technology, office space and an innovative community.

- We informed and encouraged the APEC member economies and accelerators to offer mentorship program for their finalists 2 months earlier before the APEC Challenge kicking off.

- The mentorship programs in general include real-world testing of prototype, pitching preparation and one-on-one consultation according to the tracking documents.

C. The third object: To facilitate business matching opportunities by establishing a regional start-up challenge day in connecting start-ups with potential investors across different markets.

To meet this object, we connected more than 200 venture capitals, entrepreneurs and 33 start-ups through the APEC Summit & Challenge held in August 6-7, 2014.

- In the morning of this two-day event - AAN Summit: There were experts enlightened audiences through their valuable expertise and experiences on the

issue of “Smart Globalization”, “Internet of Things Technology” and “Wellness life and Sustainable future”.

The event was also joined by entrepreneurs from global leading companies like Intel and Siemens as well as well-known venture capitals, such as WI Harper, Monte Jade Science & Technology Association, Taipei Angels, WPG Holdings, Cherubic Ventures, Waldern International Investment Group and so forth.

- The afternoon of this two-day event was - APEC Challenge: After the intensive process of pitching and scoring, the judge panel selected the awards winners of

APEC Challenge including six winning teams of Intel and Siemens Award from Korea, Singapore and Chinese Taipei were selected to go further to compete in Silicon Valley at the end of October, 2014.

In addition, this project is partnered with the leading multinational corporations, Intel and Siemens, and both of their venture capitals actively engaged in the Challenge to pick up investment targets.

3. Evaluation: Describe the process undertaken to evaluate the project upon completion. (e.g. evaluation through participant surveys, peer reviews of outputs, assessments against indicators, statistics demonstrating use of outputs etc.). Provide analysis of results of evaluations conducted and where possible include information on impacts on gender. Evaluation data needs to be included as an appendix.

We evaluated the project upon completion by conducting a satisfaction survey on AAN Summit & Challenge. Almost all audiences and participants were satisfied with the arrangements of the event and with the speakers we invited. The results are listed as follow:

- Administrative matters: 98.8% of participants felt satisfied with “Time Management” 100% of participants felt satisfied with “Venue”

- Agenda setting: 100% of participants felt satisfied with “Content and Topic Arrangements 100% of participants felt satisfied with “Panel Discussion Session 1- Smart Globalization & Cities of

Tomorrow” 97.33% of participants felt satisfied with “Panel Discussion Session 2-IOT Technology-Empower Your

Life” 100% of participants felt satisfied with “Panel Discussion Session 3- Wellness Life & Sustainable Future”

- Pitch arrangement 100% of participants felt satisfied with “Start-up Pitch Event Arrangement”

On the aspect of gender, women’s engagement of AAN Forum reaches 41% considering 7 out of 17 APEC funding slots for experts and travel eligible economies were occupied by female representatives. Thus, it is in line with the goal to engage 30%-50% of female participants stated in the proposal.

For the APEC Summit & Challenge, we also designed Women Entrepreneur Award to encourage women’s participation in entrepreneurship. In addition, it is pleased to see 4 out of 33 Challenge finalists are women-led start-ups and according to Global Entrepreneurship Monitor, female Total Entrepreneurial Activity (TEA) in Asia is only around 5 percent. Thus, in other words, the Challenge that had 12% female participation is a bit improvement over the average low rate in Asia.

- Unlike the private-owned accelerators, AAN places great emphasis on Public-Private-Partnerships (PPP).We have been working closely with the ABAC, EBN, AABI, GAN, Intel and Siemens, as well as the best incubators and accelerators in this region. In addition, AAN directory has been published which can be used as a practical reference when start-ups are trying to soft-land and find acceleration resource in a new market.

- APEC Challenge can essentially facilitating business matching for Start-upsStart-ups usually encounter financing barrier, according to Global Entrepreneurship Monitor (GEM) less than one in 10,000 start-ups have venture capital in hand when they open their doors for business. For all the GEM nations combined, the average amount needed to start a business is US$65,000. Through APEC Challenge, the start-up like Airsig from Chinese Taipei has received a US$2 million investment from Foxconn Technology Group, electronics manufacturing giant. Additionally, ServTech and bOMDIC based in Chinese Taipei also received more than US$100,000 investment respectively.

5. Outcomes: Describe any specific medium-term changes to policy, processes or behaviour that can be attributed to result from this activity. Please include details on: What indicators were used to measure medium-term impact? (Example indicators: type/number of policies/

regulations/processes changed, % of businesses conforming to new standards, change in sector’s commercial activity, # individual action plans developed, # agencies using resource or tools etc.)

In view of the policy change, AAN has been formally acknowledged by 2014 APEC Economic Leaders Declaration. The Leaders state that they welcome member economies’ joint efforts and contribution to promote the APEC Accelerator Network and to invest in the early stage development of innovative SMEs. Besides, this project also was acknowledged by this year’s APEC Ministerial Meeting Joint Ministerial Statement and APEC SME Ministerial Meeting Joint Ministerial Statement. The above evidence represents that the medium-term impact on the policy change has been achieved through the conduction of this project.

Monitoring plans in place and proposed indicators to measure impacts, including any impacts on gender. Please summarise relevant information.

For the indicators to monitor the effectiveness of this project, a survey as mentioned had been distributed among participants on the event day of APEC Summit & Challenge.

Moreover, the project has established a dedicated website where the AAN Directory and all other information will be uploaded. Through this platform we can keep interacting with related stakeholders so as to keep monitoring the impacts of this project including women’s participation.

Comments: What was the approach undertaken for participant nomination/selection and targeting? Please provide details. What follow-up actions are expected? How will participants/beneficiaries continue to be engaged and supported to progress this work?

(1) The main approaches undertaken for participant selection and targeting were through the assistance of APEC Secretariat as well as through the support and social network from APEC member economies, AAN, project partners - Intel and Siemens and international organizations such as AABI, EBN and GAN, to recommend and nominate delegates, promising start-ups, top accelerators and to promote and disseminate the information of the event. The details are as follows:

A. For AAN Forum held in March 25, 2014

With APEC Secretariat’s support, AAN Forum was held back to back of 38th SMEWG meeting, thus many delegates also attend the meeting to observe and witness the establishment of AAN. Additionally, officials in charge of the affair pertaining to incubation and start-ups recommended by member economies also attended all sessions and actively participated in discussion.

On the private sector’s side, top accelerators and start-ups from the recommendation of AABI, EBN, GAN and domestic accelerator system also were invited to attend the event for the purpose of establishing the APEC Accelerator Network and the promotion of APEC Summit & Challenge.

B. For AAN Summit & Challenge held in August 6-7, 2014, there were two main approaches to invite and select the stakeholders:

- Advisory board members, experts and judges We invited them through AAN, the business network of Intel, Siemens, AABI, EBN, and GAN: For the advisory board members, we invited the success and famous entrepreneurs from private

sector including ABAC member disseminate event information in terms of their social network and in return AAN also benefited from gaining credibility through their support.

The experts specialized in the issues pertaining to the 5 hot-topics (Globalization, Climate Change, Urbanization, Wearable and Demographic Change) were invited through Intel, Siemens and domestic accelerator system to share their experience and insights to audience.

Regarding the formation of judge panel for demo session, we invited judges that are experienced in selecting potential start-ups and also had the event partners’ high level representatives joining the judge panel for selecting the qualified winning teams to go further attending their Global challenge respectively hosted in the October of 2014.

- Start-ups There were 2 tracks to select the 33 finalists. First, we conducted online pre-selection system and chose 22 out of 33 finalists from 92 enrolled teams which most of them were from APEC member economies and AAN members’ recommendation. Second, the rest 11 out of 33 finalist slots are reserved for Intel and Siemens’ local competition winners from APEC region.

(2) The follow-up actions and the continue engagement of participants of this work.

In 2015, the project of AAN for Early-Stage Investment will be conducted in terms of AAN and with the focus on tackling the great difficulties of innovative start-ups and high growth SMEs in accessing the early-stage investment from business angels and VCs to promote their profitable and outstanding idea or product.

7. Key findings: Describe 1-3 examples of key findings, challenges or success stories arising from the project (e.g. research or case studies results, policy recommendations, roadblocks to progress on an issue, impacts on gender).

A. Key findings from establishing the AAN: Public-Private Partnership (PPP) is the key to build the inclusive network for innovative start-ups and high growth SMEs

Through cross-fora collaboration and the support of all APEC member economies and ABAC, this project has achieved outstanding results on PPP. Together, we have been working closely with ABAC, EBN, AABI, Intel and Siemens, as well as the best incubators and accelerators in this region. With this achievement, this project is

speeding up the connection of cross-border incubation and business networking, and helped start-ups go global successfully.

B. Success stories arising from the project: Close PPP and inclusive participation

The two events in the end attracted 20 APEC economies, 33 start-ups and over 400 participants including corporate executives, angles investors and venture capitals. Additionally, so far there are 47 participating accelerators from 15 member economies have joined APEC Accelerator Network (AAN). With this inclusive participation there are many success stories arising from this project, to name a few:

AirSig from Chinese Taipei has received a US$2 million investment from Foxconn Technology Group. ServTech from Chinese Taipei walked away as the 1st Place Winner of Internet, Mobile and Software

computing from Intel Global Challenge in UC Berkeley. Amongst the more than 2,300 teams around the world that all wished to take home the winner's trophy, only 26 teams were allowed to enter the final stage.

Drin-Q, an Intel Award winner from Korea, an only 16-year-old teenager, showed how clean drinking water can essentially help people in Africa by using his new purifying technology.

C. The challenges: How to assist innovative start-ups and high growth SMEs more easily accessing the early-stage investment.

Based on the past 2 years’ experience, we have realized that although innovative start-ups and high-growth SMEs are regarded as the driving force behind structural changes and sustainable economic growth and prosperity, they have great difficulties in accessing the early-stage investment from business angels and VCs to promote their profitable and outstanding idea or product. For example, the early-stage investment for start-ups in Chinese Taipei is only around 10% to 15% far lagging behind the late-stage investment on expansion and mezzanine.

For this, in 2015 we will conduct APEC Accelerator Network (AAN) for Early-Stage Investment to enhance the business matching for innovative start-ups and high-growth SMEs by further expand AAN for more participation of mentors, venture capitals and business angels.

8. Next steps: Describe any planned follow-up steps or projects, such as workshops, post-activity evaluations, or research to assess the impact of this activity. How will the indicators from Question 5 be tracked? How will this activity inform any future APEC activities?

A. To sustain the utmost of event organizing experience, and to maintain the development of start-ups in Asia-Pacific region, we plan to keep holding start-up event through AAN. Thus, the project of “APEC Accelerator Network for early stage investment will be launched in 2015.

B. For monitoring business matching activities that took place after the event, the post-survey will be conducted to ask about what start-ups have accessed after the event, which includes the branding effects, marketing chances and fundraising opportunities that they might have been acquired.

C. A self-funded website (http://www.apecaccelerator.org/index.aspx) was launched in disseminating project related information and outputs.

D. In addition, the clip summarized the result of the project has been uploaded to:

9. Feedback for the Secretariat: Do you have suggestions for more effective support by APEC fora or the Secretariat? Any assessment of consultants, experts or other stakeholders to share? The Secretariat examines feedback trends to identify ways to improve our systems.

The Secretariat is very supportive with timely response to our APEC events. For instance, the Program Director Ms. Phuong Ha assisted this project in clarifying the APEC Sponsorship Guidelines and giving the advice of naming the event title. Ms. Joan, Program Executive, timely and efficiently helped us to understand well the logistic rules of APEC and to reimburse the expenses of speakers and participants.
