EU Policy Update and developments

EU roadmap for moving to a low carbon economy in 2050

EU New Energy Strategy 2020– 5 priorities + actions:

1. Achieving an energy efficient Europe2. Building a truly pan-European integrated energy market3. Empowering consumers and achieving the highest level of security and safety4. Extending Europe’s leadership in energy technology and innovation5. Strengthening the external dimension of the EU energy market

• Public sector = example– By 2019 new public buildings, « nearly 0-energy » performance level– Apply high standards of EE in public procurement (goods, works and

services)– Request to refurbish at least 3%/year of the public buildings at MS level– Energy performance contracting = trigger ; Commission legislative proposals– Launch of a new Smart Cities and Smart Communities initiative : public

consultation on-going

Regarding buildings: – obstacle: « split incentives » between owner and tenant: EC legislative

provisions– Need for appropriate training and new skills : Build Up Skills inititiave of the

EC– MS to provide lists of ESCO’s and model contracts

• Regarding industry– Promotion of CHP « combined heat and power »– MS to establish national energy saving obligation schemes– “In future work on eco-design and energy labelling the EC will examine the
