Chapter 1 : General Terms and Conditions

Tenderer should submit his offer in the following Manner Only.

Envelope 1 (Technical bid): It should contain

Earnest Money Deposit in the form of Demand Draft only in Favour of the

Commissioner, Ahmednagar Municipal Corporation of '.Rs.2,00,000/-. Chapter 6

Eligibility Criteria, Chapter 8 Particulars of the Bidder, Chapter 9 GIS Installations

by Bidder.

Envelope 2 (Commercial Bid): It should contain

Chapter 11 Commercial Bid duly filed in with Sign & Seal.

The rates quoted by the bidder should be inclusive of all taxes.

Sq.Km area and Property Nos. may be vary.

BID OPENING AND EVALUATIONS OF BIDS

Opening of Bids by "THE TENDERING AUTHORITY"

"THE TENDERING AUTHORITY" will open all bids

If all the documents mentioned for the technical envelope are not enclosed in

Technical envelope the tender will be summarily rejected.

After the opening of technical envelopes the evaluation committee will do the

preliminary scrutiny of the tender documents. If all the documents mentioned in the

relevant clause are attached the tender document will be come eligible for detailed

scrutiny. In the detailed scrutiny all documents submitted will be examined in detail to

test for the authenticity and validity of information submitted. • EMD of Rs. 2, 00,000/- shall accompany each Proposal Rs. 2, 00,000/- (Two lacks only). • The EMD shall be in the form of a crossed demand draft drawn in favour of “Commissioner,

Ahmednagar Municipal Corporation.” on any nationalized bank, payable at Ahmednagar. • The successful bidder will submit additional Rs 03 ,00,000/- (Three lacks only) in the form of demand

draft drawn in favour of “Commissioner, Ahmednagar Municipal Corporation.” on any nationalized bank, payable at Ahmednagar. so that EMD paid earlier and this additional payment will form a Security Deposit of Rs. 05,00,000/- (Five lacks only) against Performance Guarantee.

Chapter 2: Scope of Work

A comprehensive enterprise wide GIS application intended to be developed by AMC which will be

used as a productive tool and to create an intelligent Decision Support System.

The Proposed System is intended for the following departments.

1. Property Tax Department.

2. Health Department.

3. Town Planning Department.

4. Solid Waste Management Department.

5. Water Supply Department

6. PWD

7. Electric Department

Under the above subject following major areas of activities adhering to the preparation of municipality

management plans and development strategy with long term vision with regards to database,

methodology, quality evaluation and outputs are envisaged.

Services that are imperative to achieve the proposed GIS solution include:

1. Creation of final up-to-dated base maps for AMC

2. Mapping Various Thematic Layers

3. Creation of non-spatial database, which includes Data Collection for property tax, water

connection etc. as specified in chapter 4

4. Joining/Attaching/Linking of surveyed datasets to spatial data on a ESRI GIS platform

5. GIS Software Platform will be ESRI to run GIS Application Software (centralized server

environment)

6. Customized GIS Application, which will serve the functional requirements

users’ access and reports along with those specified in Chapter 4

7. Software Updates, Enhances and Bug fixes

8. Training

9. Post Implementation services

Note: Source of gathering / collecting some of the attributes mentioned for the concerned

departments would be field survey and others would be gathered from the departments.

1. Property Tax: § Functional Requirements:

Generate various GIS based reports for decision making such as – - Display all buildings. - Display all buildings not assessed so far. - Display all the buildings paying tax only after a certain period of time or for

the first time. - Display defaulters in a given date range. - Classify zones / wards on the basis of collection - Classify zones / wards on the basis of defaulters - Highlight properties on basis of year of construction - Display all the newly added buildings within specified date range - Classification of buildings

a. Field Verification and Creation of property maps.

Field survey - Plots will be generated for site verification of Interpreted features and further updating.

Field data collection forms will be designed and data will be collected for desired features and finally

integrated. Thus the map created should be capable for developing Property Information system. All the

properties in the City are to be surveyed and updated in the base map and all data so collected should

be superimposed on the GIS property layer.

Final base map is to be submitted in ESRI compatible format with related attribute data properly linked

with the relevant features.

The Complete integration of the base map and the attribute data will be in the scope of the successful

bidder.

II. Software Platform to run GIS Application Software

AMC intends to develop centralized server based architecture of the web GIS enabled decision

support system which in future will be linked with the E Governance system. GIS based modules will be

web based for on-line facilitation to citizen’s to register, view and pay resolve property and water tax.

The Software Platform for GIS Software should cater to following requirements:

1. AMC envisages a web based application for the stakeholders developed properly defining various access rules to the public and government stakeholders on the

2. Vendor should demonstrate the web GIS application with browser based access of the

spatial data

3. The proposed GIS Platform should provide enterprise scalability. This single integrated

platform for geographic data creation, management, and analysis will dramatically increase

displaying and querying geographic data, generating quality reports and charts, and making

high-quality maps on desktops.

5. Web GIS Software should facilitate distributed spatial data management – download /

upload, replication, Extract / Insert – options

6. The software should provide various GIS web services like SOAP, REST, KML services

8. Should be able to get Integrated with other enterprise systems such as customer relationship management (CRM) or enterprise resource planning (ERP) systems using industry-standard software

9. Should Support interoperability standards in both the GIS domain as well as the broader information technology (IT) domain like ISO, ANSI, and Open Geospatial Consortium, Inc.

10. Web application developers should be able to build responsive, easy-to-use applications that leverage the latest AJAX and Web control technologies.

11. Server Based GIS supports a series of open APIs and standards that should allow virtually any other client (e.g., CAD, GIS, image processing, and SQL-based applications) to interact with and use the mapping, spatial analysis, and data management services of GIS Server. The hosted services should be able to integrate with other Web services using standard Web services protocols such as SOAP and XML.

12. Should be able to support broad range of clients including browsers, desktops, Mobile Handsets, freely downloadable light-weight Geo-Browsers.

III. Customised GIS Application Software

AMC in future intends to tightly integrate the spatial data with the e-Governance solution in order to

create a powerful Decision support system. Successful bidder shall undertake SRS to freeze the exact

scope for this integration.

As mentioned above, the end objective of the GIS project is to create an effective Decision Support

System. To achieve this, various reports built on spatial data shall be required. The system should also

provide the facility to use GIS data and generate graphs, charts. Examples of various types of reports

are as provided in Chapter 4.

GIS based application development for decision support system:

This would involve various stages like requirement analysis, system design, coding, testing and

deployment.

The AMC web GIS based application would provide various customized functionalities as given

below:

1) User authentication

3) Identify and Search

4) Layer and Legend Management

5) Property Tax Assessment

6) Permissions for laying utilities

7) Query / Report as per department requirements

1) User authentication

This is to ensure authenticated access to various modules of the customized web GIS application

and also to various GIS layers for specific users / user groups.

The user would key in the User Id and password on the login page. The User Id and the password

would be validated against the entries in the database. Following action would be performed -

If the credentials provided by the user are correct then the user would be directed to the

application main page

If the credentials provided the user is incorrect then a message would be displayed to the user

that the details provided by him/her are incorrect.

The user would only be able to perform actions for which he/she is authorized.

2) Map Browsing

This would include standard map browsing functionalities as mentioned below:

• Zoom in: The user would be able to select a particular portion of the map by drawing a rectangle on the

map specifying the extent into which the mapped to be zoomed in to see the features more closely and in

more detail.

• Zoom out: The user would be able to select a particular portion of the map by drawing a rectangle or just

clicking on the map to see the map at a smaller scale.

• Full Extent: The user can come back to the full extent of the map after zooming in or zooming out at

different scales.

• Pan: The user would be given an option to move around the map, which would be possible if the entire

map is not fitting into the screen, i.e., after the user has zoomed in to the map at a certain extent.

• Clear Selection: - All the selected features of the active map layer would be cleared of the selection, by

using this tool.

3) Identify / Search Feature

This module would provide user the attribute information of the point of interest. The user would be able to

first select the attributes/ parameters that are to be displayed in the pop up.

After the user has selected the attributes their corresponding values are displayed in the form of pop up.

4) Layer and Legend Management

This is to allow the users to view the Layers and Legend of the map and perform following

actions on the layers:

Set Active layer

Setting the visibility of layers on/off

The legend would show the Symbology used for the layers.

5) Property Tax Assessment

In addition to generating various Property Tax related reports as mentioned in Chapter 4; the

facility to add / update property details would be included with this functionality.

6) Permissions for laying utilities

This is to allow the users to map the new laying permission like Fibber optic, sewage line, Petrol, Gas

pipe line etc. The queries would be performed and the result would be displayed on the map.

7) Query / Report

This would allow the user to perform dynamic / predefined queries. The data can be divided in to

various categories and the user can form the query criteria. Based on criteria provided by the

user, the queries would be performed and the result would be displayed on the map.

8) Print Maps, Reports

The map can be printed in its current extent as viewed in the map window. The user would be

presented with a layout for printing

V. Annual Maintenance Contract

Upon completion of above mentioned scope of work, bidder shall provide a comprehensive 12 months

support free of cost which is effective from date of acceptance of customised application. Also, Bidder

needs to separately quote for Annual Maintenance Contract for 5 years.

The contract period shall be of 5 years duration. The recurring services to be delivered by the vendor

during the contract period are:

ü Change Management for enhancement to data and GIS application software

VI. Mode of Operations:

1. The whole implementation procedure would require time-to-time coordination with client and other

stakeholders for proper designing, development and implementation of project.

2. It will be the sole responsibility of the bidder to obtain prior approval from appropriate authority before

taking up any development activities so as to avoid delays in the execution of projects.

The proposed system will be a web based system serving AMC users to view, query and generate

map based reports. The primary focus of the system will be to provide a Geographical

Information System with key spatial data layers and links to the relevant attribute information available

in the backend database.

The proposed GIS based Application for AMC will be a Server based web GIS application developed

using industry-standard web development environments along with the desktop editing solution

and a

browser based Manager for Server components.

i. Web Server

a. The Web server will host the AMC Web GIS application. Users will connect to the application over the Internet or Intranet. The application will run in the Web server and will interact with GIS server and Database server. The Web server hosts Web

applications and services that utilize the resources running on the GIS server. It

Should have Mashup capabilities to integrate data from Google earth/

Microsoft Virtual earth etc.

ii. GIS Server

GIS Server will be centrally managed; support multiple users, provide access to rich GIS

functionality and will be built using industry standards.

GIS Server will provide a comprehensive Web-based GIS application that

supports geographic data management, mapping, geoprocessing, spatial analysis,

and other GIS functionality across distributed systems.

The GIS server will host GIS resources such as maps, geoprocessing tools and

expose them as services to client applications.

b. When a client application will request the use of a particular service, the GIS server

will generate a response and return it to the client application. The GIS server will be configured to handle a number of simultaneous requests and will orchestrate how it responds efficiently to respond to those requests. The Software should have

compatibility with RDBMS like Oracle ; SQL. The software should be able

to read CAD/Raster /Vector files without any external tool.

c. The software should be able to create the data model on the server and access the models through thin client

iii. Database Server

The data server will contain the GIS resources that will be published as services on the

GIS server. These resources can be map documents, geo databases. Often, a relational

DBMS is used to host a geo database in the data server tier to provide geo data

scalability, security, integrity, and performance.

AMC has Oracle as database server.

iv. Desktop GIS

d. The Desktop GIS will be a PC / Workstation based GIS software for development of the

data and applications which need to be published. The same software will be used to

update the spatial data. It should be compatible with UNIX or Windows platform.

f) The Hardware

Components i. Server

AMC has HCL Infiniti global line 2700 BC series Server which has been installed for e

governance solution. AMC intends to use same server for GIS server. The

successful bidder has to recommend on the same.

AMC will provide the necessary desktop infrastructure for development.

Chapter 6: Eligibility Criteria

1. A bidding firm may be an individual corporation/company registered under the Companies Act. / JV of the firms

2. Sales Tax Certificate - VAT certificate / Service Tax Certificate

3. The company should be in existence in the same field for at least 3 years as of March 2013.

4. The bidder should have an office established in Maharashtra for at least 3 years (Address Proof is to be attached) 5. The bidder should be a profitable vendor and should have an annual financial turnover of at least Rs. 1 Crore in each of the last three years. Copy of audited balance sheet and Profit Loss statement for last three financial years is to be submitted.

6. The bidder should have GIS experts in application development, implementation, operation,

maintenance and support service. Evidence to be provided in the form of work order supported by customer certificate or and job completion certificate.

7. The bidder must have executed at least 1 GIS project for Municipal Corporation in Maharashtra in last 3 years of value at least Rs. 50 lakhs or higher (Copy or Work Order /

Customer Satisfaction Certificate). 8. The bidder shall not be under a declaration of inelegibility for corrupt or fraudulent practices nor should have been black listed by any Govt. or Govt. undertaking organisation (Self

declaration Certificate). 9. A bidder should have local presence and this should be an existing setup or agree to setup local office within one month from award of contract (Address Proof or Self Declaration).

10. The bidder should attach all necessary documents duly signed & Seal.

11. Affidavit should done on Rs. 100/- Stamp paper certify that all the statements made in the

required attachments are true and correct.

Chapter 7: Evaluation Criteria

1. AMC reserves the right to accept or reject any Proposal for any reason whatsoever and

without explanation. AMC is not bound to accept the lowest Proposal. AMC will not accept

any claim regarding either the procedure or efforts or the results of the RFQ.

2. AMC may request in writing additional detailed technical, commercial and/or financial

specifications separately during the selection process period. Such requests must be

answered in writing and within the terms stated in the request. The Terms and Conditions of

such request and the Terms and Conditions included in the corresponding answer, will be

part of the binding commitment of the supplier, and will be included in the Agreement(s) to be

executed thereafter.

3. AMC shall not be responsible for any costs or expenses, loss / damages incurred by the

Suppliers in the preparation of their projects.

4. The bids will be checked for completeness and compliance to Eligibility Criteria and other

stipulations. Bids that fail the check will be rejected outright and only the bids that pass the

check shall be opened for technical evaluation.

5. The bids qualify in the technical evaluation will be considered for further process of commercial

evaluation. Technical bids failing will be rejected and the commercial offers of such bids will

be returned without opening.

6. The bidder has to set up his well equipped office with his expert personnel during the

preparation of project within AMC limits.

7. AMC will not provide any machineries, staff etc. related to the project development.

8. Commissioner, AMC reserves the right to amend, deletion or addition in the scope of work

during the preparation of project.
