The Conference of Heads of Government (CHoG), which consists of the Heads o
Government of the Member States, is the supreme Organ of the Community tha
determines and provides policy direction for CARICOM. Strengthening regiona
integration, through implementation of the CARICOM Single Market an
Economy (CSME), a priority item for CARICOM is expected to among the variou
items on the agenda. Other items include the recovery process in Haiti and th
continued impacts of the global economic and financial crisis on the region
development prospects. UN Secretary-General, Ban Ki-moon; IMF Managin
Director, Dominique Strauss-Kahn; and OAS Secretary-General, Jose Miguel Insulz
are expected to make an appearance at the meeting.
Due to the confidential nature of the CHoG meetings availability and circulatio
of associated documentation restricted. Outcomes of these meetings ar
disseminated through official channels and post meeting press conferences.

The IICA Office in Trinidad and Tobago in collaboration with the Ministry of Foo
Production Lands and Marine Affairs will host a sub-regional workshop in Trinida
on Good Practices for Participation in SPS Forums. Topics for discussion include
(1) The agreement on the application of sanitary and phytosanitary measures (SP
Agreement) and trade facilitation; (2) country agendas developed from th
application of the SPS performance, vision and strategy (PVS) tool in Trinidad an
Tobago, Guyana and Suriname; (3) establishment and functioning of Belize SP
enquiry point and notification authority; (4) the codex alimentarius standar
setting process importance of the national codex committee and su
committees, among others.

This initiative finds its legitimacy in the agreement by CHoG to establish a CSME.
The Single Market is already established and work is proceeding to establish the
Single Economy. In CSME there is a need for a strategic plan to guide regional
developmentto give a sense of direction. The first part of the plan was the
preparation of the Single Development Vision paper which was approved by
CHoG July 2007. It contains two elements that form the basis of the work for
strategic plan moving forwards: the Mission Statement and Development Vision.
There are three other elements contained which provides the basis for the work to
develop strategic plan - the four dimensions of the visioneconomic; social;
environment and governance and the five drivers of economic development
energy; manufacturing; agriculture-fisheries-forestry; sustainable tourism and agro
tourism and emerging export services. The meeting is expected to review progres
in the preparation of the working documents of these 5 economic drivers.
