Preamble
We,theGovernmentoftheRepublicofMaliandthesignatorymovementsoftheroadmapatAlgiersonJuly24,2014,hereinafterknownastheParties;
MeetingatAlgierswithintheframeworkofthenegotiationsdefinedbytheroadmaptoreachan
Agreementforaglobalanddurablepeace,inordertoguaranteeadefinitivesolutiontothecrisisinNorthernMali,knownbysomeasAzawad;
ExpressingourdeepgratitudetoAlgeria,asleaderoftheMediationTeam,aswellastheEconomicCommunityofWestAfricanStates(laCommunautéEconomiquedesEtatsdel’AfriquedeOuest,
CEDEAO),theAfricanUnion(l’UnionAfricaine,UA),theUnitedNations,theEuropeanUnion(EU),andtheOrganisationforIslamicCooperation(l’OrganisationpourlaCoopérationIslamique,OCI),BurkinaFaso,Mauritania,Niger,NigeriaandChad,membersoftheMediationTeam;
Havingcarriedoutanin-depthanalysisofthesituationinMali,ingeneral,andinparticularofthe
natureofthecriseswhichperiodicallyaffecttheregionsofNorthernMali;
Determinedtodealdefinitivelywiththebasiccausesofthepresentsituation,andtobringaboutgenuinenationalreconciliationbyreappropriatinghistorythroughnationalunity,whilerespectingthehumandiversitywhichcharacterisesthenationofMali;
Convincedoftheneedtocreateanewbasetorebuildunityinthecountry,whilerespectingits
territorialintegrity,takingintoaccountitsethnicandculturaldiversity,aswellasitsspecificgeographicalandsocio-economiccharacteristics;
Recognisingtheneedtoaccelerateeconomic,socialandculturaldevelopmentinnorthernMaliusinganappropriatesystem;
Recognisingtheneedforgovernancewhichrecognisesthegeo-historicalandsocio-cultural
specificitiesoftheNorth,whosehistoryhasbeenmarkedbychallengeswhichhavedeeplyaffectedthelivingconditionsofitspopulations;
Recognisingtheneedtorestoresecurityimmediately,promoteadurablepeaceandstabilityinourcountry,andtomakerealtherulesofgoodgovernance,transparentmanagement,respectfor
humanrights,justiceandthefightagainstimpunity;
Recognisingtheneedtofightagainstterrorismandinternationalorganisedcrime;
ReiteratingourattachmenttotherelevantAfricanandinternationalinstruments;
InthespiritofearlierAgreements,aswellasthedifficultiesencounteredinimplementingandmonitoringthese;
Agreethefollowing:

SECTIONI:PRINCIPLES,COMMITMENTSANDFOUNDATIONSFORASUSTAINABLERESOLUTIONOF
THECONFLICT
Chapter1:PrinciplesandCommitments
Article1:Inthespiritoftheroadmap,thePartiesreiteratetheirattachmenttothefollowingprinciples:
a)respectforthenationalunity,territorialintegrityandsovereigntyoftheStateofMali,aswellasitsrepublicanformandsecularcharacter;
b)recognitionandpromotionofculturaldiversityandappreciationofthecontributionmadebyall
thepeopleofMali,particularlywomenandyoungpeople,inbuildingthenation;
c)effectivemanagementbythepopulationoftheirownaffairs,inasystemofgovernancewhichtakesintoaccountstheiraspirationsandspecificneeds;
d)promotionofbalanceddevelopmentthroughouttheregionsofMalitakingintoaccounttheirrespectivepotential;
e)rejectionofviolenceasameansofpoliticalexpression,andtheuseofdialogueandconsultation
toresolvedifferences;
f)respectforHumanRights,humandignityandfundamentalandreligiousfreedoms;
g)thefightagainstcorruptionandimpunity;
h)thefightagainstterrorism,drugtraffickingandotherformsofinternationalorganisedcrime.
Article2:ThePartiesshallimplementintheirentiretyandingoodfaith,theprovisionsofthepresentAgreement,recognisingtheirprimaryresponsibilityinthisregard.
Article3:TheMalianStateinstitutionsshalltakethenecessarymeasurestoadopttheregulatory,
legislativeandconstitutionalmeasuresneededtoimplementtheprovisionsofthepresentAgreement,incloseconsultationwiththePartiesandwiththesupportoftheMonitoringCommitteeforeseeninthepresentAgreement.
Article4:TheprovisionsofnationalrelevancedecreedinthepresentAgreementshallbe
implementedfirstintheregionsofNorthernMali,withoutprejudicetothespecificprovisionsforthispartofthecountry.Theseprovisionsshallbeappliedinotherpartsofthecountry.

Article5:ThepresentAgreementaimstoestablishtheconditionsneededforajustanddurable
peaceinMali,contributingtosub-regionalstability,aswellasinternationalsecurity.Itformallyestablishestheagreedregulationoftheconflictbasedonthefollowingelements:
TheAzawaddenomination
TheAzawaddenominationreferstoasocio-culturalreality,bothcommemorativeandsymbolic,sharedbythedifferentpopulationsofNorthernMali,whichareconstituentcomponentsofthe
nationalcommunity.Thenecessaryconsensusshallbebasedonacommonunderstandingofthisdenomination,whichreflectsahumanreality,whilerespectingtheunitarycharacteroftheMalianstateanditsterritorialintegrity.
Measuresdesignedtoestablishpeaceandnationalreconciliation
Thesocio-politicaldimensionofthecyclicalcriseswhichhavebuffetedNorthernMalirequiresa
politicalsolution.Tothisend,aConferenceofNationalConsensusshallbeorganisedduringtheinterimperiod,withthesupportoftheMonitoringCommitteeandwithequalrepresentationoftheParties,toenableadetaileddebatebetweenthecomponentsoftheMaliannationonthe
underlyingcausesoftheconflict.Thisdebateshalladdress,amongotherthings,theAzawadproblem.ItshallidentifytheelementsofasolutionwhichshouldenableMalitotranscenditspainfulordeal,tovaluethecontributionofitsdifferentcomponentstothecountry’sidentity,andto
promotetruenationalreconciliation.ACharterforPeace,UnityandNationalReconciliationshallbeformulated,byconsensus,inordertotakeonboardthecommemorative,identityandhistoricaldimensionsoftheMaliancrisis,andconfirmitsnationalunityandnationalintegrity.
Measuresdesignedtoimprovegovernance
Apartfromthemeasuresenvisagedabove,governancewhichtakesintoaccountlocalcharacteristicsisneededforadefinitiveresolutionoftheconflict,includingthefollowingelements:
- Implementationofaninstitutionalarchitecturebasedonterritorialcollectivities,withorganselectedbyuniversalsuffrageandwithextendedpowers;
- effectivemanagementbypopulationsoftheirownaffairsbasedontheprincipleoffreeadministration;
- greaterrepresentationofthepopulationsoftheNorthwithinnationalinstitutions;
- reinforcementoftheruleoflawbybringingthejusticesystemclosertothelitigants;- implementationofadefenceandsecuritysystembasedonprinciplesofuniqueness,
inclusivityandrepresentativeness;
- activeandmeaningfulparticipationofpopulations,particularlythosefromtheNorth,inmanaginglocalsecurity;
- progressiveredeploymentofthereconstitutedarmedandsecurityforcesofMali;
- establishmentofaDevelopmentZoneintheNorthernRegions,withanInterregionalConsultativeCouncilandaspecificdevelopmentstrategybasedonprevailingsocio-culturalgeographicalandclimateconditions.TheStrategyshallbefundedprincipallybya
SustainableDevelopmentFund,financedbynationalstatesourcesandinternationalcontributions;

- engagementbytheinternationalcommunitytoensureactiveimplementationofand
respectfortheprovisionsoftherecentAgreement,anddiplomatic,financial,technical,andlogistical,supportforthiswork;
- aninterimperiodshallcommencewhentheAgreementissigned.
SECTIONII:POLITICALANDINSTITUTIONALQUESTIONS
Chapter3:Institutionalframeworkandterritorialreorganisation
Article6:ThePartiesshallputinplaceaninstitutionalarchitectureenablingthepopulationsofthe
Northtomanagetheirownaffairsinaspiritofparticipativecitizenship,basedontheprincipleoffreeadministrationandenablingwiderrepresentationofthesepopulationswithinnationalinstitutions.Tothisend,thefollowingprovisionsshallbemade:
Atthelocallevel
- aRegionalAssemblyshallbesetupintheRegionelectedbydirectuniversalsuffrage,to
whichalargenumberofcompetencesshallbetransferred,aswellasresourcesandappropriatejudicial,administrativeandfinancialpowers;
- withinthisframeworktheMalianpopulationsandparticularlythoseoftheNorthernRegions
shallmanagetheirownaffairs,basedontheprincipleoffreeadministration;- thePresidentoftheAssemblyshallbeelectedbydirectuniversalsuffrage.Heshallalsobe
theChiefExecutiveoftheRegionalAdministration;
- thecerclesandcommunesshallhavedebatingorgans(aCercleCouncilandaCommunalCouncil)electedbyuniversaldirectsuffrageandmanagedbyofficeswithanexecutive
functionwithaPresidentofaCercleCouncilandanelectedMayorattheirhead;- eachregionshallhavetherighttochooseitsownofficialnamewithintheframeworkofthe
provisionsrelatingtothejudicialstatusandfunctioningoftheregions.
Atthenationallevel
- theprocessofsettingupasecondchamberofParliamentknownasaSenate,NationalCounciloranyothernamewhichemphasisesitsnatureandrole,shallbereactivatedandspeededup;itshallbedevelopedasaninstitutionwhoseremitandcompositionsupportthe
objectivesofthepresentAgreement;- therepresentationofthepopulationsintheNationalAssemblyshallbeenhancedby
increasingthenumberofelectoralconstituenciesand/orotherappropriatemeasures;
intheshortterm,measurestoopentheHighCouncilofCollectivitiesinparticulartorepresentativesofthetraditionalelites,andofwomenandyoungpeople;
- thereshallbebetterrepresentationofthepopulationsofnorthernMaliintheinstitutions
andmainpublicservices,bodiesandadministrationsoftheRepublic.
Chapter4:Distributionofpowersandcompetences
Article7:ThePartiesacknowledgetheneedtoshareremitandresponsibilitiesbetweentheStateandterritorialcollectivities,toensurethatthelatterareeffectiveandabletomeettheneedsanddemandsoflocalcommunitiesandcitizens.

Article8:Theregionsshallbecompetent,withintheframeworkdefinedbylegislationand
provisions,inthefollowingareas:
a)planningandprogrammingeconomic,socialandculturaldevelopment;
b)territorialmanagement;
c)creationandmanagementofpublicinfrastructureandbasicsocialservices(basiceducationandprofessionaltraining,health,environment,culture,regionalroadandcommunicationinfrastructure,waterandsanitation);
d)agriculture,livestock,fishing,forestrymanagement,transport,commerce,industry,handicrafts,
tourism,interregionaltransport;
e)regionaladministrativebudgetsandaccounts;
f)settingupandcollectinglocaltaxesandrevenuesusingparametersspecifiedbytheState;
g)feecollectioninstitutions;
h)acceptingandrefusingdonations,subsidiesandlegacies;
i)disbursementofsubsidies;
j)acquisitionofholdings;
k)decentralisedcooperationandtwinning;
l)territorialpoliceandcivilprotection.
Article9:FollowingpublicationandtransmissiontotheStaterepresentative,deliberationsoftheterritorialcollectivitiesshallbebinding.Thedistributionofcompetencesbetweenthedifferent
territorialcollectivitiesshallbedeterminedbylaw,basedontheprincipleofsubsidiarity.
Chapter5:RepresentationoftheStateandmonitoringlegislation
Article10:TheStateshallappointaRepresentativefortheterritorialcollectivities,tosafeguardthegeneralinterest.Tothisend,heshallkeeptheminformedofGovernmentpolicyformajorprojectsandfacilitateeconomicandsocialdevelopmentpolicyandterritorialmanagement.
Article11:TheState,throughitsRepresentative,shallmonitoraposteorithelegalityofthe
administrativelawsoftheterritorialcollectivities.Themeasurestodothisshallbedefinedbylaw.
Article12:WithoutprejudicetotheState’sprerogativeswithintheframeworkofitssovereignpowers,thePartiesagreethattheStateandtheregionsshallconsulteachotheron:
- carryingoutdevelopmentprojectsdecidedbytheStateandpublicandprivateorganisationsrelevanttotheseentities;

- exploitationofnaturalresources,inparticularmineralresources;
- anyotherquestionsrelatingtoimplementationofthisAgreement.
Chapter6:Financeandresources
Article13:Inadditiontosettingtheratesfortaxes,feesandlocaltaxes,asstipulatedinArticle8ofthepresentAgreement,eachregionshallbefreetosettaxesappropriateforitseconomicsituationanditsdevelopmentobjectives,withintheframeworkofthelaw.
Article14:TheStateshallsetupamechanismbetweennowandtheyear2018totransfer30%ofits
budgetaryincometotheterritorialcollectivities,basedonasystemofequalisation,focussedinparticularintheNorthernRegions,usingcriteriatobespecified.
Article15:Thestateshalltransferapercentageoftherevenuesfromexploitationofnaturalresources,particularmineralresources,totheterritorialcollectivitiesusingmutuallyagreedcriteria.
Article16:TheStateundertakesto:
- transfertotheterritorialcollectivitiesthosedecentralisedserviceswhicharerelevantto
theirareasofcompetence;- makepublicservicemoreattractiveinintheregionsofNorthernMali;- giveprioritytotheterritorialcollectivitiesinrecruitmenttopublicservices,whosestaffshall
comemainlyfromtheNorthernRegions.
SECTIONIII:QUESTIONSOFDEFENCEANDSECURITY
Chapter7:Overallprinciples
Article17:Thequestionsofdefenceandsecurityaddressedbelowshallbeguidedbythefollowingprinciples:
- InclusivityandsubstantialrepresentationofallthepopulationsofMaliwithinthearmedand
securityforces.- UniquenessoftheMalianarmedandsecurityforces,whichshallreportorganicallyand
hierarchicallytothecentralState;
- ProgressiveredeploymentofthereconstitutedarmedandsecurityforcesofMali.
Chapter8:Cantonment,integrationanddisarmament,demobilisation,andreinsertion(DDR)
Article18:ThecantonmentprocessforcombatantsseekstoidentifythosecombatantseligibleforintegrationortheDDRprogramme.ThisprocessshallbecompletedaccordingtothestandardsandprofessionalpracticesestablishedbytheUnitedNationsMultidimensionalIntegratedStabilisation
MissioninMali(laMissionMultidimensionnelleIntégréedesNationsUniespourlaStabilisationenMali,MINUSMA).

Article19:ThePartiesshallsetupanationalcommitteeforDDR,includingrepresentativesofthe
Governmentandthesignatorymovements.ThisCommitteeshallworkcloselywiththeMonitoringCommitteeforthisAgreement.
Article20:Integrationshalltakeplaceasandwhenthecombatantsarecantoned,eitherbyintegrationintheunitsformedbytheState,includinginthearmedandsecurityforces,orincivilian
life.Cantonedex-combatantswhoarenotintegratedshallbesubjecttoDDR.
Chapter9:RedeploymentoftheArmedandSecurityForces
Article21:ThereconstitutedarmedandsecurityforcesshallbeprogressivelyredeployedfollowingsignatureoftheAgreement,throughouttheNorthernRegions.ThisredeploymentshallbeledbytheOperationalCoordinationMechanism(MéchanismedeCoordinationOpérationnel,MCR)withthe
supportofMINUSMA.
Article22:TheredeployedforceshallincludeasubstantialnumberofpersonsfromtheNorthernRegions,includinginpositionsofcommand,inordertofacilitatethereturnofconfidenceandofsecurityintheseregions.
Chapter10:ReorganisationoftheArmedandSecurityForces
Article23:ThePartiesagreeontheneedtoundertakeafundamentalReformoftheSecuritySector
(RéformeduSecteurdeSécurité,RSS),learningfrompastexperienceandbasedontherelevantdocumentsoftheAfricanUnionandtheUnitedNations.
Article24:TheGovernmentshall,withthehelpofitsinternationalpartners,takeallnecessarymeasurestosetupinstitutionsofdefenceandsecurity,abletorespondtothecountry’sneedsand
tocontributetoenhancingregionalsecurity.
Article25:ThePartiesshallsetupanRSSNationalCouncil,sufficientlyrepresentativeandbringingtogetherthecapacitiesofthedifferentcommunities,inordertocarryoutanin-depthreflectionon
anewvisionfornationalsecurity,takingintoaccountrelevantlocal,regional,nationalandinternationalfactors.
Article26:TheRSSNationalCouncilshallmakerecommendationsonnewmechanismsforappointmentstotheseniorpositionsofcommandandofservices,inordertostrengthennational
cohesionandimprovetheprofessionalismandefficacyoftheseposts.
Article27:InthecontextofreformoftheArmedandSecurityForces,apoliceforceshallbecreated,undertheauthorityofterritorialcollectivities,withintheframeworkoftheirpolicepowers.
Article28:LocalconsultativesecuritycommitteesshallbeestablishedbringingtogetherrepresentativesoftheState,oflocalandregionalauthorities,ofcommunitiesandoftraditional
leaders,undertheauthorityofthelocalchiefexecutive.

Article29:ThePartiesreiteratetheircommitmenttocombattingterrorismanditsmany
connectionswithorganisedcrimeanddrugtrafficking,includingbymeansofexistingstrategiesandregionalmechanisms.
Article30:ThePartiesshallsetupspecialunitsasneeded,inordertocombatterrorismandorganisedinternationalcrime.
SECTIONIV:SOCIO-ECONOMICANDCULTURALDEVELOPMENT
Chapter12:SpecificDevelopmentStrategy
Article32:ThePartiesagreethattheStateneedstorepositionitslocaldevelopmentstrategyin
favourofgreaterinvolvementoflocalcollectivitiesinformulatingtheirowndevelopmentstrategiesbasedonsolidarity,andwhichareparticipativeandadaptedtothesocio-culturalandgeographiclocalrealities,whileensuringtransparencyandproperaccountingatalllevels.
Article33:ADevelopmentZonefortheNorthernRegionsshallbecreated,withanInterregional
ConsultativeCouncilmadeupofrepresentativesoftherelevantRegionalAssembliesandtaskedexclusivelywithcoordinatingeffortsandresourcesinordertoacceleratelocalsocio-economicdevelopmentandrelatedquestions.
Article34:ASpecificDevelopmentStrategyshallbepreparedfortheZonebythePartieswiththe
supportofinternationalpartnersandfinancedinparticularbyaSustainableDevelopmentFund.
Article35:TheStrategyaimstoraisetheNorthernRegionstothesamelevelastherestofthecountryintermsofdevelopmentindicators,withinthenext10to15years.TheConsultativeCouncil
fortheDevelopmentZoneshallmonitoritsimplementationsupportedbythecompetentauthoritiesandinstitutions.
Article36:ThePartiesshallsetup,undertheauspicesoftheMonitoringCommitteeforthepresentAgreement(ComitéduSuividupresentAccord,CSA),a“JointEvaluationCommitteeforNorthern
Mali”(“Missiond’EvaluationConjointeauNordduMali,MIEC/NordMali”)inordertoidentifyneedsintermsofrapidrecovery,reducingpovertyanddevelopmentintheZone.ThemissionshalltakeplacenolaterthanthreemonthsfollowingsignatureoftheAgreement.
TheWorldBank,theAfricanDevelopmentBank(BanqueAfricainedeDéveloppement,BAD),andthe
IslamicDevelopmentBank(BanqueIslamiquedeDéveloppement,BID),shallbeinvitedtoleadthemission,togetherwiththeGovernment,othercompetentinternationalinstitutions,andrepresentativesoftheZone.
Article37:AConferencetoappealforfundsshallbeconvenedwithintwomonthsofdevelopingthe
SpecificDevelopmentStrategy.TheConferenceshallinstituteaSustainableDevelopmentFundwhichshallserveasafinancingmechanismfortheSpecificDevelopmentStrategy.

Chapter13:MobilisationtopromotedevelopmentintheNorthernRegions
Article38:TheDevelopmentZoneoftheNorthernRegionsshallbeprioritisedintermsofthe
provisionsforStatesupportinthepresentAgreement.
Tothisend,thePartiesshalltakeallshort,mediumandlong-termmeasureslistedinAnnex,relatingtosocio-economicandculturaldevelopment.
TheGovernmentshallsubmitadocumentfollowingthefirstmeetingsoftheCSA,specifyingitscommitmentsinthisarea,theresourceswhichitplanstomobilise,andthetimetablefor
implementationofthecommitmentsmade,inparticularinthefollowingareas:
- basicsocialservices;- developmentofhumanresources;- foodsecurity;
- ruraldevelopment(agriculture,livestockfarmingandpastoralactivities);- structuralinfrastructuretoopenuptheNorthernRegions;- miningandsolarenergy;
- employment,particularlyforwomen,youngpeopleandformercombatants;- creationoflocalenterprises;- reinsertionandrehabilitationofrepatriatedanddisplacedpersonsandothervulnerable
groups;- handicrafts,tourism,commerceandcommunications;and- educationandculture.
Article39:ThePartiesshalltakethefollowingmeasuresintheareasofeducationandculture:
- adaptationofteachingprogrammestothesocio-culturalsituationintheregions;- promotionoflocallanguagesandscripts;- strengtheningtheprimaryandsecondaryeducationsystempayingparticularattentionto
educationforall;- creatinghighereducationinstitutions;- creatingculturalcentresandmuseums;and
- promotingthecultureoftheseregionsatlocal,nationalandinternationallevels.
TheAgencyshallbepartoftheregionaladministrationundertheauthorityofthePresidentoftheRegionalAssembly,towhichitshallberesponsible.
Article41:Conventionsforregion/Stateprogrammesshallbeconcludedinordertosetupstructuralmultiannualinvestmentprogrammes,andtoregulatestateobligationsintheareasofsocialand
economicdevelopment.
Article42:TheStateshallfacilitategreaterinvolvementoftheterritorialcollectivitiesinraisingandusingrevenuesandsubsidiesfromtheexplorationandexploitationoflocalnaturalresources,aswellasthedividendsgeneratedbydecentralisedcooperation,andintherelevantEconomic
AgreementsconcludedbytheState.

Article43:TheStateshallpromoteprojectsforcrossbordercooperationarisingfromlocal
initiatives.Provisionwillbemadeforterritorialcollectivitiestobesufficientlyinvolvedinthedevelopment,agreement,implementationandmonitoringoftheAidandDevelopmentAgreementswhichconcernthem.
Article44:Aperiodicreviewofthedevelopmentprogrammesshallbecarriedoutbythetechnical
andfinancialpartnersundertheauspicesoftheMonitoringCommittee.
Article45:AlltheinternationalstakeholderswhohavedevelopedstrategiesorinitiativesintheSahelshallbeinvitedtogivethenecessaryprioritytotheneedsoftheregionsofNorthernMali,andtheimportanceoftheirrapidstabilisationforpeaceandregionalsecurity.
SECTIONV:RECONCILIATION,JUSTICEANDHUMANITARIANQUESTIONS
Chapter14:Reconciliationandjustice
Article47:ThePartiesshallpromotegenuinenationalreconciliationbasedonthefollowing
elements:

Article48:ThePartiesshallinvitehumanitarianagenciesandorganisationstosupporttheireffortstoensuretherapidreturnrepatriation,reintegrationandreinsertionofalldisplacedpersonsand
refugees.
Article49:ThePartiesshallpromoteandrespecttheprinciplesofhumanity,neutrality,impartialityandindependencewhichguidehumanitarianaction.Theyshallalsopreventanyuseofhumanitarianaidforpolitical,economicormilitaryends,andfacilitateaccessforhumanitarianagenciesand
guaranteethesecurityoftheirpersonnel.
SECTIONVI:INTERNATIONALGUARANTEESANDSUPPORT
Chapter16:ResponsibilityoftheParties
Article50:ThePartiesrecognisethattheprimaryguaranteeoftheoutcomeoftheAgreementrestsintheirsincerity,goodfaithandcommitmenttotakeonthecontentsoftheAgreementandtoworktoimplementallofitsprovisionsintheinterestsofachievingreconciliationintheircountry,aswell
aspeace,securityandstabilityinMaliandtheoverallregion.
Article51:ThePartiesrequestthatthepoliticalclass,aswellascivilsociety,particularlywomenandyoungpeople,themedia,traditionalcommunicatorsandthetraditionalandreligiousauthorities,extendtheirfullsupporttoachievingtheobjectivesoftheAgreement.
Chapter17:RoleoftheMediationTeam
Article52:TheMediationTeam,guidedbyAlgeriaasLeader,shallbethepoliticalguarantoroftheAgreementandofthePartiesrespectforitsprovisions:Tothisend,itshall:
- continuetoprovideitsgoodofficestotheParties;- advisetheParties,asneededduringtheimplementationprocess,and;
- playtheroleoflastresortbothpoliticallyandmorallywhereseriousproblemsarisewhichmightcompromisetheobjectivesandgoalsofthepresentAgreement.
Article53:TheMediationTeamshallcontributeactivelytoaninternationalappealforanoptimalimplementationoftheAgreementandthemobilisationofanysupportneededforMali.
Chapter18:Roleoftheinternationalcommunity
Article54:Theinternationalcommunityistheguarantorofthescrupulousimplementationofthe
presentAgreementandshallsupporttheeffortsinvestedforthispurpose.Morespecifically:
- theUnitedNations,UA,CEDEAO,EU,OCI,aswellasotherinternationalpartners,arecommittedtoprovidingtheirfullpoliticalsupportfortheAgreement;
- thePeaceandSecurityCounciloftheAfricanUnionandtheUnitedNationsSecurityCouncil
areinvitedtofullysupporttheAgreement,andtofollowitsimplementationclosely,andto

takeanynecessarymeasuresagainstallthosewhohindertheimplementationofthose

providingthefinancial,technicalandlogisticalsupportneededforthedifferentmechanisms
foreseenintheAgreementtooperate,theDDRandtheRSS,andtheeffortstocombatterrorismandorganisedcrime,aswellastocontributegenerouslyandpromptlytotheplannedTrustFund,byusingtheplannedConferencetoappealforfundsforeseeninthe
Agreement,inordertomakeasubstantialcontributiontothedevelopmentoftheNorthernRegions.
Article55:ThePartiesshallsetupanevaluationandmonitoringmechanism,involvingalloftheMalianstakeholdersconcernedandtheinternationalpartners.
Article56:ThedefiningroleandimportantcontributionsexpectedfromMINUSMA,theAgencies
andprogrammesoftheUnitedNationsandallotherinternationalstructuresandorganisationstoachievetheobjectiveofthepresentAgreementrelatetothemandatesgrantedbytheircompetentbodies.
Chapter19:TheAgreementMonitoringCommittee
Article57:AftersigningtheAgreement,thePartiesshallestablishaCommitteetomonitor
implementationoftheAgreementforPeaceandReconciliationinMali(CSA).
Article58:TheCSAshallbemadeupasfollows:theGovernmentofMali,thesignatorymovementsofthepresentAgreementandtheMediationTeam(Algeria,asLeader,BurkinaFaso,Mauritania,
Niger,Chad,CEDEAO,UnitedNations,OCI,UA,andtheEU).ThepermanentmembersoftheUnitedNationsSecurityCouncilareinvitedtoparticipateintheworkoftheCommittee.TheCSAmayinviteasnecessary,otherstakeholdersandinternationalfinancialinstitutions,toparticipateinitswork.
Article59:TheCSAshallbechairedbyAlgeria,MediationTeamLeader,assistedbyBurkinaFaso,
Mauritania,NigerandChad,asVice-Chairs.TheCommittee’sheadquartersshallbeatBamako;itmayoccasionallymeetelsewhere,asnecessary.Itshallmeetinplenarysessionatleastonceamonth,andmayholdextraordinarymeetingsasneeded.
Article60:theCSAshallfulfilthefollowingremit:
- ensurethemonitoring,supervision,coordinationandactiveimplementationbytheParties
ofalltheprovisionsofthepresentAgreement,withoutprejudicetoMINUSMA’smandatefromtheSecurityCouncil;
- prepareadetailedtimetableforimplementationoftherelevantprovisionsandmonitorthis;
- assistwithinterpretationoftherelevantprovisionsincaseofdisagreementbetweentheParties;
- wherenecessary,reconciletheParties’positions;and
- encouragetheGovernmenttotakeallnecessarymeasuresfortheeffectiveimplementationofthepresentAgreement,including:

i.thelocationofdispersedanddecentralisedpublicservicesintheNorth;

functioneffectivelyandexercisetheircompetences;iv.takingmeasurestoenablethenewdemocraticmechanismsconvenedintheAgreementtobedevelopedlocally,particularlybyupdatingelectoralregisters,encouragingenrolment

Article61:Subjecttoitsmandateandinthelimitofitscapacities,MINUSMAshallmanagetheCSASecretariat.MINUSMA,togetherwithUA(MISAHEL),OCI,EUandCEDEAO,shallassistCSAtomonitorimplementationoftheAgreement.
Article62:Toaccomplishitsmandate,CSAshallestablishfoursub-committeescoveringthefollowingthemes:”politicalandinstitutionalquestions;“defenceandsecurity”;“economic,social
andculturaldevelopment”;and“reconciliation,justiceandhumanitarianquestions”.Chapter20:Independentobservation
Article63:ThePartiesshallappointanindependentobserverfortheCSA,taskedwithobjectively
evaluatingtheimplementationstatusofthepresentAgreement.Itshallpublishadetailedreporteveryfourmonthsreportingonachievementofthecommitments
madeintheAgreement,identifyinganyblockagesandresponsibilityforthese,andmakingrecommendationsonthemeasurestobetaken.
Article64:TheIndependentObservershallbeprovidedwiththetechnicalsupportneededtocarryouthismandate.
SECTIONVII:FINALPROVISIONSArticle65:TheprovisionsofthepresentAgreementmayonlybemodifiedwiththeexplicitconsent
ofallthesignatoriestothepresentAgreementandafteradvicefromtheMonitoringCommittee.Article66:TheannexeaswellastheDeclarationofthePartiestotheAlgiersProcesssignedat
AlgiersonFebruary19,2015,formanintegralpartoftheAgreementandhavethesamelegalstatusastheotherprovisionsinthebodyofthetext.

ANNEX1:Interimperiod
WhileawaitingimplementationofthemeasuresforeseeninthepresentAgreement,thefollowing
interimmeasureshavebeenagreed.TheyshallbecarriedoutduringaninterimperiodwhichshallbeginimmediatelyaftersignatureoftheAgreementforPeaceandReconciliationinMaliresultingfromtheAlgiersProcess,foraperiodbetweeneighteenandtwenty-fourmonths.
Thepurposeofthisperiodshallbetoestablishconditionsfavouringthereconciliationofthepeople
ofMali,andtolaythefoundationsofanew,democraticandunitedMali,thanksinparttothepromotionofpeace,democracyandtheacceptanceofculturaldiversity.Itshallalsoensurethereturn,reinstallationandreinsertionofthoseMalianslivingoutsidethecountry,aswellasthe
rehabilitationofitsvictims.
Objectivesoftheinterimperiod
AninterimperiodshallbeginimmediatelyaftersigningthepresentAgreement.Duringthisperiod,whileawaitingtheadoptionandentryintoforceofthelegalandgovernanceprovisionsofthepresentAgreement,exceptionalmeasuresconcerningtheadministrationofthenorthernregionsof
Malishallbeimplemented.Theobjectivesoftheseprovisionsshallbe:
- Toguaranteetheadoptionofthelegislativeandregulatorytexts,includingconstitutionaltexts,enablinganewinstitutionalandpolitical,securityanddefence,economic,socialandcultural,andjusticeandnationalreconciliation,frameworktobeestablishedandrendered
operational;- Toreviseelectorallegislationtoenablelocal,regionalandnationalelectionstobeheld
duringtheinterimperiod,inordertoputinplacetheorgansforeseeninthepresentAgreement;
- Toimplementthemeasuresandarrangementsrelatingtoreestablishmentofpeace,the
cessationofhostilitiesandreformoftheforcesofdefenceandsecurity,inordertoincreasetheirprofessionalismandtheirrepublicancharacter;
- Tomonitortheadoptionoftheagreedmeasurestocombatterrorismandextremismandto
avoidanyfurtherexclusion,marginalisationandimpunity.- ToapplytheAgreementaccordingtotheimplementationtimetable.
InordertoensurethecontinuityoftheState,existinginstitutionsshallcontinuetoexercisetheirremituntiltheneworgansforeseeninthepresentAgreementareestablished.
- Creation,whennecessaryandatthelatestwithinthreemonthsofsignatureofthepresentAgreement,oftheauthoritieschargedwithadministeringtheNortherncommunes,cerclesandregionsduringtheinterimperiod.Theirappointment,competencesandoperational
proceduresshallbemutuallyagreedbytheParties;- Carefuladoptionoftheconstitutional,legislativeandregulatorytextstoenable
implementationoftheprovisionsoftheAgreement;
- TheGovernmenttakeallnecessarymeasurestohaveanewelectorallawadoptedbytheNationalAssembly,within12months;

I.Interimsecuritymeasures
UndertheauspicesoftheSub-CommitteeforDefenceandSecurityoftheMonitoringCommittee,a
TechnicalSecurityCommittee(CommissionTechniquedeSécurité,CTS)shallbecreatedwhichshallassumetheremitoftheJointTechnicalSecurityCommittee(CTMS)resultingfromtheAlgiersAgreementandenlargedonSeptember16,2014,atAlgiers:
a.EffectiveparticipationofGovernmentrepresentativesandoftheCoordinationandthePlatform
intheCTSandintheenlargedMixedObservationandVerificationTeams(EquipesMixtesd’ObservationetdeVérification,EMOVs),includingoutposts.
- TheenlargedCTMSshallpursueitsmissionsuntiltheactiveimplementationoftheCTS;- theCTSshallincludesixrepresentativesofthearmedandsecurityforcesofMali;three
representativesoftheCoordinationandthreerepresentativesofthePlatform.ItshallincludetworepresentativesofMINUSMA(includingtheChairofCTS)andarepresentativeofeachmemberoftheMediationTeamandtheinternationalforcesinattendance.
- theCTSistaskedinparticularwith:• observingtheceasefirebetweentheParties;• investigatinganyviolationsoftheceasefire;
• updatingandverifyingthesecurityarrangements;• identifyingandvalidatingthecantonmentsites;and• providingtechnicalsupportfortheintegrationprocessofex-combatants.
b.CreationoftheOperationalCoordinationMechanism(MéchanismeOpérationneldeCoordination,MOC)andmixedpatrols
- Within60daysofsigningtheAgreement,anMOCandmixedpatrolsshallbesetupundertheauspicesoftheCTS;
- theCTSshallproposedetailedtermsofreferencefortheMOC,includingitscompositionandremit.Thetermsofreferenceshallspecifyonaninclusiveandconsensualbasis,thenumberofrepresentativesofthearmedandsecurityforcesandtheCoordinationandthePlatform
withintheMOC;- Thismechanismshallbecoordinatedbyanofficerofthearmedandsecurityforces,
secondedbyarepresentativeoftheCoordinationandofthePlatform;
- theMOCshallworkcloselywiththeinternationalforcesinattendance;- TheMOCshallbetaskedwithplanningandcarryingoutthemixedpatrolsincluding
elementsoftheMalianarmedandsecurityforcesandelementsoftheCoordinationandof
thePlatform,with,ifnecessaryandpossible,thesupportofMINUSMAandtheinternationalforcesinattendance(proceduresandtimetableforpatrolsbyzonetobedefinedbyMOC).Thefirstjointpatrolshalltakeplacenolaterthan60daysaftersigningtheAgreement;
- TheMOCshallalsobetaskedwithplanningandcoordinatingalltheactionsandmovementsofthecombatantsthroughoutthecantonmentprocess;
- Within60daysofsigningtheAgreement,theCTSandMOCshallpresentanimplementation
planforsecurityarrangementsinNorthernMali,inwhichmixedpatrolsshallhaveakeyroleinprovidingsecurityforthecantonment/regroupmentanddemobilisationprocess.Thisplan

c.Cantonment
- Within30daysofsigningtheAgreement,theCTSshallcompleteitsidentificationandvalidationofthesitesforcantonment/regroupmentanddemobilisationofcombatants.MINUSMAshallbeginpreparationofthesesiteswhichshallbereadywithinamaximumof
120days,andshallbedeliveredasandwhentheyareready.- Within30daysofsigningtheAgreement,CTSshallimplementtheoperationalproceduresof
February18,2014,forthecantonmentprocess,inaccordancewiththeprovisionsinthe
presentAgreement,andshallestablishthestartdatefortheprocess.- Within30daysofsigningtheAgreement,themovementsshallprovideCTSwithadefinitive
andcertifiedlistoftheircombatantsandarms,basedontheprinciplesdefinedinthe
updatedoperationalproceduresofFebruary18,2014.
II.Integrationofex-combatants
Within60daysofsigningtheAgreement,anIntegrationCommitteeshallbeestablished
- TheIntegrationCommittee,whichshallconsistofrepresentativesofthearmedandsecurityforces,oftheCoordinationandofthePlatform,shallworkinclosecollaborationwiththeMonitoringCommitteeforthepresentAgreement;
- ADecreeshalldefinethecomposition,remitandworkingmethodsoftheIntegrationCommitteeundertheauthorityofthePresidentoftheRepublic,whoshallappointa
competentandconsensualindividualasitsChair;- Within90daysofsigningtheAgreement,theIntegrationCommittee,incoordination
withtheNationalCouncilforRSS,shallestablishthecriteria,quotasandmethodsforthe
integrationofcombatantsintheunitsconstitutedbytheState,includinginthearmedandsecurityforces,andwillharmonisetheranks;
- Onthisbasis,themovementswillsubmitalistoftheircombatantsascandidatesfor
integration,andtheGovernmentshalltakeanynecessarymeasurestointegratethem,nolaterthansixmonthsaftersigningtheAgreement,supervisedbytheIntegrationCommitteeandtheNationalCouncilforRSS;
- TheIntegrationCommittee,incoordinationwiththeNationalCouncilforRSS,shallmakeproposalsformethodstoallocateandreclassifyranks.Membersofthemovementswhowereformerlyofficersinthearmedandsecurityforcesshallbereintegratedinatleast
thesameranks.Thosenotfulfillingtheconditionsandthosewhodonotchoosetobeintegratedshallbegrantedaretirementpensionproportionaltoaninvaliditypensionoranyothersimilararrangement.
III.Disarmament,DemobilisationandReinsertionProcess(DDR)
Within60daysofsigningtheAgreement,aNationalCommitteeforDDRshallbeestablished
- ThisDDRNationalCommitteeshallworkcloselywiththeMonitoringCommitteeforthe
presentAgreement;

- ADecreeshallspecifythecomposition,remitandworkingmethodsoftheDDRNational

- TheDDRNationalCommitteeshallconsistofahigh-levelpoliticalorgan,andtechnical
sub-committeeswhichshallworkcooperativelyinparallel,aswellasoperationaloutpostsattheregionallevel;
- Thetechnicalsub-committeesshallbemadeupofexpertsandrepresentativesofthe
armedandsecurityforces,oftheCoordinationandthePlatform,andofthecompetentministries,andofcommunityrepresentatives.
- Within120daysofsigningtheAgreement,theDDRNationalCommitteeincollaboration
withtheMonitoringCommitteeforthepresentAgreement,shalladoptanationalandcoherentprogrammeforinclusiveDDR,whichshallbeacceptedbyall,andshalldetailtheresourcesneeded.
- TheDDRNationalCommitteeshallbesetupwiththesupportofallsubdivisionsoftheMalianStateanditspartners.
IV.Redeploymentofthearmedandsecurityforces
Within60daysofsigningtheAgreement,theMOC,throughtheCTS,shallproposeaplanandadetailedtimetablefortheredeploymentofthereconstitutedArmedandSecurityForcesin
NorthernMali.
- ThisplanandredeploymenttimetableshallbebasedontheimplementationplanforsecurityarrangementsinNorthernMaliandshalltakeintoaccounttheenvironment,threats
andsecurityneeds;- Thereconstitutedanddeployedunitsshallbeentirelyequippedandinthechargeofthe
MalianState;
- Theredeploymentofthereconstitutedarmedandsecurityforcesshalltakeintoaccounttherequirementtoprotectthepopulationsandtheneedforinteriorsecurity,tosecurethefrontiersandtofightagainstterrorism.
V.Reformofthedefenceandsecuritysector
a.Within60daysofsigningtheAgreement,thedecreeoncreationoftheNationalCouncilforRSS
shallberevisedinordertoincreasetherepresentationofthesignatorymovementsfortheAgreementandthedifferentcommunities,andtoagreereformsandplanforimplementation.
- Within90daysofsigningtheAgreement,theCN-RSSshallcarryoutadetailedevaluationofthesystemofdefenceandsecurity,withthesupportofitspartnersandinconsultationwith
thepopulations,inordertodeterminethemaindirectionsofreformofthesector.- CN-RSSshallalsospecifytheresponsibilitiesandremitofthedifferentstakeholdersinthe
securitysector,takingintoaccountthediversegeography(towns,villages,brushland,
desertareas,transportroutes,checkpointsandborderareas)andinlinewiththeobjectivesbeingpursued(populationprotection,justice,imprisonmentandexecutionofjudicialsentences,combattingnaturaldisasters,offensiveactions,demonstrations,inquiries,
defenceoftheterritory,bordercontrol,surveillance,managementandsupervisionofsecurityinstitutions,etc.).

- CN-RSSshallensuregreatermonitoringandsupervisionofthearmedandsecurityforcesat

b.Establishmentoftheterritorialpolice
- Within12monthsofsigningtheAgreement,alawestablishinganddefiningthecompetencesofthenewterritorialpoliceshallbeadopted.Itshallspecifytherelationshipbetweentheterritorialinstitutionsandtheothersecuritystructures,itscompositionand
trainingandrecruitment,aswellasthehierarchicalorganisationandthemethodsofcommandandcontrol.
c.EstablishmentofLocalConsultativeSecurityCommittees(ComitésConsultatifsdeSécurité,CCLS)
- Within60daysofsigningtheAgreement,CCLSshallbeestablishedbydecree,firstatthe
regionallevel,andthenatthecommunallevel(oneCCLSforeachregionbasedintheregionalcapital,andoneCCLSineachcommune).
- CCLSshallincludethestakeholdersinjusticeandsecurityatthelocallevel,including
representativesofthenewterritorialpolice,ofcommunitiesandtraditionalauthorities,andmembersofcivilsocietyincludingassociationsforwomenandyoungpeople.CCLSshallprovideadviceandrecommendationsatthelevelofthelocalexecutiveandtosecurity
stakeholders,andshallassistwithinformationexchange,awareness-raisingandtakinggreateraccountoftheconcernsofthepopulation.

InaccordancewiththeprovisionsinSectionVIoftheAgreementconcerningtheInterim
Period,thefollowingactionsandprojectsidentifiedbythePartiesshallbecompletedasamatterofurgencyandinorderofprioritytobenefitthepopulationsaffectedbythesecuritysituationintheNorthernregionsofMali:
1. Educationandtraining
- Organisingthestartoftheschoolyear2015acrosstheregionsofGao,TimbuktuandKidal.
- Upgradingtheschoolfacilitiesintheseregions.- Upgradethecateringfacilitiesin314schoolsfromthedateofreopeningwithrespectto
foodandappropriatepreparationequipment.
- Upgradingtheoperationoftheschoolsby:o Repairingdamagedbuildings;o Supplyofeducational(andrecreational)materialsandlearningkits;and
o TherapidreturnofteachersdeployedinotherregionsofMalitotheregionsofGao,TimbuktuandKidal,bymeansofincentives.
- PreparingthestudentsadmittedtotheDEFintheacademiesofTimbuktuandGao;
- Recruitingtemporaryteachersforthedurationoftheintervention;- ConstructingandequippingtheTemporaryApprenticeshipSpaces(EAT);
- OrganisingtheregistrationandacceptanceofthestudentsadmittedtotheBacintheeducationalestablishments;
- Mobilisingthesupportandengagementofthecommunitytoencouragethereturnof
children,particularlygirls,toschoolwithintheaffectedareas;- Constructingandequipagro-pastoralprofessionaltrainingcentresatKidalandTimbuktu;- RehabilitatetheSaharanAgriculturalPromotiontrainingcentreatGao.
2. Health:
- Upgradingtheoperationofthehealthorganisations(CSCom,CSRef.,andregionalhospitals)by:
• Theprovisionoftechnicalmaterialandequipmentandhealthproductstosupply
thedifferentlevelsofhealthprovision• Therehabilitationandequipmentofthenon-operationalhealthorganisationsinthe
regionsofGao(3),Timbuktu(3)andKidal(5).
- Organisingthereturnofdisplacedhealthstafftotheaffectedareas,byputtinginplace
incentives(payments,practicalmovinghelp….)andsecuritymeasures;
- Recruitingandorganisingtemporarymedicalpersonneltoreinforcehealthprovisionandincreasethecoverageofservicesduringtheperiodofintervention;
- Organisingspecialisttrainingdaysinregionalhospitals,providedbynationalhospital
practitioners,forcertainspecialties(cardiology,ophthalmology,surgery);

4. Reactivationofthelocaleconomy Supplyingthemeanstoreactivateagriculturalandlivestockproductionby:
- Relaunchingfamilyandcommunityagriculture;
- Distributingagriculturalinputs;- Organisingvaccinationandtreatmentcampaignsforlivestock;
- Repairingmechanicalpumpsinmanagedzones;- Settinguprevenue-generatingprogrammesforwomenandyoungpeoplewithinthesectors
ofagriculture,stock-breeding,smallbusiness,fishingandcrafts.
Implementationmethods:
- Thegovernmentshallimplementtheaboveactionsandprojectswithtransparency,in
consultationwiththeAlgiersProcessandwiththeinvolvementoflocalcommunities;- TheGovernmentshallmobilisetherequiredfinancialandhumanresourcesforthe
implementationoftheaboveprojects,includingpossiblefinancingbytechnicalorfinancial
partners;- TheSub-Committeeon“Socio-EconomicDevelopmentQuestions”oftheMonitoring
Committeeshallbechargedwiththemonitoringandperiodicevaluationoftheproject
implementation.ThejointcommitteeshallbecomposedofthePartiesandtheMediationTeam,consistingofonerepresentativeofeachParty.TheCommitteeshallhaverecoursetoanybodywhoseadviceitconsidersuseful.Itwillconductitsevaluationmeetingsas
necessary,attherequestoftheMediationTeam;- Theinternationalcommunityshallbeinvitedtobestronglyinvolvedinsupportingthe
projectsreferredtointhisAnnex;
- TheGovernmentshallpayspecialattentiontotheprotection,assistanceandpromotionofvulnerablesocialgroups,notably,orphans,childorfemaleheadsoffamilies,traumatisedchildren,widows,youngdelinquents,physicallyandmentallydisabledpersons,etc.;
- Projectimplementationshalltakeplacewithinaframeworkthatassuresasynergybetweenactivitiesthataddressurgenthumanitarianneedsandthosethatstimulatelongterm
