Our key tasks Changes
Key tasks and roles of TSOs have changed drastically since TenneT
was established in 1998.
Past Present
• Stable, predictable (price-
driven) energy generation
• Maintenance and (limited)
replacement
• Focus on technology
• Local markets, separate price
zones
• National focus and regulation
• Fluctuating energy generation
(solar/wind)
• Large-scale new construction of
generation and transmission
capacity
• Technology and market
• North-West European market,
price convergence
• Grid planning and regulation at
European level

Offshore developments NL A cost reduction of 35 to 40% and achieving the 2023 targets is only
feasible with a structured approach, careful planning and
standardization
• Lower financing costs for TSO
• Double connection
= redundant
= higher efficiency
• Fewer dune crossings:
environmental benefits and cost
reductions
• Standardization, learning effects
and purchasing advantages: cost
reduction
• Prepared for use of 380 kV cable
in the near future

Grid security calculations ready for future changes
• Challenge is less predictable flows and more changing flows
(perhaps different impact caused by micro grids)
• From Day Ahead operational planning towards Intra Day
planning ( the link with the micro grid for planned MW
exchange with higher Voltage level)
• Intra Day processes are running continuously and repeat
hourly
• ENTSO-E is preparing a mandatory Intra day Process for
Continental Europe
• Operational Planning Timeframe goes towards close to real-
time
• SCADA and operational planning process need to become
one continous process

SCADA-EMS Development for future changes
• Challenge is less predictable flows and more changing flows
• Operational Planning Timeframe goes towards close to real-time
• Size of the grid with impact on TSO’s area, becomes larger
because of loop and transit flows and multilateral trades and
resulting flows
• SCADA-EMS and operational planning process need to become
one continous process
• SCADA –EMS in the future including functions like:
• Dynamic Line Rating
• Realtime Predictable Voltage stability
• PMU’s and WAMS
• WAMPAC

Future Developments • Online test phase (on going)
• Increase number of PMUs in the grid
• Identify the need for more PMUs, dependent on application/goal
• Connect to PDCs from other TSOs
• Assessment of Risks & Challenges
• Reliability of communication channels
• Security of data transmission (communication to PDC)
• Defining remedial actions for operations
• Training of operators on dynamics
• Back-office testing of the system
• Integration of PMU information in system operations
• Integration of system dynamics simulations in operational planning
• Integration of dynamic information in the control room (EMS integration)

Agile processes are needed in Operational Planning and Realtime processes
Increasing dynamics challenges of interconnected power system operation request detailed analysis:
Enhanced dynamic modelling
Timely well-synchronised and high-resolution measurements
Permanent system monitoring
Comprehensive up-to-date expertise within TSOs

TenneT is Europe’s first cross-border grid operator for electricity. With about 21,000
kilometres of (extra) high-voltage lines and 36 million end-users in the Netherlands and
Germany, we rank among the top five grid operators in Europe. Our focus is to develop a
North-west European energy market and to integrate renewable energy.
