What is aggregated procurement and why do it?

By buying together we can deliver three main benefits to our community:

1. Volume discounts/economy of scale – hopefully offered as something of value!

2. Especially for small NRENs – access to markets previously accessed via resellers

3. Efficiency – average OJEU costs €60k

How can it be done?

Assuming we are considering bodies bound by the EC Procurement Directive (and their National Laws incorporating this) for values over threshold there are 2 main approaches:

1. In-house award – “Teckal” 2. Centralised Purchasing bodies – framework contracts

Validation criteria: Control, 90% of activities, no private participation

Scope, variation, duration, beneficiaries, numbers, agreement award
