Rice is the staple ood o the &ilipinos. &or us' it is not merel% a ood (ut
a grain that shapes their )a% o living' their hopes' and their dreams. *he%
consider rice as a s%m(ol o their "uest or lie+s securit% and emancipation
rom hunger. *hus' achieving rice securit% is intricatel% related to the nation+s
struggle in eliminating e,treme hunger and povert%. $t is a politicall% sensitive
commodit% )ith )hich suppl% disruption causes people distress. An increase in
the price o a standardized good or service or a (as-et o goods or services
over a speci!c period o time. Because the nominal amount o mone%
availa(le in an econom% tends to gro) larger ever% %ear relative to the suppl%
o goods availa(le or purchase' this overall demand pull tends to cause some
degree o price ination. $t can also (e seen in a slightl% di/erent orm' )here
the price o a good is the same %ear over %ear' (ut the amount o the good
received graduall% decreases. *he rapid increase in prices or 0price ination+ o
rice has sent a shoc- )ave through poor amilies in our Nation. A term coined
in the late !rst decade o the 12st centur% descri(es generalized ination led
(% rises in agriculture commodit% prices called 3agation4. $t is an increase in
the price o ood that occurs as a result o increased demand rom human
consumption and used as an alternative energ% resource.

the term ag'lation. *any demand and supply 'actors ha#e contributed to increasing prices2
3ncreased bio:'uel production, concerns o#er oil prices, energy security and climate change ha#e
prompted go#ernments to encourage in#estment in bio:'uels. This has led to increased demand 'or
wheat, soy, mai%e and palm oil, and led to a loss o' resources 'or the 'ood chain. !eserti'ication,
global warming and other en#ironmental shi'ts are decreasing the (uantity o' a#ailable 'armland
by o#er ; million hectares a year. 3' global warming continues water supplies could be disrupted
leading to 'alling 'ood production. !e'orestation, soil erosion and ehaustion are eamples o' the

income and employment are lin4ed to prices and pro'its in the 'ood industry. 6igher prices will
stimulate 'ood production although the price elasticity o' supply 'or any one 'oodstu'' is li4ely to
be low at least in the short term : poorer 'armers may lac4 the access to 'resh credit and inputs
needed to respond in the short term to the incenti#e o' higher prices. 6igher 'ood prices are
