*As a result of the current COVID-19 virus epidemic emergency, the convening at one location of a quorum of the Board is difficult or impossible. Therefore, the Board will conduct this meeting by teleconference call rather than by physical quorum pursuant to Texas Government Code Sec. 551.125 and guidance of the Governor of the State of Texas. Members of the public are entitled to participate and address the Board during the telephonic meeting. In all respects, this meeting will be open to the public and compliant with applicable law and guidance of the Governor of the State of Texas. AGENDA 1. Call to order; determine quorum.

2. Receive Public comments.

3. Approve Minutes of Board Meeting held November 12, 2020.

4. Receive Bookkeeper’s Report and approve payment of invoices

5. Receive and consider responses to Request for Qualifications and Proposals for general bookkeeping and accounting services; award contract and authorize execution of contract.

6. Receive Assessments Collection and Delinquency Report.

7. Receive and consider responses to Request for Proposals for ROW maintenance, special projects, litter abatement and landscaping; award contract and authorize execution of contract.

8. Discuss arrangement with Hawes Hill & Associates to obtain creative writing services for business, community and district engagement; approve funding for additional expense.

9. Approve contract with Precinct 2 Constables office for dedicated patrol officers for the District.

10. Executive Director’s Report/Board Member or Staff Announcements.

11. Next Meeting – January 14, 2021.

MINUTES OF THE MEETING OF THE HOBBY AREA MANAGEMENT DISTRICT

BOARD OF DIRECTORS

November 12, 2020

DETERMINE QUORUM; CALL TO ORDER.

The Board of Directors of the Hobby Area Management District held a regular meeting on Thursday, November 12, 2020, at 1:00 p.m. via Zoom videoconference and via teleconference, with access available to the public pursuant to Texas Government Code Section 551.125 and Governor Greg Abbott’s emergency disaster declaration dated March 13, 2020, and the roll was called of the members of the Board being present by electronic means, to-wit: Position 1, Danny Perkins, Chair Position 2, Helen Bonsall, Vice Chair Position 3, Liliana Rambo Position 4, Ann Collum Position 5, vacant

Position 6, Joe Edd Nelson Position 7, Keyur Amin Position 8, Darryl Bailey Position 9, James Brown, Secretary/Treasurer

and all the above were present, except Directors Rambo and Brown, thus constituting a quorum.

Also present were Beth Strope, Executive Director; Susan Hill, Alan Bernstein, Buddy Tautenhahn,

and Leticia Rodriguez, all of Hawes Hill & Associates, LLP; Jack Roland, Governmental Financial

Reporting, LLC.; Debbie Bessire, Equi-Tax, Inc.; Tim Austin and Carnell Emanuel, Allen Boone

Humphries Robinson LLP.; Erica Rocha, S.E.A.L. Security; Francisco Castillo, HPD; Chena Karega,

Metro; Tina DeFiore, Houston Apartment Association. Chairman Perkins called the meeting to order

at 1:02 p.m.

PUBLIC COMMENTS.

There were no public comments.

APPROVE MINUTES OF BOARD MEETING, OCTOBER 8, 2020.

Upon a motion made by Director Bonsall, seconded by Director Amin, the Board voted unanimously to approve the Minutes of the October 8, 2020, Board meeting, as presented.

ACCEPT HEARING EXAMINER’S REPORT AND PROPOSAL FOR DECISION FOR PUBLIC HEARING

REGARDING SUPPLEMENTAL ASSESSMENT ROLL.

Mr. Emanuel reviewed the Hearing Examiner’s Report, included in the Board materials. He reported

a public hearing was held on October 29, 2020, to supplement the District’s assessment roll to add

new construction or improvements, or property omitted from original assessment roll after

appropriate notice was given pursuant to the Code. He reported after testimony and evidence

submitted, the Hearing Examiner recommends the Board supplement the assessment roll with the

supplemental properties and levy assessments in accordance with the Petition and Order. Upon a

motion duly made by Director Collum, and being seconded by Director Bonsall, the Board voted

unanimously to accept the Hearing Examiner’s Report, as presented.

ADOPT ORDER SUPPLEMENTING THE ASSESSMENT ROLL; LEVYING ASSESSMENTS AGAINST

THE PROPERTY ON THE SUPPLEMENTAL ASSESSMENT ROLL FOR THE REMAINDER OF THE

TEN-YEAR PERIOD; AND SETTING THE RATE OF THE ASSESSMENT FOR THE YEAR 2020.

Mr. Emanuel reviewed the Order included in the Board materials. Upon a motion duly made by

Director Bonsall, and being seconded by Director Collum, the Board voted unanimously to adopt the

Order Supplementing the Assessment Roll: Levying Assessments Against the Property on the

Supplemental Assessment Roll for the Remainder of the Ten-Year Period; and Setting the Rate of

Assessment for the Year 2020, as presented.

RECEIVE BOOKKEEPER’S REPORT AND APPROVE PAYMENT OF INVOICES.

Mr. Roland presented the Bookkeeper’s Report and went over invoices included in the Board

materials. Upon a motion made by Director Nelson, seconded by Director Bonsall, the Board voted

unanimously to accept the Bookkeeper’s financial report and approved payment of invoices, as

presented.

RECEIVE ASSESSMENTS COLLECTION AND DELINQUENT REPORT.

Ms. Bessire went over the Assessment Collection and Delinquency Report included in the Board

materials. She reported a 99% collection rate on the 2019 assessments: a total revenue of $2,695.45

for the month, and $3,447,321.00 in uncertified value for 2019. Upon motion made by Director

Nelson, seconded by Director Bailey, the Board voted unanimously to accept the Assessment

Collection and Delinquency Report as presented.

AUTHORIZE EXECUTIVE DIRECTOR TO PREPARE AND SOLICIT REQUESTS FOR

QUALIFICATIONS AND PROPOSALS FOR SPECIAL PROJECTS, LANDSCAPE MAINTENANCE AND

LITTER ABATEMENT SERVICES.

Ms. Strope reported the Executive Committee is recommending the solicit requests for qualifications

and proposals for special projects, landscape maintenance and litter abatement services; and

therefore, is requesting the Board to authorize the Executive Director to move forward. Upon a

motion made by Director Nelson, seconded by Director Bonsall, the Board voted unanimously to

authorize the Executive Director to prepare and solicit requests for qualifications and proposals for

special projects, landscaping maintenance and litter abatement services.

AUTHORIZE EXECUTIVE DIRECTOR TO ENTER INTO A LEASE AGREEMENT FOR NEW OFFICE

SPACE.

Ms. Strope reviewed the lease agreement for new office space located at 8866 Gulf Freeway. Upon

motion made by Director Bailey, seconded by Director Collum, the Board voted unanimously to

authorize the Executive Director to enter into a lease agreement for new office space located at 8866

Gulf Freeway for the term of 36 months as discussed.

EXECUTIVE DIRECTOR’S REPORT / BOARD MEMBER STAFF OR STAFF ANNOUNCMENTS.

Ms. Strope reviewed her monthly Executive Director’s report in detail. Her report is attached to these

minutes as Exhibit A. No action from the Board was required.

NEXT MEETING – DECEMBER 10, 2020.

The Board confirmed the date of its next meeting as Thursday, December 10, as listed in the

previously adopted calendar of meetings for the remainder of 2020.

ADJOURN.

There being no further business to come before the Board, Chair Perkins adjourned the meeting at

1:35 p.m.

A judgment letter has been sent and we have filed an abstract of judgment. They made a partial payment and filed a correction request with the appraisal district; HCAD says their request was denied. On 3/17/20, a tax service called to confirm the balance due. On 6/26/20, a title company requested a payoff statement which was sent. The county has not set the property for tax sale because the county taxes have been paid. The 2019 assessments have been paid in full.

Global New Millennium Partners Ltd. 18-19 assessments $890.64, 6750 Telephone Rd.-0600090000060 We have intervened in a suit filed by Harris County. A trial date was set for 6/12/20 but was cancelled. The county is not proceeding with the suit because their taxes were paid; a balance letter has been sent to the property owners; if they fail to respond, we will take the lead in the suit.

We have spoken to Carla Ham who said they left Houston many years ago and that Million Air is now the owner of this location. This is a building on city owned land at Hobby Airport. We have told HCAD what we know and we have asked them twice to let us know what they know about this account and they have not replied, the county tax office has over $315,000 due on this account, it is odd that HCAD is unresponsive and nothing seems to have been done on this. A tax service contacted us on 5/18/17 and again on 6/23/17 for a payoff balance.

The Furniture Bank 18 assessments $4,546.44, 8220 Mosley Rd – 0342030020122 This account is a late delinquency. They filed for exempt status but HCAD denied their request. A lawsuit has been entered and will be filed shortly.

Statement of Qualifications

Company Introduction

SMC Landscape Services is a landscape company located in Houston, TX. SMC employs individuals with various landscape work experience and expertise.

We offer landscape maintenance, litter pickup, irrigation maintenance and installation, tree trimming, and many other landscape maintenance services. We serve residential and commercial properties alike.

Our main customers are management districts in the Greater Houston area. We understand how management districts work and we strive to provide our best possible service to keep our city looking beautiful.

Related Experience

We currently work with seven management districts including the Hobby Area District. We provide landscape maintenance of the ROW, litter pick-up and various landscape projects. We have been working with the Hobby Area District since 2014 and we are familiar with the area and the needs of the District.

Our crews work hard to keep the Districts clean and looking beautiful on a daily basis. We understand that keeping the District clean and beautiful requires a professional staff that is able to respond to the needs of the District. Currently, our three crews work hard to keep the District clean. We appreciate the opportunity to provide our proposal for the 2021 ROW Maintenance.

Proposal for ROW Maintenance

OVERVIEW

SMC Landscape Services is pleased to submit this proposal for the Hobby Area District to provide ROW maintenance services that will contribute to the achievement of the District’s goals in promoting and improving area beautification. We pride ourselves in providing the best possible service that improves the cleanliness and beautification of the areas that we maintain. We do this by thoroughly understanding District boundaries and topography, improving upon areas that have already been beautified, and maintaining its natural qualities while working with the environment to help these areas flourish.

OBJECTIVE

The landscape maintenance services crew will cover the Hobby Area District to provide comprehensive District-wide services at the direction of the District. The focus of our services will revolve around the District’s described Scope of Services, which include the following:

Special Projects

• A full-time crew of four (4) will be working from 6:30 A.M. to 3:00 P.M. for five (5)days a week.

• A DISTRICT representative together with the CONTRACTOR shall determine theRightof-Way (ROW) sites that are a priority for mowing and edging, which will focus ongateways and major business corridors. The ROW s selected to be mowed will be enoughto allow for a two (2) week turnaround.

• Collect and dispose of litter, removal of debris and bandit signs from public ROW andesplanades of thoroughfares within the DISTRICT boundaries. The ROW includes allareas within the setback, either 10' from the curb (or edge of street) or 3' from the outeredge of an existing sidewalk or pedestrian pathway.

• Collect and dispose of litter, mow, and edge Monroe Boulevard ditch and medians fromthe Gulf Freeway to Panair Street. Mowing of the median includes from the curb orprivate property line to the embankment of the ditch. Mowing of the ditch includes theditch in the Monroe Boulevard median and includes the ditch as is continues behind theHoliday Inn (8611 Airport Boulevard) to Panair Street.

• Mow under maintained right-of-way areas of the DISTRICT.• Porter services crew may collect litter, mow, and edge other ROW on an as needed basis,

as directed by the DISTRICT.• Porter services crew may do additional special projects, such as edge to expose curves

and sidewalks and small tree trimming projects, as requested to improve the appearanceof the DISTRICT.

• Collect all bandit signs located along public ROW' s on the streets in the scope of work.

Broadway Landscape Maintenance

• CONTRACTOR will collect and dispose of litter, dispose of debris, weed flower beds,and apply herbicide within medians on Broadway Street from Interstate 45 FrontageRoad to Airport Boulevard each week, fifty-two (52) times a year.

• CONTRACTOR will water setback trees within the designated area fifty-two (52) timeseach year.

• CONTRACTOR will fertilize trees and shrubs within the designated area two (2) timeseach year, in the Spring and Fall. CONTRACTOR will apply mulch to flower bedswithin the designated area two (2) times each year.

• CONTRACTOR will fertilize flowers within the designated area three {3) times eachyear.

• CONTRACTOR will change out seasonal color within the designated area three (3) timeseach year.

Other Maintenance • Mow, edge, etc West sand North side of I-45.• Collect litter and debris West side of I-45.• Herbicide applications as needed.• Seasonal trimming.• Removal of dead vegetation.• Underpass cleanup at Broadway and I-45 once a month.• ROW mowing Northside of I-45 from Kingsley at Broadway and I-45 in the district

OPPORTUNITY

The Hobby Area District is requesting a professional landscape maintenance company that understands the needs and requirements to maintain areas that will make the District the ideal place for businesses and families alike to live and work. Our crews are always on the lookout for potential problems that occur on a daily basis such as damage to plants and/or esplanades due to traffic accidents as well as irrigation issues that arise from weather related changes. We stay in constant communication with District staff to make sure that any issues are corrected in a timely manner.

SOLUTION

Based on previous experience and the successful implementation of similar projects in other districts, as well as the Hobby Area District, we propose the following plan of action to provide the best possible service. SMC Landscape Services will provide employees with uniforms, personal safety equipment, and all necessary equipment to perform the services as required by the request for proposal. All services are to be provided under the direction if the Hobby Area Management District.

PRICE

Our monthly price to provide the services as outlined in this RFP is $34,365.97. The breakdown and yearly price is outlined in the next page.
