• All sites are governed by an Environmental Compliance Approval (ECA); formerly called a Certificate of Approval (C of A).

• Same as for sewage, water, air, etc

• The ECA is essentially a set of rules that define and regulate how the facility operates and outlines what criteria must be met.

• For landfill sites, compliance is based on ground and surface water chemical concentrations.

• This guideline establishes the basis for determining the "reasonable use" of groundwater on property adjacent to sources of contaminants and for determining the levels of contaminant discharges considered acceptable by the Ministry.

• The reasonable use concept applies only to groundwater quality management.

• The technical details for the application of the reasonable use approach are found in Procedure B-7-1: "Determination of Contaminant Limits and Attenuation Zones.“

• B-7-1 is essentially a quantitative approach to determining the acceptable levels of various contaminants originating in disposal sites and assessing the suitability of a contaminant attenuation zone.

CAZ (Contaminant Attenuation Zone)• MOE Guideline B-7-1

• The purpose of a "contaminant attenuation zone" is to allow the limited impairment of use of off-site property by means of easements or other methods without imposing the severe restrictions on land use which apply to the disposal site.

• For sites like Alexandria and Dunvegan this is the typical method for maintaining site compliance.

The Maxville WDS is a closed site and operates under ECA A481304 dated April 1993, amended April 1994

The site is located off of County Road 20, 5 Km south of Maxville (30 Km northwest of Cornwall)

Initially the site was leased by the Township and is currently owned by Mr. Peter Hess

The site was last monitoring in 1996 and in 2014 all wells, as per MOECC recommendations were removed.

Required to file for official site closure

Require an access agreement with owner and then file an application with the MOECC

Dunvegan WDS (Closed)

The Dunvegan WDS operates under ECA No. A481301 dated October 20, 2003 amended December 1, 2005

The Dunvegan Waste Disposal Site is located approximately 2.5 km southeast of the community of Dunvegan on Part of Lots 20 and 21, Concession VII in the Township of North Glengarry. The civic address is 19296 Kenyon Concession Road 8, North Glengarry, Ontario. The site ceased to accept domestic and commercial waste in December 2003.

The site is subject to annual monitoring and biennial reporting. The latest report was submitted in the spring of 2015. The next report will be submitted in 2017 and included data from 2015 and 2016.

The site is compliant with Guideline B-7 (Reasonable Use Policy) and Guideline B-9-1(closed sites)

Key recommendations are to replace two monitoring wells that could not be located (i.e., BH-4 and MW-12), install a new groundwater compliance monitor along the eastern boundary of the eastern buffer zone and sample it in lieu of BH-6, repair BH-3. Continue with the approved monitoring program.

Apple Hill WDS (Closed)

The Apple Hill Closed Waste Disposal Site operates under ECA A481303 dated December 1, 2005.

The site is located approximately 2km east of the village of Apple Hill, in the Township of North Glengarry on the south side of Kenyon Concession Road 2

Monitoring at the site is annual and reporting is biennial with the last report being submitted in 2014. The next report is due May 31, 2016 and will include an assessment of 2014 and 2015 data.

Monitoring is being completed as per the ECA. Ground, surface water and inspections of the landfill cover.

The site is compliant with Guideline B-9.

Glen Robertson WDS (Active)

The Glen Robertson WDS operates under ECA No A481510 dated October 2003. The site was closed for 9 years and re-opened in 2014. During the site closure waste was diverted to the Alexandria Site. The remaining volume is estimated to be approximately 100,000 m3

Currently the site is monitored annually and reported on biennially.

The 2013-2014 program confirmed non-compliance to Guideline B-7 for both surface water and groundwater.

As a result of the site opening, an application was required to be submitted to address operational details.

Continued monitoring and reporting required. Reporting may be required to be on an annual basis as the site is now open.

A new background well is required as well as an action plan to be bring the site into compliance with both groundwater and surface water guidelines.

Glen Robertson WDS (Continued)

Proposed action plan:

Increase the size of a Contaminant Attenuation zone (CAZ) to the south, southeast and east of the landfill.

Review and make improvements if warranted to the landfill cover to minimize leachate generation.

Install additional monitoring wells in the extended CAZ area and establish new groundwater compliance locations.

Conduct aquatic toxicity testing at SW-6 to further evaluate leachate impact to the environment;

Increase the number of surface water sampling locations within the groundwater discharge area to determine the extend of the landfill-influenced surface water (i.e., within the marsh area);

Review and make improvements if warranted to the direction of surface water within the waste disposal site to minimize leachate generation.

Alexandria WDS

There are two components to the Alexandria site; The Waste Disposal Site and associated activities (ECA A481503 2004) and;

The perimeter ditch and lagoons (i.e. Sewage Works) that surround the site. The facility has an ECA for sewage works based on the Ontario Water Resources Act (ECA 1285-4N3NUN recently revised, 2014)

Landfill Site

This site is subject to annual monitoring and biennial reporting. The next report is due in the spring of 2016.

In December 2014, it was confirmed that the site was at capacity, and as a result waste is now diverted to Glen Robertson and Alexandria is closed to accept waste.

The site currently has a total area of 18.06 hectares, of which 7.3 hectares is licensed for waste disposal. In March 2015 and application was submitted to the MOECC to recognize additional properties purchased by the Municipality (west and north) to be incorporated into the CAZ (in addition to properties previously purchased to the west, north and south).

Alexandria WDS (Continued)

New compliance wells were installed along the property boundaries to confirm compliance.

In order to re-open the site to accommodate more waste , requirement to address Ontario Regulation 101/07 under the Environmental Assessment Act will be required.

Potential time line and costs for an ESP application are: two years and 75K to 100K

Potential time line and costs for a full EA are; three to four years and 150K to 300K

Both of these scenarios are subject large application fees (vary between 20K and 50K)

Alexandria WDS (Continued)

There is no guarantee that the MOECC will accommodate the request for expansion.

Alternative Solutions

Alternative solution is to turn the Alexandria WDS into a waste transfer / depot site.

• Waste would be brought to the site, segregated and removed off site by a local contractor,

• In this instance waste would likely be brought to Moose Creek.

• Processes involves a site design, and an application to the MOECC

Alexandria WDSSewage

The portion of the Alexandria WDS that is governed by the Ontario Water Resources Act (Section 53) is the perimeter ditching and the lagoons that are located along the south west and north west perimeters of the site. In addition to the ditching there is a “French Drain” that captures groundwater and pumps back to the ponds.

This work was carried out in the early 2000’s to help mitigate off-site migration of leachate from the site to the north west. In the mid 2000’s the MOE at the time requested an ECA for the water works.

Since this time the Municipality has purchased additional properties to the west to maintain site compliance.

Two main issues are associated with the water works:• The required pumping of water from the ponds when water levels reach certain levels, and;• The periodic release (seepage) or groundwater, primarily in the north west corner in the

spring time.

Recommend to petition the MOECC to allow for the release of “pond water” into the ditching and drainage system instead of pumping. And, investigate the need for continued use of the collection system.
