3. Staff Reports

3.1 Resignation of AAC member and member recruitment recommendation (11239838)

The purpose of this report is to advise the AAC members of the recent resignation of committee member, Debbie Gaudie. On 6 June 2019 Council received an email from the current member notifying of their resignation from the AAC. This creates one general member vacancy in addition to the current Male Elder vacancy. Community Life staff are currently working with the Council Services Team to transfer the existing Terms of Reference (ToR) into a new standardised template that will be used for the ToR for all Council committees. The updated ToR will be reported to Council in September at an Extraordinary Meeting. The objective for Council is to have consistency across all of the committee’s and to ensure that all external committee representatives are elected every two years at the same time following the September Extraordinary meeting. Recommendation: That the AAC: 1) Receive and note this information report 2) Accept the resignation of AAC member Debbie Gaudie 3) Wait for the updated Terms of Reference to be endorsed by Council

3.2 Input from AAC members on suggested signage location and content for the proposed Aboriginal Interpretive Signage Walk (11239843)

The purpose of this report is to seek input from AAC members on the suggested signage location and content for the proposed Aboriginal Interpretive Signage Walk. At the Council meeting of 26 February 2019, the following resolution was made: “That Council staff prepare a report into the development of an Aboriginal Interpretive Walk on the southern side of Lake Illawarra, in consultation with the AAC. This report should include but not be restricted to signage, cost, and placement. The project to be [partially] funded from Southern Phones dividends.” Council staff invite input from AAC members to inform possible signage locations and content that reflect significant landmarks and features of the local Aboriginal community. Attachments 1 and 2 outlines the area that the proposed walk would sit within, as well as information on existing landmarks, including the current art trail instalments. The input from the AAC, together with input from broader community consultation, will be considered alongside a range of other factors including:

- Potential flood risks; - Environmental impacts; - Land zoning eg community land, crown land etc; and - Costings.

Recommendation: That the AAC: 1) Receive and note this information report 2) Discuss the information in Attachment 1 and provide input on suggested

signage locations and content

The colours and materials used in this artwork are representative of the evergreen escarpment, rivers, streams, ocean and shoreline as well as the abundant food system. The shells used illustrate the middens by the lake’s edge. The artwork represents parts of two local Dreaming stories – Gang-Man-Gang (The Whale and the Starfish), the creation of Windang Island and Gurrangatty, the creation of Lake Illawarra. This is the story of the creation of the waterways of the Illawarra. It is the story of a gigantic fish – Gurangatty who was involved in a dual. Some say the dual was with a giant eel and others say it was with a huge serpent.

Artists: This artwork is inspired by leisure and recreational activities that take place beside the lake every day. An area for relaxation, gathering, fishing and water sports the lake holds a special place in the memories of many people who live and holiday here. Drawn from conversations with residents and children's artistic interpretations, the words and imagery in the artwork portray this significance and hope to preserve it for generations to come.

This artwork features deep relief carving of animal species found in and around Lake Illawarra. Fish, shellfish and birds documented by the Lake Illawarra Authority are depicted in the carving and include Snapper, Yellow Fin Bream, Mud Crab, Scallop, Little Tern and Shag. It took 352 hours and 15 members of the Shellharbour Woodcarvers to carve this artwork. Shellharbour Woodcarver members involved in Fauna of the Lake: Jim Balmain, Ray White, Terry Elkins, Ted Furlong, Kevin Goss, John Unwin, Col Edwards, Kevin Gillis, Frank O’Connor, Vivian Franks, Madeleine Norrish, Bill Cheyne, Sandra Hamblen, Graham Tibbitts, Alyssa Willstrop.

Ghost Trees for Spirit of Place represents the community’s collective memory and history of the lake, standing as guardian totems for Lake Illawarra. Each totem has a distinct character that defines an individual aspect of the lake; sanctuary, place, memory, imagination, freedom, weather and protection. The work illustrates the lakes rich cultural history, and its significance to all Shellharbour’s people spanning thousands of years, since our first Aboriginal people walked its shores. Standing together, the totems act as one, reflecting the strength of the lake community.

The dual happened all the way from the mountains to the sea – with the creatures splitting open the earth and creating the waterways. It went on for days. Eventually the eel (or the snake) broke through the earth looking for Gurangatty and so Lake Illawarra was created Gurangatty dissappeared Some say the eel still lies at the bottom of Lake Illawarra – waiting. Others say the serpent lies draped over the hills creating the escarpment Maybe they were both in the dual. And maybe they are both still waiting for Gurangatty Who knows?

A dead leatherback turtle washed up on the Shellharbour shoreline in March 2015. It sadly died from ingesting a plastic bag and had been hit by a boat. A pair of leatherback turtles were seen swimming between Winding and Port Kembla beaches in February 2016. These concrete, mosaic and steel turtles are artistic representations of these local leatherback turtles, designed to encourage exploration, interaction and discovery through creative, imaginative play.

Leatherback turtles (Dermochelys coriacea), are the largest sea turtle in the world, listed as critically endangered. According to the IUCN Red List of Threatened Species, the West Pacific population of leatherback turtles has a habitat that extends as far north as the Sea of Japan, and south to the Tasman Sea. They nest primarily in Indonesia, Papua New Guinea, the Solomon Islands, and also in Vanuatu.

3.3 2019 Reconciliation Schools Flag Walk (11239846)

The purpose of this report is to provide an update on the 2019 Reconciliation Schools Flag Walk. In celebration of Reconciliation Week, Council hosted the annual Reconciliation Schools Flag Walk on Monday 27 May 2019. The event location was changed this year to Harrison Park in the City Centre and included the flag walk lead by AAC Co-Chair Richard Davis, along with the flag exchange ceremony. Cultural workshops were also provided by local Aboriginal business Gumaraa. Council acknowledges that there were several set backs on the day including bad weather, access issues for Elders and unplanned changes to the cultural workshops. In recognition of this, and in a commitment to continue to deliver an event that celebrates Reconciliation, Council staff will conduct a review of this event. This will involve feedback from AAC members, community members and participating schools. Recommendation: That the AAC receive and note the information report.

3.5 NAIDOC 2020 (11239953)

The purpose of this report is to respond to the recommendations of the extraordinary AAC meeting of 1 July 2019. In response to concerns raised regarding changes to the local NAIDOC community event hosted by Council, an extraordinary AAC meeting was convened on 1 July 2019. The recommendation made at that meeting was that: “1. The 2019 NAIDOC Community event scheduled for 8 July 2019 remain at the Shellharbour Civic Centre. 2. Moving forward Council staff be committed to working with the Aboriginal Advisory Committee and the broader Aboriginal community in planning and delivering future NAIDOC celebrations. 3. Council staff workshop ideas for 2020 at the next meeting of the Aboriginal Advisory Committee.” Recommendation: That the AAC members and Council staff workshop ideas for the 2020 NAIDOC event.

3.6 Update on the Bridge-ing the Gap campaign (11239954)

The purpose of this report is to provide an update on the Bridge-ing the Gap campaign. At the Council meeting of 5 February 2019 Council resolved the following: ‘That Shellharbour City Council provide its support for the ‘Bridge-ing the Gap’ campaign and to make the petition to have the Aboriginal flag permanently flown above the Sydney Harbour Bridge available at public spaces within the city such as libraries and other council buildings” Petitions were displayed at the Civic Centre, Community Centres and all Council libraries for a period of three months. They have since been collated and a total of 104 signatures were collected. The signed petitions have been returned to the campaign coordinator, Cheree Toka, to be added to overall signature collection. Recommendation: That the AAC receive and note the information report. 3.7 Bass Point Aboriginal Interpretive Centre (11239955)

The purpose of this report is to provide an update on the Bass Point Aboriginal Interpretive Centre. As a matter of due diligence, a request has been made to hold a pre-lodgement meeting with the relevant Council staff to discuss the proposed Centre and the recommended site. This is an essential step to ensure the Centre is permissible at the preferred site and to ensure the Business Case development can go ahead for that location. Recommendation: That the AAC receive and note the information report.
