SUMMARY

A Notice to Proceed was issued on October 20, 2011 to McCarthy Building Companies, Incorporated for construction of the Groundwater Replenishment System (GWRS) Initial Expansion project. The project construction contract was in the amount of $115,089,998. Attachment(s):

RECOMMENDATION

Informational DISCUSSION The GWRS Initial Expansion project increases the GWRS treatment capacity from 70 million gallons per day (mgd) to 100 mgd. Additionally, two flow equalization tanks will be constructed on Orange County Sanitation District property to store excess daytime wastewater flows and feed to GWRS at night. Construction is now underway on the project. The construction contract was awarded to McCarthy Building Companies, Incorporated with a Notice to Proceed dated October 20, 2011. The original construction contract end date was October 18, 2014. Due to authorized time extensions the revised contractual end date is now January 10, 2015. Attached is the Construction Management Monthly Progress Report for May 2013 compiled by Parsons. Parsons is the construction manager for the project and each month they prepare a summary report on the status of the construction for the GWRS Initial Expansion. Also attached is a Change Order Report showing a summary of the

SAFETY

Orange County Health Care Agency performed a site visit on 5/8/2013 to observe handling of contaminated soils in the SEFE Area. They were satisfied with compliance to the agreed plan.

There were no Cal-OSHA safety visits made to the construction project site during the month of May.

The CM Team Site Safety Walk was conducted weekly in May 2013.

As of May 31, 2013, the project completed 590 days without a lost-time injury or recordable incident.

Operational incidents: None in May 2013

Health and Safety Plan (HASP) Update:

The Contractor put a new HASP in place for earthwork in the SEFE Area due to pesticide contamination of the upper three feet of soils. By the end of May a Contaminant Reduction Zone was established in the northwest corner of the work area to control ingress/egress and provide a place for workers to take breaks.

CONSTRUCTION CONTRACTOR ACTIVITY/ KEY ACCOMPLISHMENTS IN REPORTING PERIOD

MF Facility: Concrete work for the MF basement expansion advanced throughout May 2013. Four placements were made on train C cell bottoms and shelves. As of May 31, 2013, forms for the first high cell walls were being readied for close-up.

Electrical cable tray and conduit installation continued in the MF basement and in the east and west electrical rooms.

Mechanical piping for the two new Train E cells continued in May and new filtrate pumps were placed. However, on May 14, 2013, the CM discovered that welding on Siemens stainless steel piping delivered in April 2013 was non-compliant. Train E effluent piping was partially disassembled to investigate and several pieces removed for rework.

Backfill to elevation 10.0 was authorized by RFI and commenced May 20, 2013.

RO Building: Steel erection completed at RO on May 21, 2013. Metal roof decking installation commenced May 16, 2013.

Preparation and priming of steel connections by the coatings subcontractor followed behind completed steel framing and preparations for structural coatings followed behind decking installation.

More deliveries of large diameter FRP piping were received and stored on the north side of the new building, awaiting delivery of the pipe supports and access to the basement after structural painting completes.

Electrical cable tray installation began in the RO basement in May 2013.

UV Area: Canopy steel erection commenced May 9, 2013 and completed May 21, 2013. The Steel Subcontractor, Allied Steel, demobilized May 22, 2013.

Touch-up painting of steel connections followed.

SEFE Construction: The SEFE tank pads were completed April 3, 2013. No follow-on tank construction work occurred in April or May 2013, as the Contractor continued to redesign the foundation. On May 1, 2013, the Contractor submitted RFI 0589 requesting a reduced factor-of-safety for pile design based upon the results of the April 15 field re-test. Approval was granted May 2, 2013. The revised tank foundation design was submitted May 17, 2013. On May 30, 2013, the Design Engineer issued review comments that precipitated a teleconference. Supplemental calculations were subsequently submitted May 31, 2013.

From April 29 through May 1, 2013, the second-tier hazardous waste subcontractor, AIS, excavated the upper three feet of the SEFE Tank inlet/outlet piping area so that this area could be deemed uncontaminated. The contaminated spoils were stockpiled in the staging area westerly of Tank No. 1. Three thousand eighty-one (3081) tons of contaminated soils were loaded and hauled off to the Yuma, Arizona landfill from May 7 through May 14, 2013.

On April 27, 2013, excavation for the SEFE Pump Station and Meter Vault began in uncontaminated soils three feet beneath original ground surface. Uncontaminated soils were stockpiled on a PVC liner placed over the SEFE Tank No. 2 pad. These soils were later used for backfill at the MF.

Crushed rock was placed at Meter Vault subgrade May 10, 2013 and on May 28, 2013; the Meter Vault slab-on-grade was placed.

Soldier piles for shoring the SEFE Pump Station were installed May 22 and 23, 2013. Pump station excavation proceeded May 24, 2013; however, groundwater began seeping into the excavation. On May 28, 2013 the excavation was backfilled up to the top of pile elevation to prevent undermining of slopes. The dewatering and shoring systems are being re-evaluated by the Contractor.

Lime/Decarb Area: Change Order work to relocate the Lime Sludge Pig Station was implemented between late April 2013 and May 6, 2013. The cut-over to the new lime sludge alignment was conducted between May 7 and 9, 2013, clearing the way for auger-cast pile installation.

On May 20, 2013, the shoring pile rig mobilized and soldier piles for the new Finished Product Water (FPW) Channel were installed the next day.

On May 23, 2013, the auger-cast pile drill rig mobilized to the Lime Saturator Area. Pile drilling for the new saturator commenced May 30, 2013.

Chemical Storage Facilities: A Non-Conformance Notice was issued for the new SHC Storage Tank on April 30, 2013 due to a crack in the tank and several damaged outlets. The Tank had been damaged in transit to the job site. After an exchange of correspondence regarding repair procedures, the Contractor is planning to have the Tank picked up and returned to the manufacturer for repairs or replacement.

Electrical conduit rough-in advanced in the Sodium Hypochlorite Area 410 throughout May 2013.

Screenings Facility: New water piping for Screen No. 5 was installed.

Startup Planning: A workshop to discuss the overall startup plan for the expanded facility was conducted May 14, 2013.

Construction Schedule: The May 2013 schedule update shows a finish date of April 17, 2015, a slip of 20 working days from the approved April Update. While SEFE tank pad construction was completed April 3, 2013, the construction schedule continued to slip day-for-day through May 2013, as redesign of the SEFE Tank foundations and mobilization of the auger-cast pile rig extended beyond the Data Date of May 20, 2013.The project is now over 3 months behind its current completion date of January 10, 2015.

UPCOMING WORK AND CHALLENGES

MF: Continue new basement concrete; continue electrical conduit and cable tray installation in existing MF basement. Establish repair procedure for mis-fabricated Siemens stainless steel piping. Resolve design conflicts between piping and electrical in MF East basement.

RO: Complete roof deck and painting in the new RO Building. Finalize work plan for demolishing existing west wall and connecting the new building to the existing RO Building. Commence mechanical piping in the RO Basement

Lime/DeCarb: Advance concrete foundations for new Lime saturator. Complete piles for FPW Channel and excavate/dewater/shore for new channel.

UV: Construct canopy roof. Resolve design for electrical conduit routing into UV Electrical Building.

SEFE: Finalize Tank Foundation Design and commence Tank foundation pile installation. Establish new approach for SEFE Pump Station dewatering/excavation plan and resume excavation

SCREENINGS FACILITY: Manufacturer visit to field measure for new skirt.

BULK CHEMICAL STORAGE: Commence Threshold Inhibitor Tank replacement and remove new SHC Tank for factory repairs.

SIGNIFICANT SCOPE ITEMS/ISSUES

Contaminated Soils: On December 5, 2012, the Contractor notified the CM of potentially contaminated soils at SEFE and MF. Several months of sampling, testing and coordination with the Orange County Health Care Agency and Regional Water Quality Control Board culminated in the issuance of a Soils Removal Plan on February 7, 2013.

Several meetings to discuss the path forward were conducted in February and March of 2013. On March 22, 2013, the Contractor submitted two cost proposals, referred to as Phase A: one for building the SEFE Tank Pads as a lump sum, and the second for exporting up to 6000 tons of contaminated soils to a properly certified landfill at a unit rate. Two field change orders have been approved in Contract Change Order No. 8, in the amount of $622,739.

On March 25, 2013, a second-tier subcontractor that is licensed to handle and haul hazardous materials mobilized to begin grading the SEFE Area. Tank pads were completed April 3, 2013 and 2100 tons of contaminated soils were removed from the site by April 13, 2013.

On April 23, 2013, a meeting was held to present the Contractor’s proposal for Phase B. That same day, the earthwork subcontractor built an access road to the SEFE pumps station. On April 29, the CM issued a T&M field change order for the Phase B work proposed to be performed by the second-tier hazardous materials subcontractor as excavation of contaminated soils over the tank inlet/outlet piping area. On April 30, 2013, the Contractor issued a change Proposal Request (CPR) for the Phase B work discussed at the April 23, 2013 meeting.

The excavation of contaminated soils from the inlet/outlet piping area and area northerly of SEFE Tank No. 1 was completed May 1, 2013 and 3081 tons of contaminated material was hauled off by May 14, 2013. The General Contractor began setting up a Contaminant Reduction Zone in accordance with their HASP in the last week of May 2013.

MF Scour Air Piping: MF blower piping arrangements were determined to be incompatible with the control scheme for MF cell backwash. As a result, design changes have been made, revising piping, instrumentation and control points. Due to the stainless steel piping materials and the associated programming, the cost for this change will be significant. The Request for Proposal (RFP) was originally issued for this work on March 27, 2013. The Contractor submitted an RFI in regard to the scope in early May and a revised RFP is being prepared by the Design Engineer.

MF Basement East Cable Tray, Ductwork and Pipe Supports: On May 13, 2013, the CM responded to RFI 0579 seeking clarification of conflicts among

existing and proposed arrangements in the existing MF basement corridor that will serve the new Train C. The response provided sketches of changes to be made with notification that and RFP would follow. As of May 31, 2103, the RFP document is remained in development. This change impacts several trades and is complicated by the congestion of infrastructure in the basement.

Sulfuric Acid Piping: As a result of operational issues with the current sulfuric acid feed system, the Water District has requested changes to the suction piping design. The valves required for this change will take several months to procure and the cost associated with this change will be significant. The RFP for this change was issued March 12, 2013, and no proposal has been received as of May 31, 2013.

UV Electrical Building Conduit Routing: It was documented through RFI’s in April 2013 that existing underground electrical arrangements accessing the UV Electrical Building do not match those anticipated in the design. RFP 0118 was issued April 23, 2013, to revise the design. It was subsequently determined that the congestion of underground conduits complicates the proposed scope of RFP 0118. Currently, the CM and Contractor are investigating conditions to identify workable arrangements.

Energy Recovery System (ERS) Programming: On May 17, 2013, an RFP was issued for changes to the programming of the ERS to accommodate the external backpressure control valve recommended by the Energy Recovery Device manufacturer. This change in scope was identified through the submittal process and accepted as an improvement to the reliability of the specified system. Additional programming effort, documentation and testing is required of the Process Controls System Integrator, KDC.

QUALITY ASSURANCE/QUALITY CONTROL

Non-Compliances (NCN’s)

NCNs #11 -13 for low 28-day strength of concrete were issued in April 2013. By the end of May samples from the two of the deficient placements achieved design strength and the third was accepted by the Design Engineer as adequate for the actual load conditions. Concrete testing of adjusted mixes are breaking much higher, and the concrete quality issues have been closed.

NCN #14 was issued 4/30/13 for damage incurred by the new SHC Tank prior to its delivery April 17, 2013. As of the end of May, the manufacturer has agreed to recall the tank to its plant and evaluate for repairs. Tank removal is scheduled for early June 2013.

Deficiency Notice (DN) #7 was issued 5/16/13 for inadequate fabrication welding of Siemens’ stainless steel piping. As of the end of May, Train E piping was inspected and deficient spools were disassembled and removed from the gallery. Several pieces were taken to a local fabricator, Duhig, where the repair procedure is being developed.

DN #8 was issued 5/28/13 for enclosure damage to the new RO Transfer Pump Isolation Transformer.

Special Inspection

Special Inspection was performed by Converse Consultants for concrete placements at the MF Basement and at the SEFE Meter Vault. A Converse certified welding inspector (CWI) performed inspection of structural steel welding at RO.

Parsons performs Special Inspections of reinforcement steel and anchors in concrete.

Converse Soils Technicians tested compaction on backfills at MF and Lime/DeCarb.

MANUFACTURING ACTIVITY IN MAY 2013

The vertical diffusion vane pumps for the MF BWW, RO Transfer and Product Water Pumps were delivered on May 2, 2013.

VFDs and Isolation Transformers for the RO Transformer and Product water Pumps were delivered.

Switchgear for the new RO Trains was factory witness tested May 29 and 30 in Chicago, Ill.

MCCs for MF Train C, SEFE Pump Station, and the new RO were factory tested May 7, 2013 in Monterrey, Mexico.

One more FRP pipe delivery for RO Permeate and Feed Piping were received in May 2013.

Software development for the Lime Area was witnessed at the PCSI facility.

The factory witness test of the prototype Energy Recovery Device (ERD) was conducted May 9 and 10, 2013 in the Detroit, MI area. The ERDs were cleared for fabrication.

SUMMARY

Expenditures have been below the Contractor’s Late Start forecasts from the Baseline Schedule for the last 5 months, as shown on the cost curve below. The trend is indicative of the schedule slippage.

The large payment anticipated for May 2013 did not occur due to the Siemens pipe fabrication deficiency. It now appears that by July 2013, expenditures will fall behind the Baseline late-finish forecast, at which point reporting will be modified to project the early/late envelop from the current date forward.

SCHEDULE CONCERNS/ISSUES

Excavation Delay: A 72 calendar day contract extension was finalized in January 2013 for difficulties with dewatering the MF excavation. In February 2013, certain restrictions on time constraints between adjacent concrete placements were eased providing schedule savings. Based on the May 2013 schedule update work in MF has 4 working days of float, indicating that pre-startup activities could begin in late January 2014.

RO Feed Pumps: Substitution of the RO Feed Pump supplier was agreed to by the Water District for Contractor’s convenience in April 2012, subject to review and approval of an equivalent submittal. The substitution RO Feed Pump submittal was received October 22, 2012. On December 4, 2012, the CM issued Bulletin No. 021 to revise the RO Feed Pump operating parameters due to new membrane performance projections as a result of the Water District-directed change to the RO membranes. In February 2013, several teleconferences were conducted to discuss the critical vibration frequencies occurring at low speeds when the membranes are new. On March 8, 2013 the RO Feed Pumps were approved for fabrication.

Based upon the May 2013 schedule update, RO Feed Pump installation will occur in late November 2013, with 12 days of float.

Energy Recovery Device: The configuration of the RO System Energy Recovery Device (ERD) has been subject to coordination teleconferences commencing in April 2012. Bulletin 29 was issued February 5, 2013, directing the Contractor to furnish an internal variable area nozzle to enhance the performance of the ERD in low pressure conditions. The ERD prototype was tested and approved in May 2013. The ERD installation has slipped to September 2013. Currently, there is no assertion of delay attributable to the ERD; however, it is being tracked as a potential issue.

SEFE Progress: The Contractor noted at the Preconstruction Conference and in the Baseline Construction Schedule narrative that the completing of SEFE area work in the time provided was challenging. The District turned the SEFE area over to the Contractor by Field Change Order 0041 on July 31, 2012, four months prior to the specified date.

The excavation plan for the pump station was not approved until January 29, 2013, and the SEFE tank foundations, which were initially approved in October 2012, are being redesigned by the Contractor to capture savings. This redesign was rejected in January 2013 for providing an inadequate safety factor. The Contractor continued to explore potential redesign to reduce the number of piles required, and on March 25, 2013 a teleconference was conducted at which the Design Engineer agreed that, subject to proper results, a re-test of the in-situ test

piles would justify reducing the factor of safety per applicable standards. The in-situ test piles were re-tested on April 15, 2013. The redesigned foundation was resubmitted May 17, 2013. A conference call regarding the calculations was conducted May 30, 2013 and supplemental calculations were submitted May 31, 2013.

The SEFE schedule concerns noted above have been compounded by the discovery of unforeseen contaminated soils. Pesticide concentrations in SEFE top soils were found in December 2012 by the earthwork subcontractor. Subsequent to investigation, the Water District’s Soils Removal Plan was sent to the Contractor on February 7, 2013. On March 25, 2013, the Contractor mobilized a hazardous materials subcontractor to commence grading operations is SEFE. The SEFE Tank Pads were completed in early April. However, further advancement of the SEFE tanks continues to be pending the Contractor’s redesign of the foundations.

The initial February 2013 schedule update inserted a delay activity for determination of the means and methods of handling the contaminated soils, with a projected end date of March 29, 2013. The delay was an estimate only and has not been justified by the Contractor. Only after the Contractor submits a time impact analysis and it has been approved, can time can by inserted into the schedule. The activity was removed from the schedule for the record.

Subsequent March, April and May updates reflected a nearly day-for-day slip due to SEFE inactivity. The April 2013 update has a forecast completion date of April 17, 2015, including recovery of three weeks due to a change being discussed to reduce the number of tank slab placements.

SUMMARY

Operation of the Groundwater Replenishment System (GWRS) commenced on January 10, 2008. An update on operation of GWRS is provided below.

DISCUSSION

GWRS continues to produce water that meets all regulatory requirements. The OCSD new secondary treatment process has been operating efficiently in the nitrified/denitrified (NDN) mode of operation. As a result of OCSD process change the microfiltration (MF) and reverse osmosis (RO) processes continue to benefit with lower operating pressures and reduced solids loading compared when OCSD operated in the Carbonaceous Biochemical Oxygen Demand (CBOD) mode. With the completing of MF backwash storage project in June of 2012, where MF backwash water is stored in primary storage basins at OCSD, the GWRS has been able to process an addition 2.5 million gallons per day. Water stored in the primary basins is pump back into OCSD secondary process during the low diurnal flow period and is then treated by GWRS. Personnel from OCWD and OCSD are jointly operating these basins in addition to working together to inspect pumps and basins for solids buildup. The new Mira Loma spreading basin in Anaheim has been on line since July 26, 2012 along with Kraemer/ Miller basins. The ability to recharge GWRS water at Mira Loma has been outstanding. The basin has been able to recharge up to 50 mgd without any issues of the roughly 68 mgd produced by GWRS. Having this additional recharge capacity provides a significant amount of flexibility during winter storm event and being able to meet OCSD storm event requirements. For OCWD’s 2012/2013 fiscal year GWRS produced 72,674.40 acre feet which is 2,674.40 acre feet above our target production of 70,000 acre feet. The design

production for GWRS is 72,000 acre feet; however the target production of 70,000 acre feet was set because of expected downtime for the construction of the GWRS initial expansion project. However; staff achieved a 98.3% on line factor which allowed for the higher production and to also makeup for the lower diurnal flows at night. Another factor in being able to achieve a higher production is attributed to having Mira Loma spreading basin and not having to lower production due to spreading basins being full or down for cleaning. The GWRS effluent production for the months of April, May and June 2013 is shown in the following tables:

Water treatment students from California State University, Pomona toured the GWRS.

Jim McDaniel, Senior Assistant General Manager, Los Angeles Department of Water & Power, and Eva Skira, Board Chair, Water Corporation of Australia, toured the GWRS.

Mr. McDaniel from LADWP returned later in the month with 10 staff members to tour the GWRS and the Advanced Water Quality Assurance Laboratory. Mike Markus gave the presentation and tour.

Representatives from the Santa Ana Regional Water Quality Control Board toured the GWRS.

Representatives from the Thailand Department of Groundwater Resources, along with reps from CH2M-Hill toured the GWRS.

Dr. Cho Chang Woo, representative of Korea Public Health & Environment Research Institute, toured the GWRS.

Mike Markus and Jim Herberg gave a GWRS tour to new OCSD Board members Troy Edgar, John Anderson and Brad Reese.

Staff members from the City of Brea toured OCWD’s Prado Wetlands in Corona and the Forebay in Anaheim.

A tour of the GWRS was given to guests of Director Sarmiento who were visiting from Bolivia.

Staff and students from the University of Southern California Electrical Engineering Department toured the GWRS with students they are hosting from the Masdar Institute in Abu Dhabi.

Students from the University of California, Irvine Department of Civil and Environmental Engineering toured the GWRS.

Gina DePinto led two round table discussions about effective outreach programs at the Public Relations Society of America Western District Conference.

Greg Woodside spoke about OCWD's efforts to advance sustainability at an Earth Day event at Santiago Canyon College.

Mike Markus attended the American Academy of Environmental Engineers & Scientists annual award luncheon in Washington, D.C. where the GWRS outreach campaign was recognized with the Environmental Communications Honor Award.

OCWD Principal Process Engineer Mehul Patel and OCWD were recognized with Distinguished Service awards from the Southwest Membrane Operators Association (SWMOA). Mehul was recognized for five consecutive years serving on the association’s board of directors and for being the first president of the SWMOA. OCWD was recognized for supporting the association’s mission and by allowing its staff to serve.

The GWRS was featured in the May issue of “Water, Environment & Technology” with several pages of photos. A PDF of the article will be distributed via e-mail.

The spring issue of “Beach Review,” the magazine of California State University, Long Beach, was released in May with a nice feature on two partnerships the university has with OCWD. A PDF of the article will be distributed via e-mail.

The city editor of the “Monterey County Herald” interviewed Mike Markus about the successful GWRS program and then toured the facility with Mehul Patel.

Mehul Patel was interviewed about the GWRS by “Water Efficiency” magazine for an article due in September.

Two articles appeared about OCWD and SB 658. One was in the “OC Register” and another in a legal journal called the “The Los Angeles Daily Journal.” Copies of the articles are available in Public Affairs.

Two events were held in June to celebrate the 80th anniversary of OCWD’s District Act that was signed on June 14, 1933. On June 3, OCWD was recognized on the State Assembly and Senate Floors. On June 21, OCWD hosted 140 stakeholders at an 80th anniversary breakfast reception.

Congressional Members Dana Rohrabacher and Loretta Sanchez, and Assemblyman Don Wagner were present and recognized for their support and contributions to the District. Past Directors were honored along with the Orange County congressional delegation. Former OCWD Directors who were present included Claudia Alvarez, Don Bankhead, Paul Cook, John Fonley, Brett Franklin, Dan Griset and Jerry King. Throughout June, milestones from OCWD’s history were posted via the District’s social media channels.

Cal ISO, the state’s power grid operator, and Southern California Edison (SCE) held a press briefing at OCWD to urge residential and commercial customers to follow Flex Alert power saving guidelines during July and August, which are expected to be hot and dry. OCWD is a significant participant in the Demand Response Program and can shed 11 megawatts if the grid is strained or in the case of a brown out. Following the press conference, Director Dewane and Bill Hunt were interviewed on camera by SCE for a corporate video that will be used in Edison’s social media and marketing materials. Media that turned out for the briefing and posted stories were KABC 7, KCBS 2/KCAL 9, KNBC 4, Fox 11, KNX Radio, and the OC Register. All but Fox and KNX toured the GWRS with Mike Markus, who was interviewed and photographed inside the RO building.

Mike Markus and Jim Herberg taped an interview about the GWRS and water supplies for an upcoming edition of “The Green Orange,” a program about environmental topics that airs at 9 a.m. every Saturday on Costa Mesa’s KOCI Radio. The interview is expected to air on a Saturday in July.

Vikki Vargas of KNBC interviewed President Dewane about the GWRS. The story aired on June 17 and included a written story and video clip on the station’s website.

Roy Herndon was quoted in the “San Luis Obispo Tribune” about groundwater management in Orange County. The story was about the wine growers in Paso Robles and Napa who are looking for dry farming measures to overcome threatened groundwater supplies.

OCWD’s Twitter page continues to grow. During the months of April through June we added 321 new followers for a total of 2,321. The GWRS FaceBook page has 171 fans and the GWRS Twitter page added 48 new followers for a total of 483.
