BACKGROUND

The John Labatt Centre operates as a public private partnership and is designated as a municipal capital facility under the Municipal Act. The Centre completed its eighth year of operation in June 2010.

The Centre is managed by Global Spectrum on behalf of the partnership London Civic Centre (LP). Global is responsible for the sale of naming rights, advertising, attractions, sale of suites and club seats and the operation of the Centre.

The City's original contribution to the John Labatt Centre was based upon an anticipated conservative pro forma produced by London Civic Centre (LP). The pro forma anticipated that paid attendance would average between 350,000 and 400,000, the gross revenue from the Centre would average $5.5 million over the first eight years and that net proceeds to the City would average $143,059. Global Spectrum has been able to produce higher gross revenues in the facility than anticipated and generally higher net incomes than budgeted, The net proceeds to the City averaged $258,868 for the first eight years, exclusive of ticket surcharge revenue. In 2010 we received $441,097 on the net proceeds and an additional $152,950 on ticket surcharges.

It should be noted that the net proceeds are after the Centre's debt servicing costs, taxes and contributions to the capital reserve fund.

The John Labatt Centre continues to outperform pre-build expectations. Almost 700,000 people attended events last year at the John Labatt Centre, more than 50% higher than pre-build expectations. The John Labatt Centre has ascended to world ranking amongst event centres. The Centre is consistently ranked in the top ten in the world by Venues Today in their annual ranking of .venues of similar size. Pollstar, the industry leader in entertainment news, rated the John Labatt Centre 56th in their top 100 facilities in the world regardless of size.

In March 2010, the Centre was named Canada's 2009 Major Facility of the Year during ceremonies at the Canada's Music Festival. The Centre topped the Bell Centre in Montreal; GM Place in Vancouver; MTS Centre in Winnipeg; Northlands Rexall Place in Edmonton; Pengrowth Saddledome in Calgary; ScotiaBank Place in Ottawa and the Molson Amphitheatre in Toronto.

The John Labatt Centre hosted a wide range of shows and events in 2010, living up to the multi-purpose function that the City invested in when it built the facility including:

Both NHL and NBA exhibition games; World class entertainers such as Keith Urban, Alicia Keys and Norah Jones; Classic rock artists such as KISS, Don Henley, Guns N' Roses and Motley Crue; Comedians Bill Cosby and Jerry Seinfeld; Broadway plays such as Cabaret, Stomp and Beauty and the Beast also performed at the Centre; Family shows have been abundant, including The Wiggles, Sesame Street Live, Playhouse Disney Live and the Harlem Globetrotters: The London Knights hockey team continues to play to sell out crowds; The Centre also hosted the Canadian Figure Skating Championships, the Euro- Can Cup; the Jack Frost Cup and the Inspiring a Dream: Olympic Celebration.

Performance Summary

Appendix A (attached) provides a performance summary for the John Labatt Centre for the first eight years including events, paid attendance, incomes, expenses, net income and the City's net proceeds for both ticket fees and share of net operational income.

Appendix B (attached) is the John Labatt Centre 2010 Annual Report.

As in years past,the 2009-2010 season at the John Labatt Centre has been a very successful one for Global Spectrum Facility Management and I feel it is important to highlight a number of the accomplishments that we haveexperienced.Throughout the 2009-2010fiscal yeacthe John Labatt Centre was honoured t o host 155 events and welcomed 672,985 people through the doors.

The 2009-2010 season a t the John Labatt Centre was highlighted bya number of incredible shows, including a diverse concert series and a wide array of events that served to showcase the versatility of this tremendous venue. Performers such as Keith Urban, Nickelback. Jerry Seinfeld, Rascal Flatts and Gordon Lightfoot performed before sell out crowds while Jay-2, KISS, Kings of Leon and Norah Jones also helped to make up this amazing season.The 2009-2010 season also featured the"biggest act London has ever seen" when thearena spectacularwalking with Dinosaurs cametothe John Labatt Centreforeight unbelievable shows! Fanswerealso treated tofourdaysofworld classfigureskatingduringtheBMOCanadian Figure Skating Championships.

Since the building opened 8 years ago, the John Labatt Centre has played host to world-class Broadway shows and the 2009-2010 season was no exception.Audieoces were treated t o performances of CATS, Camelot and Beautyand the Beast.The highlight ofthe Broadway in London season was the pure, raw energy that STOMP brought t o London for eight shows qerformed before close t o 5,500 patrons.

Global Spectrum Facility management was also proud t o host its"hometown"Philadelphia Flyers and Philadelphia 76ers a t the John Labatt Centre.This season, the Flyers faced off against rivals theToronto Maple Leafs in what became a battle of hometown heroes, pitting Jeff Carter of the Flyers against Nazim Kadri of theLeafs beforeaselloutcrowdofover8.000.Aftera 5yearabsence,thePhiladelphia76ersonceagain returned t o the John Labatt Centre to take on the Toronto Raptors. Fans were treated to a high-flying, sharp-shooting display by the 76ers,featuring the dynamic Andre Iguodala.

As theJohn Labatt Centre begins the 2010-2011 season,management and staf f of Global Spectrum Facility Management are thrilled to open the doors and welcome residents of London and Southwestern Ontario to another great season a t the John Labatt Centre.

On behalf of the City of London, I am delighted to extend warm congratulations to Global Spectrum and its innovative team, as we celebrate the John Lahatt Centre's 8th anniversary. Since launching in the heart of our community in 2002, the JLC has proven to be a tremendous investment for our community and continues to win accolades across the country and beyond.

Recently, the Centre was recognized by the Canadian Music and Broadcast Industry as the 2010 Canadian 'Major Facility of the Year'. In earning this award, the JLC topped the Molson Amphitheatre in Toronto, ScotiaBank Place in Ottawa, the Bell Centre in Montreal, GM Place in Vancouver, Rexall Place in Edmonton and the Saddledome in Calgary. What a terrific achievement!

On stage this past year, fans were treated to many amazing performers, including Don Henley, Alicia Keys, Hedley and John Mayer, and the JLC proudly hosted the 2010 Canadian Figure Skating Championships, as a prelude to the exciting Winter Olympics in Vancouver. Other entertainment included the unique 'Walking with Dinosaurs' exhibition and the musical production of 'Stomp'.

Congratulations and thanks also go out to the John Labatt Centre for demonstrating strong corporate social responsibility, through its work with Habitat for Humanity and support of the Children's Health Foundation and the Heart & Stroke Foundation,

Facility Overview TheJohn Labatt Centre is the premiere entertainment and sports facility for London and Southwestern Ontario. The facility, considered one of the key catalysts in the redevelopment of London's downtown core, hosts numerous shows each year spanning all genres from rock to country, hockey t o family shows.

The facility seats 9,090 for hockey and ice events and up to 10,500 for concerts, family shows and other events.The facility has 1,100 premium club seats, 38 private luxury suites and five Group Sales Suites.

The John Labatt Centre incorporates modern and traditional architecture, combining a replica of the fagade of the old Talbot 1nn.a 19th century inn which stood on the spot of the current facility. along with state-of-the-art architecture for the best o f both worlds.

Johnson Controls

Johnson Controls Incorporated provides an extensive Service Plan Agreement which is currently in the seventh year of a 25-year term.The agreement i s founded on an extensive and comprehensive service plan which provides a full-time operator to the John Labatt Centre.

Johnson Controls Incorporated is charged with many tasks crucial t o the day-to-day building operations, including a comprehensiveoperation and maintenance program for al l . Heating Ventilation and Air Conditioning (HVAC) equipment

I.A.T.S.E. Local 105 I.A.T.S.E. Local 105 provides skilled labour necessary to undertake thosefunctions associated with the arrival, performance and departure o f concerts, speaking engagements andlor theatrical performances.

Such skilled labour includes the movement and set up of lightingand sound equipment,set up of props,sets, wardrobe,and rigging of all show-related material1 equipment. Labour force requirements are governed by the size and/or specifications associated with the event.

The cost of this service i s dependent on the staffing requirements for each event and the number of hours employed.Global Spectrum Facility Management is extremeiv pleased with the relationshiaeffort and

Janitorial Services throughout theJohn Labatt Centre are provided by Bee Clean Janitorial Services.

Bee Clean provides four major components which comprise the cleaning requirements for thefacility.

Non-Event Cleaning iscomprised of two full-time weekday cleaners whoaddress theday-to-day and preparatory cleaning requirements ofthevenue.

Event Cleaning involvesan event cleaningcrew which, number dependent on the size.type and demographic of the event, addresses all ongoing cleaning requirements during an event to ensure a clean and safe event environment.

Post-Event Cleaning involves a crew which, number dependent on the size,typeanddemographicofthe event, cleans the venue in i t s entirety upon the completion of an event.

The final component is Periodic Cleaning which, number dependent on tasks at hand.wili clean specific item(s) in need of attention due to ongoing use andlor as a result of an event (i.e. cup holders in premium seating; bowl seats after a dirt event).

Innovative Security Management (1998) Inc. provides licensed uniformed contracted security for the venue and i ts events.Security needs will vary dependingon the nature of the event and may include a presence in the following positions; barricade, wings, dressing roomslback of house, parking lot, moat, mix, roamer, gates for pat down, smoking areasandlor other static positions in thevenue.

Canadian Facility of the Year The John Labatt Centre was named Canada‘s 2010 Major Facilityof theyear duringceremonies held as part of Canadian MusicWeek.The John Labatt Centre topped the Bell Centre in Montreal;GM Place in Vancouver;MTS Centre in Winnipeg; Northlands Rexall Place in Edmonton; Pengrowth Saddiedome in Calgary; ScotiaBank Place in Ottawa and the Molson Amphitheatre in Toronto. Although the John Labatt Centre has been nominated in this prestigious category in the past.this is the first time that London has been recognized as the home o f Canada‘s number one sport and entertainment venue.

We are very proud t o be the recipient of this celebrated award and grateful to everyone who has supported our venue since we opened in 2002. Winning this award is a tremendous honour for Global Spectrum team a t the John bba t t Centre.

The Major Facility of the year award is voted on by registered Canadian music industry professionals. including; artists, agents, managers and promoters and al l eligible facilities must have a capacity that exceeds 8,000 seats.

Winter Olympic and Paralymic Games The 2009-2010 season a t the John Labatt Centre included two spectacular events tied to the 2010 Winter Olympic & Paralympic Games held in Vancouver and onevery special experience for Art Johnson,a Global Spectrum employee.

From Januaryl4th tol7th.theJohn Labatt Centre proudly hosted the 2010 BMO Canadian Figure Skating Championships. During this event, more than 32,500 patrons came through the building t o witness Canada’s top figure skaters vie for their opportunity to compete at the 2010 Winter,Olympic Games in Vancouver as results from this event largelydetermined who would represent Canada at the Games.

Top Canadian skaters including; Scott Moir and Tessa Virtue, Joannie Rochette. Patrick Chan and Cynthia Phaneuf all wowed the crowds with their powerful and passionate performances as they fought toearn a place on Canada’sOlympicTeam.

The 2010 Winter Olympic and Paralypic Games proved to :. ,beavery successful eight weeksfor participating athletes from London and surroundingareas.On June 2lst.the John

Labatt Centre in conjunction with the City of London hosted “Inspiringa Dream”,a free community event to honour and celebrate the achievements of these athletes.

Nineteen athletes participated in the festivities including gold medalists Scott Moir & Tessa Virtue (Ice Dancing), Christine Nesbitt (Speed Skating), Drew Doughty and Corey Perry (Men’s Hockey). In addition t o the athletes,fans were also treated to performances by Orchestra London, singerlsongwriter Alan Frew and numerous local skating clubs.

ChiefOperatoroftheJohn Labatt Centre,ArtJohnston,got the experience of a lifetime when his application was accepted and he was named as an Olympia ice resurfacer operator at Canada Hockey Place for the 2010 Winter OiympicGames and a supervisor of ice maintenance for the Paraiympics. For Johnston this opportunity was special because it meant”being part of something so big, not only for Canada but worldwide.” It was also a chance to show off his abilities to not only the 18,800 plus that packed every game but alsff to the millions viewing on television worldwide.

Club Cambria Grand Opening In keeping with the tradition of offering fans a first-rate experience,The John Labatt Centre,The London Knights and Ovations Food Services were excited t o unveil Club Cambria. a new high-end arena lounge in August 2009. Club Cambria features Cambria stone surfaces on the bar tops.table tops, wall coverings, custom logos and flooring and is open to the public during a l l sporting events,concerts, theatre and other majorevents.ClubCambria alsofeatures live music for one hour following each London Knight home game.Additionally, ClubCambria alsooffers a uniquealternative for corporate events and private parties.

On August 24th. 2009, a ribbon-cutting ceremony and VIP event was held t o officially open Club Cambria.The event featured Canadian rock legend Ronnie Hawkins as well as various NHL players and was attended by local dignitaries and members ofthe business community.

Walking with Dinosaurs For eight incredible performances between August 12th t o the 16th.the John Labatt Centre was host t o Walking with Dinosaurs-the Arena Spectacular1 This larger-than- life theatrical arena show is based on the award-winning BBCTelwision series in which fifteen roaring,snariing"live" dinosaurs mesmerize the audience-and are as awe-inspiring as when they first walked on earth.

Over the course of the performances, more than 25,000 patrons witnessed a show unlike any other ever seen a t the John Labatt Centre, while hundreds more were able t o get up close and personal with a baby T-Rexat Masonviiie Place. Bringing a show o f this magnitude to the London was a great way for the John Labatt Centre t o start the 2009-2010 fiscal year.

NHL PRESEASON Flyers vs. Maple Leafs September 17th, 2009

The Philadelphia Flyers returned to their home awayfrom home in London toface theToronto MapleLeafs. During the game, Londoners Jeff Carter o f the Philadelphia Flyers and Nazem Kadri of theToronto Maple Leafs took the ceremonial face off to the roar of London fans.The puck was dropped by former London Knight, Philadelphia Flyer and Toronto Maple Leaf Brad Marsh who dawned a London Knights Jersey.

The game, presented once again by Scotia Bank,was sold out well before the puck dropped and fans enjoyed a great night of hockeyin London.Thedayincluded a Block Partythat featured autograph signing5 from the London Knights,an outdoor beer garden featuring great live entertainment and many interactive displays.This year the official charity of the game,was the United Waywho benefited,from a number of fundraising initiatives.

NBA PRESEASON 76ers vs. Raptors October 6th, 2009

Five years after their original meeting.the Philadelphia 76ers once again returned to the John Labatt Centre to take on theToronto Rapt0rs.A high-energycrowd of basketball fansfrom alloverSouthwestern Ontario packed the John Labatt Centre to see 76ers star Andre lguodala go head- to-head against the Raptors. In addition to the game,fans were also treated t o multiple performances by the Raptors Dance Pak and their mascot The Raptor.This game also gave a group of luckychildren from the Sunshine Foundation the opportunity to high-five the teams as they ran onto the court for introductions.

Earth Hour/Earth Day On March 27th.thelohn Labatt Centre hosted a fantastic rock show that included headliner, Billy Talent and opening bands; Alexisonfire,AgainstMe! and Cancer Bats.This show coincided with Earth Hour 2010 and t o help participate in this global sustainability movement thelohn Labatt Centre was powered by 100% green electricity.

Global Spectrum in the Community The Global Spectrum and Ovations staff at the John Labatt Centre wereveryinvolved in thecommunitythisyear in donations o f time and fundraising efforts.

Over $100,000 worth of donations, goods and services went to a large number of local charities and community campaigns. This amount had a tremendous impact in the London Community as in many cases premium tickets t o events including luxury suite donations were able to I generate significantly more dollars than the actual value.

2009-2010 included thousands of ticket donations and Over $45,000 paid out by Ovations to local not-for-profit a organizations who worked concession stands and through giving gift certificates. 4 We were also very proud t o continue our tradition of a fundraising efforts duringthe NHL preseason gameon ~September17th.2009.Thisyearwe had the pleasureof

raising money for the United Way of London. Initiatives such as the 50-50 draw, battle of the sections and charitable auctions resulted in a donation of Over $11,000 in cash.

Other charitable and community events supported included Guts on Ice a fundraising initiative for the Crohn's & Colitis Foundation of Canada and multiple community clean ups. We take great pleasure in working with wonderful charity organizationsfrom the Ronald McDonald House,Make a Wish Foundation to the Canadian Cancer Society and countless other important causes.

0 Open House Skate and Toy Drive In December 2009 the Premium Seating Department at the John Labatt Centre held i ts annual Open House Skate in support of the Children's Aid Society.Thisyear we raised over $10,000 worth of toys.The Children's Aid Society was verygrateful t o receive this largedonation and the John Labatt Centre was thrilled to make the holiday season better for so manychildren. In addition to this,thousands of dollars in food donations were collected and donated t o the London Food Bank.This annual event organized by Premium Seating included the support of Ovations Food Service and Global Spectrum employees from every area of the building who donated theirtime.Agreat time was had by a l l and important local charities benefited during the holiday season.

Thelohn Labatt Centre Group Sales Department had a very successful year and continues to work closely with non- profit,charitable,youth and school groups t o help raise much needed funds for their organizations. Fundraising tickets were offered for the Philadelphia 7 6 ~ s vsToronto Raptors, Disney on Ice, Harlem Globetrotters and Super Dogs.These programs allowed local and area children and youth groups t o enjoy a day out to an event and generated over $6,000 in funds for their organizations. In addition t o developing new opportunities t o utilize our hospitality rooms and maximizing sales through dinner packages and pre-parties, new customized special events were developed. One highlight this year was organizing a Royal Ball during the 2010 Disney on Ice production of Princess Classics for our younger patrons and families. A memorable time was had by everyone in attendance and the event was a bigsutcess.

Future Outlook The 2010/2011 season at the John Labatt Centre looks to be one of the best yet! In addition to having already booked several exciting new events, concerts and shows as well as some of the traditional favourltes,the John Labatt Centre is looking forward t o hosting yet another national event with the 2011 Tim Hortons Brier presented by Monsanto. For nine days in March, theJohn Labatt Centreand the City of London will welcome curiingfansfrom across the nation to what promises t o be a fantastic event.TheJohn Labatt Centre is also looking forward t o another very exciting Broadway Series which will include Monty Python’s Spamalot. Mamma Mia, Grease and the always popular Blue Man Group.
