1 Welcome and Apologies D Moorby welcomed and introduced guests – Brendan Miller – DPIE and Tim Brokenshire (NSW Health).
2 Stakeholder Updates 3.1 Orana Joint Organisation Apology received from B Barlow Update from Project Officer - $150K funding available for each JO focusing on capacity building – opportunity for part of this funding to go to OWUA. Consider approaching Far North and Far North West JO’s for contribution and collaboration. - Project ideas discussed – training/skills analysis/succession planning, water audits, reservoirs inspections. 3.2 DPIE – Water Update from Brendan Miller - last meeting a lot of discussion around IWCM – working with individual Councils, reminder they are not mandatory but are there to help Council run their business. - Drought funding – working with individual Councils - Drought-related data – reminder to feed data monthly to Brendan and Shyamala - 12 water strategies – no update - Thanked OWUA for invitation to attend the OWUA Operators Group – trade qualifications are being considered for treatment plant operators. 3.3 NSW Health Update from Tim Brokenshire
- Commenced six weeks ago – based in Dubbo - Dept. Health working with DWMS trial process – managed by Water Unit. - Emergency preparedness – interested in understanding drought

- DMoorby – DWQ Emergency Response Plans – some Councils have completed. Narromine and Warren available for assistance. DPIE support implementation of these plans. Projects funded by NSW Health in the past.
- Community meetings with James McTavish in Bathurst, Orange and Dubbo
3 Confirmation of Minutes Motion: K Jones/D Kirby That the Minutes of the OWUA Technical Committee Meeting held in Nyngan on 13 June be taken as a true and accurate record. CARRIED
4 OWUA Operators Group Update 4.1 DMoorby – thanks to K Jones and T Baldwin for their support of the OWUA Operators Group. Agreed to support motion that Manager/Engineer from host Council attend meetings. 4.2 Meeting update from J Jones:
- Good group discussion, a lot about training, diverse group of Operators. - Concerns about reverse osmosis machines at Bourke and Walgett. Indigenous group in Walgett pushing
for it. - Salt Free Desalination Sydney approaching Councillors direct. 75Kl/day systems. Ongoing maintenance
costs haven’t been given consideration. - Next meeting – pH calibration and testing in conjunction with NSW Health Workshop
5 Matters in Progress/Projects Update 4 – WLMP
- Warrumbungle – final version still under review - Narromine – recommendations fed in to Terms of Reference for IWCM, some recommendations
impractical at this stage. - Walgett and Bogan – no update due to staff changes.
5 – Reservoir Inspections – proceed with Aqualift. 10 – SSWP Bore Assessments Application – no update. 18 – unspent contributions ($39,599)
6 Best Practice Compliance Water conservation – Smart WaterMark presentation to come. SBP – review as part of IWCM process. DMP – M Parmeter – feed ideas and keep communicating with DPIE. Funding being announced. Get applications in got any emergency funding required. Performance Monitoring D Moorby – when will the portal open for this years data? C Cam – advice from Sacha, within 2 weeks (mid-August) – email with guidelines coming. Extra data required including pricing information. Reports 16/17 published electronically mid-August with last years at the same time. Summary document to be published in September.
7 Asset Management LMWUA previously done through Australis. Cobar to contact Narromine and Warren for advice. ACTION: Project Officer to survey Councils to establish what components require updating.
8 Member Council Updates Each Council in attendance provided an update on current status. Warrumbungle
- New CFO – re-evaluation for water and sewer (KJones - Australis specialise in asset valuations). - New GPS location systems – no GIS Officer. Key message – keep it simple. - DWMS Improvement Plan review is progressing.
Warren - Six new or reasonably new bores – plenty of supply, river water is a different story. - Issues with lower weir pool and water availability, particularly for emergency use - STP project (Restart project) – current issues with contract for Treatment Plant. - K Jones taking on new role in special projects – D Clarke will be project offsider. K Jones will still be

MWRC - T Baldwin will hopefully stay on for a period of time focusing on project management and operational - C Cam will have more of a strategic focus - DWMS Audit has proved to be an excellent process and really helpful. It has moved the DWMS off the
shelf to ownership and contribution from team. - T Brokenshire - audit makes it a marketable product. - D Kirby/D Moorby – agree with risk based approach. - Level 1 water restrictions from 1 August. - Smart Water Meters – a few issues with project implementation from sub-contractors.
Bogan - J Ediriweera is no longer at BSC – asset and new GIS position under Finance. - New structure still TBD with A Quarmby likely to get water, cross-over with G Bourke - Water has been purchased for new storages. - Funding – $8.2million in funding for second storage, funding for Albert Priest, reduce water losses in
weir, bore investigation. Brewarrina
- Environmental flow ended up in Bre weir pool resulting in current poor water quality Walgett
- STP issues – EPA have stepped in, trying to get funding to replace. - Water issues – bores currently under construction, looking at ways to avoid treated water use. - Issues with water levels, dramatic drops. Advice to report to NRAR
Cobar - New WTP online - Retic program out for tender – 7km of cast iron pipe - SPS upgrades – out to tender next month - Level 5 water restriction – 30% reduction in usage
Narromine - DW Incident Emergency Response – importance of including communications team. - Level 3 restrictions - Working with DPIE in preparation for Summer
9 Industry Updates 9.1 NSW Water Directorate Update from Brendan Guiney, Executive Officer - Through the Alliance, the Directorate is there to help - Trying to connect with Government agencies – consistent messages - Sub-committees – grateful for input of volunteers, D Kirby is on the networking and communications sub-committee - Governance and membership – consideration of inclusion of associate members - DW plans – NSW Health are looking to raise the bar again on audits. Internal audit annually, external audit every 5 years. Conversation needed about how we get it done with resources we have. It can’t be done without partnerships (i.e. JOs). - Operations and maintenance manuals - Drought – guidance on leakage management, customer education - Elected reps – working with OLG and DPIE. Councillors have responsibility but need more help to support Water Managers. In partnership with LGNSW, a presentation for Councillor education is in progress. Suggestion to get an elected rep from each Council to attend LG Water Conference. - Mayors and GMs to attend OWUA meeting and invite B Guiney. Alternatively, B Guiney invited to attend JO Meeting? - Liaising with QLD – utilising their resources. 9.2 Australian Water Association Membership Motion: K Jones/C Weibels
a. That the membership proposal from Australian Water Association be accepted. b. That the membership fee of $11,000 + GST be funded from 2018/19 unspent contributions.

- Current usage of resources limited – can speak directly to IT and Comms people to get resources better placed.
- Examples of good online usage – some OWUA Councils that are using it are using it really well. - 2019 resources – Blue House interactive video, interactive water calculator, white goods selector,
household packs, school packs, hospitality packs. - Smart Water Solutions – water audits (recommendations could provide up to 24% water savings). - Making water visible – consumer research - Maximising your subscription – compliment existing demand management strategies. 6. OWUA Operators Group Update
There has not been a meeting of the OWUA Operators Group since 23 July 2019. An update on this
meeting was provide at the OWUA Meeting held on 7 August 2019.
The next meeting of the OWUA Operators Group will be held on Tuesday 19 November 2019 in
Narromine and will be have a workshop focus, hosted by NSW Health.
In order to ensure the Agenda is relevant, the Project Officer surveyed members of OWUA. There were
six (6) respondents and the results are outlined in the table below.

ReAqua's focus is solar pumps. This brings together expertise in water, pumping and solar to find solutions for all scenarios. ReAqua is keen to understand Council's new bore program and keen that the feasibility and benefits of using solar as the power source is understood. Solar not only cuts ongoing operating costs of councils, but demonstrates to the community an active stance on reducing ongoing emissions. The solar pumps we install have pay backs of between 2 and 5 years in general.
