Ontario Public LibraryLibrary Director's Report

July 2016

New &. Notes

Given the transition of staff and work responsibilities of the past few months and a recent OWWL(Evergreen System Upgrade, June 15,2016) I have reviewed the library member statistics todate for this year. The January through May numbers are changed from earlier reports. TheOWWL member statistics include 1) All Ontario (ONT) users [Total Member Registration] and 2)the subset of total users that are from outside our PLS service area [Out of System (OOS)Registration]. It is noteworthy that OOS registrants dropped by approximately 55% (173 to 92) inthe past year. Out of area registrants now comprise less than .02% of our members.

The reported numbers represent all registered Ontario members plus each new member account created asrequested less member accounts made inactive per PLS policy. All records for non-renewingmembers (i.e., those who have not updated or used their membership in three years areautomatically made inactive and no longer count in our member totals.

• The department has continued to work with GRE (Greater Rochester Enterprise) for the possible

placement of a large 100 acre greenhouse project. The town met with most of the effected property

owners to explain the possible project and the next steps necessary to continue to move the project

forward. The property owners that were not able to attend the meeting were spoken to over the phone.

A map depicting the possible area was developed and presented to the developers. In addition to the

property map the town also ran water sample of the existing ore bed (pond) and forward them onto the

developers. The ore beds might be advantage to the operators of the greenhouse project.

• Had additional conversations with Sal Cardella on his townhome project located next to the town’s

water tower. They are continuing to work with the New York State Department of State to establish a

MONTHLY TOWN BOARD REPORTJULY 2016

In July, the Watershed Department received 3 calls regarding drainage concerns. We arecontinually working with the residents to assess and review watershed issues.

• Furnace Rd (Behind Legion) – we received a report that a tree fell into creek and wasobstructing the water flow.

• 2100 Brown Square – we received a call to ask that the swale be cleaned out.

• 7204 Slocum Road – the resident reported that Dennison creek has gone from 5’ wide to 30’wide and would like it looked into.

PENDING STATUS

• 2133 Bear Creek Drive – the resident has standing water in backyard. The drainage swalebehind several properties have silted in and needs to be redefined.

• 109 Boston Road – there is standing water in the backyard. This area is part of the Deer Creekwatershed. The resident believes that beavers are damming the creek. The certified trapper hasbeen notified to set traps in this area.

• 794 Boston Road – there is standing water in backyard due to development behind residence. There is no place for water to drain when development was built. We are working with theresident to correct this drainage issue and schedule the work to be done this year.

• 7716 Chapman Drive – the property does not drain. There are 2 culvert pipes that drain thearea extending out from the retention pond outfall pipe that has failed. We have scheduled toreplace these pipes.

Page 28: AGENDA ONTARIO TOWN BOARD MEETING DATE: August 8

• 6296 County Line Road – Four Mile Creek appears obstructed behind the property. There arelarge trees obstructing the water flow and need to be removed. We will schedule to clear themost affected areas this year. A snag and clear will be scheduled for this creek at a future time.

• 7239 Furnace Road – the resident is concerned with the creek bank erosion along his property.(Bear Creek). We are in the process of working with the D.E.C. to file for a joint permit tohandle creek bank erosion problems.

• 6952 Ontario Center Road – the homeowner states, the neighbor across the street changedthe drainage several years ago and as a result, his property floods. The roadside ditch and swaleto the creek have been scheduled to be cleaned.

• 1780 Paddy Lane – the resident’s arborvitaes are continuing to fall due to the erosion of BearCreek. Wayne County Soil and Water is reviewing to determine if the Town of OntarioHighway can resolve using their permit. Wayne County Soil and Water has met with theresident twice. The project has been cleared to proceed and stabilize the bank.

• 6712 Slocum Road – after reviewing the area, it was determined that the neighbor at 6746Slocum Road was the cause of the water drainage issue. Notices of violations were sent toneighbor at 6746 Slocum regarding the change in water flow and the steps necessary to correctthe drainage flow. The resident did not claim the registered letters and they were returned on4/22/2016 to the Watershed. We are currently working with the Code Enforcement Officer todeliver the letters and resolve this matter. We have been unsuccessful in reaching thehomeowner. We are still attempting to resolve this matter with the residents.

There are 5 major creeks with tributaries in the Town of Ontario Watershed. We have multipleissues with beavers and debris obstructing the water flow on every creek. As funding does notpermit us to address all drainage issues in one year, we ask that the residents please be patient. Weare working to resolve these issues as quickly as possible.

Re: Vacation carryover request

Supervisor Smith,

I am requesting that I be able to carry over the additional 5 days of vacation timeaccrued above the 10 days carried over in the Policy Handbook. So I am request 15total days, of which I will use those addition 5 days throughout the remainder of 20 16calendar.

Due to the Budget deadline, refinancing of the BAN, the Office of the StateComptroller in town, and the Collective bargaining agreement work, I feel that mytime is better spent in the office in preparation for these items. I will try to use the 5days before the end of the calendar year.

If this is a problem please let me know and I will rework my schedule to use thesedays before I lose them. Thank you for your consideration in this matter.

They are continuing to work with the New York State Department of State to establish a

condominium association for this property. Mr. Cardella is still optimistic that the project with resume

• 794 Boston Road – there is standing water in backyard due to development behind residence. There is no place for water to drain when development was built. We are working with theresident to correct this drainage issue and schedule the work to be done this year.
