MACDONNELL COUNCIL CODE OF CONDUCT

ITEM NUMBER 4.1 TITLE MacDonnell Council Code of Conduct RECOMMENDATION:

That the Haasts Bluff Local Authority note the Council Code of Conduct. SUMMARY: This report contains all of the details about the MacDonnell Council Code of Conduct BACKGROUND MacDonnell Regional Council Code of Conduct

1 Interests of the Council and Community come first

A member must act in the best interests of the community, its outstations and the Council.

2 Honesty A member must be honest and act the right way (with integrity) when performing official duties.

3 Taking care A member must be careful to make good decisions (diligence), and must not be under the influence of alcohol or illegal drugs, when performing official duties.

4 Politeness/Courtesy A member must be polite to other members, council staff, electors and members of the public.

5 Conduct towards council staff A member must not direct, reprimand, or interfere in the management of council staff.

6 Respect for culture A member must respect different cultures, families and language groups (cultural diversity) and not be unfair towards others, or the opinions of others, because of their background.

7 Conflict of interest A member must, if possible, avoid conflict of interest between the member's private interests (other job, business etc.) and duties. Where a conflict exists, the member must inform the Council or Local Authority and not take part in the discussion or vote

7 Accountable A member must be able to show that they have made good decisions for the community.

8 Respect for private business

A member must not share private (confidential) information that they heard as a member outside of meetings. A member must not make improper use of confidential information to gain a benefit or to cause harm to another.

ISSUES/OPTIONS/CONSEQUENCES A Code of Conduct helps Councils remain strong and focussed, and ensures all Councillors, staff and Local Authority Members are following the same rules. When Councils do not have a strong Code of Conduct they leave themselves open to negative external influences (such as pressure from certain groups or individuals) and do not appear to be serving the best needs of their residents.

CONFLICTS OF INTEREST

ITEM NUMBER 4.2 TITLE Conflict of Interests RECOMMENDATION:

That the Haasts Bluff Local Authority note and declare any conflict of interests. SUMMARY:

This report contains all of the details about the MacDonnell Council Local Authority Conflict of Interest Procedure.

What to disclose Details of relevant particulars to be disclosed on both the Councillor and Council Employee Register of Interests can relate to any or all of the following;

1. For a corporation or organisation of which a Councillor or relevant employee is an officer

• name of organisation or corporation • the nature of the office held • the nature of the corporation or organisation’s activities.

BACKGROUND Staffing update

• 0.5 PTE Works Assistant – 1 x Position Vacant • 0.5 Centrelink administration assistant x 1 • New service delivery coordinator - Josh Dawes

Local Government Services Update Cemetery Management

• Nothing to report this period general maintenance conducted and slashing over grown grassed areas

Companion Animal Welfare Control • 0 animals have been disposed of in this period

Emergency Management

• Nothing to report this period.

Local Road Maintenance • The Grader crew has conducted a surface grade on our approach road. • Fire breaks and outstation access roads. • Road surface crew had been on site checking bitumen road condition.

Maintenance of Parks and Open Spaces and Ovals

• Civil Team has been busy bollarding off all the park areas to promote grass and safety. • Civil team has built one shade structure over at the oval and have two more to build. • Planter bed tubes have been placed in central park and painted by community

members. • Civil team are about to start on soft fall area around the play ground at back

of child care. • Civil team has laid down crushed rock around age care and child care to try and stop

the low lying flooding areas.

Waste Management • Weekly rubbish pick up have been conducted as well as hard rubbish and large

objects. • Repairs have been completed on rubbish trailer. • Works on the rubbish dump are about to start to bring the dump in line with the central

Australian landfill guidelines. Weed Control & Fire Hazard Reduction

• General Weed control and fire hazard reduction has been conducted around community and council assets.

Other Services Essential Services

• ESO has reported no outages or disruption to services. • Power and water have drilled new bores at the bore field and are now just waiting

commissioning. Outstation MES Services

AUTHOR Rohan Marks, Director Community Services RECOMMENDATION: That the Local Authority note and accept the Community Services report. EXECUTIVE SUMMARY: This report provides an update on Community Service program delivery. BACKGROUND/DISCUSSION CHILDREN’S SERVICES Service Delivery

• The Early Learning program had no disruptions to services. • The Outside School Hours Care program was fully delivered, including a four week

Vacation Care program during the School holiday period.

Service Engagement • Early Learning: 5 children attending each day (on average) • Outside School Hours Care: 13 children attending each day (on average)

Other Updates

• A barbeque was held on the 13/09/2016 to launch the MacKids; this was well attended by parents and community.

• Educators are working with the clinic to deliver education to carers around child hygiene as this has a big impact on a early childhood development.

COMMUNITY SAFETY Service Delivery

• Minor disruptions to services due to the team supporting sports weekends, and staff attendance.

Service Engagement

• 148 people assisted during reporting period. • School Aged Children returned to family: M 34 F 44 • School Aged Children refused N.P. transport: M 0 F 0

Other Updates

• The Night Patrol team attended an all of team workshop in Alice Springs on the 12th of Septmber. This workshop focussed on changes to the program and how to improve the effectiveness of patrols.

• The Night Patrol Vehicle has had GPS tracking installed this reporting period. This has assisted monitoring of the services delivered in the community. Used in conjunction with the Daily Patrol schedule it has changed and assisted accountability for all patrollers in this team.

HOME CARE Service Delivery

• Home care services were delivered successfully throughout the period. Service Engagement

• Home Care (high care): 5 clients • Home Support (low care): 1 client • Disability In Home Support: 2 clients • School Nutrition: 20 students per day (on average)

Other Updates • Staff are completing a Cert II Community Services, delivered by Charles Darwin

University in the Home Care centre. • The Home Care service has been re-inspected by the Australian Aged Care Quality

agency on 13th September and achieved 100% compliance. • The School Nutrition Program requires that parents make fortnightly payments for

provision of meals. Not all families have ben paying for these meals and we will working with families to ensure that all children can receive meals.

YOUTH DEVELOPMENT Service Delivery

• Services were disrupted during the Papunya Sports weekend due to low staffing.

Other Updates

• Haasts Bluff Youth program sent two girls to compete in the NT Softball Championships in Darwin, as part of the MacYouth Western Desert team. The team were undefeated, and won their division.

• Haasts Bluff are competing in a basketball competition with Hermannsburg and Areyonga for 6 weeks during September and October.

• This month a number of young males from Haasts Bluff have been charged by Police with offences in Alice Springs. MacYouth have been working with these young people and trying to re-enage them in the youth program and school.

• This month Team Leaders from a number of Mac Youth Communities were able to participate in ASIST first aid training. The training took place in Alice Springs with Life Line and focused on supporting people who have experienced or are experiencing suicide.

AUTHOR Megan Griffiths, Governance Support Officer RECOMMENDATION: That the Local Authority note and accept the Action Register Report. EXECUTIVE SUMMARY: This report provided an update on requests of the Local Authority. Action Item - Housing 14 Oct 2016 – recommend to close. 5 Aug 2016 – DLGCS The Local Authority received the following update from the Department regarding housing:

• It should be noted that there is currently no long term lease in place for Haasts Bluff.

• On 13 November 2014, the Australian Government formally withdrew the offer of a 40 year lease over public housing in the community. The Department of Housing continues to deliver minimal property and tenancy management services, primarily for occupational health, safety and security issues, until agreement can be reached on how to deliver housing services in the community.

• In January 2016, the Commonwealth Government contacted the Central Land Council (the legal representatives for the community Traditional Owners) and offered to discuss 99 year leases in the five Central Land Council no lease communities, of which, is Haasts Bluff.

• The Central Land Council has been advised that if it was to sign a lease prior to December 2016, the Department would be able to program the community for capital works. If it does not sign by that date, the Department may have to allocate the funding to other communities to expend funding prior to 30 June 2018.

• To further discuss the issues raised within the correspondence, including the enquiries regarding the provision of housing and sewerage works associated with the agreement of a long term community lease, the Local Authority is encouraged to contact the Central Land Council in the first instance.

21 Jun 2016 - 11:24 AM - Daniel Teudt The LA sent a letter to Minister Price following her visit and are awaiting a response. 29 Feb 2016 - 4:00 PM - Helen Smith Follow up with the Housing Minister regarding the issues discussed at this meeting – 16/02/2016. If Haasts Bluff signs the lease, will they get sewerage ponds? Answer: The Minister will have her staff follow up on this question and get back to the Local Authority with an answer. A statement was made that photos were taken of houses in Papunya and Haasts Bluff showing broken taps, sewerage problems etc and were forwarded onto the Department of Housing. The question was asked, what has been done to follow this up? Answer: You have to call the contractor who then makes the repairs. It was noted that Ingkerreke is the

contractor and they have a Housing Maintenance Officer (HMO) based in Papunya that also services Haasts Bluff. The Minister commented that she would like HMO’s based in Haasts Bluff, Mt Liebig and Kintore also. Action Item- Grading of back road Update:14/10/2016 Road maintenance 90kms from Haasts Bluff to Winparku all the way down to Mt Liebig will commence on the 10 October 2016, estimated completion 21 October 2016. Action Item- Senior School Attendance 30 Sep 2016 DLGCS contacted the Education Dept and was advised that Haasts Bluff secondary students

AUTHOR Felicity Howell, Senior Governance Officer RECOMMENDATION That Haasts Bluff Local Authority requests quotes for the following projects: 1) 2) 3) EXECUTIVE SUMMARY: The Local Authority is to discuss and identify ideas to utilise their Local Authority Project Funds for the community. Funding for Local Authority projects is part of a grant received from Department of Local Government and Community Services. For the 2016/17 financial year the Haasts Bluff Local Authority will receive $ 23,830.00. BACKGROUND/DISCUSSION In order to reduce the time required to approve projects, Council has delegated authority to spend the Local Authority Project Funds to each Local Authority. Local Authorities must priorities meetings to discuss the use of these funds so that the money allocated to each Local Authority Project can be committed within two years of the funds being released. ISSUES/OPTIONS/CONSEQUENCES The Local Authority is responsible for consulting with community members to ensure that community priorities are taken into account when allocating project funds. FINANCIAL IMPACT AND TIMING Funds from the grant have two years from the date of issue to be acquitted (i.e. 1 July 2016 until 30 June 2018). CONSULTATION The Local Authority and community.
