    AGENDA NOTES FOR 483rd MEETING OF OPERATION & COORDINATIONSUB-COMMITTEE OF WRPC

    TO BE HELD ON 12th MAY 2016 AT JABALPUR

    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Minutes of 482nd meeting of Operation & Coordination Sub-Committee of WRPC held on

    12TH April 2016 at WRPC, Mumbai were forwarded vide letter No. WRPC/OPN/OCC-

    Minutes/2015-16/4393 dated 20.04.2016.

    AGM(Comml), RGPPL vide letter dated 22.04.2016 commented on item no. 8.4 regarding

    arrangement of alternate allocation of power to Indian railway, in western region Para 3 of

    482nd OCC MoM:

    Quote:“RGPPL representative informed that during the tripping of any running units, they willarrange the power from other units to Railways. But it takes 8-10 time blocks.

    GM (WRLDC) suggested that in case of tripping of RGPPL running units and drawl byRailways, if there is any excess drawl by states, DSM liabilities shall be borne by state &which in turn should be pass on to Railways”.

    Unquote:He requested to following amendments:

    RGPPL representative informed that during the tripping of any running units, they willarrange the power from other units to Railways. But it takes 8-10 time blocks.

    RGPPL representative further stated that as per clause 6.3.2 of PPA with CentralRailway “ In case RGPPL is not able to supply the power or fails to arrangealternative power, as per schedule to be given by Railways, subject to open accessin place and technical minimum, RGPPL shall compensate to Railways for suchpower purchased by them at a higher tariff to make up shortfall in supply of powerby RGPPL.

    GM (WRLDC) suggested that in case of tripping of RGPPL running units and drawl byRailways, if there is any excess drawl by states, DSM liabilities shall be borne by state &which in turn should be pass on to Railways.

    The sub-committee like to discuss the same. No other comment has been received.Sub-Committee may confirm the same accordingly.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF APRIL 2016.

    2.1 Frequency Particulars

    The average frequency during the month of April, 2016 was 49.98 Hz. The maximum

    instantaneous frequency was 50.32 Hz at 18:02:00 hrs on 1st April -16 while minimum

    instantaneous frequency was 49.64 Hz at 12:18:30 hrs on 26th April -16. The frequency

    profile during April, 2016 was as under:

    There was a net inter-regional export of 6177.00 MUs by WR against net export schedule of

    5875.00 MUs.

    Voltage profile at some of 765/400 kV sub-stations during the month of April 2016

    furnished by WRLDC is enclosed at Annex-2.3.

    2.4 U/F Relay Operations

    As per WRLDC records during April 2016 the system frequency didn’t touch 49.2 Hz and no

    UFR operation has been reported by WRLDC.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during April 2016 as furnished by the state

    utilities are given in Annex. 2.5.

    ITEM NO.3: OPERATIONAL PLANNING

    3.1Proposed Planned maintenance programme of generating units.

    The maintenance programme of generating units for the months May 2016 & June 2016 isgiven in Annex 3.1.

    The Sub-Committee may discuss and finalize the outage schedule of generatingunits for the above period.

    3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    Maintenance programme for transmission lines during the months May 2016 & June 2016 isgiven in Annex 3.2.

    The Sub-Committee may discuss and finalize the maintenance programmeproposed above.

    3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – MAY 2016 &JUNE – 2016

    Details of anticipated restricted & un-restricted demands for the months of May 2016 & June

    2016 are given in Annex 3.3.

    Constituents may furnish the anticipated station wise Availability & Energy for the months of

    May 2016 & June 2016.

    ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS

    ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents are requested to submit the CMP report for the Fourth quarter (January

    2016 to March 2016) for the year 2015-16.

    The Sub-Committee may like to note and furnish details in respect of above.

    ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR

    Status of physical & cyber security in Power Sector for the Fourth quarter (January 2016 to

    March 2016) for the year 2015-16 have not been received from some of the constituents.

    The Sub-Committee may like to note and furnish details in respect of above.

    ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEMDuring 29th WRPC meeting it was decided that the status of progress of SLDC’s & Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly OCCmeeting.The matter was discussed during 31st TCC/WRPC meeting and WRTS-II, PGCIL hasbeen assigned the role to coordinate & sort-out the issues at the earliest for timelineimplementation of project with states & LD&C division of PGCIL. WRPC suggested to calla meeting to expedite the same.Accordingly a meeting on SCADA/EMS was held on 27th April, 2016 with M/s Alstom at

    Bhopal. The most of the issues have been resolved by M/s Alstom. Other small punch

    points will be resolved by resident engineer of M/s Alstom by the end of September 2016.

    Representative from M/s Alstom informed regarding resolution & escalation of project

    three level of engineers will be deployed viz at site level, at regional level & at all India

    level. Issues will be monitored at centralized level & resolving of the issues will be solved

    by appropriate level of expertise.

    Representatives from Gujarat, MP & Chhattisgarh have agreed to the above

    arrangements of punch points resolving & man power deployments by M/s Alstom .

    PGCIL confirmed the same for Goa, DD & DNH. The defect liability period will be started

    from 1st June 2016 for one year & thereafter AMC will be continued for next five year as

    per contracted terms & conditions.

    The updated status of SCADA/EMS of WR Project as submitted by PGCIL Vadodara isattached at Annexure-8.3.PGCIL may update the OCC forum about outcome of 27th April 2016 meeting.

    The Sub-Committee may like to note/discuss.

    ITEM NO. 8.4 COMMISSIONING OF ASSETS IN ADVANCE – CERTIFICATE FROMWRPC FOR CLAIMING OF ADDITIONAL ROE:

    Executive Director(WRTS-II) PGCIL Vadodara vide letter dated 08th April 2016 requested for

    certification of timeline commissioning of following transmission elements by WRTS-II,

    PGCIL in Western Region.

    Accordingly a letter from WRPC has been send to GM, WRLDC for justification regarding

    benefits of above lines in the overall system operation in WR grid.

    GM, WRLDC vide letter dated 21.04.2016(copy enclosed at Annexure 8.4) requested for

    taking the issue of justification for early commissioning of above transmission elements in

    OCC meeting for taking consent from beneficiaries/utilities.

    Sub-Committee may like to discuss the same.

    ITEM NO. 8.5 FREQUENT AND SIMULTANEOUS TRIPPING OF TRANSMISSIONLINES EMANATING FROM RGPPL.AGM(Comml), RGPPL vide email dated 03.05.2016 informed that the RGPPL station is

    connected with rest of grid through 4 nos 400 KV circuits (Dabhol- Nagothane I & II and

    Dabhol – New Koyana I & II) of MSETCL. Recently it is observed that above lines are

    frequent and simultaneous tripping. The detail of tripping are given hereunder:

    The situation became critical due to simultaneous outage of 3 out of 4 circuits for approx.

    four and half hours on 29.04.16 and station generation approx. 500 MW was flowing

    through only available Dabhol- Nagothane – II. There was no redundancy available.

    There would have been a station black out situation incase only available line tripped on

    any reason.

    He requested to look into the matter and suggest necessary preventive / corrective action

    to avoid such critical situation.

    The Sub-Committee may like to discuss.

    ITEM NO. 8.6 CONTROLLING FAULT LEVEL AT RAIPUR & RAIGARH PSS/S OF PGCIL:

    DGM, WRTS-I, PGCIL Nagpur vide email dated 04.05.2016 intimated that in the 39TH

    meeting of Standing committee on power system planning in Western region held on

    30/11/2015 , following decision was taken to control fault level at pooling station / sub

    station in Chhattisgarh area as below

    Para 18.0 –C , of minutes of 39th SCM(copy attached at annexure – 8.6 )

    “Further in 30th SCM held on 8/7/2010 , it was decided to keep following circuits in

    normally open condition at a later date

    Raigarh pool(Kotra) – Raigarh (existing) 400kV D/C lines , & Raipur Pool – Raipur

    (existing ) 400kV D/C line

    These lines may be kept normally open and may be closed depending on the system

    condition “

    Further vide IOM ref : C/CTU/W/Chhattisgarh dtd 8/3/16 received from COO (CTU-

    Planning ) , it was communicated for opening above lines to control fault level at Raipur &

    Raigarh PS .

    He requested WRLDC for opening of above interconnector lines to control fault level at

    Raipur & Raigarh PS .

    ITEM NO. 9: WRLDC ITEMS

    9.1Blind fold operation –Threat for Grid SecurityIt is being observed that instances of loss of crucial real time data are increasing and

    there is lack of matching response in restoring the same. Ideally there has to be

    protection path from each nodes and n-1 criteria. The locations having major issues

    are as under:

    a) Non availability of data from VSTPS stage 3Data is not coming since 30/03/2016. The matter was escalated time and again.

    Apart from compromising the Grid security, VSTPS 3 was not able to participate in

    Ancillary services. NTPC to indicate the present status and action plan that in

    future such loss of data is restored in 24 Hrs.

    b) Highly intermittent data from Kolhapur GIS400kV Kolhapur GIS-Kudgi-D/C data is also being used to calculate the drawl of

    Maharashtra. POWERGRID to share the network diagram and confirm that the

    route is well protected.

    c) Single path between Kalwa and WRTCCTelemetry from SLDC Maharashtra was down on 17th April 2016 from 11:30 Hrs to

    21:00 Hrs due to fibre cut between Kalwa and WRLDC. Again it was down at about

    1630 hrs of 21.04.16. There is single dark fibre available between Kalwa and

    WRLDC which is prone to fibre cut and hence interruption. The 2nd route on OPGW

    from Reliance may take another 2-3 months. Problem can be resolved if there is

    second channel available between Kalwa and WRLDC. POWERGRID to indicate

    the present status of arranging the 2nd channel.

    d) Gateway problems at SolapurBoth gateways hanged on 16.04.16 ,which resulted incorrect computation of

    drawal of Maharashtra. POWERGRID WRTS1 site representative informed that

    these gateways are giving frequent problems and new gateways are under

    procurement. POWERGRID to indicate the present status.

    e) RTU problem at TarapurTarapur Stage-2 data is not reporting at WRLDC due to suspected RTU problem at

    Tarapur. POWERGRID to update the actions taken.

    9.2Constraints in 400 KV Bableswar-Padghe corridorIt is observed that during high demand of the order of 18500-20000 in Maharashtra

    during morning peak, the 400 kV Bableshwar-Padghe D/C is critically loaded to

    more than 500 MW in each ckt. The 400 / 220 kV ICTs at Bableshwar are also

    critically loaded and the area is N-1 non-compliant. The above constraints would

    be addressed by following measures:

    a. Commissioning of 400/220 kV Kudus sub-station and 400 kV Bableshwar-

    Kudus D/C

    b. Augmentation of 400/220 kV Transformation Capacity at Bableshwar

    c. Interconnection of 400 kV Nasik with 220 kV Nasik old substation using idle

    charged ICT at Rattan India Nasik.

    SLDC MSETCL may update the progress of the above.

    9.3 765/400 kV ICT at Tirora and 765/400 kV ICT at Akola II -- N-1 non-compliantThere is only one 765/400 kV ICT at Akola2 as well as at Tirora station of

    MEGPTCL / APML. The N-1 criteria mandated by CEA Transmission Planning is

    not getting satisfied at Tirora as well as at Akola2. The issue was being regularly

    discussed in OCC till Oct-15. As per the last discussion, MEGPTCL had initiated

    action for the amendment in transmission license for inclusion of these 2nd ICTs.

    The approval from MERC was under process. MEGPTCL and APML to update the

    progress and present status.

    9.4 Insecure operation at 765/400 kV Ektuni765 kV Ektuni station of MSETCL has been charged through 765 kV Akola-Ektuni

    ckt -2. With this the constraint of 765/400 kV ICT loading has shifted from Akola2 to

    Ektuni. The station is handling more than 1000 MW of power. However the station

    is N-1 insecure as it is operating with a single 765 kV Bus, single Bay and single

    765/400 kV ICT. Present status may be reviewed.

    9.5 Transmission system for Koradi St-II (3x660MW) and IEPL(2x270MW)Koradi-II S/S is connected to Wardha-Warora one ckt as an interim arrangement .

    At present 2x660 MW units of Koradi-II and 1x270 MW of IEPL units are

    commissioned (not scheduled at present by MSETCL). The generation at these

    stations would be evacuated through 400 kV Koradi –II-IEPL-Warora S/C and 400

    kV Koradi-II-Wardha S/C. With full generation at these station the system would be

    N-1 non-compliant. WRLDC vide its letter dated WRLDC/ MO-III/1662/2016 dated

    19th Jan 2016 had requested MSETCL to intimate the final arrangement for

    evacuation of generation from Koradi-II and IEPL. MSETCL may update the final

    arrangement for evacuation of Koradi-stage-II along with its progress.

    9.6 Strengthening of Interconnection of Southern Gujarat and MaharashtraTransmission constraint is often experienced in lines connecting Southern Gujarat

    with Northern Gujarat due to high demand and poor generation at the Kakrapar

    APS and other Gas based stations in South Gujarat. South Gujarat is presently

    connected to Maharashtra system through 400 kV Vapi-Boiser S/C and 220 kV

    Nasik-Navsari D/C. Powerflow is generally from Maharashtra towards Gujarat on

    these lines.

    In Maharashtra system recent charging of Akola-Ektuni ckt at 765 kV level has

    increased the availability of power at 400 kV Bableshwar. However in view of the

    constraint at 400/220 kV level at Bableshwar, only one circuit of 400 kV

    Taptithanda-Bableshwar is generally kept in service.

    The constraints in South Gujarat and in Maharashtra system (Bableshwar)could be simultaneously addressed by strengthening the interconnection ofNavsari in Gujarat with Nasik in Maharashtra. Few suggestions in this regardare as under:

    Option Proposal Impact on power system

    A Interconnect 220 kV Nasik with400 kV Nasik and uprate theconductor of 220 kV Nasik-Navsari

    This will help in relieving theconstraint at Bableshwar andenhance utilization of 220 kV Nasik-Navsari D/C. Both circuits of 400 kVTaptithanda-Bableshwar D/C can bekept in service.

    B Upgradation of 220 kV Nasik-Navsari D/C to 400 kV by usingthe existing ROW.

    This will help in dispersal of powerfrom Bableshwar relieving theconstraint at Bableshwar. Both

    220 kV Nasik-Navsari is ajointly owned line of GETCOand MSETCL so STUs couldupgrade the sections lyingwithin their jurisdiction.

    circuits of 400 kV Taptithanda-Bableshwar D/C can be kept inservice.

    Action with regard to Option-A may be taken by MSETCL. The relevant extracts

    from the CEA manual on Transmission Planning Criteria recommending utilization

    of existing ROW for upgrading of existing AC lines to higher voltage level is quoted

    below (emphasis added):

    “3.11 The following options may be considered for strengthening of the

    transmission network. The choice shall be based on cost, reliability, right-of-

    way requirements, transmission losses, down time (in case of up-gradation

    and re-conductoring options) etc.

    o Addition of new transmission lines/ substations to avoid overloading ofexisting system including adoption of next higher voltage.

    9.7 Telemetry issues from Maharashtra Stations and POWERGRID StationsTelemetry issues from Maharashtra Stations have been flagged in various WRPC /

    OCC meetings (since Dec’13). There is very close monitoring on Telemetry issues by

    Hon’ble CERC. CERC order vide dt 29.1.16, directs all utilities to up-date telemetry

    status in their system within one month of this order with an advance copy to NLDC,

    respective RLDC and RPC. RLDC have been directed by CERC to monitor the

    implementation of telemetry and in case of any difficulty, the matter has to be

    discussed and sorted out in the RPC meetings. If any entities does not submit the

    information, the concerned RLDC has to file application before the Commission

    against the said entities under Section 142 of the Act. The status of telemetry for all

    9.8 Implementation of Revised SPS setting for NEW GRID-SR as advised by NLDCThe envisaged SPS is for security of the interconnected system in case ofcontingencies. The perception of SLDC, MSETCL that 765 kV Solapur-Raichur linesare beneficial only for Southern Region is misplaced. The transmission systemassociated with SR-NEW Grid interconnection have helped in enhancing the reliabilityof East-West corridor within Maharashtra. Maharashtra has been able to meetadditional demand of ~ 4000 MW as compared to past. On several occasions theplanned/emergency outage of HVDC Chandrapur-Padghe could be convenientlyfacilitated due to availability of 765 kV Wardha-Aurangabad Q/C and 765 kVAurangabad-Solapur and 765 kV Solapur-Pune. The lines have rescued Maharashtraand Western Regional System during contingencies by dynamic MW as well as MVARsupport to Southern Maharashtra. During crisis manual picking up of generation atKoyna often gets delayed or constrained due to inadequate availability of water.

    Further telemetry from several stations in Maharashtra are not available at WRLDC.Thus it is in the interest of the entire system that pending SPS actions areimplemented by MSETCL / MahaGenco as recommended in the scheme.

    Station Remarks

    Event-5 Frequency Response was observed from VSTPS-II, VSTPS-IV, VSTPS-V, Sipat-I, Korba-II, Mouda, CGPL, KSK and JPL.

    NTPC Korba and NTPC Sipat have stage wise response of the event inexcel sheet.NTPC Mouda sent screenshot of the DAS at the station.

    CGPL had forwarded the frequency vs MW data of 1 second resolution forunit 10, 20, 30 and 40. It is observed that the units are responding to thefrequency change, though the initial delay in response needs to beaddressed. It is understood that the units were operating in turbine followmode.

    Response of VSTPS-III could not be analysed as SCADA data was notavailable from the station. Response of MB Power was not analysed as thegeneration was NIL.Sipat-II generation was ramping down, while JP Nigrie units had tripped atthat time.Sasan, APML, DB Power showed negative response i.e. generation

    reduced instead of increasing. Sasan, APML and DB Power examine thesettings at their station and ensure compliance to provisions of the IEGC.

    No response was visible from APL-II, APML Tirora and KWPCL. TheseStations have to send the frequency vs MW data (1 second interval) for theevent in Excel sheet to assess their response.

    Event-6 Frequency Response observed from CGPL (with 3 min delay), KSK, JPNigrie and Mouda.No response observed at Sasan and JPL Tamnar. Negative responseseen at KWPCL. These stations to examine the settings and ensurecompliance to provisions of the IEGC.Response of VSTPS-II, III, IV, V, Sipat-I & II, Korba-II & III, APL-II & III,APML could not be analysed due to non-availability of telemetry from thesestations at the instant of the event.

    Out of the six events analysed four events were of frequency dip. Under these events

    generators were expected to pick up generation up to 105% of their Maximum

    Continuous Rating. Vide CERC order dated 23.10.2015 in petition no. 302/MP/2013

    dated in the matter of RGMO or FGMO with manual intervention (MI), CERC

    mandated as under:

    Quote

    “22. On the issue of keeping margins while scheduling of the units, we are of the view

    that the units should not be scheduled by RLDCs/SLDCs beyond ex-bus generation

    corresponding to 100% of the Installed Capacity. Further, units should not be allowed

    to operate with their valves wide open. This would ensure adequate primary response

    by opening of the valve to the fullest.”

    “33. With regard to the prayer of the petitioner to direct the generators to seek

    approval of the Commission whenever the expected duration of outage of

    RGMO/FGMO feature exceeds more than a week due to technical/operational

    limitations, the Commission is of the view that requests for outage of RGMO/FGMO

    with MI based on valid technical reasons, shall be dealt at SLDC/RLDC level. In case

    of any dispute/difficulty, the matter should be resolved at RPC level at first instance.”

    In view of the above CERC order and IEGC provisions all generating stations need to

    keep the RGMO or FGMO with manual intervention in service at all time. The upper

    load limiter may be set at units to pick up generation upto 105% of MCR for short

    duration.

    9.10 Implementation of Scheduling softwareA detailed workshop cum interactive session with all stakeholders was held at WRLDC

    on 17th and 18th March16, wherein the detailed presentation of the software features,

    associated issues and concerns were deliberated . Hands on training was also given.

    The software was launched for Mock Trial on 21.03.2016. The progress of activities is

    as under:

    9.11 Availability of Real time data involving old RTU / Communication equipment

    DGM, WRLDC informed that availability of real time data is very critical now consideringthe complex nature of grid operation, renewable penetration and introduction of Ancillaryservice. Also Hon'ble CERC has directed all users vide order dt 26.9.2012 on petition no194/MP/2011 to ensure availability of reliable real time data at WRLDC as under.Quote

    We also observe that many State Transmission Utilities, State Power Departments /Electricity Departments have not responded to our directions to submit a clear cutaction plan for the establishment of the communication system for the existingsystem and the time schedule for completion includingthe provisioning for integration of new generating stations and the sub-stationscoming in future.Un quote

    During the 19th SCADA/EMS meeting held on 27th April 2016 at Bhopal, it was emergedthat part of data interruption is due to technological obsolescence and old equipments inoperation. Some of the ULDC equipments (RTUs & communication equipments) have

    been commissioned during 2003-05 and are rendered obsolete, more-so, due to non-availability of spares & maintenance agencies. After detailed discussion, membersdiscussed on the subject and it emerged that a committee comprising members fromWRPC, WRLDC, Maharastra, Gujarat, MP, Chhatishgarh, PGCIL & ISGS would beformed for assessment of current status of these equipment and suggest for replacement/ up gradation. It has also been agreed that WRPC/WRLDC would coordinate for thecommittee formation and assessment & recommendation. The committeerecommendation would be taken up in WRPC forum for implementation.

    The Sub- Committee may like to discuss/note the same.
