    3. Approval of Minutes.

    The minutes of the April 12, 2007 meeting were approved as written and distributed. 4. Liaison Reports.

    The fire alarm code liaison report was presented by new nonvoting members Wayne Moore and Shane Clary, representing the Signaling Systems Technical Correlating Committee.

    A new Chapter 12 is being added to NFPA 72, National Fire Alarm Code, on emergency communication systems, including mass notification.

    The controversy on use of ionization versus photoelectric smoke detectors/alarms in residential occupancies has been addressed by a Research Foundation study. Discussions to date have been emotional. The subject needs to be decided on an occupancy-related basis.

    NFPA 720, Standard for the Installation of Carbon Monoxide (CO) Warning Equipment in Dwelling Units, has been placed under the purview of the Signaling Systems Technical Correlating Committee. There is ongoing discussion about combining it with NFPA 72.

    NFPA 731, Standard for the Installation of Electronic Premises Security Systems, has not been placed under the purview of the Signaling Systems Technical Correlating Committee.

    The sprinkler installation standards liaison report was presented by Bill Koffel.

    Pre-ROP meetings for the current cycle of NFPA 13 were held. The ROP meetings are scheduled for late January.

    NFPA 13 and NFPA 101 have been correlated on the subject of closely spaced sprinklers for the protection of vertical openings and the associated use of draft curtains

    Bill agreed to take to the appropriate NFPA 13 task group the subject of exempting sprinklers in elevator machine rooms where the elevators are to be used for occupant evacuation and by emergency responders.

    5. Update on NFPA 101A.

    New SAF-ALS Chair Bill Koffel reported. NFPA 101A, Guide on Alternative Approaches to Life Safety, is being revised in the June 2009 revision cycle (1 year after NFPA 101 to permit NFPA 101A-2010 to reflect the provisions of NFPA 101-2009). The ROP is currently being balloted by the TC and includes committee proposals to fine-tune the FSESs to measure equivalency against the 2009 edition of NFPA 101 and to update materials missed in earlier revisions. The TCC will be letter balloted after the TC completes its balloting.

    6. Fire Protection Research Foundation Projects.

    The TCC noted that FPRF is soliciting proposals for research work funded by NFPA. The committee asked to receive the link to the following Research Foundation report: Public Perceptions of High-Rise Building Safety and Emergency Evacuation Procedures

    (PDF, 890 KB). The report documents a survey of high-rise building occupants to explore their general knowledge of high-rise building safety and emergency evacuation procedures, and their attitudes and perceptions toward them. (2007).

    7. System Commissioning.

    The new technical committee will hold its second meeting at the end of March.

    8. Life Safety Branch of Electrical System. TCC Chair Jim Quiter will name a representative to the new task group being formed by the Standards Council. Jerry Wooldridge, Chair of the Building Code TCC, also will name a representative to the task group.

    9. Referenced Standards Task Group Report.

    The report was accepted are published in the agenda. The TCC will be letter balloted on incorporating the new provisions into the Supplemental Operating Procedures.

    10. Extracting Text.

    The committee took no action on the recommendation received from the Fundamentals Committee.

    11. Release of NFPA 101 ROC.

    The committee reviewed the 444 active comments and technical committee actions. The committee approved the creation of 116 TCC action notes. See the ROC-release ballot for the details.

    12. Other Business.

    The committee offered thanks to the following chairs whose terms will end with this revision cycle due to the tenure policy.

The Association will address the documents on June 4-5 at the World Safety Congress and Exhibition (WSC&E) in Las Vegas. Association amendments will be balloted by the affected TCs and the TCC in June. Standards Council hearings will be in Quincy, MA in July.

    The TCC will meet by teleconference some time in 2009 for purposes of directing the TCs to address subjects/issues for the next revision cycle.

  • Building Code Technical Correlating Committee Life Safety Code Technical Correlating Committee Planning Meeting June 30, 2009 Page 5 Item 3, Opening Remarks/Agenda Review Jim Quiter noted that this meeting kicks off the next cycle (A2011) for NFPA 101 and NFPA 5000. There are several new people in new positions including Technical Correlating Committee and Technical Committee chairs. Robert Solomon opened the meeting with welcoming remarks, an explanation of the Microsoft Live Meeting process and a brief agenda review. Robert noted the purpose of the meeting was to do a fly over of pending issues, identify topics committees will be reviewing in the next cycle as well as some topics from previous editions Item 4, Approval of Minutes The minutes of the Building Code Technical Correlating Committee January 8, 2008 ROC Meeting (Enclosure A without attachments) and the Life Safety Code Technical Correlating Committee January 9, 2008 ROC Meeting (Enclosure B) were approved as submitted. Item 5, Meeting Schedules/Critical Dates Robert noted that the NFPA 101/NFPA 5000 schedules (Enclosure C) were developed within the confines of the NFPA Master A2011 schedule in order to ensure certain critical dates are met. The ROP meeting schedule was planned so that major activity overlap was avoided, such as the ICC meetings in October and November, 2009. Core committees meet earlier to give staff time to prepare draft chapters for the occupancy committees to review and accept or modify. The ROP meetings are in September and December with balloting to follow the respective meetings. The Building Code and Life Safety Code Technical Correlating Committees must have their meetings by April 16th, 2010. The Technical Committee ROC meetings will be held after September 3rd, 2010. Item 6, Global Issues - Administrative Robert stated that there has been back and forth discussion on the form and format for the online submission of proposals and comments. A custom template in which all information is pre-populated is in development and committee members may be asked to test this. This would make life easier for everyone. At the present, members wishing to submit proposals or comments should continue to download the current form available on the NFPA website.

Some aspects worked, others didn’t. The NEC recently tested online balloting which worked well overall. The plan is to have online balloting available for the NFPA 101 and NFPA 5000 ROP balloting. Demonstrations will be available at the September and December meetings presuming the systems are in place. Item 7, Global Issues - Technical High Rise

    As a result of the August, 2008 Standards Council decision that the subject of high-rise be revisited with regard to what committee should be responsible, a decision needs to be made if and where the responsibility for the high-rise criteria should be moved. Some NFPA 101 Chapter 11 sections may be shifted to other committees as well. Robert stated that high-rise building criteria under the Industrial, Storage and Miscellaneous Occupancies Technical Committee worked well until certain issues concerning high rise occupancies received more attention. There were also some coordination issues. Provisions relating to high-rise buildings have the potential to impact all occupancies thus they should fall into the same category as a core chapter. At present, the high-rise topics are handled at the ROP and ROC stage when the occupancy committees are meeting. The result is that extensive action by the Technical Correlating Committees becomes necessary on this subject since the “normal” coordination effort between the core and occupancy chapters does not occur.

    Robert asked if these issues are more appropriately covered by a core chapter committee rather than an occupancy chapter committee. A discussion ensued. Dave Collins stated there are special design conditions shared by several occupancy committees. Not one or another, but all of these are involved. None fall within the appropriate category. Dave asked if we needed a new, special construction committee. Roland Huggins asked the issues be clarified. Robert noted there were contentious issues, i.e. elevator lobbies and exit stair width among others that required additional coordination at the TCC ROP and ROC stages. On several occasions, the topics were eventually the subject of an appeal to the Standards Council.

    Item 7, Global Issues – Technical (continued)

    Jake Pauls made a Motion (Motion #1) that High-Rise should be moved to the Fundamentals Technical Committee. He felt this is a timing issue as Fundamentals meets early in the process and can direct work to other committees as appropriate. Ken Isman mentioned the possibility of another (new) Technical Committee devoted to these issues alone. In related discussion, Jim Quiter noted that high-rise is not moving out of Chapter 11 (NFPA 101) and Chapter 33 (NFPA 5000), only who is responsible. Other options were discussed including having the Industrial, Storage and Miscellaneous Occupancies Technical Committee meet with core chapters or to move it to the Building Service and Fire Protection Equipment committee. Robert Solomon noted that the next option for a new committee to be created and populated is October of 2009 so there would be no opportunity to create a new committee until that time. Ron Coté noted that the Fundamentals committee has been given many challenges over the years including being charged with developing the performance based design criteria and the rehab provisions in Chapter 15 (NFPA 5000) and Chapter 43 (NFPA 101). Should a new committee be developed, members would be drawn from the same pool, spreading the members thin. If high-rise stays with the Industrial Committee, they would need to meet twice so all occupancy chapters would have the opportunity to react to any changes that were proposed. The second meeting would be a few months later when other changes have jelled. Jake Pauls said he agreed with this assessment. He felt quite a few Fundamentals members have significant experience in high-rise. Robert noted Chip Carson is in favor of getting this under the purview of Fundamentals as well. Ron reiterated some of the biggest challenges handled by the Fundamentals Committee were goals and objectives and performance based designs. A vote was taken (via roll call) on Jake’s Motion (Motion #1) to assign high-rise to the Fundamentals Technical Committee. The Building Code Technical Correlating Committee (BLD-AAC) voted 11 in favor and 4 opposed. The Life Safety Code Technical Correlating Committee (SAF-AAC) voted 2 in favor, 5 opposed. Ron stated that the Technical Correlating Committees should convey the best possible information to the Standards Council. A straw vote was taken to get a sense from the Technical Correlating Committee members to find out if there was

    agreement to move the responsibility from the IND committee to another, as yet to be determined committee within the project. The options included giving the responsibility to Fundamentals, Building Service and Fire Protection Equipment or creation of the aforementioned new committee. John Kampmeyer made a Motion with a 2 part question. The first was whether or not High-Rise should stay where it is or be moved to a core committee. By roll call, the committee unanimously decided it belongs as a core committee issue so this passed. The second part asked each member to weigh in on where it should be moved. The results of the voting members showed: 12 members in favor of moving to Fundamentals, 11 in favor of forming a new committee and 2 in favor of moving it to the Building Service and Fire Protection Equipment Technical Committee. Membrane Structures and Tents and Remaining Sections The placement of Membrane Structures and Tents and remaining sections in Chapter 11 of 101 and Chapters 31 and 32 in NFPA 5000 were discussed. Discussion included moving special structures under the IND Committee to be consistent with high-rise. Edmund Kalie made an a motion to move certain portions of Chapters 31 and 32 of NFPA 5000 and the remaining sections of Chapter 11 in NFPA 101 to be consistent with whatever actions are taken on high rise. That motion failed. Robert and Ron have noted the issues discussed and the Technical Correlating Committee’s recommendations will be noted in a report to the Standards Council. Standardization of Language Where Supervision of Sprinkler Systems Is Required Robert asked the above be noted on each TC agenda to remind committees to seek consistency of references when mandating the installation of an automatic sprinkler system.

    Bill Koffel noted that the committees should be looking for consistent format. The committees should be reminded to specify exactly what is needed – if it’s necessary to meet all of the conditions or just 1 of the conditions when list type requirements are specified.

    Item 8, Committee and Occupancy –Specific Subjects Technical Committee Chairs and/or Staff highlighted some of the subjects the individual technical committees would be discussing at the upcoming ROP meetings:

    - Fire-evacuation needs and planning will be highlighted. - Discussed the fire in Wells, NY that resulted in 4 fatalities.

    BLD-BLC Robert Solomon - Consumer Fire Works was discussed. The Technical Committee on Pyrotechnics has to justify provisions in NFPA 1124. Several task groups have been formulated with members from Means of Egress and Building Construction appointed but at the present, we are waiting to hear from the Pyrotechnics Technical Committee to get back to us

    BLD/SAF-BSF Robert Solomon - Robert noted new provisions in NFPA 72 are seeing broader use of mass notification systems. - In-building radio communications are being refined and this will be a topic of committee discussion.

    - Regarding ADA-ABA-AG updates, Allan noted the Access Board issued new guidelines in 2004 regarding building codes. However, we do not know what the DOJ (Department of Justice) will do with them or in what timeframe. - ICC/ANSI A117 updates. Allan stated that A117 is currently in cycle with a meeting scheduled for August. Further work needs to be done and the committee is hoping for calendar year completion. - Fire fighter elevators. Additional changes are anticipated from the ASME Task Groups that have been assigned to this effort.

    Item 9, Liaison Reports Bill Koffel reported that that 2010 Editions of NFPA 13, NFPA 13D and NFPA 13R were just approved during the NFPA meeting in Chicago. There are several appeals pending that will be heard during the NFPA Standards Council meeting in August. Some of the additional changes needed in NFPA 13 concerning sprinkler omissions in certain elevator shafts and equipment rooms were not processed in this cycle. The occupant

Shane Clary reported that the 2010 Edition of NFPA 72 was just approved during the NFPA meeting in Chicago. There are several appeals pending that will be heard during the NFPA Standards Council meeting in August. While many substantial changes have been made to NFPA 72, some the highlights include:

    -Additional criteria added for emergency communication and in building radio systems

    -Revam ped criteria associated with mass notification systems -Clarified roles for spacing and location of detectors under beams and pockets of certain ceiling configurations. -At present, a TIA is being evaluated concerning alarm transmission on VOIP networks.
