President Rhude called the MCFOA Board Meeting to order at 8:30 AM on March 21, 2019 at the Glen Carlson Room, St. Cloud Civic Center, St. Cloud, MN. Roll Call was conducted by Secretary Rappe.

CONSIDERATION OF THE MINUTES FROM THE MARCH 22, 2018 ANNUALBUSINESS MEETING - Motion to Approve the Minutes as presented from the MCFOAAnnual Business Meeting on March 22, made by Devin Montero, Brooklyn Park, second bySandy Engdahl, Plymouth. With all members voting in favor, the motion carried.
4. OFFICERS REPORTSA. President’s Report – President Rhude, Barrett
Current membership is 905. 104 new members joined in 2018 and there are 55 1st time attendees for this conference. The MMCI was held in St. Cloud in 2018 while the curriculum was well received the hotel and food were not. Therefore in 2019 the MMCI will be held at the Kelly Inn in St. Cloud, May 6-10. MCFOA gave $17,600 in grants for the MMCI. Deadline for a grant for the 2019 Advanced Academy is April 15. The MCFOA website has been upgraded and MCFOA now accepts credit cards for dues and those can be paid on the MCFOA website. MCFOA non-profit status changed this year to a 501(c)(3). MCFOA would like to thank the law firm of Campbell and Knutson from Eagan for doing this pro bono. The dates for next year’s conference is Monday-Thursday, March 16-19. IIMC will hold their 2023 Conference in Minneapolis, May 21-24.
B. Treasurer’s Report – Martin Bode, RockvilleA copy of the Treasurer’s Report was contained in the business meeting packet for review. Treasurer Bode reported at the end of the fiscal year there was $76,209.99 and stated that we have come in under budget for this fiscal year. Motion made by Char Friedges, Lakeville, second by Jackie Hanson, Minneapolis, to accept

the Treasurer’s Report as presented. With all members voting in favor, the motion carried. C. Audit Committee – Chairperson, Glen Pederson, Benson Mr. Pederson stated that on behalf of the Audit Committee, the Audit Committee carefully examined the receipts and disbursements of the MCFOA for the past year and have found all the records of the current Treasurer, Martin Bode, to be in order. Motion made by Val Alsaker, Benson, second by Daphne Maras, Albert Lea, to accept the Audit Committee’s Report as presented. With all members voting in favor, the motion carried.
D. REGIONAL DIRECTOR’S REPORTS A Copy of the Regional Director’s reports was in the Business Meeting packet for review. 5. MCFOA COMMITTEE REPORTS Reports from all MCFOA Committees were included in the Business Meeting packer for review. 6. IIMC REPORT – Audra Etzel, Rockford, MN IIMC Region Co-Director Audra Etzel reported on the recent IIMC Board meeting. The 72nd IIMC Annual Conference in Birmingham, AL will be in May. Director Etzel informed the meeting of the IIMC Foundation fundraiser and drawings and encouraged people to donate and bid at the silent auction to be able to send more people to the IIMC Annual Conferences. Director Etzel reiterated that the 2023 IIMC Annual Conference will be held in Minneapolis and encourage everyone to put that on their calendar and there will be more information forthcoming. Director Etzel also encouraged people to apply for scholarships for Institute, Academy and Annual Conference. 7. CONSIDERATION OF BY-LAWS AMENDMENT – Janet Lewis, Bloomington and Char Friedges, Lakeville Janet Lewis presented the reasoning and changes for the proposal to change MCFOA from a 501(c)(7) to a 501(c)(3). Char Friedges, By-Law Committee Chair, provided an overview of the proposed by-law amendments that were included in the handouts and posted on the MCFOA website. Proposed changes to Article 4, Membership Classes, Dues, Privileges of Membership, and changes to Sections 2, 3 and 4 of Article 4. There were no questions from the membership. Motion to approve changes to the By-Laws as Presented made by Terri Boese, Dassel, second by Bridget Murphy, Cold Spring. With all members voting in favor, the motion carried. 8. ELECTION OF OFFICERS, 2019-2020 A. Report of Nominations Committee Nominating Committee Chair Glen Pederson, on behalf of the nominating committee, recommended the following slate of candidates for the 2019-2020 fiscal year: Kris Hasse-Linquist, President; Linda Rappe, Vice President; Martin Bode, Secretary; Betsy Snyder, Treasurer, Region 1 Director, Christina Regas, Region 3 Director, Kathy Summer, Region 5 Director, Kari Carlson. B. Nominations from the Floor The nomination process was opened and closed with no additional changes in the recommendation

Election Motion was made by member Terri Boese, Dassel and seconded by Kary Tillmann, Zimmerman to elect the following: Kris Hasse-Linquist, President; Linda Rappe, Vice President; Martin Bode, Secretary; Betsy Snyder, Treasurer; Region 1 Director, Christina Regas; Region 3 Director, Kathy Summer; Region 5 Director, Kari Carlson. With all members voting in favor the motion carried. D. Oath of Office Oath of Office was administered by Past President Lewis. 9. NEW BUSINESS None presented 10. ANNOUNCEMENTS – President Rhude announced that the 2020 Conference will be back at the St. Cloud Convention Center, March 16-19. 11. ADJOURNMENT Motion was made by member Kris Hasse-Linquist, Minnetrista, second by Kary Tillmann, Zimmerman to adjourn at 8:58AM. With all members voting in favor, the motion carried.

Region 1 has not held any training since the December board meeting; however, the Region looks to be well
represented at the upcoming Conference.
Our Region will be hosting a training on June 5, 2020 in Detroit Lakes by Clerk Gloria French a review of
lawful gambling permits by the MN Gambling Board to review how to be compliant as a City.
Additionally, several Region 1 Clerks have committed to the upcoming Athenian Dialogue Toto’s Reflection
being held in Grand Rapids on October 9, 2020. Thanks to Mary Roy and Marita Rhude, several northern
area clerks will have an opportunity to take part in an Athenian dialogue close to home.
I have had a few new clerks reach out to me regarding Conference vs. Institute to find out more and I have
encouraged them all to seek out all educational courses offered. I am looking forward to meeting many new
faces at Conference Monday evening during the New Member Meet & Greet.

Re: Region II Annual Report 2019-2020
Since the annual MCFOA conference in March 2019, Region II has had a fun year hosting
numerous training events at numerous cities. Many thanks to our host cities, as these
meetings would not be possible without you!!
Region II’s spring training was held in the City of Emily On May 16th, where Cari Johnson
hosted 8 members, and in the City of Keewatin on May 17th, where Susan Thronson hosted
20 members. Troy Walsh from LMC presented a lively discussion on “everything fire
departments”, including relief associations, best practices for personnel, finances, facility
safety, liability and management. Bolten Menk presenters discussed a platform for
community engagement. We celebrated Debbie Lund, who retired June 1st. Sadly, Debbie
passed later in 2019 and will be missed.
Our summer training focused on Airports 101, The Beginning of an Understanding, which
was presented by Rick Braunig, MnDOT Aeronautics Manager of Aviation Safety and
Compliance. On August 1st, 7 members met at Walker Municipal Airport-Bresley Field,
hosted by Terri Bjorklund and City of Walker, and on August 2nd, 10 members met at Orr
Regional Airport, hosted by Cheri Carter and the City of Orr. We learned about airports,
drones (unmanned aircraft systems), and heliports, with the highlight being a walking tour
of the grounds/runway outside the airport buildings. I found this topic fascinating, and
Rick certainly knows his craft!
A much-requested training on elections took place for Region II in four locations between
October 31st and December 6th. On October 31st, Mary Ann Kepler and Sheena Mulner
hosted approximately 40 MCFOA members and non-members in Hibbing, MN at its historic
Memorial building with great food! Vicki Martin, Election Administrator for Itasca County,
presented a training on the PNP and also provided the clerks with general election training
so that 1.5 hours of clerk’s required election training hours could be earned! On November
1st, Sue Uhrinak of Cass Lake hosted 8 MCFOA members and non-members at Pike Bay
Town Hall, with homemade chili for lunch! On this date, David Maeda, from MN SOS,
presented solely on the PNP, and unfortunately, no clerk’s election credit hours were
available. On November 8th, Angie Storlie hosted 8 MCFOA members and non-members at
the newly renovated city hall in Bigfork, a beautiful building, with Vicki Martin again
presenting! Finally, on December 6th, Angie Duus hosted 15 MCFOA members and non-
members in Pequot Lakes, with Vicki Martin travelling there. All in all, a very well received
and informative training. Good luck to all with elections in 2020.

On March 5, April Kurtock and City of Nashwauk, and on March 6, Alana Tyson & Leaha
Jackson and City of Sandstone hosted our Region II sessions. The first presenter, Vikki
Sanders, MN OSHA CONSULTATION/DOLI spoke on Workplace Violence Prevention, and
gave a presentation designed to help better understand workplace violence in a way that
emphasizes prevention and voluntary compliance, by allowing employers and employees to
recognize, avoid and prevent violence in their workplace. The second presenter was LMC
attorney, Kyle Hartnett, on Nuisance/Blight Issues. He spoke on the differences between
public and private nuisances, giving common examples such as weeds, smoke, noise, and
animals, as well as an examination of tools cities can use to effectively and fairly prevent
and/or eliminate nuisance conditions as they occur. Approximately 40 MCFOA members
attended. Many thanks to both cities who stepped up to host!!
2020 Region II training plans are in the works for sessions on data practices and MN
Gambling Board. With these trainings in place, the incoming Region II director can ease
into his/her duties with some training already planned. A joint venture between Region I
and Region II will bring an Athenian Dialogue to the northland, Grand Rapids, on October
9, 2020. For details, contact me!

Region IV 2018 - 2019 Annual Report
Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, Sherburne, Washington and Wright
Thank you for being a part of the 2019 MCFOA Conference, where individually or together, we can make
a difference!
Since the 2019 Conference the following activities have taken place in Region IV:
In June 2019, we had a fantastic session on emergency management and disaster planning with Joe Kelly
from the MN Department of Homeland Security. Cathy Sorenson and the City of Blaine hosted the full
day session for us! our training was a great session with the League of MN Cities about protected
speech for employees.
In September, we started looking ahead to the 2020 Presidential Nominating Primary Election. This was
such a popular topic that our Region hosted two sessions with David Maeda from the MN Secretary of
State’s Office because we couldn’t hold everyone in one place! A huge thank you to Terri Spangrud and
the City of New Brighton, and Amy Dietl and the City of Maple Grove for being excellent hosts for these
sessions. The City of New Brighton IT Department recorded the training and we were able to share it via
the MCFOA website for those that couldn’t attend one of the many sessions David held throughout the
State.
The last training we held in 2019 was a great session with MN Alcohol & Gambling Enforcement staff,
hosted at the Hopkins Fire Station by Amy Domeier. This session was unique in that MN AGE asked for
questions ahead of time and they were able to tailor our training to the topics and questions about
liquor licensing from our Region Clerks. Everyone enjoyed the session and walked away with a clearer
understanding of MN Liquor laws!
Once the 2020 Conference is over, regular Region meetings will start up again in April, so watch your
email for information. You can find additional information regarding Region trainings and other
opportunities on the mcfoa website at: www.mcfoa.org.
Many thanks to our outgoing MCFOA President, Kris Hasse-Linqust from the City of Medina. Kris, you
have served our organization well, and we are grateful for all you have done for MCFOA in your tenure
as President. I am also grateful for the opportunity to serve as your Region Director for the past four
years and have no doubt the person who steps into the Region Director spot will continue to serve our
Region and our organization well.

Re: Regional Report & Account Balance
Since the December 6th Meeting, Region VI has not had a chance to have a meeting prior to the Annual
Conference. Upcoming meetings:
*May 28, 2020 – Lake City has graciously volunteered to host this meeting. We will be hearing from
Steve Pederson and Matt Gettman with the MN Gambling Control Board. They will cover raffles, the
3% and 10% regulatory taxes, and kind of a catch all for rules and regulations. I am setting up another
presenter in the afternoon, but that is yet to be finalized.
*July TBD – Topic and location yet to be determined.
Attached you will see the finances. However, after this statement money was spent on silent auction
baskets so as of 3/4/20 the balance of our fund is at $818.39.
I want to take the time to thank MCFOA and the Board for allowing me to serve as your Region
Director for the past three years. I have enjoyed the experience, getting to know many of the fellow
clerks networking, and the abundance of knowledge.

SUBJECT: 2019 Elections Advisory Board Summary Report
The League of Minnesota Cities Elections Task Force met in August 2019 to review and confirm existing policies as well as introduce new policies. The result is the adopted 2020 City Policies outlined here. These policies address important election issues such as:
- Improvements and updates to the Statewide Voter Registration System- Response to increased absentee voting trends by increasing the period a voter can place
their ballot directly in the tabulator and establishing absentee voting sites for less than thefull 46 days currently required
- Restoration of voting rights to those convicted of a felony once incarceration is complete- Ranked choice voting- Voter assistance- Electronic rosters- Increase election judge recruitment and retention by eliminating party balance requirement
where only nonpartisan offices or questions are on the ballot and authorize college- Expand mail balloting to all cities in precincts less than 400 registered voters, including
the Minneapolis/St. Paul seven-county area
All policies seek to strengthen the effectiveness of elections administration for Minnesota cities but more importantly for our voters.
Thank you to all members of the Task Force as well as MCFOA for their important work on behalf of cities and our voters.

SUBJECT: 2019-2020 Fundraising/Silent Auction Committee Report
DATE: March 3, 2020
The 2019 silent auction contributions consisted of 105 items which raised $4,313.
The funds raised were designated to sponsor two MCFOA members to attend the 2019 IIMC
Conference in Birmingham, Alabama. The proceeds from the 2020 auction will provide
scholarships for selected MCFOA members to attend the 2020 IIMC Conference in St. Louis,
Missouri in May. The drawings will take place on Wednesday evening at the banquet and
Thursday morning. Attendees must be present to win.
2020 silent auction donations should be brought to the conference registration desk when
attendees register (preferred) or to the Glenn Carlson Exhibit Hall on Tuesday afternoon
immediately following the last session. Donation forms should be filled out ahead of time to
expedite the process. Bidding will end at 4:00 pm on Wednesday. Winning bidders are asked to
pay for and take their items when the auction ends.
The committee extends our appreciation to each MCFOA member, conference sponsor and
vendor that supports this auction through contributions or purchases.

Re: Report of 2019 Committee Activity
The purpose of the Records Retention Task Force Committee is to regularly review the "General Records Retention Schedule for Cities" and submit recommended changes to the State Records Disposition Panel. In addition to maintaining the records retention schedule in an electronic format, the MCFOA Records Retention Committee announces new versions when they become available and ensures the latest version is posted on the MCFOA website.
Significant events for our committee during 2019 include:
1) The Committee met in February, April, September and December and completed a reviewof all sections of the State Retention Schedule.
2) The Committee is finalizing changes to be submitted to the State Disposition Panel.
3) The Committee responded to records retention inquiries from clerks and records managersthroughout the year.
Our committee welcomes records-related inquiries or suggestions. Feel free to call upon any committee members with questions.

After the 2019 conference, the following annual updates were made:

Advanced Academy page updated with 2020 informationOther updates/changes made through the year were:
Removed the section listing Lifetime members due to Board change to granting all retired memberslifetime memberships
Wording added to clarify that MCFOA membership is individual rather than city-based
Changed the format of the current membership listing on the website – previously it was sorted byRegion, now two lists are supplied, one sorted by city name, one sorted by member last name
Added certified clerks in real-time due to the Board’s change to sending out certifications right awayrather than awarding all at the annual conference.
In the 60 days leading up to the 2020 conference there have been 6187 visits to the website with 13,079 individual pages being viewed. Site visit and page view information for the past five years is included for comparison.

RE: Minnesota Institute Director’s Annual Report
This report is to inform on the following points:
I. Summary of programming for the year 2019
2019 Institute In 2019 we had a well-attended Minnesota Municipal Clerks Institute (MMCI). Our entering class had 50 registrants (v. 55 in 2018 and 63 in 2017). We congratulated 46 Year 3 graduates this year (as compared to 46 in 2018 and 40 in 2017), and 45 Year 2 attendees (as compared to 55 in 2018 and 49 in 2017).
We are continuously enhancing the Institute curriculum based on results of evaluations. We changed the venue to the Best Western Kelly Inn, to alleviate 2018’s hotel/hotel food (Holiday Inn) concerns. Our total enrollment dropped a bit, I believe due to the previous hotel’s issues; but also last year was the largest total enrollment to date, so it was difficult to reproduce!
2019 Advanced Academy It was with great pleasure that we greeted 62 participants to a successful Advanced Academy on September 19 and 20 at the Courtyard St Paul Woodbury. (In 2018 we had 34 participants.) Our instructors Joyce Hottinger and Donyelle Mikacevich from the LMC, and Scott Nelson of Clarity Central®, guided attendees through “The Lifecycle of HR”-- while using hands-on exercises and practices. Evaluations for 2019 demonstrated a well-received Academy.
II. Statement about future plans
2020 Institute Update Dates for the 2020 Institute are May 4 - 8 at the Best Western Kelly Inn in St. Cloud. I am working on finalizing MMCI instruction, and I have revised and enhanced the schedule and curriculum for 2020 as a result of evaluation feedback from 2019. Areas to improve this year are elimination of some content overlapping, efficiency of e-distribution of materials, enhanced face-to-face explanation of attendance policy from MCFOA, and more diverse breakfast options and changes to lunch schedule.

2020 Advanced Academy Update The Advanced Academy Committee/SCSU staff has planned initial details for 2020’s event, to be held at the Park Event Center in Waite Park for September 14 and 15 (Mon-Tues). In the coming weeks I will work on securing instruction for the topic: Facilitation (Parliamentary Procedure, Goalsetting, and Ethical Leadership). Those interested can pick up a Save-the-Date postcard at the St. Cloud State vendor table at the Annual Conference. The cost is the same as last year (Early Bird Rate $215; after that the fee is $235).
