Ronnie and John welcomed everyone to the meeting and introductions were made and apologies were noted.

2 Minutes From The Last Meeting & Matters Arising Minutes of the previous meeting were agreed pending the following amendments: Winterbourne View – Terri D informed the Board that the Learning Disability services within the Health Facilitation Service has a Winterbourne View action plan. Inpatient admission with the Intensive Support Team are managed in line with the East of England guidance in order to ensure people do not spend more time than needed in a hospital setting. Health Facilitation Team – Terri informed the Board that they are interviewing for the Bedford Team Nurse post as Gwen has left the service.

The following matters arising were noted: LD Registers – Kate and Nikki confirmed that the information has been shared. This means patients with a learning disability on the Bedford Hospital database can be flagged which makes hospital staff aware and maybe allow more time in appointments or other extra requirements. Bus Passes – Kate informed the Board that she had passed on Gavin’s concerns about his bus pass and has fed this back to Claire Crawford-Smith. Rectal Diazepam Training – Anne B stated that she has since spoken to the Chief Executive of SEPT who has agreed to look into SEPT providing this training.

3 Transition Overview Kate informed the Board that unfortunately Marcellina Taylor who was going to attend today’s meeting, can no longer attend due to sickness. Marcellina is new in post and Kate has been meeting to discuss and review transition arrangements. They have discussed ways to improve the Transition Steering Group to make it more action focused, improving links between Children’s services and Adult services strategies to allow for smoother transition. They have also looked at the Winterbourne View action plan and employment opportunities. Kate confirmed that education will be involved and have a key role in future steering groups. Peter stated that the Short Breaks fun day which had been arranged by Children’s Services was mainly for young children, not transition focused and felt that a different event should be organised which focuses on transition. Anne B fed back that some of the schools knew very little about what information and services were available for children in transition. Kate agreed that the day was not transition focused and agreed a new event focusing on transition needs to be organised and agreed to discuss further with Marcellina.

4 Promoting Physical Activity for People with a Learning Disability – Anne Tredget, Bedfordshire Games & Richard Tapley – Sports Development, Bedford Borough Council Bedfordshire Games attended a previous Partnership Board meeting in September along with service users from the Bedford Centre who expressed a wish for the Bedfordshire Games to continue. There was a wish for the Games to continue and to look at ways to make the event more sustainable and the need for extra activities to take place running up to and after the event. The Board recognised that a lot of people were struggling to access local facilities. A survey was distributed to learning disability service users to find out their views. 163 service users responded. They identified that the most favourite sports were football, swimming, walking, running, bowling, tennis and golf. 136 service users said they would be interested in a multi sports club. Service users see activities as a way of developing sports skills, having fun, keeping fit and meeting friends.

Bedfordshire Games will continue. The proposal going forward is to pilot a weekly multi activity club on an 8 week basis at the Bedford International Athletics Stadium on the same day each week at the same time. The club will be available to anyone aged 16+ with a learning disability. The plan is to charge £3 per person per class on a pay as you go basis. Coaches will be available for the various activities and Richard is keen to have a Co-ordinator available at every session who will become a familiar face for those attending the sessions. This will provide a central point for everyone to meet and then be able to gather the views of those attending about how the programme can improve. If the pilot programme proves a success, the plan will be to roll out the programme fully. It was suggested inviting specialist clubs to be involved in the activities. This would allow for those showing a keen interest to attend other clubs / groups. The aim is to launch the pilot programme at the Bedfordshire Games on 2nd July 2013. Once the finer details are confirmed, Richard agreed to produce a short article for the Mencap magazine (Vanessa Wilson) and promote the service through the Council’s communication resources. The Board agreed to the proposal and were very pleased that the views of service users with a learning disability had been listened to. Peter asked how people can get involved with the Bedfordshire Games. Anne explained that entry forms have been sent to learning disability establishments and if anyone else was interested to contact [email protected] .

5 Statement of Community Involvement Consultation – Efua Dadze-Arthur, Senior Planner, Bedford Borough Council Efua was due to attend to give an update on the consultation since her previous attendance at the May Partnership Board. The document sets out the Council’s approach to planning consultation. A feedback note was distributed to the Board prior to today’s meeting on how the comments of the Equality & Diversity Network, the youth groups, the Physical Disability and Sensory Impairment Partnership Board, Older People’s Partnership Board and the Learning Disability Partnership Board have fed into the revised Statement of Community Involvement. Deadline for responses on the consultation is 15th May 2013. 6 Service User News Sandra informed the group that there has been some new faces at the complex needs group which takes place at Goldington Road. Sandra has been working with Julieann and there are plans to change the timing of the group to a lunch group.

Sandra and Ronnie updated the Board on the work of the Voice Groups since the previous Partnership Board. The groups have discussed the following:

Safeguarding & Keeping Safe Hate Crime Healthier Together Bedford Toilets Banking Bedfordshire sports survey Employment – wanting paid job opportunities

Ronnie and David will be facilitating a NHS ‘Good Practice’ Workshop next Thursday and will be able to provide feedback at the next Board. Further discussion took place about getting more meaningful feedback from the groups. Sandra stated that service users want a very real voice. John asked the Board and Sandra how to make this meeting more inclusive and what exactly the service users want from the meeting. Sandra agreed to explore this further with the groups and will be completing the questionnaire also. For more information on attending a Voice Group, please contact Sandra Pearce via [email protected] . David talked about someone who has lost their bus pass and asked what they should do. Kate explained that the person who has lost the bus pass should report it missing to the information centre at the bus station and ask for support in getting a new bus pass. David also informed the Board of the Open Days at Bedford College.

7 Carer News Vanessa informed the Board that Bedford Mencap used to run a holiday which has since ceased, however the funding is still available. Vanessa suggested if people require some support for holidays to liaise with Signpost Volunteers and they will help where possible. Vanessa informed the Board that the Corner Club has closed. Mencap have taken over the running of the discos. The discos now take place at St Johns school. Vanessa agreed to send more information to Marek for wider distribution to Learning Disability providers.

8 Health News The Health Facilitation Service has been given some money for a health screening project. This includes breast, cervical and bowel screening. With the money, the aim will be to increase awareness amongst staff and how best to approach screening with people who have a learning disability and carers on what signs to look out for. The plan is to develop easy read information and DVD and promote the service amongst members of the Partnership Board.

Sam informed the Board that the Bedford Nurse vacancy has been appointed. At the previous Board, a reminder was circulated asking those who haven’t already had an LD health check to approach their GP. Kate updated the Board saying there had been an increase in numbers as a result of the reminder and understands that most GPs have signed up to LD health checks. Nikki confirmed that the Bedford Hospital DVD has now been produced and is ready for distribution. There have been some technical problems with uploading the video to YouTube. This is being worked on. It was agreed to show highlights of the DVD at the next Partnership Board and for copies to be distributed to members.

9 Any Other Business Autism Partnership Board – 25th June 2013 at 9.30am – 12noon at the Rufus Centre. SEPT will be presenting a new diagnostic support service for Bedfordshire and there will also be a presentation on a pilot for an online project which allows for organisations to sign up and people with autism to comment on the services they have received. Dementia Awareness Week – May 19th – 25th 2013 is Dementia Awareness Week. There is a dementia awareness and information exhibition at the Harpur Suite on 20th May (2-7pm). Alzheimer's Society are holding a free event in Bedford on Wednesday 22nd May. The aim of this event is to raise awareness of dementia as well as the Alzheimers Society showcasing the range of services and support we can provide to professionals, those with dementia and their carer's. The day has two elements: Am session - 10am - 12 midday Information session on services at the Society, as well as guest speakers. PM session - 2pm - 4pm Showcase of services, Singing for The Brain, tea dance, memory games and information stands. Martial Arts Vanessa informed the Board that Steve Black who runs a Martial Arts class has got in contact as he would like to make his classes more inclusive. Steve will be attending some clubs to see how others operate. Vanessa is happy to give his details to anyone who would like them. Regional Workshop A free one day workshop has been organised on 5th July 2013 from 9.30am – 4.30pm. The venue is yet to be confirmed. The workshop will be looking at the Francis report which is the inquiry into poor patient care at Mid Staffordshire NHS Trust and looking at what the various Learning Disability Partnership Boards do across the region. This will be an opportunity to share good practice, develop the role of the Partnership Board. John would like a team of people from the Board to attend this meeting as representatives of the Bedford Learning Disability Partnership Board and feedback at the next meeting. Ronnie, David, Nikki, Sandra, Matt, Kate, Ian and Sarah S have agreed to attend. It would also be a good idea to have a carer representative and health commissioner attend

the event. Nikki agreed to make enquiries about hiring a minibus. Effectiveness of Partnership Boards Questionnaire A questionnaire has been sent to all Partnership Boards which asks for feedback from members on how effective are they, how often they happen, is there good representation from all groups etc. The aim is to look at the results and see where improvements can be made. John encouraged all members of the Board to send their feedback by no later than 31st May 2013. Stop Hate Learning Disability Hate Crime Poster Stop Hate UK now provide a free and confidential helpline service to allow reporting of learning disability hate incidents throughout England and Wales. The service is provided courtesy of funding from the Ministry of Justice. Poster was distributed to Board members.

Promoting Physical Activity for People with a Learning Disability – including Bedfordshire Games

The purpose of this paper is to discuss ways of improving the physical activities available to people with a learning disability to consider how these can link to the Bedfordshire Games to support its sustainability.

Background of the Bedfordshire Games

The annual Bedfordshire Games takes place on the first Tuesday of July at Bedford International Stadium each year and has been running since 1989. The event is for people over the age of 14, who have significant learning disabilities and complex needs. It attracts over 300 competitors in over 70 different events.

The current format of the event provides the participants with the opportunity to get involved with athletics (both track and field events) and enjoy a social day of fun and interaction. The structure of the day works well and there is not a desire by the committee to make changes to this format.

Potential Improvements that have been identified by the organisers

The Bedfordshire Games Committee are aware that many of the post school competitors do not have adequate experience before the event and have made suggestions that could enhance the experience of the day for competitors by making the event more meaningful as well as increasing the sustainability of the event. The suggestions are as follows:

All adults with learning disabilities who express interest would be able to participate in the event

Participants to select the events that they would like to take part in, based on personal experience

Participants have the opportunity to experience the events for which they are entered prior to The Games

Staff working directly with post-school adults with learning disabilities are made aware of the many benefits of physical activity

Staff working with adults with learning disabilities to become actively involved in the Beds Games event, which would help develop ownership of The Games and give participants the opportunity to give feedback on it

Current Situation

The Games are currently a standalone event and there is limited availability locally for people with a learning disability to train for events through accessing athletic clubs that are able to make the adjustments necessary to meet their needs. (Contributors to this report could only identify Marlins Swimming Club and Sparkle Club)

Some people with a learning disability are however now opting to use their personal budgets to access the gym or to go swimming etc and this should be able to be developed.

Bedford Borough

Each person who is eligible for social services support can get direct payment for any identified eligible need (currently this is for critical or substantial need, or one off for moderate or low needs if it prevents crisis in the next six months)

Beds Borough Council has a list of approved providers who can facilitate recruitment and activities on either an individual or group basis for people with personal budgets and this could be used collectively, for example, if a group of people wanted to hire facilities to play football.

Bedford Borough could look at making physical activity as one of the main themes in the annual review cycle in order to maximise the opportunities for taking part in regular sporting sessions.

Central Bedfordshire Council

People with a learning disability are using personal budgets to access physical activity.

Commissioners plan to meet with the Head of Leisure Services to talk about the facilities that are available in Central Bedfordshire and to identify how we can encourage people to take advantage of them, with the aim of increasing longer term involvement in sports and physical activity.

Staff in day centres are continuing to look for opportunities for customers to access leisure and sport facilities using personal budgets and will be providing a report on what they found and how accessible they were.

Two day care staff that are working in a brokerage role and are very keen to look at ways of getting involved in longer term programmes which would lead to participation in the Bedfordshire Games.

Strengths

Sustainability – personal budgets could give people the opportunity to enjoy new experiences and improve their fitness

Market development – local approved providers would stimulate the market Interest based meaningful activity for individuals with disabilities Mainstream access with support where possible Good local facilities available in Central Beds and Bedford Borough Increased access to community facilities and activities/clubs People who attend the Beds Games thoroughly enjoy it

Weaknesses

Introduction of new activities and experiences through the review process will need to be timely, so will be a gradual process

As a standalone event, the participants of The Bedfordshire Games do not have the opportunity to progress and improve on their performance from one year to the next

Beds Games Committee do not have accurate data on the population of adults with learning disabilities locally

No quick fix, medium (6-8 months) and longer term benefits Only people with disabilities who have services from adult social care could access

The Health Needs of Adults with a Learning Disability

Health Needs Assessments have been completed for both local authorities and the national policy documents and relevant literature reviewed provides clear evidence that people with learning disabilities have higher levels of ill-health and much higher rates of premature death than the general population.

Some 26% people with learning disabilities are admitted to hospital each year. The main cause of ill health includes:

Coronary heart disease Congenital heart problems Respiratory disease Osteoporosis Mental health

There is evidence to support life expectancy of an adult with learning disabilities is significantly lower than that of the general population. There are a number of factors which contribute to higher mortality, including;

Access to health services – people with a learning disability can have difficulty in accessing health care and routine screening programmes

Conditions associated to learning disability such as visual impairments, inability to feed oneself, diabetes and obesity associated with genetic causes of learning disability

Lifestyle – poor nutrition and a lack of physical activity

Consultation

PoHWER was asked to consult with people with a learning disability to gather their views on sports provision. The results of this were;

people would be prepared to pay to access sport ( 27 people would pay as much as £5, 28 people would pay £2 and 23 would pay £1)

People did not want to travel far from where they lived to access sports The vast majority of people would need staff support to participate The overwhelming majority said they would be interested in this Most people would like to attend for 2 hours, some for 1 hour People wanted to attend something weekly, Saturdays, Mondays and Fridays were

the most popular choices for days and a small majority would prefer afternoons to mornings

When asked what sports they would like to do, thirty eight different sports were identified, the most popular were;

Proposal

This paper is highlighting the need to improve the access to physical activities for people with a learning disability and to enable them to attend regular activity so that they can develop their skills and increase their fitness levels.

If a person recognises that physical activity is an important part of their wellbeing, this would develop their motivation to take part and to introduce physical health and wellbeing goals as part of their care plans.

Such an approach would also support stronger links between the Bedfordshire Games and existing sports facilities and clubs, which would increase access and demand.

The funding of the Bedfordshire Games was just over £1,000 in 2012. This money is not given recurrently and the Committee write to people annually to ask for donations to support the event.

Grants are also available to bid against and details of these can be provided if required.

Bedford Borough Council have developed the following proposal

A new health and sports activity programme to compliment the games

1. The Background to the Bedfordshire games

The Annual Bedfordshire Games takes place on the first Tuesday of July at Bedford International Athletics Stadium each year and has been running since 1989.

The event is for people over the age of 14 with significant learning disabilities and complex needs and attracts over 300 competitors in over 70 variety events. The structure of the day works well and there is no desire to make changes to this.

2. Improvements identified by the games organisers

The games are currently a “stand alone” event and could be improved if they were linked to some “on going” activity within the community that offers the opportunity to participate in and train for athletics and a range of other sporting activities throughout the year.

Raise the profile of the event so that all adults with learning disabilities have the opportunity to participate if they want to

3. Overview: New initiative to support the identified improvements

The proposed activity is based on feedback from a range of agencies together with user consultation on the nature, timing, cost and format of the initiative.

A new initiative coordinated by Borough Council Sports Development Team in partnership with Bedford & County Athletics Club. (The Athletics club have a part time officer in place, for three years, with a remit to help develop athletics for people with disabilities.)

A weekly multi activity club based at BIAS running in a “drop in” basis for 16+

This would be linked to the Athletics Club development officer who would help offer “exit routes” into the club where appropriate

This session would offer a central venue “hub” for activity (including athletics) before the games and a regular sustainable activity after the event. It could be run on the same format as the current multi disability “Sports Zone” clubs based at the Bunyan Centre.

The new sessions would be open to anyone interested in attending and not restricted to Bedford Borough residents.

The regular activity session would help contribute to identified community health and wellbeing outcomes as well as offering a fun, stimulating, socially engaging programme for participants.

4. Format: details

The sessions would be based at BIAS

The sessions would run on a Monday afternoon for 1.5 hours (Subject to BIAS agreement on available space)

The sessions would cost £3 per person payable on the door

A programme of activities would be developed and published in advance so that potential users are aware of them. On some weeks they could be outside on the track/field and on others inside doing yoga, table tennis etc

Carers would need to accompany users where appropriate as staffing for session would be focused on the delivery of activities

The programme would aim to include a core element of athletics in the lead up to the Bedfordshire Games

No transport would be provided to or from the sessions

All coaches will be qualified to the necessary level before delivering sessions

An initial pilot of 8 weeks would be run in order to assess demand and change delivery as required

The sessions would include coaching/input from a number of key deliverers (Bedfordshire FA / Bedfordshire Cricket etc) but would need a regular focal point (link person) at each session to coordinate the programmes and oversee the club
