A quorum of the Commission was established with 11 members present.
Disclosure of Ex Parte Communications
Commissioner Elizabeth Johnson disclosed that she spoke to Carolyn Fowler, who is a staff
member of School Board Member George McKenna on July 8th, 2021. Commissioner Johnson
indicated that she shared the results from the Outreach Committee interviews taken place the
evening before and expressed concerns to Carolyn Fowler in order for her to share with School
Board member McKenna. On July 13th Commissioner Johnson had another conversation with
Carolyn Fowler, who is a staff member of School Board Member George McKenna and spoke
regarding the issues discussed today about the RFP’s and about the respondents not being
allowed to proceed in today's meeting based on a technicality.
Commissioner Barry Waite disclosed that on Monday July 12, 2021 he met with South Bay City
Council and Governments with elected officials from nine other Bay Cities to update them on
where we are in the process.
Multiple Agenda Item Comment
The Executive Director of the LAUSD Redistricting Commission announced the call-in
information for public comment and the City Attorney announced the call-in information for
public comment and communicated the public speaking rules for members of the public. The
Commission received public comment from members of the public who identified as Ginger
Campbell, Deana Becker, Efrain Escobedo, Alex Gallegos, Victor Dominguez, Ernesto Morales,
Mitch Englander Jail, Sara Roos, and Stephanie Graves.
Items Noticed for Public Hearing
Item No. (1) Approval of the Minutes for the meeting of June 2, 2021, June 9, 2021 and
June 28, 2021.
Executive Director Andrew Westall informed the Commission that there were
some technical corrections on the minutes for June 9, 2021 and June 28, 2021.

Minutes for June 9, 2021 should state that it was a regular meeting and the
minutes for June 28, 2021 should state that it was a special meeting. Executive
Director Andrew Westall mentioned that his office will make the corrections to
the minutes.
Vice-Chair Andrea Ambriz mentioned that the order of the agenda items did not
follow the conversation and asked to reorder those to ensure that for the record it
shows the proper items which were taken up in order during the meeting.
Commissioner Wendy Greuel moved to approve the minutes from June 2, 2021,
June 9, 2021 and June 28, 2021. Vice-Chair Andrea Ambriz seconded the
approval of the minutes. A roll call vote was conducted and the meeting minutes
were approved.
Item No. (2) Report from the Outreach Committee including Commission Discussion and
Possible action on:
a. Schedule for Pre-Draft Public Input Hearings
b. Public Comment Rules for Public Hearings
Executive Director Andrew Westall provided the Pre-Draft Map Public Input
Hearing Schedule Proposal and Rules on Public Comment for Public Input
Hearings.
Commissioner Wendy Greuel moved to approve Item No. 2a and 2b.
Commissioner Gil Hurtado seconded the approval of the Items. A vote was
conducted on both Items and were approved.
Item No. (3) Commission discussion and possible action on the professional services
contract for ARCBridge Consulting and Training, Inc. to provide
Redistricting and Demographer Consultant Services for the LAUSD
Redistricting Commission.
Commissioner Antonio Sanchez moved to approve the professional services
contract for ARCBridge Consulting and Training, Inc. Commissioner Wendy
Greuel seconded. A vote was conducted and it was approved.
Item No. (4) Commission discussion and possible action on a professional services
contract with either Lee Andrews Group, North Star Alliances, or SNAP
Productions to provide Outreach Services for the LAUSD Redistricting
Commission.
Chair Luis Sanchez motion to reject all bids and re-issue RFP’s and go out to bid
again, with the due date of August 1, 2021. Commissioner Gil Hurtado seconded
the motion. A vote was conducted and the motion was approved.

Item No. (5) Executive Director’s Report.
Executive Director indicated that his Executive Assistant, Gladys Espinoza will
circulate a roster to all of the commissioners and reminded Commissioners to
submit their Bios.
Item No. (6) Commission discussion of future agenda items (e.g., Committee Reports,
public map submission presentation rules, etc.)
The Commission discussed future agenda items. Executive director discussed
upcoming meetings. The Data and Mapping committee meeting is scheduled for
Wed. July 28, 2021 and the Outreach Committee meeting is scheduled for Aug. 4,
2021 which may be subject to change depending on when we get everything
together to interview the bidders for the new RFP. The executive Director
mentioned that a special committee meeting will be needed to deal with the RFP
contracts.
The Data and Mapping committee will also be taking up public map submission
presentation rules. The Commission will invite members of the public who have
submitted public maps to give testimony to the public and present their maps.

Map Presentations to Commission by Individuals or Organized Groups
The Executive Director recommends establishing rules and procedures for the presentation of maps by
individuals or organized groups at the Wednesday September 15, 2021 regular Commission meeting.
Rules and Procedures
Commission meetings for the presentation of LAUSD-wide and regional plans have been scheduled for
Wednesday September 15, 2021. While Individuals or groups may present plans at this Commission
meeting, proposed maps, suggestions, and comments can be submitted to the Commission for its
consideration without requiring the submitter to make an oral presentation. Individuals or groups planning
to offer highlights of their plans at the above-referenced Commission meeting should present a request to
the Commission no later than seventy-two (72) hours prior to the meeting. The request should identify the
name of the individual or group presenting the plan, the types of plans being submitted (LAUSD-wide,
regional, single district), and the amount of time requested to present highlights to the Commission,
subject to the limitations set out below. Requests should be sent to: [email protected]
The Commission will provide one time slot per group or individual. The Commission will provide no
more than ten (10) minutes for regional plans and twenty (20) minutes for LAUSD-wide plans for
representatives to provide highlights of their proposed plans and to answer questions from the
Commission and its staff and consultants. Depending on the number of submissions and requests to
testify at the public hearings, this allocation of time may be reduced, but in no case will it be less than
five (5) minutes. Presenters should provide key highlights of the plans and are urged to budget sufficient
time within their total time allocation for questions and answers.
Presenters who wish to use PowerPoint or any other presentation software to highlight their plans
should submit an electronic copy of their presentation at least 48 hours prior to the Commission meeting.

Submission Format
The Commission strongly encourages developers of plans to submit copies of their plans well in advance
of the September 15th meeting. The following guidelines should be followed in submitting citywide
or multiple district plans:
A version of the plan(s) should be submitted using the Online Mapping Tool available on the
Commission’s website. As an alternative, an electronic version of the plan(s) contained in a PDF or
other presentation format is acceptable. Maps should be submitted in PDF format or in a commonly used
graphics file format.

Accompanying reports should be submitted in PDF, Microsoft Word, or Microsoft PowerPoint format.
Block equivalency files compatible with GIS software should be submitted along with the maps and
accompanying reports. Equivalency files may be submitted in .dat, .dbf, or .txt format. Additional .shp files
may also be included.
Printed copies of maps and accompanying reports are not required.

General Map Criteria and Guidelines
LAUSD-wide and multiple School Board Member (Board of Education) District plans should contain a map
or set of maps accompanied by a report that provides a description of the proposed district boundaries and
the justifications for those boundaries. The accompanying report should confirm that the proposed districts
are consistent with the legal requirements of the Los Angeles City Charter, as well as applicable municipal,
state, and federal law.
These requirements include the following criteria:
1. School Board Member (Board of Education) Districts should comply with the U.S. Constitution, including
population equality requirements;
2. School Board Member (Board of Education) Districts should comply with the federal Voting Rights Act
of 1965;
3. School Board Member (Board of Education) Districts should be geographically contiguous;
4. School Board Member (Board of Education) Districts should respect the geographic integrity of any high
school attendance zone, local neighborhood, neighborhood council, City, or local community of interest
to the extent feasible;
5. School Board Member (Board of Education) Districts should be drawn to encourage geographic
compactness, to the extent feasible;
6. School Board Member (Board of Education) Districts should have an ideal population of XXXXXX; and,
7. School Board Member (Board of Education) Districts should have no more than a maximum 10 percent
total population deviation between the most populated district and the least populated district, including a
written explanation and justification of any deviations from the ideal population.
