This is the first year of a two-year agreement.

There were no state-approved texts on the adoption lists for these courses. Most of the courses had no resources submitted for the initial Section B Committee Review that took place during the summer of 2016. The local CTE Section B Instructional Materials Committee requested and reviewed the materials above and determined that they meet the requirements set forth in the Local Education Agency Instructional Materials Waiver Instrument, thus allowing them to be used in CTE classes. Copies of all instructional materials review instruments will be posted on the school district CTE website.

D. Memorandum of Agreement with Endure Athletics Foundation

Endure Athletics is a non-profit organization that provides homeless (ATLAS) children and youth a fee-free safe, structured, and encouraging environment to participate in fitness, literacy, mentorship, and academic assistance. Their mission is to enrich the lives of these children through after school programming, school break events, and a nine-week summer camp. The vision is to end childhood homelessness by breaking the cycle of generational poverty through relationships and mentorships. Building relationships has a powerful positive effect on each child’s personal, emotional, and academic well-being. Endure provides transportation, enabling children who would not otherwise be able to participate to do so. This is an authorized activity under the McKinney-Vento sub grant, and this expenditure has been approved by the State Coordinator for Homeless Education.

Scott Lawless, Blackman High School Assistant Principal, introduced Matthew Sells, a Blackman High School TSSAA State Wrestling Champion, in the 160- pound weight class. Matthew, a senior, is now a two-time state champion and went undefeated this season. His overall record is 98-2 record. Dr. Justus, Blackman High School Principal, introduced Blackman High School Football Co-Ed Cheerleading Team National Champions.

7. SPOTLIGHT ON EDUCATION

Student Art Showcase In recognition of National Youth Art Month, student art work is on display at the Board of Education Central Office. Mrs. Barnes introduced each student. The art work is representative of the forty-six schools and K-12 students in our school system. Selected student artists are recognized tonight for their accomplishments.

The CTE Instruction Department is requesting approval for the Rutherford County Work Ethic Distinction to be added to the list of approved honors and distinctions available to high school seniors meeting the minimum qualifications prior to graduation. This distinction was unveiled and presented to Board Members during the January 26, 2017, board meeting. Motion made by Mr. Holladay, seconded by Mrs. Moore, for Rutherford County Board of Education to grant approval for the Rutherford County Work Ethic Distinction to be added to the list of approved honors and distinctions available to high school seniors meeting the minimum qualifications prior to graduation. 10. SCHOOL MEAL PRICES FOR 2017-2018 SCHOOL YEAR

In accordance with the Healthy, Hunger-Free Kids Act of 2010, we are now required to increase lunch prices until the weighted average of lunch prices meets or exceeds $2.52. This year our weighted average was $2.41. After the proposed increase our weighted average will be around 2.64. (Last year we had to have a $0.25 increase to meet the weighted average.) Propose to increase school lunch prices to meet HHFKA of 2010 to the following for the 2017-2018 schoolyear:

Elementary $2.50 Middle and High Schools to $2.75

With this change, we will also be required to increase Teacher and Visitor prices to the following:

Current Teacher price is $3.25 New Teacher price will need to include highest paid meal price ($2.75) plus reimbursement rate for paid meals ($0.36) plus USDA Commodity Entitlement reimbursement rate ($0.35) which equals $3.46. This would require teacher prices to be set at $3.50. Visitor prices would be set at $3.75. The $5.00 Holiday Meal does not have to be increased since it’s viewed as an a la cart sale.

Recap of proposed price increase: Elementary $2.50 Middle $2.75 High $2.75 Teacher $3.50 Visitor $3.75

Motion made by Mr. Blair, seconded by Mr. Holladay, to set the school lunch prices for the 2017-2018 school year at $2.50 for elementary schools, $2.75 for middle and high schools, $3.50 for teachers, and $3.75 for adults.

Vote: All Yes 11. SCHOOL BELL TIMES

The recommended bell times for the school year 2017-2018 are presented. The bell times for Blackman Middle will change to 8:00 A.M. and 3:00 P.M. Currently they are 8:15 A.M. and 3:15 P.M. This change should improve traffic flow in this complex of schools. Rock Springs Elementary will change to 7:30 A.M. and 2:30 P.M. Currently they are 7:45 A.M. and 2:45 P.M. Rock Springs Middle will change

Vote: All Yes 12. 2017 RESOLUTION OPPOSING SCHOOL VOUCHERS

Motion made by Mr. Holladay, seconded by Mrs. Moore, to approve the Resolution of The Rutherford County Board of Education In Opposition To School Vouchers as presented. The Board requested the Resolution be mailed and also emailed to all legislators in the Tennessee House and Senate, all elected officials, media, and placed on social media.

At the Board Work Session on Tuesday, March 7, Mrs. Moore suggested that we contact Butch Campbell, Chairman of the Murfreesboro City Board, and all City Council members to encourage them to adopt a Resolution to be forwarded to the legislators. Mr. Jordan said he would contact Mr. Campbell.

13. INSURANCE UPDATE – The next insurance meeting is Thursday, March 23, 2017. 14. DIRECTOR’S UPDATE

Mr. Odom advised at the Board Work Session on Tuesday, March 7, that Mayor Burgess had contacted him and informed him that Mayor Shane McFarlin had called him to see if there is any interest in the City and County sharing an Aquatic Rutherford County Center similar to the tennis courts built by city and county on Old Fort Boulevard. The Board had several questions such as how many middle schools have a swimming program and where middle schools are practicing. The consensus of the Board was to inform the Mayor they are willing to listen to discussions and not make a commitment at this time. The Board is very supportive of swimming but, at this time they do not have enough information.

15. TENNESSEE LEGISLATIVE NETWORK (TLN) UPDATE

Ms. Moore, Board’s TLN Representative, reported there are two voucher bills and they pertain to Memphis only and are not gaining much traction. She advised that Senator Grisham’s bill on partisan school board elections has died. On the discussion of vouchers, Mr. Holladay shared his concerns about the type of assessment that would be used to measure performance. Under a proposal, a student could choose now to take one assessment and take another type in its place, which would potentially skew the data comparisons. Mr. Holladay says legislators are concerned about this language.

16. FEDERAL RELATIONS NETWORK (FRN) UPDATE – No report at the present time.

17. GENERAL DISCUSSION BY BOARD MEMBERS

Chairman Jordan appointed Board Member Wayne Blair to name and chair the committee for naming the new Rockvale High School, schools colors, and mascot. Chairman Jordan announced that the Bus Contract Committee met three times and is now being reviewed by the bus contractors before final approval by the Board. Board members Wayne Blair and Lisa Moore attended the SCOPE Conference for students on Tuesday, March 7, at MTSU. There were approximately 400 students participating.

Minutes of Special Called Budget Meeting March 16, 2017

The Board Chairman called the Budget meeting to order at 5:00 P.M. Director Don Odom led the Pledge of Allegiance.

2. 2017-2018 PROPOSED BUDGET

This is the first meeting in the Budget process. Director Odom presented an overview of items for budget consideration. The items included were certified personnel, classified personnel, medical insurance costs, program improvements and requirements, and transportation costs. Director Odom asked for input from the Board members. The Director was requested to include an increase for Assistant Principals.

3. Salary Committee

There was a brief discussion regarding the Salary Committee meeting. The committee focused on three points at its first meeting. These items would be implemented over multiple years. The items are as follows: a standardized index and steps for salaried and hourly classified staff, a higher pay level for Special Education educational assistants and EA’s with a college degree, and an incentive program focusing on longevity in order to help keep part-time and nine-month staff. This item is a particular concern for the cafeterias.

Mrs. Moore recommended that an Exit Interview be conducted for outgoing personnel. These were topics of discussion. No recommendation has been presented from the committee.

4. OTHER

Mr. Blair stated that he attended a ceremony March 16 celebrating the Legacy Project at Stewarts Creek Middle School that was presented to the Board last year. The project included pavers and a sitting wall in front of the school. Hunter Bullock and the Interact Club raised $35,000 for the project and lead by Hunter and organized by him. Mr. Blair expressed that this is another example of community involvement. Mr. Clardy returned from the County Commission meeting at the end of the Board Meeting and reported that the School Board’s four (4) projects totaling 19 million dollars was adopted. The projects include Siegel High Addition, Oakland Middle Annex Addition and the design on two other projects (LaVergne Middle School and Roy Waldron School). Chairman Jordan stated that at the Board’s Work Session on March 21 that the Board will discuss a possible Board Evaluation and/or Board Retreat.

MEMORANDUM OF UNDERSTANDING (MOU)

Between

WorkForce Essentials Inc.

And

Rutherford County School System

This is an agreement between WorkForce Essentials Inc., hereinafter referred to as WEI and Rutherford

County School System, hereinafter referred to as RCSS.

I. PURPOSE AND SCOPE

The purpose of this MOU is to clearly identify the roles and responsibilities of each party as they

relate to the Adult Education Program and students attending classes to receive their high school

equivalency credential.

A. In particular, the MOU is intended to:

Enhance the academic skills of adult students so that they may pass the High School

Equivalency Test (“HiSET”).

Increase students’ access to the HSE program by offering classes in their community.

Reduce barriers and costs for students who have trouble finding transportation to classes.

Develop better economic opportunities in the community by offering HSE classes.

B. This agreement is effective from August 1, 2016 – June 30, 2018.

II. BACKGROUND

The mission of the Statewide Tennessee Adult Education Office is consistent with the purposes

stated for Title II of the Workforce Innovation and Opportunity Act. The mission of the Adult

Education program in Tennessee is to provide adult education and literacy services in order to:

Assist adults to become literate and obtain the knowledge and skills necessary for employment and

self-sufficiency

Assist adults who are parents to obtain the educational skills necessary to become full partners in the

educational development of their children

Assist adults in the completion of a secondary school education in order that they may be college and

career ready.

These purposes are consistent with Goal 3 of Tennessee’s Workforce Development system:

Knowledge and skill attainment, empower individuals through education and lifelong

learning to acquire skills and knowledge to succeed in the dynamic and changing Tennessee

workforce.

III. WEI responsibilities under this MOU shall undertake the following activities:

A. Comply with all Tennessee Department of Labor Rules and regulations along with applicable

RCSS policies and procedures.

B. Deliver systemic instruction for students seeking a high school equivalency credential.

C. Provide teachers, instructional materials and equipment needed to sustain the program.

D. Promote higher education and job training opportunities to students.

E. Promote opportunities and programs offered by RCSS.

F. Maintain records on site and in a secure location.

G. Maintain clean classroom and office space that is complimentary to the RCSS culture.

IV. RCSS responsibilities under this MOU shall undertake the following activities:

A. Provide dedicated classrooms, one dedicated computer lab to be utlilized by WEI during the

RCSS regular operating hours under the direction of RCSS Adult Education Supervisor, Joan

DeLisle.

B. Provide supervision and oversight of the RCSS Adult Education program

C. Classroom space will serve as space to provide adult education classes to students who are

working towards obtaining their high school equivalency credential.

D. The Computer Lab will be used to provide a place for online learning and testing.

E. As needed, RCSS may provide additional rooms, if available, for student orientation and other ad

hoc meetings but only if not in use by RCSS.

V. It is mutually understood and agreed by and between the parties that:

A. This MOU may be terminated in whole or in apart by either party without cause. The MOU will

be deemed to be terminated thirty (30) days after written notice of intent to terminate has been

received by the other party. This notification must include a detailed reason for the termination.

This MOU will terminate automatically if either agency ceases operation. In the event of

termination, all required reports will be completed through the end of the agreement period.

VI. Effective date and Signature

This MOU shall be in effect upon the signature of Party A’s and Party B’s authorized officials. It

shall be in force from August 1, 2016 to June 30, 2018. Parties A and B indicate agreement with this

MOU by their signatures:
