    1. Purpose of the Report 1.1 To receive information with regard to the consultation plans being

    Greenspaces is a draft document intended to seek people’s views on a strategic approach for how public parks and greenspaces could be managed in Sefton.

    3.1 In effect it is an evolution of the existing strategic documents which

    currently guide the delivery of the Parks and Greenspace Services, key amongst them being the Parks and Open Spaces Strategy (adopted 1994, and updated 1998), and the Parks and Greenspace Asset Management Strategy (2008). It also compliments the Greenspace Strategy (2008) and the Recreation and Open Space Study (2015).     consult/questionnaire and roadshows. Social media and other networks will be used to promote the consultation.

    5. Legal Department Comments 5.1 Sefton’s Legal Department has considered the consultation plans

    contained in this report and has no comments to make. 6. Recommendations 6.1 The Public Engagement and Consultation Panel is recommended to: a) Appraise the public engagement and consultation plan for the Better

    Places Green Spaces Future Management Parks and Greenspaces. b) Request that the officers return to the Panel to provide details of their

    feedback and evaluation resulting from the above consultation.

    Background/Rationale

    Parks and green spaces play an important role in communities, they offer a free place to play, walk and socialise and a place for paid organised events. . Alongside this they are significant to the health and wellbeing of our communities and offer great biodiversity. Vision Sefton 2030, image and environment theme states in 2030 people wish parks and open spaces are enjoyed by all, Sefton is clean and everyone takes pride in keeping it looking attractive. Under the theme activities, sociability and housing there is a big focus on outdoor life- a place where you can enjoy going for a stroll, walking the dog, taking the kids to the park, skateboarding, sailing, running, cycling and sitting watching the best sunset in the world. Better Places – Greener Spaces - the Future Management of Parks and Greenspaces is a draft document intended to seek people’s views on a strategic approach for how public parks and greenspaces could be managed in Sefton. The document is an evolution of existing strategic documents which currently guide the delivery of the Parks and Green Space service. It sets out to create a vision for all Parks and Greenspace sites for the future (not to be based on current budget reductions, but on what is agreed with our users and the community to be the right approach for each site). The Service has a history of working with communities seeking views and opinions on redevelopment, South Park and Killen Green are recent examples, working closely with Friends of parks which have naturally evolved or we have actively developed. The Parks service has in the past utilised park-user satisfaction surveys. The questions from these are incorporated Into this new consultation package. Their inclusion is to continue a cycle of annual surveys which can be compared to data available from 2005/6 and 2010/11. As a service we endeavour to work with communities’ all year round offering support with projects, events, litter picks, painting and planting as a few examples. If there are changes to happen to a park or green space we work closely with the community to ensure these changes are of benefit and is what the community want to happen.

    Vison Sefton 2030 highlights the Community are to be involved in regeneration and this combines social and physical. The community are part of the solutions working alongside businesses and public sectors.

    Aims & Objectives

    The aim is to allow park users, local communities and stakeholders to have their say on the future management of Parks and Green Spaces. The objective is to use the results of the consultation to shape ‘Better Places-Greener Spaces’, and to demonstrate park user satisfaction.

    Ward Councillors All Ward Councillors to be invited to one of three Ward Councillor Briefings (North/Central & South Sefton) The two PowerPoint Presentations – Better Places Greener Spaces will be used to brief ward councillors.

    Dates TBC, proposed presentation at 4pm, proposed locations are: Bootle Town Hall Committee Room, Southport Town Hall Birkdale room and the Netherton Activity Centre Ward Councillor Briefings to take place early in the consultation period/ prior to consultation start date (10th Oct)

    Groups will be briefed in a similar way to ward councillors. A Friends Forum will be arranged for all parks Friends Groups to attend and discuss this further

    E-Consult Questionnaire/Supporting Documents: An E-Consult questionnaire utilised and will be widely publicised across the parks and the parks community using existing links with the various park user groups. Opportunities will also be sought to seek the views of non-park users – such as promoting the consultation via CVS networks, social media, other community groups (such as those that work with the neighbourhoods team) etc. A package of supporting documents has been developed to sit alongside the e-questionnaire to enable participants to answer the questions in an informed way. This includes the Better Places Greener Spaces Draft document and the PowerPoint presentations. An Easy read version of the questionnaire with supporting documents, will be available on request. Hardcopy questionnaires with supporting documents are available upon request and will be available at roadshows. Interactive Community Roadshows: Roadshows will be used at various park and public (i.e. non-park) locations across the borough in order to reach as diverse representation of local people as possible. The Roadshows will be based on the Better Places Greener Spaces document/PowerPoint presentations but will allow greater interaction and discussion with participants

    People’s views will be analysed and form part of a report that will be submitted to Cabinet Member for Health and Well Being shortly after the consultation period expires (31st Jan 2017).

    Once adopted, the revised document will be made available publically, and can be shared with people who participated in the process

    Potential barriers to involvement and action to overcome barriers

    Consultation information will be provided in accessible media. Face to face focus groups are being held with groups who cannot participate on-line. Roadshows are taking place across the borough so enable people to participate in the consultation.

    How will you protect the confidentiality of participants?

    Names and contact details of consultees will be kept safely on file, and any feedback will be kept as general statement and not assigned to a particular person. This information will not be mandatory and those consulted will offer their details on a voluntary basis. Folowing the guidelines of data protection.

    All findings will be published on Sefton Council website, and promoted through social media. Any individual who participated will be asked if they wish to receive feedback and information will be sent accordingly.

    The consultation period will start on 17th October 2016 and will last for 16

    weeks finishing on 31 January 2017.
