Issue: Market Rate Tuition Proposals ___________________________________________________________________ Proposed action: Approval of Market Tuition Proposals for two potential programs. Background information: In accordance with Regulation 7.001(15), USF seeks approval for two new market tuition online programs: Graduate Certificate in Applied Behavior Analysis and MS in Cyber Security.

Market Rate – The Guidelines
• Program aligns with the mission of the USF System and the BOT/BOG strategic plans
• Market analysis demonstrates sustained demand • The price point is competitive, covers costs, and will generate
residual revenue • The proposal includes outcomes and accountability measures • The program has a plan to meet demand and facilitate degree
completion • The program does not compete with an existing USF program • No other offerings in the SUS, or the proposal demonstrates how it
is different from a similarly titled program • The Department Chair/College Dean/Regional Chancellor certify the
program meets state, local and accreditation requirements • Only 5 programs per year per institution

Market Demand Board Certified Behavior Analysts (BCBAs) provide applied behavior analysis (ABA) services to help individuals make desired behavior change and acquire important skills. There is increasingly high demand for BCBAs to work with individuals with developmental disabilities and children with autism and other special needs. The Graduate Certificate in ABA provides the required coursework that allows individuals with master’s degrees in related fields to become certified by the Behavior Analyst Certification Board.

• Behavior analysts are in high demand in areas of Autism, Intellectual Disabilities, Special Education, Education, Parent Training, and Organizational Behavior Management
