XVI. MENTAL HEALTH AWARENESS 01. RESOLUTION - Expressing the support of the Hunterdon County

Freeholder Board and the Hunterdon County Department of Human Services for H.R. 4194, which amends the Communications Act of 1934, to designate 9-8-8 as the universal national suicide prevention and mental health crisis hotline.

STATE OF NEW JERSEY COUNTY OF HUNTERDON

PROCLAMATION #2020 – 04

WHEREAS, John Paller, of Raritan Township, New Jersey is a respected community member and WWII veteran that served his country with great heroism and honor fighting alongside French soldiers to liberate the people of France from Nazi occupation; and WHEREAS, on February 11, 2020, Consul General, Ms. Anne-Claire Legendre will present the insignia of “Chevalier dans L’Ordre National de la Légion d’Honneur” (Knight in the National Order of the Legion of Honor) to John Paller for his distinguished service to the people of France; and WHEREAS, the La Legion D’Honneur is the highest distinction that can be conferred in France on a French citizen as well as a on a foreigner; and WHEREAS, John Paller entered the United States Army as a 19-year-old airman from the 491st Bombardment Group and conducted 35 combat missions that were instrumental in the Allied victory over Nazi Germany; and WHEREAS, John Paller is a member of special group of Americans that Tom Brokaw correctly referred to as “The Greatest Generation,” that were willing to give selflessly of themselves and pay the ultimate sacrifice if necessary, to liberate the world from occupation and uphold freedom for future generations; and NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon, that John Paller be hereby recognized for being honored with the La Légion D’Honneur by Consul General, Ms. Anne-Claire Legendre; and BE IT FURTHER RESOLVED, that the Hunterdon County Board of Chosen Freeholders hereby extends its thanks and best wishes to John Paller for his distinguished service and extends its best wishes to him upon this special occasion.

COUNTY ORDINANCE NO. 2020-01 (Adoption) #2020 – 01

AN ORDINANCE ADMENDING THE “HERON GLEN GOLF FEES”

WHEREAS, the County of Hunterdon desires to amend the golf fees which are assessed for use of the Hunterdon County Golf Course also known as “Heron Glen” and; WHEREAS, these fees will be effective for the 2020 Golf Season and shall replace any previously posted fees; and NOW, THEREFORE, BE IT ORDAINED, that the Hunterdon County Board of Chosen Freeholders approves the “2020 HERON GLEN GOLF COURSE RATES” and authorizes a public hearing be held at its second meeting in February for County Ordinance No. 2020-01, on February 18, 2020 at 5:30 p.m., prior to the ordinance taking effect on February 24, 2020. BE IT FURTHER ORDAINED, by the Board of Chosen Freeholders of the County of Hunterdon, that County Ordinance No. 2020-01, shall set the “2020 HERON GLEN GOLF COURSE RATES” as follows:

BE IT RESOLVED, that the Director of the Board of Chosen Freeholders is hereby authorized to sign on behalf of the County, a grant agreement between the State of New Jersey Historic Trust, and the Hunterdon County Board of Chosen Freeholders, to accept $747,000.00 in grant funds for the Historic Hunterdon County Courthouse; and BE IT FURTHER RESOLVED, that the County of Hunterdon agrees to matching funds of $747,000.00 for a total project cost of $1,494,000.00. WHEREAS, the State of New Jersey Department of Agriculture has issued renewal of the WIC/Seniors Farmers Market Nutrition Program in the anticipated award amount of $500.00 for the period March 1, 2020 to October 31, 2020; and WHEREAS, the State of New Jersey Department of Agriculture requires that the WIC/Seniors Farmers Market Nutrition Program grant be completed and submitted through the Department of Human Services System for Administering Grants Electronically (SAGE) system; and WHEREAS, the County Division of Senior, Disabilities and Veterans Services utilizes these grant funds to provide Vouchers to Hunterdon County seniors to purchase fresh produce from local produce stands; NOW, THEREFORE, BE IT RESOLVED, that the Director of the Board of Chosen Freeholders hereby authorizes the County Division of Senior, Disabilities and Veterans Services to submit the WIC/Seniors Farmers Market Nutrition grant application through the DHS SAGE System. WHEREAS, Bill number H.R. 4194 seeks to amend the Communications Act of 1934 to direct the Federal Communications Commission to designate 9-8-8 as the universal telephone number for the purpose of the national suicide prevention and mental health crisis hotline system operating through the National Suicide Prevention Lifeline and through the Veterans Crisis line; and WHEREAS, Suicide is the 10th leading cause of death overall, with more than twice as many suicides as homicides in the United States; and WHEREAS, The National Suicide Prevention Lifeline, commonly called “the suicide hotline,” took in more than 2.2 million calls in 2018; however, the current 1-800-273-8255 (TALK) number is difficult to remember and there is potential for the hotline to take more calls with a simpler phone number; therefore, BE IT RESOLVED, That the Hunterdon County Board of Chosen Freeholders, along with the Hunterdon County Department of Human Services, supports H.R. 4194: National Suicide Hotline Designation Act of 2019, designating 9-8-8 as the universal telephone number of the national suicide prevention and mental health crisis hotline system.

WHEREAS, the Human Services Advisory Council Bylaws Committee has conducted a comprehensive review of the Council’s Bylaws to determine whether any existing provisions should be updated or revised; and WHEREAS, the Bylaws Committee presented a brief summary describing the issues it considered and the changes it recommends to the full Council; and WHEREAS, the Human Services Advisory Council members received the amended bylaws via email on October 22, 2019 and no members have suggested any additional changes; and WHEREAS, the Human Services Advisory Council members have considered the Bylaws Committee’s report and agrees with its recommendations by a unanimous vote on January 22, 2020 as required by the current bylaws; NOW, THEREFORE, BE IT RESOLVED that the Board of Chosen Freeholders hereby approves the amendment of Article III Sections 2 and 3; Article IV Sections 1, 4 and 5; Article V Sections 3 and 4; Article VII Sections 1, 2, and 3 of the Bylaws as shown on the attached document indicated by bolded print.
