I. MOTION
In the Matter of Appointing Three Members to the Human Services Commission Community Action Advisory Committee.
II. AGENDA ITEM SUMMARY
The Human Services Commission Community Action Advisory Committee (CAAC) seeks to fill vacancies.
III. BACKGROUND/IMPLICATIONS OF ACTION
A. Board Action and Other History The CAAC has designated slots for recruitment within the mandated tripartite advisory board structure. (ORS 458.505)
The Lane Manual allows for twelve members of which a third are public officials currently serving or their designees, at least a third of the members represent low-income persons in Lane County and the balance represent business, industry, labor, religious, welfare, education or other major groups of interest in the community. (LM 3.530)
The CAAC is mandated by Sections 676B of the Community Services block grant
Reauthorization Act of 1998. In an information memorandum, the U.S. Department of Health and Human Services states, “The overarching purposes for having elected officials serve on tripartite boards are to encourage awareness of poverty needs within the community and action by local governments, and to foster close coordination and partnership between public agencies and eligible entities.” To this end, the public officials (or their designees) on the CAAC are representatives of the city of Eugene, city of Springfield and Lane County. These representatives, in concert with the other committee members for low-income persons and other major groups of interest in Lane County, advise the Human Services Commission as well as the Board of County Commissioners.
Membership terms of the four CAAC Public Official and Public Official Designees
ended on January 14, 2013. The CAAC also received a resignation from Community Member Claire Syrett effective January 2013.
CAAC openings have been posted on the Lane County Website. Other recruitment efforts were made through the Human Services Network/United Way Agency Directors Organization. These recruiting efforts led to the submission of one Community Member application from Charles Conrad and one application from Jason Thiesfeld. Jason Thiesfeld has been appointed by Lane County Commissioner Jay Bozievich to be the Public Official Designee for Lane County. Lane County Commissioner Jay Bozievich has affirmed his designation of Jason Thiesfeld to the CAAC. Dan Rupe, has been reappointed as a Public Official Designee by Springfield City Councilor Sheri Moore. Springfield City Councilor Sheri Moore has affirmed her designations of Dan Rupe to the CAAC. In January, the Lane County Board of County Commissioners assigned Commissioner Pat Farr as a representative to the CAAC (Order 13-1-8-02).
The CAAC approved the recommendation of these appointments at their February
21, 2013 meeting. Of the five vacancies, there now remains one vacancy for a Public Official or Public Official Designee for the City of Eugene. The previously appointed Designee resigned their CAAC Membership effective October 17, 2012. Recruitment efforts are underway for the vacant position.
The County Commissioners may affirm the designations of Charles Conrad, Jason
Thiesfeld and Dan Rupe to the CAAC by affirming the Board Order. A list of the present membership is attached to this agenda packet.
B. Policy Issues
The nominees meet the requirements for the mandated CAAC board structure with twelve members, of which a third are public officials currently serving or their designees, at least a third of the members represent low-income persons in Lane County and the balance represent business, industry, labor, religious, welfare, education or other major groups of interest in the community. (LM 3.530) The Human Services Commission’s Manager and Supervisor collaborated with the CAAC in verifying the qualifications of the candidates.

The CAAC approved the recommendation of these appointments at their February 21, 2013 meeting.
F. Alternatives/Options
1. Appoint the three nominees to the CAAC. 2. Re-advertise and reopen the vacancies and contact Charles Conrad, Jason
Thiesfeld and Dan Rupe regarding their designations.
IV. RECOMMENDATION Staff recommend adoption of option one above. V. TIMING/IMPLEMENTATION The nominees will become members of the CAAC upon Board approval. VI. FOLLOW-UP
Board approval being received for this appointment, the three prospective members would be issued welcome letters to attend the March 21, 2013, meeting of the CAAC.

WHEREAS, two of the vacancies are for designees of public officials currently serving,
Lane County Commissioner Jay Bozievich and Springfield City Councilor Sheri Moore in accord with Lane Manual Chapter 3.530; and
WHEREAS, Lane County Commissioner Jay Bozievich has affirmed his designation of
Jason Thiesfeld and Springfield City Councilor Sheri Moore has affirmed her designation of Dan Rupe; and
WHEREAS, the Board of Commissioners has already assigned Commissioner Pat Farr
as a representative to the CAAC (Order 13-1-8-02); and WHEREAS, the other remaining vacancy is for a Public Official or Public Official
Designee for the City of Eugene; and
WHEREAS, all applicants are endorsed by the Community Action Advisory Committee; and
WHEREAS, this matter having been fully considered by the Lane County Board of County Commissioners.
NOW THEREFORE the Board of County Commissioners of Lane County ORDERS that the following named persons be appointed to the Community Action Advisory Committee, said terms to expire as indicated below:

1. I have been a Springfield police officer for 13 years and interact with homeless people on a regular
basis. Prior to working at Springfield I worked at the Lane County Jail. Refer to resume for further.
2. As a member of this committee I hope to have a larger impact on working to help homeless people
and families. Given the difficult economic climate, effective and efficient use of financial resources is
paramount if homeless and indigent people/families are going to get the assistance they need, not just
simply to subsist, but to improve their overall situation.
3. I would like to ensure that the core issues regarding the homeless are addressed. Providing day to
day necessities is important, but so is addressing the root causes of homelessness e.g., mental health,
PTSD, drug addiction, and poor life choices in general. Working to resolve the root causes is the only
way to reduce homelessness/poverty in the long term.
4. Past involvement in community groups is limited to coaching youth sports.
5. I understand and appreciate experiences of others as a result of their life experiences. Committees
that are made of members with a variety of backgrounds only strengthens the committee, but only if
the members are able to appreciate the diversity and work as a team towards a common goal.
