Councillor Chris Turrell gave a presentation in which he outlined the work being undertaken towards thepreparation of a Bracknell Neighbourhood Plan. All Councillors were invited to become involved with thedevelopment of the Plan, and to note that the next meeting of the Neighbourhood Planning Group Meetingwas at noon on 30th June 2015 in the Council Chamber

The Deputy Town Mayor welcomed everyone to the meeting.

1049 MinutesThe minutes of the meeting held on 19th May 2015 were taken as read, confirmed as a correct record andsigned by the Deputy Mayor. There were no matters arising.

1050 Mayors AnnouncementsThe Deputy Town Mayor gave the Councillors a brief outline of the events that the Town Mayor and theDeputy Town Mayor had attended over the last few weeks. The Deputy Town Mayor reported that they areboth settling into their duties and between them hoped to fulfil all engagements.

1051 Planning CommitteeCouncillor A Finch introduced the reports of the meetings held on 19th May, 26th May and16th June 2015.RESOLVED that the reports be adopted.

1052 Environmental Services CommitteeCouncillor C Harrison introduced the reports of the meetings held on 19th May and 9th June 2015.RESOLVED that the reports be adopted.1024 - The Town Clerk was asked if all play area refurbishment work planned had now been completedready for the summer holidays The Town Clerk reported that all work scheduled had been completed apartfrom Birch Hill Central where work is due to start shortly. The 2015/16 scheduled work will restart after thesummer holidays.1027—An idea was put forward that Councillors approach businesses in their wards to help engage theirsupport for ‘In Bloom’. Councillors discussed how each member could get their local ward businessesinvolved. Councillor C Turrell recommended that an approach be introduced, with an approach designedand a briefing provided by the ‘In Bloom’ Committee to those Councillors willing and able to assist. This wasAGREED

1054 Strategy and Finance CommitteeCouncillor C Turrell introduced the report of the meetings held on 19th May and 16th June 2015, subject to an

amendment that identified ClIr Peter Heydon as the Deputy Chairman.

RESOLVED that the reports be adopted.

1055 Received Income TransactionsThe Council noted the received income transactions from the 15t April to 315t May 2015. NOTED

1056 Paid Expenditure Transactions.The Council considered the paid expenditure transactions from April to 3l May 2015 inclusive. NOTED

The reports had been scrutinised by the Strategy and Finance Committee. It was RESOLVED that the

transactions be confirmed and the Deputy Mayor be authorised to sign these as a correct record.

1056 To approve the Financial Statements (unaudited) for 2014/15.

The Statements, having been scrutinised by the Strategy and Finance Committee, were recommended for

Approval. The Financial Statements (unaudited) for the year ended 31st March 2015 were APPROVED and

subsequently signed by the Town Mayor and the Clerk /Responsible Financial Officer. Councillor C Turrell

added the statements show the Town Council is in a healthy position and would like to thank the Officers for

managing this well.

1057 To approve the Annual Return and the Annual Governance Statement for Submission for Audit.

The Annual Return and the Annual Governance Statement for 2014/15 was APPROVED and subsequently

signed by the Town Mayor and the Clerk / Responsible Financial Officer.

1058 Complaints and Compliments RegistersThe registers were NOTEDThe following points were noted1) Mill Park — The Town Clerk, with Councillors, was in dialogue with McDonalds about volume of traffic and

improving access to our BTC facilities. Café opening times were discussed, as well as a proposal that signs

could be considered in the BTC car park advising ‘Parking for Park and Café users only’.

2) Fun Fair — Town Clerk advised the fair will be moved a bit towards the lake in September, with noise being

carefully monitored.3) Other the Town Clerk was asked to thank the Staff for clearing the offensive graffiti so quickly and also

for them dealing with cemetery queries sensitively.

1059 Meeting Schedule for 2015/16The revised meeting schedule for 2015/16 was NOTED. The two changes were an additional Strategy and

Finance Committee for July 2015 and the Staffing committee then being moved from 7th July to 14th July

2015.

The applicantstates that it will not be essential to have a car due to the siting of the dwelling. In reality thisdwelling is likely to generate in excess of four vehicles which will just compound an alreadyheavily congested area

15/00445/FUL Bulibrook 77-79 Deepfield RoadErection of 11 three bed houses at 77-79 Deepfield Road and land to the rear of 73-75 and 8 1-87 DeepfieldRoad following demolition of 77 and 79.Recommend Refusal: overdevelopment of site, cramped out of character with surroundinghouses, concerns regarding traffic and access to the site. Concerns about the lighting of the carpark will this be intrusive to adjacent properties. There is already parking issues in Deepfield roadbut only three visitor spaces are allowed for on the development. The proposed access withcause problems in an already congested road. This development would have a detrimentalimpact on the area, inadequate provision for parking in an area that already suffers fromcongestion the addition of 11 new properties would be disproportionate in terms of thedetrimental impact. Refuse Collection and emergency vehicles already experience difficultiesmaneuvering in this road. As vehicles leave the proposed site at night headlights will shinedirectly into a residential property.

Clerks Report

1068 General Update. BTC staff had again perfon-ned well through this period. Councillors wereappreciative of all that been achieved and asked that the RFM/ grounds staff be particularlythanked for making the town look so good, including at the time of the ‘In Bloom’ judging. Theyalso appreciated the OSM having additionally taken on the running of the Teddy Bears Picnic inJune, as well as officers having successfully run a number of other events in this period.Councillors offered to help with upcoming summer activity days, and also suggested an approachto generate sponsorship. NOTED

1069 RecruitmentRecruitment of three pavilion assistants had been successful and had provided the requiredcapacity within the pavilion team. NOTED

1070 Sickness AbsenceSickness absence was NOTED.

1071 TrainingAnnual appraisals had been completed, with some useful discussions occurring and training needscompiled. It was suggested that pavilion staff and the environment wardens receive childrensafeguarding training, to help spot those at risk, as well as publicising contact numbers/ providingsafety areas. 1077 Website.The evaluation of suppliers by the Website Working Group for providing the new website had beencompleted. The preferred supplier was a local company, able to provide a low cost approach todeveloping the website, as well as support that would suit the Town Council. The website would alsoprocess online payments. The Working Group would continue to have an input into the design anddevelopment of the new website, with the Chairman attending the initial meeting with the preferredSupplier. The Receptionist and Bookings Administration would maintain the website with the ProjectAdministrator maintaining Facebook and Twitter. Officers will also put in place a service agreement withthe providerCouncillors were requested to ratify the proposal from the Website Working Group to proceed withCreotec as the website provider with an anticipated date of September for going live. 1078 Great Hollands PavilionCouncillors considered the outcomes of the feasibility study for building a replacement Great Hollandspavilion, which had previously been presented to the Great Hollands Pavilion WG. This study had beencommissioned following a complete rebuild having been identified as the preferred option (refer minute2848). Councillors made a number of comments! suggestions on the study, for the Working Group tonow investigate, with results to be reported back in the year. Whilst the feasibility study had not at yetresulted in a design that the Committee felt was entirely suitable, 3t was noted that the town council nowhad a basis on which to develop ideas, so that agreement on a suitable design! way forward could beachieved later in the year.In support of this, officers would be putting together a business case, including reviewing costs of therebuild, how this could be financed as well as the potential increased net income achievable fromoperating a new pavilion.Other comments were that:

• Councillors! the SHP WG to be presented with design options at next stage• This is a big BTC investment, so needs a business case to be made for what is affordable, including to

show how costs of rebuild will be financed (reserves!Ioan! grants! other) and also comparing existingrunning costs with that of a new building.

• Need to review! reduce avoid those costs which are excessive in the feasibility study to ensure

affordable! low impact on Council Tax. For example, could we operationally combine café ! functionareas?

• Whilst aiming for a sports grant, changing facilities must not be to the determent of other community

• Need to consider moving the pavilion closer to the car park so we can keep using current pavilion during

the build. Also ,if pavilion was by the road! the car park, noise generated from hail hires may less disturb

residents, albeit links to paddling pool! sports facilities would become more stretched

• Explore Eco-build which would bring people to Great Hollands. For which grants are available. If an Eco

build, the function room could be booked by schools, at certain times, for educational talks.

• Carefully review spend on Bowling Club at this stage, as maybe encourage club to invest themselves, so

might be better to leave it unchanged for now.

• Play areas should not be located nearer to the houses, especially when there is so much space at Great

Hollands.• Design initially appears over fixated on toilet provision, so maybe review layout options.

• Pursue design and build option for procurement at later stage to save money.

• Ensure working group has looks at other buildings, for example the community hall at iennetts Park has a

multi-use room, and is likely to have been cheap and is popular.

ACTION The Working Group needs to consider these matters and to report back to the Strategy and

Finance Committee later in year.

1088 Great Hollands PavilionFollowing the meeting of the Strategy and Finance Committee various questions and lines of enquiry were raised.The Working Group will consider and investigate these and bring a report back to the Finance and StrategyCommittee later in the year. Whilst the feasibility study had not at yet resulted in a design that the Committee feltwas entirely suitable, it was noted that the town council now had a basis on which to develop ideas, so thatagreement on a suitable design/ way forward could be achieved later in the year. The Town Clerk will prepare abusiness plan to go along side this report. NOTED.Councillors said that feedback to date from residents and park users was that they were more concerned aboutgetting updated play equipment than updating the Pavilion. Residents had also expressed concern about thepossible loss of the paddling pool. A full risk assessment needs to be carried out on the paddling pool and BTC willuse the knowledge learnt from the experiences at Jocks Lane regarding splash pads.

1089 Bracknell In BloomThe judging day in July went well and the judges commented on the unique hanging baskets which had been plantedby local residents at workshops organised by the Bracknell In Bloom Committee. It is hoped to continue this scheme

thnext year. Results will be announced on 16 September 2015. NOTED

1090 Jocks Lane Facilities.Splash Pad — New jets have been fitted to enable the splash pad to run for longer before it needs to shut off andreplenish the tank with water. Other splash pads suffer with the same problem and the adjoining parish shut theirsplash pad down for two hours every day to allow the tanks to refill. The RFM is investigating the possibility of asecond water pipe to increase the volume of water to the tank. Councillors requested the RFM to investigatemaking the jets higher once the water pressure has improved. NOTED.Tennis — work has started on upgrading the tennis courts, this involves installing new floodlights, electrical cable, awater supply for the railway building and introducing a payment/token system. This work is to be timed for theautumn.Pipeline — Thames Water are laying their water pipeline under the Cut and the footpath area alongside inSeptember, for which the Town Council will receive compensation payment. Thames Water are required to returnthe grounds to ‘as found’ good condition once the works are completed. The contractor will also be putting acompound in on site and has been requested to install the cabling for the new floodlights as way of payment.NOTEDGreen Flag — Officers are pleased to report that Jocks Lane along with South Hill Park has been awarded the GreenFlag.

1091 Play AreasVarious play areas have been painted and work is nearing completion at Hedgehog Park, further work on the hillslide will be done later in the year. Work at Anneforde is awaiting confirmation regarding funding as it was been put

1101 MinutesThe minutes of the meetings held on 14th July were taken as read, confirmed as a correct recordand signed by the Chairman.

1102 Matters ArisingMinute 1072 — Councillors were advised that the planned Safeguarding training was scheduled,but had not taken place as yet.Minute 1073 — A further defibrillator would be sought - for installation at Birch Hill pavilion.

1103 General Update. BTC staff had again performed well through this period. Councillors were againappreciative of all that been achieved and asked that the RFM/ grounds staff be particularlythanked for the success of the Summer Activity days in the period since the last meeting. NOTED

1104 RecruitmentThere was now a need to recruit a Caretaker based at Braybrooke depot/pavilion. The interviewswere organised for 6’ September. Councillor Birch to be involved as a panel member. AGREED.

1105 AbsenceCouncillors were updated on the delayed return of a member of staff from their summer holiday.The member of staff would be interviewed on return. NOTED.

1106 Town Clerks Appraisal. The Town Clerk’s mid-year appraisal had taken place on July 24t1.

The Committee discussed the performance of the Town Clerk, following his recent appraisal. Theprevious six months had been a successful period for the Council as a whole and councillors werepleased with his handling of matters during that period. NOTED.

1115 Audit.External Auditor:- The committee NOTED the unqualified (‘clean’) opinion from the External Auditor for

the year ended 315t March 2015.1116 Internal Auditor: The committee AGREED to re-appoint Claire Connell as the Internal Auditor for the

financial year 2015/16

1117 Budget Monitor Group Report.The Committee NOTED the minutes of the BMG of 3ft September 2015. The list of cheque signatories is

due to be discussed at the next working group meeting to ensure that this remains appropriate. The

chairman proposed the opening of an account at Makro to allow the Pavilion Supervisor to get bulk buyitems for the pavilions delivered. This was AGREED by the Committee.The levels of reserves! balances were considered. It was explained that the overall level reflected current

uncertainty over the level of Precept/LCTRS Grant and that funds could be needed for a Great Hollands

Pavilion rebuild once a Business Case was approved. The schedule of MIF projects outstanding was alsolooked at and officers would be ensuring remaining funds were promptly applied.

The Chairman of the meeting thanked the Budget Monitoring Group for their diligent work in reviewing

the finances.

1118 Corporate and Business Service Risks.This document had been reviewed by the Budget Monitoring Group and was AGREED by the committee

as a fair representation of the Councils risk position.

1119 Health and Safety.The Committee agreed Councillor Tullett as Health and Safety Champion. Terms of Reference wereagreed with one change to the draft wording to emphasise him acting in an advisory role only.

Health and Safety Review —A further review had been carried out by the Councils Broker. This was an

overall a positive report, with non-green areas being tackled through an action plan since drawn up.Health and Safety Policy: Committee were asked to agree an updated Health and Safety Policy. The

Policy was AGREED. Councillor Tullett mentioned changes to legislation regarding use of contractors.

15th September 2015This needed to include projections of revenue position to be achieved, reflecting a range of possibleoutcomes. Further input from facilities users regarding possible configuration and design was needed.

1121 Bowls ClubNew ditch infills are required around the Bowling Green. The cost is estimated to be around £1600, andsuppliers will be investigated. This work would be in addition to the budgeted maintenance costs.Councillors AGREED this additional expenditure. Councillors also requested the Town Clerk investigatereinstating the challenge match between the Town Council and the Bowling Club for the Mayors Charity.

1122 CII receiptsWhilst the anticipated BTC share of funds generated from the Community Infrastructure Levy is notexpected to be significant, BTC had been asked to contribute to the Bracknell Forest Councils ‘S123 list’for anticipated use of CIL contributions. The following items were put forward to be added to the draftlist provided: Larges Lane Cemetery enhancements and improving parking provision for key sites.

1123 Nomination to Health and Wellbeing Board — Scrutiny Panel.Two Councillors had put in an expression of interest and it was AGREED to put both Councillors forward. Ifthe board would only accept one nomination, the matter to come back to Council for a decision on whichCouncillor is to be the substantive and which the substitute
