Minutes King William County

Planning Commission May 1, 2018

At a regular meeting of the Planning Commission, held on the 1st of May, 2018 at

7:00 p.m. in the King William Administration Building, the meeting was called to order with the following members:

Present: John Breeden Stephen Greenwood, Chair Bonnie Hite Tara Roane, Vice-Chair David Ford

Staff Present: LaVerne Otto, Planning Secretary Olivia Schools, Deputy Clerk Andy Aigner, Chief of Fire and EMS

General Public Comment Period

Chairman Greenwood opened the Public Comment Period.

Don Wagner, of the 5th District, stated he was saddened by Sharon Williams departure and there are issues with the minor subdivisions and needs to be addressed in the Subdivision Ordinance. He also stated our County has too few inspectors for the amount of inspections needed.

Chairman Greenwood noted the recent departure of Planning Director, Sharon Williams.

Public Hearings

a. Ordinance to Amend the King William County Code, Chapter 86 - Zoning; Article IX, Overlay Zoning Districts; Division 2, Historic Preservation (HP) District; Sec. 86-344, Application and Procedures for Certificate of Approval

LaVerne Otto, Planning Secretary, presented an Ordinance to Amend the King William County Code, Chapter 86 – Zoning; Article IX. Changes included removing the requirement for a public hearing before the historic preservation and architectural review board prior to the consideration of an application from the property owner for a certificate of approval to engage in regulated activities with a historical preservation district.

Members discussed removing the current $1,000 fee, as well as, all other items requiring a vote of the HPARB. Adjacent property owners would still be notified, a sign would be posted on the property and a notice would be posted on the County website.

Carl Fischer, Chair of the Architectural Board, stated his support to eliminate all fees and public hearing requirements.

Chairman Greenwood opened the Public Hearing.

Jeanette Wagner, of the 5th District, stated her support for fees to cover the costs of any ads posted by the County.

Carl Fischer stated costs may be recouped by the Architectural Board, not the County.

There being no further speakers, Chairman Greenwood closed the Public Hearing.

Member Breeden stated specifics he’d like to add to the Ordinance including what would and would not require a public hearing such as;

1. When a new historic district is being created or deleted. 2. When a property is being added to an existing district. 3. When a property is being deleted from an existing district. 4. When an historic building in an existing district is being demolished.

Member Breeden moved to require a public hearing for the aforementioned circumstances; seconded by Member Ford.

Members asked if anyone has specific interview questions they’d like asked during the next hiring process for the Planning Director.

Member Breeden stated he’d like changes made to the Subdivision Ordinance.

Closing Comments

Member Ford thanked everyone for coming out and wished LaVerne a Happy Birthday.

Member Roane thanked LaVerne for helping out in the absence of a Planning Director.

Member Breeden thanked Mr. Fischer for coming out.

Member Hite thanked LaVerne and Olivia for their help.

Chairman Greenwood thanked everyone and noted the passing of the FY19 Budget.

Adjournment

Being no further business, Member Ford made a motion, seconded by Member Breeden, to adjourn the meeting. Chairman Greenwood adjourned the meeting at 7:36 p.m.
