Go SOLAR Broward Rooftop Solar Challenge Mid-Year Status Update• August 15, 2012 concluded the sixth month of
the Go SOLAR program, a half-way point for the yearlong grant, which concludes on February 14, 2013
Grant Deliverables Completed• Permitting strategy review • Development of the permitting web
application• Completed well before the grant deadline
Tasks Performed• Developing a committee structure and conducting routine committee meetings to
ensure a collaborative implementation of the grant objectives, including the Standardized Permitting, Planning and Zoning, Steering, Outreach, and Financing committees.
• Conducting a kick-off meeting.• Reviewing market assessments to develop a grant strategy.• Developing and implementing a branding strategy.• Development of a Go SOLAR web site.• Developing and beginning implementation of a Go SOLAR marketing plan and
beginning initial coordination with partner Public Information Officers to effect that plan.
• Development, testing, and release of the Go SOLAR web based permitting system, now active and ready to be populated with design plans.
Tasks Performed• Conducting a series of webinars for building officials and stakeholders on the Go
SOLAR online permitting system• Implementation of an accounting process to capture work invested in Go SOLAR
from among Broward County and its fourteen participating partner cities.• Conducting on-going building official meetings, where accomplishments to date
include agreement on one web based permitting site, one permitting fee Development of an Interlocal Agreement (ILA) capturing building official consensus and as of the writing of this article, acceptance of that ILA by eight of the fifteen county and municipal partners.
• Coordination with Fire Marshalls and the Board of Rules and Appeals.• Development of a model zoning ordinance in support of rooftop photovoltaic solar
installations and adoption of that ordinance by three of the fifteen county and municipal partners.
Tasks Performed• Hiring of a grant funded Marketing Associate.• Development and publishing of an in-kind agreement for rooftop photovoltaic
solar system design plans to populate the web based permitting system.• Development of draft electrical schematics to be used with the design plans.• Acquisition and installation of the computer hardware to host the permitting
system.• Development of Standard Operating Procedures to govern use and
maintenance of the new system.• Acquisition of the hardware of Go SOLAR kiosk in Governmental Center West.• Development of Net Metering best management practices.• Development and publishing of a Go SOLAR newsletter.
