AGENDA
The Technical Coordinating Committee (TCC) of the Gaston-Cleveland-Lincoln Metropolitan
Planning Organization (MPO) will meet Wednesday, May 4, 2016 at 10:00 A.M. at the Gaston
County Administrative Building, room 3A, which is located at 128 W. Main Avenue; Gastonia, NC
28052. The following is the agenda for the meeting:
1. Set Agenda

2. Determination of Quorum and Good Standing

Voting members must be in Good Standing to vote. TCC Bylaws define a quorum as the
presence of 51% of voting members in Good Standing representing the local municipalities,
counties, and public transit providers. This requires attendance of at least twelve (12) of the

REGULAR AGENDA
7. 2016-17 Unified Planning Work Program (UPWP) Amendment §5303 Funds
Presenter: Hank Graham, AICP, Principal Planner
Staff is requesting the TCC and MPO Board to approve an amendment to the previously
adopted §5303 budget. The amendment calls for an increase of $500.00 and will increase the
allocation from $38,500.00 to $39,000.00.
ACTION REQUESTED: Approve as presented.
8. SPOT 4.0 Project Scores, Rankings and Public Comment Period
Presenter: Bjorn E. Hansen, Senior Transportation Planner
The NCDOT delayed the release of project scores, resulting in the MPO having to reschedule
its Regional Tier ranking process and public comment period. MPO staff recommend a new
public comment period and special joint TCC/Board meeting in June to approve results.
ACTION REQUESTED: Recommend scores, points assignment, and revised comment period to
the MPO Board.
9. NC 279 MTP Update and Conformity Document Comment Period
Presenter: Bjorn E. Hansen, Senior Transportation Planner
The MPO released an amended MTP project list and air quality conformity document for a
passing lane project between Dallas and Cherryville. The MPO held a 30-day public comment
period, with meetings in Gastonia, Lincolnton, and Shelby. Staff will review all comments
received during this period.
ACTION REQUESTED: Consider recommending MTP amendment and conformity report to
Board for adoption.
10. Bicycle and Pedestrian Planning Update
Presenter: Hank Graham, Principal Transportation Planner, MPO Coordinator
Staff will provide an update on activities related to bicycle and pedestrian planning.

Mr. Bailey will present a status update and schedule for the CTP.

12. 2015 Socio-Economic Baseline Update
Presenter: Bjorn Hansen, MPO Staff
MPO staff and subcommittee have conducted a significant amount of work on the baseline
update. MPO staff will provide a status update in advance of the July adoption.

The regularly scheduled meeting of the Gaston-Cleveland-Lincoln Metropolitan Planning Organization

Mr. DuPont stated that there are some additional items from the MPO staff that needed to be added
to the agenda. Mr. Graham stated that an amendment needed to be made to the Public Participation
Process and that the MPO staff needed permission to open a public comment period for this
amendment. There is also a resolution of support for the City of Belmont and Town of Cramerton for a
TIGER grant application.
Mr. Blackburn motioned to approve the agenda with modifications as presented. Ms. Elam
seconded the motion and the motion passed unanimously.

meeting because he was present.

4. Introduction of Members & Guests

Mr. DuPont asked all guests and members that had not attended in a while to introduce themselves.
Guests included: James Walker (Concerned Citizen), Zack O’Keefe (NCDOT-TPB Trainee), Barry Webb
(Dallas Interim City Manager), Karyl Fuller (Isothermal RPO Director), Melvin Cline (Zapata-LJB), and
Shelley DeHart (City of Belmont, TCC Alternate). Mr. DuPont thanked all present for their attendance
and introductions.
5. Public Comment

Mr. Walker voiced his support of the Build a Better Boulevard plan.
6. CONSENT AGENDA ITEMS

Mr. DuPont stated that the next item is approval of the Consent Agenda with the STIP modifications as
presented.
Ms. Elam motioned to approve the Consent Agenda as presented. Mr. Scharer seconded
the motion and the motion passed unanimously.
REGULAR AGENDA
7. GCLMPO Unified Planning Work Program (UPWP) Final FY 16-17 Activities and Budget
Presenter: Hank Graham, Principal Planner, MPO Coordinator
Mr. Graham announced that on March 2, 2016, he received the actual annual allocated funding
amounts of the 5303 and 104F Grants from NCDOT. These allocations are based primarily on the amount
of funds for all MPOs in the state of North Carolina that are made available for transportation planning
grant funding. The actual allocation amounts are significantly less than the projected amounts listed in
the draft UPWP, which were last year’s actual funding allocations. The projected amount of PL funding
was $319,705 but the actual amount is $240,155. Mr. Graham stated that he needed to incorporate this
shortfall into the overall budget for the next fiscal year. The minimum annual budget that the MPO staff
needs to operate without service cuts is $530,996 which covers: MPO staff salaries, fringe benefits and
general operating expenses. The new total amount (including shortfall) that needs to be covered by
local matches is $148,763. He added that the NCDOT is considering amending the formula which
determines the allocation amounts because there are some MPOs that are accruing funds versus
spending them. He asked that the TCC recommend to the MPO board to assist the MPO staff by paying
the additional increased local share amounts in order for the MPO staff to operate and that he would
work very hard in the upcoming year to get some additional funding on an annual basis. If the formula
is modified before October 2016, we may be able to incorporate additional funds in the FY16-17
budget.
Mr. Blackburn motioned to approve the amended increase to the Local Match per member
jurisdictions. Mr. Bernhardt seconded the motion and the motion passed unanimously.
8. Bicycle and Pedestrian Update
Presenter: Bret Baronak, Senior Transportation Planner
Mr. Baronak gave a brief summary of recent activities of the Bicycle and Pedestrian Advisory
Committee. Mr. Krouse announced that Cramerton was successful with the NCDOT Bicycle and
Pedestrian Planning Grant Initiative application and thanked Mr. Baronak for all of his help towards this
accomplishment. The Grant award was $36,000. As this item was for information and discussion only, no
further action was required. Mr. Baronak also provided updates on the Bicycle and Pedestrian
Committee’s progress on the CTP Bicycle Mode update, as well as, provided information about the
comments he provided to NCDOT regarding bridge replacement projects in the Region, and
relationship to any future planned bicycle and pedestrian accommodations.

9. SPOT 4.0 Project Scores, Rankings and Public Comment
Presenter: Bjorn E. Hansen, Senior Transportation Planner
Mr. Hansen presented an updated status of the SPOT 4.0 score development, preparation for the point
assignments and the public comment process. He covered the upcoming timeline and activities
planned for this process as well as specific details about some of the project funding issues. Mr.
Yacobucci listed the airport projects that have been deemed ineligible. Mr. Hansen asked for
volunteers from the TCC to work on a committee to review the MPO staff work on the project rankings.
Further discussion ensued. Sub-committee volunteers are: Mr. DuPont, Mr. Bryant, Mr. Krouse, and Mr.
Robinson.
Mr. Blackburn motioned to recommend the April public comment period dates and
outreach to the MPO board. Mr. Krouse seconded the motion and the motion passed
unanimously.
10. Lineberger Study Results
Presenter: Rusty Bost, City of Gastonia
Mr. Bost presented a detailed summary of the Lineberger Study results and recommendations. The
purpose of this study was to generate innovative and long-range projects to reduce congestion,
improve access, and accommodate growth through potential development of a large tract of land
adjacent to I-85 in Gastonia and Lowell. Further discussion ensued. As this item was for information and
discussion only, no further action was required.
11. NC 279 Safety Project Resolution of Support
Presenter: Anil Panicker, NCDOT Division 12, Planning Engineer
Mr. Panicker reviewed the specifics as well as status of the safety project the NCDOT has funded to add
passing lanes along NC 279 between Dallas and Cherryville. Mr. Hansen stated that there was a typo
in the agenda item regarding the comment period. The correct dates of the proposed comment
period is from March 28 – April 26. These dates also align with the SPOT 4.0 comment meetings and
proposed amendments to the public participation plan, so the plan is to have one meeting to comment
on these three documents.
Mr. Blackburn motioned to recommend to the MPO Board that we release the public
comment period for March 28 – April 26. Ms. Elam seconded the motion and the motion
passed unanimously.
12. Comprehensive Transportation Plan Update
Presenter: Andy Bailey, NCDOT-TPB, GCLMPO Coordinator
Mr. Bailey presented a brief overview, status update and schedule/timeline plans of the CTP. As this
item was for information and feedback only, no further action was required.
13. Remix Transit Planning Software
Presenter: Bjorn Hansen, Senior Transportation Planner
Mr. Hansen presented a brief summary of the features and benefits of the Remix Transit Planning
software, which is a new transit route analysis program that is now available to the MPO and its
members. The software subscription will expire in January 2017. Additional discussion followed. As this
item was for information and discussion only, no further action was required.
14. 2015 Socio-Economic Baseline Update
Presenter: Bjorn Hansen, Senior Transportation Planner
Mr. Hansen stated that this is an update from the 2014 baseline process that was adopted on last spring.
It is being updated again for 2015, because this is the baseline year that has been chosen by the model
team in Charlotte as the year that will be used for comparison for the long range planning process base
that will begin in 2017. He also stated that a sub-committee of volunteers (1 representative from each
county) was needed to assist the MPO staff with this process. The sub-committee volunteers for this
process are: Mr. Scharer, Mr. Bryant, Mr. Garcia, and Ms. Elam.

15. Other Business
Public Participation Process Amendments
Presenter: Bernie Yacobucci, Transportation Planner
Mr. Yacobucci stated that in efforts to cut costs, the MPO staff have made amendments to the Public
Participation Plan. He reviewed the details of each amendment and asked for the amended
document be released for public comment.
Mr. Krouse motioned to release the amended Public Participation Plan for a 45-day public
comment period. Mr. Scharer seconded the motion and the motion passed unanimously.
Tiger Grant Application
Presenter: Kevin Krouse, Town of Cramerton, Planning Director
Mr. Krouse stated that this is the same TIGER grant application that McAdenville, Belmont, and
Cramerton applied for previously but had encountered a technical glitch when it was being submitted.
He also stated that they will resubmit it again and is asking for MPO support.
Mr. Krouse motioned to support the TIGER Grant application as presented. Ms. DeHart
seconded the motion and the motion passed unanimously.
NCDOT Update-Division 12 Staff and TPB MPO Coordinator
Mr. Panicker reviewed the status of all the current project updates and also announced the new Division
12 engineer, Mark Stafford.
Transit Systems Ridership
Mr. DuPont stated that there is some information on transit ridership in the agenda for reference.

There being no further business, Mr. DuPont entertained a motion for adjournment at 11:49am.

BACKGROUND: The GCLMPO was provided the actual allocation amount from NCDOT’s Public
Transportation Division. The previous 2016-17 allocation for §5303 Transit Funds approved by the
GCLMPO was $38,500.00. This amount is increasing by $500.00 to $39,000.00. MPO staff is
requesting TCC approval and recommendation of Board approval of this additional amount.
The local membership share for this amount will be paid by the City of Gastonia. This local share
(10%) increases from the previously approved $3,850 to $3,900. An increase of $50.00

Subject: SPOT 4.0 Project Scores, Rankings, and Public Comment
BACKGROUND: The NCDOT released the data-driven scores for all candidate projects on April 13,
2016. These scores form a basis for the MPO’s rankings and ultimate points assignment. The MPO
had previously schedule a 15-day public comment period from April 11-25 for Regional Tier
projects rankings. The MPO was unable to conduct this comment period due to the delay in
releasing scores. MPO staff have coordinated with the project ranking subcommittee, and TCC
and Board chairmen on how to address this delay.
The MPO now has until June 30 (previously May 31) to submit its rankings and points assignments.
The MPO is still using two 15-day public comment periods for the overall SPOT process-one in late
May-mid-June for the Regional and unfunded Statewide Tier projects and one in August for the
Division Tier projects and remaining Regional and Statewide Tier projects that were not funded at
their tiers.
STATEWIDE TIER RESULTS: The released scores include a list of which Statewide Tier projects were
funded at that tier. The first phase of widening I-85 (from Belmont to US 321) was funded at the
Statewide tier, as well as the Dixon and DeKalb intersection in Shelby. A new project (upgrading
US 74 and NC 226 (Earl Road) in Shelby) submitted by NCDOT Division 12, was also funded at this
tier.
The second phase of widening I-85 (from US 321 to US 74) was included in the STIP several months
ago due to increased revenues. This project was added due to its score in SPOT 3.0, and was
funded at the Statewide Tier. It was rescored in SPOT 4.0 and did not score high enough to be
funded at the Statewide Tier, meaning the MPO and Division may consider evaluating it at the
Regional and Division Tiers. The project is recommended for points assignment at the Regional Tier.
Division Tier rankings will occur in July and August.
TCC and BOARD OVERSIGHT AND SCORES: The review subcommittee met on April 21 and 26 to
review scores, and recommend the rankings and scores shown in the attached table. Overall, the
MPO has some of the highest-scoring projects in the Division and funding region. The MPO has
1,800 points to assign, with a maximum of 100 points to any one project. The NC 73 widening and
bridge replacement over the Catawba River is partially in Mecklenburg County, meaning the
MPO may only assign up to its proportional share of the length of the project (45 points). The
subcommittee recommended assigning 55 points to a 19th project.
The Isothermal RPO has informed MPO staff it is considering “donating” 200 points to the GCLMPO
to assign to Shelby Bypass phases. It is meeting at the same day as the TCC, so the TCC is asked
to recommend two additional projects to receive 100 points in the event the RPO does actually
donate the points.
OPPORTUNITIES FOR PUBLIC COMMENT: GCLMPO staff proposes a revised public comment period
from May 30-June 13, with a meeting held in each county. The NCDOT has announced the period
for approving and submitting points runs through July 31, 2016, meaning the MPO WILL NOT need
to hold a special meeting in June, as previously announced.

Subject: NC 279 MTP Amendment and Conformity Report Comments
BACKGROUND: The NCDOT has developed a safety project to add passing lanes along NC 279
between Dallas and Cherryville. The cost of this project is $13.09 million, and will begin right-of-way
acquisition in FY 17. Due to cost, schedule, and status as a new project, this project will need to
be added to the MPO’s 2040 Metropolitan Transportation Plan and include an air quality
assessment due to our maintenance designation for Ozone. This process requires a 30-day public
comment period.
MPO staff conducted a 30-day comment period from March 28-April 26, including holding a
public comment meeting in each of the three counties. One comment, expressing support for
the project, was received.
ACTION REQUESTED: Recommend MTIP and MTP amendments, as well as conformity document,
to Board for approval.

Subject: Bicycle and Pedestrian Planning Update
The following activities were undertaken in March and April:
Bicycle and Pedestrian Advisory Committee meetings on 3/24 and 4/20 to mainly focus
on the updating the CTP Bicycle Mode Map. Changes and approval were finalized on
4/20.
Staff received information from NCDOT Division 12 regarding the list of projects for the 3-
year resurfacing program. Staff is reviewing and will be providing that information to
members of the Bicycle and Pedestrian and other coordinating members of the MPO.
MPO staff collected pedestrian count information in Cramerton at the Goat Island
Bridges. Attached is the count data for those location. The counters were recently
placed in Mt. Holly and that data is currently being compiled. The counters are now in
Belmont to collect counts for the timeframe before, during, and after the Belmont
Criterium Bicycle Race held on May 1.
MPO received the preliminary scores from bicycle and pedestrian projects submitted to
NCDOT for SPOT 4.0. These scores were reviewed with the Bicycle and Pedestrian
Committee. The projects will be further reviewed and evaluated by the MPO’s SPOT 4.0
subcommittee in August per the anticipated Division Tier project schedule. The SPOT
subcommittee consists of 3 members of the Bicycle and Pedestrian Committee.

Subject: Comprehensive Transportation Plan Update
The Gaston-Cleveland-Lincoln Metropolitan Planning Organization (GCLMPO) has been in the
process of completing a Comprehensive Transportation Plan (CTP) for the area over the past
couple of years. Currently, the Highway and Transit portions of the CTP are in the final review
stages at the GCLMPO. The GCLMPO Bicycle and Pedestrian Advisory Committee recently met
on March 24th and April 20th to discuss, among other items, updates and changes to the Bicycle
Mode CTP mapping.
The Committee went through final edits at its most recent meeting on 4/20 and gave a
recommendation to approve the Bicycle Element of the CTP mapping.
The following identify next steps and activities regarding the tentative CTP schedule:
1. In May through June, the GCLMPO Bicycle and Pedestrian Advisory Committee will meet
in May and/or June to discuss and finalize the pedestrian element (including multi-use
paths) of the CTP.
2. The Draft GCLMPO CTP will then be internally reviewed by NCDOT in June.
3. Based on receiving the approval of the internal NCDOT review process, the Draft GCLMPO
CTP (all modes) will be out for public review in July through August. This will include one or
more public workshops to solicit feedback from the citizens of the GCLMPO.
4. In September, the Draft GCLMPO CTP will be up for adoption by the TCC and the o the
MPO Board at their September meetings.
5. In October, the recommended GCLMPO CTP will be up for adoption by the North Carolina
Board of Transportation.
ACTION REQUESTED: Feedback on the draft schedule of the CTP as well as any other questions
regarding the different CTP elements.

Subject: 2015 MPO Socioeconomic Update
BACKGROUND: the MPO periodically updates the baseline socioeconomic (population, housing,
employment, school enrollment) information for use in the Metrolina Model. This update will be
used in CommunityVIZ, as well as in the 2045 Metropolitan Transportation Plan. The process will be
similar to the 2014 baseline update, when InfoUSA employment data from the NCDOT was made
available to the MPO.
WORK TO DATE: MPO staff have worked with the update subcommittee members to collect
school enrollment, and residential demolition and certificates of occupancy data for the three
counties. The preliminary results of this data collection, and comparison to 2014, are shown below.

Collecting and confirming employment data has historically been a more complicated process,
and this year is no different. The subcommittee is currently reviewing the InfoUSA employment
data for accuracy. There are over 15,000 individual employment records in the three counties,
and we are unable to confirm information for each of them. We do expect a slight increase in
employment in the overall study area, but need to confirm our employment records before we
can present to the TCC, which will occur at its July meeting.
