How Agenda 21 Came To Be

The timeline below lists key moments in history as they happened, which encouraged or otherwise bring us closer to the end game of U.N. Agenda 21 and sustainable development. This is in no way a history of every single event. The internet version of the Agenda 21 Timeline summary is found here.

March 26th, 1971- MN becomes the only State in the Nation to sign the

Declaration of World Citizenship- flies the UN flag OVER the State Capitol

Building

1971 The EPA was instituted. Head of EPA William Ruckleshouse- who

was also the American Ambassador to the world commission on

environment & development

1972 Minneapolis MN Rolls out Environmental Education Plan

1974 The New International Economic Order (U.N. A/RES/S-

6/3201-1974) was written, calling for:

• The regulation of multi-national corporation

• Authority to nationalize foreign property

• Authority to establish commodity monopolies

• The transfer of technology and technical assistance

1976 The UN Conference on Human Settlements- Habitat I-1976:

Quote from the preamble- “Land.. cannot be treated as an ordinary asset,

controlled by individuals and subject to the pressure and inefficiencies of

the market. Private land ownership is also a principal instrument of

accumulation and concentration of wealth, and therefore, contributes to

social injustice..”

Notable recommendations from this conference:

• A-1. Redistribute population in accord with resources

• D-1. Government must control the use of land to achieve equitable

distribution of resources• D-2. Control land use through zoning & land-use planning

• D-3. Excessive profits from land use must be recaptured by

government• D-4. Public ownership of land should be used to exercise urban and

rural land reform• D-5. Owner rights should be separated from development rights

1980 The book “World Conservation Strategy. Published jointly by the

United Nations Environment Programme (UNEP); the International Union for

the Conservation of Nature (IUCN); the World Wide Fund for Nature (WWF);

and the World Resources Institute (WRI).

1983 The Brundtland Commission (formerly known as the United

Nations World Commission on Environment and Development) was

convened by the UN.

1987 Gro Brundtland writes the book “Our Common Future. This text

first defined the term “Sustainable Development” (Part I, Chapter 2)

1990 Formation of ‘The International Council for Local

Environmental Initiatives’ (ICLEI), (currently called ‘Local Governments

for Sustainability) Created in Germany to make Agenda 21 work in every

city around the world.

1991 The book “Caring For The Earth”. Published jointly by the United

Nations Environment Programme (UNEP); the International Union for the

Conservation of Nature (IUCN); the World Wide Fund for Nature (WWF);

and the World Resources Institute (WRI).

1992 “The Wildlands Project” first appeared in the 1992 Special Issue of

Wild Earth. Gained very little serious consideration & support

June 1992. George H.W. Bush signs agreement at the Rio Earth Summit at the U.N. Conference on Environment & Development to implement Agenda 21's sustainable development in the United States. More than 178 nations adopted Agenda 21 at this conference.

George Bush, new U.N. ambassador is quoted: “It is President Nixon’s deeply held conviction, which I share completely.. that the whole U.N. system must be strengthened in the field of peace and security, social and economic development, for the promotion of human rights and the use of technology for the benefit of all peoples”.

1992 The book "Global Biodiversity Strategy". Published jointly by the United Nations Environment Programme (UNEP); the International Union for the Conservation of Nature (IUCN); the World Wide Fund for Nature (WWF); and the World Resources Institute (WRI).

1992 Nancy Pelosi submits resolution (H.Con. Res 353) to implement

Agenda 21. The bill passed the House but failed in the Senate.

1993 Nancy Pelosi submits resolution (H.J. Res 166) to implement

Agenda 21. The bill stalled in the Subcommittee on Economic Policy, Trade

and Environment.

June 1993. Bill Clinton signs Executive Order #12852, creating the

presidents council on Sustainable Development to launch in federal agencies

after Pelosi‟s efforts fail. The main responsibility of the PCSD is to translate

Agenda 21 policy into the United States.

1994 Senate tried to 'ratify' soft law treaty. Dr. Coffman shuts down

the Senate with a simulated MAP he created of the United States under

Agenda 21 policy, and stops the ratification of the Agenda 21 treaty dead in

it's tracks.

1994 Book “Rescue Mission Planet Earth” Children's Task Force on

Agenda 21. New York, NY: Kingfisher Books. This book was written by the

UN to train children as global citizens (good little germans).

April 1997. Book, “Towards a Sustainable America” written. The

President’s Council on Sustainable Development (PCSD) is explicitly charged

with recommending a national action plan.. on how to achieve sustainable

development in the U.S., the PCSD was conceived to formulate

recommendations for the implementation of Agenda 21

– State Department submission to the 5th Session of the Commission on

Sustainable Development

1997. The United States Conference of Mayors creates the joint Center

for Sustainable Communities

2001. The National Governor’s Association endorses Smart Growth

advancing statewide Sustainable Development

Prauge, Sept. 10-11, 2003- UNESCO (www.unesco.org), at the

International Conference on Education for a Sustainable Future: “The UN

has declared 2005-2015 the Decade of Education for Sustainable

Development and has designated UNESCO as the lead agency for its

promotion”.

UNESCO’s goal? “Integrate sustainable development into all levels of

education in order to promote education as a key agent for change.”

2009 Barack Obama assumes office of the President of the United

States

2009 President Obama creates partnership between HUD, DOT, and

EPA to promote the Sustainable Communities Regional Planning Grants.

2009 The EPA establishes an Environmental Finance Center within

the Hugo Wall School of Urban Affairs at Wichita State University.

2010 The Regional Economic Area Partnership (REAP) applies for first

HUD grant and is not selected. Sedgwick County (KS) elected to NOT

participate in the application by a 3-2 vote.

2011 REAP produces PowerPoint presentation on Regional

Sustainability Planning that uses that same definition of “sustainable

development” as the Brundtland Commission. (See slide 13)

2011. Barack Obama signs Executive Order #13575, creating White

House Rural Communities Act enabling implementation of Sustainable

Development in 16% of the United States.

2011 REAP applies for HUD grant again and is selected. Sedgwick County (Kansas) elected to participate in the application by a 3-2 vote. The Flint Hills Regional Council is also selected for a grant.

2011 Georgia H.B. 225 (Passed). "Policy of state to promote sustainable agriculture"

Sustainable Agriculture calls for: No tilling. No animal grazing. No machinery or carbon based energy. No chemical fertilizers, pesticides. Little to no irrigation. Must have wildlife buffers around fields. No large agri-business. No dust production. No carbon based fuel driven distribution. Heavy reliance on manual labor.

September 17, 2012 Paris Mayor, Bertrand Delanoe Bans Vehicles From Busy Roads and makes room for pedestrians and cyclists (to promote “walkable communities”).

Sept. 2012 67th UN General Assembly Begins
